No—not always. The anime shows Tapu Koko, an Island Guardian, overpowering Naganadel before Pikachu defeats Tapu Koko. That result disproves an automatic guarantee of victory for Legendary Pokémon; it does not establish that regular Pokémon are generally stronger.
What the anime’s clearest example shows
Tapu Koko overpowers Naganadel
In “From Z to Shining Z!”, the official episode summary identifies Tapu Koko as an Island Guardian and says it overpowers Naganadel. That matters: the battle does not depict Tapu Koko as weak or make the result a simple case of a regular Pokémon dominating from the outset.

Pikachu defeats Tapu Koko
Ash then sends out Pikachu. After their battle, Tapu Koko falls, and the summary says Ash and Pikachu are victorious. It is a direct counterexample to the idea that a Legendary Pokémon must always win against a non-Legendary opponent. It is one battle, however, not evidence that all regular Pokémon match or exceed all Legendary Pokémon.

The episode summary gives the sequence and outcome, but it does not supply a numerical measure of the Pokémon’s strength or a complete ranking of the species. Nor do the cited episode summaries provide a common test in which every Pokémon faces the same opponent under equivalent conditions. The sound conclusion is limited: the anime does not make Legendary status an automatic guarantee of victory.
#1 Best Overall
Other League battles offer context for how individual Pokémon can be formidable without being Legendary, but they are not direct Legendary-versus-regular comparisons. In the Kalos League final, Pikachu defeats Alain’s Metagross before Alain sends out Charizard; the official summary describes the six-on-six battle as closely contested through several knockouts. In the Hoenn League championship battle, successive Pokémon match attacks. These examples support the idea that competitive battles can hinge on the individuals involved, but neither establishes a general comparison with Legendary Pokémon.
How an individual Pokémon’s story fits in
Training and development are part of the anime’s character stories. For example, the official summary of “The Fires of a Red-Hot Reunion!” says Ash’s Charizard evolved and trained in the Charicific Valley. That is relevant context for an individual Pokémon’s development, not proof of a universal formula or a quantified advantage over Legendary Pokémon.

What to make of unanswered power comparisons
Some matchups are shown directly; many broader comparisons are not settled by a single episode. Pokémon Support says that questions about Pokémon origins, legends, and histories that have not been answered in the games, animated movies, or TV shows are intended to be left to fans’ imaginations and interpretations. That guidance is about unanswered lore, not a specific anime battle ranking, but it is a useful boundary: treat claims about an overall hierarchy as interpretation unless the series establishes them.
Pokémon Support also says that the strongest Pokémon depends on the challenge being faced. Its “What is the strongest Pokémon?” page discusses the video games and card game, not an anime rule, so it should not be used as proof about anime outcomes.
