Yes, chemicals can migrate from food packaging into food, but the health meaning depends on the chemical, dose, food, temperature, contact time and exposure from other sources. Detecting a packaging chemical in food or a person does not prove that packaging caused illness. The sensible response is to use packaging as directed, avoid unnecessary heating or reuse, and choose glass or other alternatives when practical rather than trying to eliminate every possible exposure.

What “leaching” from food packaging actually means

Regulators generally use the term migration: molecules from a package move into the food or drink touching it. The U.S. Food and Drug Administration (FDA) says small, measurable amounts of food-contact packaging constituents may migrate into food and be consumed. Migration is therefore a real, measurable process, not proof by itself of poisoning.

How much migrates depends on several interacting factors:

  • Temperature: heating usually increases molecular movement and can raise migration from materials not designed for hot food.
  • Contact time: a product stored for days or weeks has more opportunity for migration than one opened and eaten immediately.
  • Food chemistry: acidic and fatty foods can extract some substances more readily than dry, low-fat foods.
  • Material condition: scratches, clouding, cracking and repeated washing can change a container’s surface and performance.
  • Intended use: a package tested for cold storage is not automatically suitable for an oven, microwave or repeated reuse.

Migration must also be distinguished from contamination that reaches food through soil, water, air, processing equipment or the environment. A chemical found in a food sample is not necessarily from its wrapper or container.

What the strongest human-exposure evidence shows

A peer-reviewed 2024 study in the Journal of Exposure Science & Environmental Epidemiology systematically mapped 3,601 food-contact chemicals for which evidence of human exposure exists. The authors highlighted 80 chemicals with hazard properties they considered of high concern. Their work connects food-contact use, migration measurements and biomonitoring, but it does not show that packaging was the sole source of exposure for any individual or that every detected chemical causes disease.

Many chemicals have several uses and exposure routes, and hazard information is incomplete for a substantial number of them. “Detected” means an analytical method found the substance; it does not establish a harmful dose, a timing relationship or a cause-and-effect link. Conversely, limited hazard data should not be treated as proof that a poorly studied chemical is harmless.

A 2025 systematic review covering 67 studies and 5,378 samples reported consistent migration of phthalates and bisphenols from plastic packaging and assessed the available evidence for PFAS. The review supports taking migration seriously while still evaluating each chemical and use rather than treating all plastic as one substance.

The main chemical groups people ask about

PFAS: persistent chemicals used for grease and water resistance

Per- and polyfluoroalkyl substances (PFAS) are a large family used in applications that need resistance to oil, water or heat. The World Health Organization says PFAS are often called “forever chemicals” because they break down very slowly and can remain in the environment for long periods. Persistence describes environmental behavior; it does not mean every PFAS has the same toxicity or that a particular package will expose you to a harmful dose.

In the United States, the FDA says it has tested more than 1,900 food samples since 2019. In its Total Diet Study, no PFAS were detected above the method detection limit in 1,290 of 1,352 fresh and processed foods tested. Seafood showed higher detection rates in targeted sampling. Those results describe food testing and possible environmental pathways; they do not demonstrate that packaging caused illness.

A WHO landscape review identified 18 priority PFAS and six priority health-effect categories for deeper assessment. Its 2026 publication reported occurrence evidence for 77 PFAS and health-effect evidence for 66. Because the family is chemically diverse, conclusions about one PFAS cannot automatically be applied to another.

BPA and other bisphenols

Bisphenol A (BPA) is used in some polycarbonate beverage containers and in epoxy coatings that line cans. The FDA acknowledges that small measurable amounts can migrate into food and currently supports the safety of approved uses while evaluation continues.

European policy is stricter. The European Food Safety Authority’s 2023 reassessment identified immune-system effects as the critical concern and set a tolerable daily intake of 0.2 nanograms per kilogram of body weight per day. That value is an EFSA assessment for the European regulatory context and date; it is not a universal global limit. Following the assessment, the European Commission adopted a BPA food-contact ban on 19 December 2024. The scope and transition arrangements depend on the specific product and European rules.

“BPA-free” addresses BPA only. A replacement may use another bisphenol or a different additive, so the label does not mean that a package contains no endocrine-active or migrant chemicals.

Phthalates: plasticizers with changing authorizations

Phthalates have historically been used to make PVC and other components flexible. The FDA currently lists nine phthalates allowed in certain U.S. food-contact applications: eight plasticizers and one monomer. In 2022, the agency revoked 23 authorizations after determining that the uses had been abandoned.

In a 2026 evaluation, the FDA proposed grouping four phthalates—DEHP, DCHP, DIOP and DINP—for a future cumulative-risk assessment. Recent sampling suggests manufacturers are replacing phthalates and that consumer exposure from food-contact uses is decreasing. “Decreasing” does not mean zero, and phthalates can also come from non-food products and environmental sources.

Does microwaving plastic make food toxic?

Microwaving can increase migration when a container is not designed for microwave heating, when food is very hot or oily, or when the package is damaged. That does not justify the blanket claim that every plastic container releases toxic chemicals in a microwave. A container marked microwave-safe has been evaluated for specified conditions; it is not a guarantee that it is suitable for all temperatures, foods or repeated use.

Use this procedure to reduce avoidable exposure:

  1. Check the package or manufacturer instructions for a microwave symbol and any temperature or time limit.
  2. Do not microwave disposable takeout tubs, foam trays, produce bags or other packaging unless the maker explicitly permits it.
  3. Vent a covered container as instructed so pressure and heat do not build up.
  4. Transfer food to a microwave-safe glass or ceramic dish when instructions are missing, the container is warped, or the food is especially fatty or acidic.
  5. Discard containers that are cracked, deeply scratched, cloudy, melted or permanently stained, and do not heat food in packaging intended only for cold storage.

These steps lower migration from unsuitable packaging; they cannot establish that a particular meal is chemical-free. Migration also depends on how long the food remains hot and whether the container is reused after heating.

Can packaging chemicals accumulate in the body?

Human biomonitoring demonstrates exposure to many food-contact chemicals, but a measurement in blood, urine or another sample does not identify the source. Diet, drinking water, household dust, personal-care products, workplaces and environmental contamination can all contribute.

PFAS are notable because many members of the class persist in the environment for long periods. Persistence and accumulation vary by individual chemical and by the body’s ability to eliminate it. The available evidence does not support saying that every packaging chemical builds up indefinitely, nor that a detected level predicts disease for an individual.

Risk is better framed as hazard multiplied by exposure. A highly hazardous substance at negligible exposure may pose less risk than a moderately hazardous substance encountered repeatedly at a higher dose. Scientists also consider age, pregnancy, occupational exposure, metabolism and combined exposure to chemicals with similar effects.

Is glass safer than plastic for food storage?

Glass is a practical way to reduce reliance on plastic because the food-contact surface is stable for ordinary storage and does not contain plasticizers. It is particularly useful for hot, oily or acidic foods and for long-term leftovers. However, “safer” is conditional rather than absolute: a glass container may have plastic lids, silicone seals or coatings, and those parts still contact food.

Choice Where it helps Limitations to check
Glass container Hot or acidic foods, long storage, repeated use Breakage, weight and thermal-shock risk; inspect lid and gasket materials
Reusable plastic marked for food and its intended temperature Lightweight transport and cold or moderate-temperature storage Do not exceed temperature limits; replace when scratched, warped or cloudy
Original disposable packaging Short-term storage under its labeled conditions Often not designed for repeated heating or washing

Material choice should consider temperature, contact time, food acidity and fat content, wear, and the regulatory system where the product is sold. No material is universally risk-free, and a “BPA-free” claim covers only one chemical.

How regulators decide whether a food-contact use is acceptable

Food-contact rules are use-specific. Agencies evaluate the substance, how it is incorporated into a material, the foods that may touch it, temperature, contact time and estimated dietary exposure. An authorization for one application does not automatically cover another.

Regulatory positions can differ because agencies use different legal standards, data sets, uncertainty factors and review dates. The FDA continues case-by-case evaluation of approved BPA, phthalate and PFAS uses. It reports that PFAS grease-proofing agents were no longer sold in the United States by February 2024 and that related notifications were no longer effective in January 2025. Those statements concern the specified U.S. uses and dates, not every PFAS-containing product worldwide.

The European BPA ban adopted on 19 December 2024 illustrates why geography and date matter. A package compliant in one jurisdiction may be subject to a phase-out or different restriction elsewhere. Check the rules that apply to the country where the food is sold and the package is manufactured.

A proportionate plan for lowering exposure

1. Match the container to the task

Use only containers labeled for the temperature, food type and duration involved. Keep hot food out of packaging intended for cold products, and avoid storing acidic sauces or fatty foods for prolonged periods in unverified plastic.

2. Minimize unnecessary heating and reuse

Transfer food to glass or ceramic before microwaving when the label is unclear. Do not repeatedly wash and reheat single-use containers. Replace reusable plastic when it develops scratches, cracks, warping, cloudiness or persistent odors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Treat marketing claims narrowly

“BPA-free,” “PFAS-free” or “food-safe” describes a claim with a particular scope. Ask what material actually touches the food, whether the claim covers the lid and seal, and whether the product is certified for the intended temperature and contact time.

4. Reduce major non-packaging sources where relevant

If exposure is a concern, consider drinking-water quality, workplace materials, household dust and contaminated food sources as well as packaging. Replacing one container cannot address exposure that comes primarily from another route.

5. Do not use consumer testing as a diagnosis

Commercial tests may detect chemicals without identifying their source or proving harm. Discuss a specific occupational or environmental exposure with a qualified clinician or public-health agency rather than interpreting a single result as evidence that packaging caused disease.

What the evidence can—and cannot—support

  • Supported: measurable migration occurs; phthalates and bisphenols have been repeatedly detected migrating from some plastic packaging; people are exposed to thousands of food-contact chemicals; PFAS are persistent as a class and require chemical-by-chemical evaluation.
  • Not supported: that all plastic packaging is dangerous, that microwaving any plastic makes food toxic, or that finding a chemical in food or a body sample proves packaging caused illness.
  • Practical conclusion: follow package instructions, avoid damaged or overheated packaging, use glass when convenient, and treat “free-from” labels as limited claims rather than guarantees.
