Generally, yes. Kerala Medical Services Corporation (KMSCL) says medicines supplied through the state’s government hospitals are available free of charge. But that policy does not guarantee that every prescribed medicine is on the government list or in stock at every hospital on a given day.

KMSCL’s Essential Drugs Division FAQ says: “Medicines are available through the Government hospitals of the State at free of cost.” The FAQ refers to medicines in the division’s essential-drugs system; it does not establish that every medicine a doctor may prescribe is included or immediately available. In practice, ask the hospital pharmacy whether your prescribed medicine is part of the government supply and whether it is currently in stock. The key distinction is between the general free-supply policy and the availability of a particular item at a particular facility.

A Kerala government order dated 15 January 2026 addresses shortages of KMSCL-supplied drugs. It allows government hospitals to use KASP claim revenue, following usual local-purchase procedures, to buy generic medicines on the essential drug list for hospital patients when KMSCL supply is short. The order’s shortage provision is not limited to individual KASP beneficiaries.

If a needed medicine is outside the essential drug list, the order calls for the treating doctor to record why that specific drug is required and for a hospital committee to approve the request. Decisions are to be recorded and periodically audited. G.O.(Ms)No.19/2026/H&FWD

- If it is unavailable, ask the treating doctor or hospital authority whether an alternative or the local-purchase process applies.

Arogyakiranam for eligible children
The State Health Agency says Arogyakiranam serves eligible children aged 1–18 at government hospitals. It covers OPD and IPD treatment for conditions beyond the 30 conditions covered by RBSK, and describes free medicines, tests and treatment regardless of APL/BPL status. Children in families of Central or State Government employees or income-tax payers are excluded. If a family is eligible for AB PM-JAY/KASP, priority goes to KASP; children under one year continue under JSSK. Check the child’s eligibility with the hospital. State Health Agency: Arogyakiranam

KASP is a hospitalization benefit, not a general outpatient-medicine entitlement. The Kerala Health Department describes cover of up to ₹5 lakh per family per year for eligible secondary and tertiary hospitalization at empanelled public or private hospitals; medicines and medical consumables are among the treatment components. Ask the hospital’s KASP kiosk or the relevant authority to confirm current eligibility, the hospital’s empanelment and whether the treatment package covers the medicines you need.
