There is no universal yes-or-no answer. A loot box is a randomized in-game reward, and its legal status depends on the country, the game’s payment system, and whether rewards can be transferred or cashed out. The UK has generally kept loot boxes outside gambling law when rewards have no legitimate real-world cash value, while Australia, Singapore and the United States use different classification, licensing or consumer-protection tools. A mechanic can therefore be gambling-like and still fall outside a particular gambling statute.
What a loot box is
A loot box is a digital container that gives an apparently random item when opened. You might pay real money, spend virtual currency bought with real money, earn a box through play, or receive a mixture of those options. The defining feature is uncertainty: you pay or use an opportunity without knowing which reward will appear. Buying a named character skin directly is a normal purchase; paying for a chance at one of several skins is a loot-box transaction.

Rewards can be cosmetic, such as outfits or visual effects, or they can affect play through weapons, characters, upgrades or other advantages. Some games allow duplicate items, exchanges between players or secondary-market trading. Those details matter because regulators look at the value and transferability of the prize, not just at the fact that the outcome is random.
Why the legal answer changes by country
Gambling laws usually ask whether a person stakes something valuable on chance for a prize of value. A loot box may satisfy some of those elements but not others. In particular, a reward that cannot be sold, transferred or redeemed for money may be treated differently from a prize that has a legitimate cash-out route. Age-classification and consumer-protection rules can apply even when gambling law does not.

| Jurisdiction and date | Regulatory approach | What it means for loot boxes | Source |
|---|---|---|---|
| United Kingdom (government position, July 2022; protections update, July 2023) | Gambling law plus consumer-protection measures | The government said it did not then intend to amend gambling law to cover loot boxes. It highlighted that rewards normally cannot legitimately be cashed out and mainly have in-game utility. Industry-led protections call for parental consent for under-18s, default £0 spending limits on child accounts, clear odds and fair, lenient refunds; implementation does not cover the whole sector. | UK government, 2022; UK government, 2023 |
| Australia (classification changes effective 22 September 2024) | National game-classification system | Games containing purchasable loot boxes receive an M classification. Paid loot boxes and other chance-based in-game purchases receive “chance-based in-game purchases” advice. Simulated gambling receives an R18+ classification, and games classified after 22 September 2024 with simulated gambling must display “high impact simulated gambling” advice. This is not a universal legal finding that every loot box is gambling. | Australian Government response, May 2026 |
| Singapore (ministerial statement, 4 February 2025) | Class-licensing regime with risk safeguards | Loot boxes may be offered under the current class-licensing regime if safeguards reduce gambling-inducement risks. In online games where players pay for a chance to play, prizes must be designed primarily for in-game use; operators may not offer money or allow prizes to be redeemed for money. | Singapore Ministry of Home Affairs |
| United States (FTC settlement, January 2025) | Case-specific consumer-protection enforcement | In the Genshin Impact matter, the settlement required parental consent for loot-box sales to children under 16, clearer real-money costs and prize odds, and protections addressing children under 13. It is a settlement with one company, not a general federal rule for every game. | US Federal Trade Commission |
These examples are not a complete global survey. Rules can change, and a state, province or platform may impose additional requirements. Check the current law, classification and account terms where you live before treating a general explanation as legal advice.
Is buying a loot box the same as gambling?
It can feel like gambling because you risk money or paid currency for an uncertain result. The comparison is strongest when the box has a meaningful chance of a valuable reward, repeated buying is encouraged, and the reward can be traded or converted into money. It is weaker when the item is purely cosmetic, cannot be transferred and is used only inside the game.
Randomness alone does not settle the legal question. UK authorities cited the usual absence of legitimate cash-out and the primarily in-game use of rewards when explaining why loot boxes generally sat outside gambling regulation under the 2022 position. That decision did not say the mechanic has no gambling-like features or that consumer harms are impossible. Consumer, advertising, age-rating and platform rules may still apply.

What the evidence says about risk
Risk and legal classification are separate questions. The UK government reported that studies found an association between loot-box purchases and problem gambling, but “evidence has not established whether a causal relationship exists.” Buying a box does not prove that someone has a gambling disorder, and the available figures do not show that every purchaser will develop a problem.
- UK young people, 2024: 37% reported paying for loot boxes, packs or chests. Among those who had paid, 54% said they used virtual currency bought with money; respondents could select more than one payment method. Fifty-one percent reported using money from their own bank account. These are results from the UK Young People and Gambling survey, not a global rate. (Gambling Commission, 7 November 2024.)
- Spain, 2025 report: In a study of 6,603 video-game players aged 11–30, 30.4% said they had bought at least one loot box in the previous year. The government page reported that buyers were 4.5 times more likely to have betting problems. That is an association reported by the cited study, not proof that loot boxes caused those problems. (Spain’s Directorate General for the Regulation of Gambling, 15 October 2025.)
Chance, near-misses, limited-time offers, escalating discounts and “pity” systems can make spending feel urgent. Virtual currency adds friction between the payment and the opening, so the amount spent may be less noticeable. Those design features warrant careful budgeting even where the transaction is not legally classified as gambling.
How to calculate the real cost and odds
Convert virtual currency into ordinary money
- Write down the price and amount of each currency bundle available in your region.
- Determine how many currency units one opening consumes.
- Divide the bundle price by the units it contains, then multiply by the cost per opening. If a bundle leaves unused currency, calculate the cost of the whole purchase as well as the theoretical per-opening figure.
- Include subscription fees, required starter packs and taxes shown at checkout. A “free” earned key is different from a key that requires a paid bundle.
Read the probability disclosure
Look for a probability table in the box screen, help menu or purchase confirmation. Record the chance for each reward tier and whether the odds change after a duplicate, a guaranteed-drop counter or a limited-time event. A 1% chance is an average probability for each eligible opening, not a promise that one item will appear within 100 tries. If the game does not clearly show the odds or the currency conversion, pause the purchase rather than infer a value.

Ask what the reward is worth outside the game
- Can you transfer it to another player?
- Can you sell it through an authorized marketplace?
- Can it be redeemed for money, credit or a physical prize?
- Does it change competitive performance, or is it cosmetic only?
A reward that is locked to one account and has no cash-out route presents a different legal and financial profile from a tradable item. Neither profile guarantees that a purchase is good value.

Are loot boxes safe for children?
No single age label answers that question. Consider the child’s ability to understand probability, the game’s spending prompts, whether rewards affect competition, and whether the account can make purchases without an adult’s approval. Explain that a loot box is a payment for a chance, not a guaranteed purchase, and avoid shaming a child for being attracted to the design.
Set controls before the first purchase
- Use the console, mobile-store or PC-account family settings to require an adult password or approval for every purchase.
- Set the child account’s spending limit to £0 or the local equivalent unless you have deliberately agreed a budget. UK government-backed industry guidance supports default £0 limits for children’s accounts, but not every provider has implemented it.
- Disable stored payment methods on the child profile, or use a separate account with only a fixed balance.
- Check the game’s age rating and purchase descriptors. In Australia, a game containing purchasable loot boxes receives an M classification and “chance-based in-game purchases” advice under the current system.
- Review transaction history and notification settings monthly, including purchases made with virtual currency.
Make the rule specific: for example, “no randomized purchases” or “only a fixed monthly amount with an adult present.” Agree what happens when the balance is used up. Built-in controls are preferable to relying on a child to resist repeated prompts.

How to turn off or restrict loot-box purchases
The exact labels differ by platform, but the sequence is consistent:
- Open the platform or app-store family-management area, not only the game’s settings.
- Select the child’s profile and change purchases to “Ask to Buy,” “Require approval,” “Block” or the closest available option.
- Require a password, passcode or biometric check for every transaction, and do not share the adult credentials.
- In the game, disable promotional notifications and remove saved payment details where the option exists.
- Test the setting with a small, non-completing purchase flow and cancel before payment to confirm that approval is requested.
- Check other devices and linked accounts; a restriction on one store account may not cover a separately logged-in game account.
Because implementation is not universal, verify the result in the individual game and platform. If controls are missing, use the platform’s account-level block and contact the game’s support team for its parental-control options.

Act quickly. Save the receipt, date, account name and screenshots of the purchase and odds disclosure. Use the platform’s refund route first and then the game’s support process, explaining whether the buyer was a child and whether the transaction was unauthorized. UK government-backed guidance welcomed fair and lenient refunds, but that guidance is not a guaranteed refund and local consumer rules differ.
Best Value
Change the account password, revoke stored payment methods and review linked devices. If a child used an adult’s account, state that clearly; do not delete evidence before the provider responds. A refund may remove the virtual currency or items, so avoid spending them while the claim is pending.
A checklist for evaluating any specific game
| Question | What to record | Why it matters |
|---|---|---|
| What exactly is randomized? | Item names, tiers, duplicate rules and guarantees | Shows whether the result is a cosmetic variation or a gameplay advantage. |
| What does one opening cost? | Currency units, bundle prices, taxes and leftover balance | Reveals the ordinary-money commitment hidden by virtual currency. |
| Are odds disclosed? | Probability for each reward and event-specific changes | Lets you judge the chance instead of relying on promotional language. |
| Can the reward leave the account? | Trading, transfers, marketplaces and redemption terms | Transferability can affect both value and regulatory treatment. |
| What controls exist? | Age rating, purchase approval, spending caps and notifications | Determines whether a child can buy without an adult’s knowledge. |
| What happens if something goes wrong? | Refund window, support contact and transaction records | Sets expectations before money is spent. |
Bottom line for players and parents
Call a loot box a chance-based purchase, not automatically “gambling” or automatically “safe.” The legal answer depends on jurisdiction and game design: the UK’s 2022 position focused on the lack of legitimate cash-out, Australia uses age and purchase warnings, Singapore applies risk-calibrated licensing safeguards, and a US FTC settlement imposed child-consent and disclosure duties in one case. For a real decision, convert the price to ordinary money, read the odds, check transferability and set account controls before opening anything. Treat unclear prices, hidden probabilities and unapproved child purchases as reasons to stop and seek help from the platform or game provider.
