Are Multi-Tools Allowed on Planes? TSA Rules Explained

In the United States, a multi-tool with a knife blade of any length cannot go through TSA screening in a carry-on bag. Put that tool in checked baggage instead. A bladeless multi-tool is listed as allowed in both carry-on and checked baggage, and a multi-tool whose relevant cutting attachment is scissors measuring less than four inches may go in a carry-on.

These are TSA checkpoint rules, not a universal statement about every country or airline. The exact attachments matter more than the tool’s brand or overall size, and a TSA officer can require extra screening or refuse an item when a security concern exists.

The TSA rule in one glance

TSA categorizes multi-tools by their attachments. The deciding question is usually whether the tool contains a knife blade, not whether the tool is marketed as compact, pocket-sized or intended for camping. TSA’s complete item list gives the following treatment:

Multi-tool configuration Carry-on bag Checked bag
Knife blade of any length Not allowed under the TSA listing Allowed; sheath or securely wrap sharp edges
No blades Allowed under the TSA listing Allowed
Scissors less than four inches Allowed under the TSA listing Allowed
Another sharp attachment or an unclear design Do not assume it is permitted; verify the current item guidance Protect sharp edges and check for any other applicable restriction

The four-inch exception applies to scissors, not to knife blades. TSA does not list a general exemption for a short knife blade. If the tool has a knife blade, even a very small one, the carry-on answer is no.

Why the attachments determine the answer

A knife blade changes the category

TSA’s complete list states: “Multi-tools (multipurpose tools) with knives of any length are prohibited.” That language covers a blade incorporated into a plier-based tool, key-chain tool or other compact design. A locking mechanism, folding handle, blunt-looking tip or small overall footprint does not turn a bladed multi-tool into a carry-on item.

Do not rely on a product name. Two tools sold under nearly identical names can have different attachments. Open the tool and identify every implement before deciding which bag to use. A separate knife blade, even if rarely used, is enough to require checked baggage under the TSA listing.

Bladeless tools are listed separately

TSA lists “multi-tools (multipurpose tools) without blades” as allowed in both carry-on and checked bags. This category is useful for travelers who need pliers, screwdrivers, a file or similar functions but do not need a knife. The tool must actually be bladeless; removing or hiding a blade is not the same as traveling with a tool manufactured without one.

Scissors have a limited carry-on allowance

TSA’s entry continues: “Multi-tools (multipurpose tools) with scissors less than 4 inches may be placed in carry-on bags.” The threshold is specifically “less than 4 inches,” so a pair that reaches four inches is not the same as one below four inches. The listing addresses scissors, not a knife blade elsewhere on the same tool. If a multi-tool contains both scissors and a knife, the knife provision controls the carry-on decision.

Carry-on decisions before you leave home

If the tool has a knife

Do not place it in your cabin bag, personal item or clothing pocket. Move it to checked baggage, or leave it at home if you are traveling without a checked bag. A case or sheath improves safe packing after check-in, but it does not make a bladed multi-tool permissible at the checkpoint.

If the tool has no blade

A bladeless model is listed as allowed in carry-on and checked baggage. Keep it accessible enough to remove if an officer asks to inspect it. “Bladeless” should describe the actual attachment set, not an assumption based on the tool’s advertising or on the fact that its blade is recessed.

If the tool has scissors

Scissors under four inches are listed as carry-on permitted. Check the tool carefully for any additional knife blade. If you cannot determine whether the scissors meet the stated limit, do not treat the item as guaranteed carry-on property; verify the current TSA guidance or pack it in checked baggage when practical.

If the design has another sharp implement

Awls, punches, saws and unusual points can make a tool difficult to classify from a photograph or product description. TSA’s multi-tool entry does not create a blanket approval for every sharp attachment. Use the current complete item list to look for the closest applicable item guidance, and ask TSA before travel if the design remains ambiguous.

How to pack a multi-tool in checked baggage

When a blade sends the tool to the hold, pack it so baggage handlers and inspectors cannot be cut or punctured. TSA’s utility-knife guidance says: “Any sharp objects in checked bags should be sheathed or securely wrapped to prevent injury to baggage handlers and inspectors.” See the TSA utility-knife page for that handling instruction.

  1. Close every folding implement. Fold the knife, scissors and other hinged parts into their intended closed positions. Do not leave a blade partly open.
  2. Use a sheath or rigid case when available. The covering should stay in place during normal baggage movement and keep the edge from contacting clothing or the suitcase lining.
  3. If there is no sheath, wrap the sharp parts securely. Use a durable covering that cannot easily slide off. The objective is protection, not concealment.
  4. Place the covered tool where it is stable. Surround it with clothing or other soft items so it does not migrate to the suitcase wall or open against another object.
  5. Keep the packing easy to explain. If an inspector opens the bag, the tool should be visibly closed and protected rather than loose among small belongings.
  6. Confirm your airline’s baggage conditions. TSA determines checkpoint security eligibility, while an airline can have separate conditions for checked baggage, weight, size or liability.

A protective case addresses handling safety only. It does not override the carry-on prohibition for a knife-equipped multi-tool.

What can happen at the checkpoint

A TSA listing is guidance, not a promise that an item will pass without inspection. TSA says an item may receive additional screening or be disallowed when an officer identifies a security concern. The complete item list states: “The final decision rests with the TSA officer on whether to allow any item on the plane.” TSA’s knife search guidance provides the same general qualification; consult the knife search results when checking current entries.

That discretion matters most when a tool has an unusual attachment, a size that is difficult to establish, or features that do not match the item description you relied on. A listing for a bladeless tool does not prevent an officer from examining the actual object. Build time into your trip for a bag search, and do not argue that a product page or brand label guarantees acceptance.

A practical pre-flight inspection

  1. Open the tool’s specification and the physical tool. Make an inventory of blades, scissors and other sharp attachments. The physical configuration in your possession controls.
  2. Choose the bag based on the attachment. Any knife blade means checked baggage. A genuinely bladeless tool or one with scissors under four inches may be considered for carry-on under TSA’s listing.
  3. Check the exact wording for borderline items. Use TSA’s current complete list rather than relying on a retailer’s “TSA-friendly” description. Product marketing is not a security determination.
  4. Protect a checked tool. Sheath or securely wrap every sharp edge, then stabilize the tool inside the bag.
  5. Review the itinerary. TSA rules apply to U.S. screening. Check the authorities for any foreign airport or destination and your airline’s baggage conditions when your trip includes other jurisdictions or carriers.
  6. Pack a fallback. If you cannot check the bag and the tool has a knife, leave it behind or use a different, confirmed bladeless tool. Do not hope that a small blade will be overlooked.

Common mistakes and the fix for each one

Mistake Why it fails Better approach
“It is tiny, so it must be allowed.” TSA’s knife rule applies to blades of any length. Identify whether a knife blade is present, regardless of overall tool size.
“The scissors are under four inches, so the whole tool is fine.” The scissors exception does not cancel a separate knife blade. Inspect all attachments; a knife-equipped version belongs in checked baggage.
“A sheath makes it acceptable in my carry-on.” Sheathing is a checked-bag safety measure, not a carry-on exemption. Use the sheath in checked baggage and keep the bladed tool out of the cabin bag.
“The same model always passes.” Officers can conduct extra screening or make the final admissibility decision. Carry the current listing and allow time for inspection without treating either as a guarantee.
“A product page says TSA approved.” Marketing may describe a different attachment configuration or omit a sharp implement. Compare the actual tool with TSA’s attachment-specific categories.
“TSA rules cover my entire international trip.” The cited rules address U.S. TSA screening, not every foreign authority or airline condition. Check each airport, border authority and carrier relevant to the itinerary.

Examples that make the rule easier to apply

Compact plier tool with a folding knife

Even if the knife is only a few centimeters long and the tool also has pliers and screwdrivers, the blade places it in the prohibited carry-on category. Close and protect it, then check it.

Pliers, screwdrivers and file, with no blade

This configuration fits TSA’s listed bladeless multi-tool category and may be placed in either carry-on or checked baggage. The officer can still inspect the object and make the final decision.

Scissors-only multi-tool with scissors below four inches

TSA’s listing allows this configuration in a carry-on. Confirm that there is no hidden or separate knife blade and that the scissors meet the “less than 4 inches” wording.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tool with scissors below four inches and a small knife

The scissors allowance does not rescue the combination. Because a knife blade is present, place the entire multi-tool in checked baggage.

Unusual rescue or workshop tool with a pointed attachment

Do not infer permission from the absence of a conventional knife. Check the current TSA list for the closest item category and contact TSA if the design cannot be clearly classified. If you are able to check baggage, secure the sharp part for handling.

What “TSA rules” do and do not answer

The guidance here concerns screening by the U.S. Transportation Security Administration. It answers whether a configuration is listed for carry-on or checked baggage at a TSA checkpoint. It does not establish the laws of a destination country, the rules of a connecting airport outside the United States, or every condition an airline may impose on baggage.

For a trip that begins in the United States and includes international connections, check the relevant aviation-security authority for each transfer point. Also review your carrier’s current baggage page, especially if you plan to check a bag solely to transport the tool. A tool that is acceptable under TSA’s category can still create a separate customs, local-law or airline issue elsewhere on the itinerary.

A simple decision tree

  • Does the multi-tool contain a knife blade? If yes, do not put it in carry-on baggage; check it, protected by a sheath or secure wrapping.
  • If there is no knife, is the tool genuinely bladeless? If yes, TSA lists it as allowed in carry-on and checked baggage.
  • If it has scissors, are they less than four inches? If yes, TSA lists that configuration as carry-on permitted, provided no knife blade or other issue changes the assessment.
  • Is the attachment unusual or the classification uncertain? Consult the current TSA item guidance and ask TSA rather than assuming permission.
  • Will the journey involve another country, airport or airline? Check those authorities separately because the TSA listing is not a universal travel rule.

The safest preparation is attachment-by-attachment inspection followed by the correct bag choice. Treat the TSA listing as the starting point for screening, protect anything sharp in checked baggage, and remember that the officer at the checkpoint has the final say.
