Are High Schools Replacing Teachers With AI? What NYC’s 2026 Pilots Actually Do

No broad shift to replacing high-school teachers with AI is established by the available evidence. What is documented is a set of limited, teacher-supervised pilots in New York City, alongside government guidance and policy work on tutoring, AI literacy, privacy, and oversight. NYC says its pilots are meant to prepare students for an AI-shaped world while preserving teacher-student interaction.

What is actually happening in New York City schools?

For the 2026–27 school year, New York City Public Schools is allowing limited student-facing generative AI use in approved high-school programs while prohibiting it for students in grades 2K–8. The city says the broader policy affects nearly 600,000 students—about two-thirds of its public-school enrollment—but that is not the number in the high-school pilots. The pilots are capped at 50,000 students, which the city describes as approximately 5% of the public-school student body. Those are NYC-specific policy figures, not a measure of AI use in U.S. high schools generally. New York City Mayor’s Office announcement

The five pilots have different classroom purposes and stated use limits. The city’s announcement describes direct supervision by a trained educator; Mayor Zohran Kwame Mamdani said the pilots would run for a finite one-year policy period and be evaluated during 2026–27. The announcement transcript gives an overall maximum of 45 minutes of pilot use per week, while the individual programs have the specific limits below. Announcement transcript

Program Classroom role described by NYC Announced use limit
Quill Close reading, text analysis, and evidence-based claims in English language arts 15 minutes per week
Edia Step-by-step math coaching that prompts students to explain their reasoning 20 minutes per week
Brisk Teaching Guided practice through teacher-created activities using teacher-selected texts or videos 10–20 minutes once or twice a week
Playlab Assignment-specific applications across subjects, including examining AI outputs for bias and reasoning Two assignments per marking period
Intel AI-Ready Schools Semester-long cross-subject projects in which students identify community problems and develop AI solutions One period a week

These descriptions and limits come from the city’s pilot announcement. They describe bounded activities, not a single AI system taking responsibility for a class or replacing its teacher. Mamdani stated, “In no way, shape or form will AI replace student-teacher interaction.” The city also says teachers may use AI for instructional planning and operational tasks subject to school safety standards. Listed exceptions include assistive technology for students with disabilities, multilingual learners, and career-readiness programs; companion chatbots are prohibited across all grades. What students are expected to learn about AI

All NYC high-school students are to receive two 45-minute AI-literacy modules. The city says they will cover what AI is and is not, bias, risks, ethical considerations, and effects on careers and future skills. These modules are a literacy component of the policy, not evidence that AI is being used to deliver all instruction. NYC policy announcement

How do these pilots differ from replacing a teacher?

A supervised classroom tool can assist with practice or feedback without taking over the teacher’s role. To assess a claim that a school is replacing teachers, the relevant questions are who sets learning goals, who monitors student progress and intervenes, what the system is allowed to teach, and whether staffing or teacher-student contact is actually changing. NYC’s announced model places a trained educator in direct supervision of limited, defined activities; it does not describe autonomous AI-led classes.

Other arrangements—such as a teacher using AI to prepare materials, a student receiving tutoring from a chatbot, or a school assigning instruction to an AI system with little educator involvement—are meaningfully different. The NYC pilots do not establish the effectiveness or safety of those other models. The announcement also says the city will discontinue or disable AI components in more than 38 previously allowed programs that do not meet its new safety and oversight standards. What do education policies elsewhere say?

United States federal guidance

The U.S. Department of Education’s July 22, 2025 announcement describes potential AI uses under existing education programs, subject to statutory and regulatory requirements. It identifies AI-based instructional materials, AI-enhanced high-impact tutoring, and college and career pathway exploration as proposed priorities. It also highlights privacy, parent and stakeholder engagement, AI literacy, computer science, educator professional development, personalization, and administrative support. The announcement describes a proposed supplemental grantmaking priority, not a final rule. U.S. Department of Education announcement

England

England’s Department for Education said in June 2025 that AI use should keep learning teacher-led, and that teachers should verify accuracy and protect personal data. The announcement also described test beds for evaluating education products and £1 million in Contracts for Innovation funding for tools to support marking and tailored feedback. It is a policy and support announcement, not evidence that English schools have replaced teachers. Department for Education, England

North Carolina and Australia

North Carolina’s Session Law 2026-41 directs local boards and specified public school governing bodies to adopt AI-use policies after reviewing a model policy. The model must address AI literacy, student and staff data privacy and security, ethical and acceptable use, and academic integrity. The law also assigns the state Department of Public Instruction responsibility for an evaluation framework for generative-AI educational tools, with annual review. These requirements apply in North Carolina; they do not establish national practice. North Carolina Session Law 2026-41

Is there evidence that AI tutoring improves learning or reduces staffing?

The available evidence described here does not establish that AI teacher-replacement models improve student learning, reduce staffing, or lower teacher workload. NYC says it will monitor and evaluate its pilots during 2026–27, so the announcement itself contains no evaluation results. No robust, independent, long-term estimate of those outcomes is provided by the sources cited here.

A 2025 arXiv preprint describes RockStartIT Tutor, a curriculum-constrained AI tutor for a digital programming and computational-thinking course involving secondary-school students. Its Technology Acceptance Model evaluation involved 13 students and teachers. The authors report that students valued having a low-stakes way to ask questions and receive scaffolded help, while educators saw possible value during independent work. They also identify prototype limitations, the small sample, and the need for longer studies with the target age group. This exploratory pilot can inform questions about usability and perceived usefulness; it is not proof of learning gains or teacher replacement. RockStartIT Tutor experience report

What should families and educators look for?

When a school describes an AI program, ask for details that distinguish a supervised support tool from a substitute for instruction:

  • Educator responsibility: Who sets learning goals, supervises use, checks the tool’s responses, and steps in when a student needs help?
  • Instructional purpose: Is the tool for practice, feedback, tutoring, planning, or a specific project—and does it explain reasoning or simply supply answers?
  • Scope: Which students, subjects, and activities are included, and how much time can students spend with it?
  • Privacy and access: What student data is collected and protected, and how are accessibility and language needs addressed?
  • Evidence and accountability: What independent evidence supports the tool’s claimed learning benefits, and how will the school evaluate effects on students and teacher workload?

These questions matter because current policy documents emphasize privacy, educator oversight, literacy, and evaluation, while the pilots and small studies described above do not answer every question about learning outcomes or staffing.
