There is no category-wide answer: safety depends on the individual board, its detachable parts, battery design, age guidance, warnings, and instructions. U.S. Consumer Product Safety Commission (CPSC) guidance explains requirements for toys and batteries, but does not establish that every electronic busy board—or any particular online listing—meets them.
What to check before a child uses an electronic busy board
Assess the actual product, not just its name or age label. These checks are based on U.S. CPSC guidance; requirements differ by country.
As an Amazon Associate I earn from qualifying purchases.
- Age guidance: Compare the manufacturer’s stated age range with the child’s age. Treat it as relevant information, not proof that the toy meets every applicable safety requirement.
- Detachable parts: Look for pieces that can come loose, including switches, knobs, covers, and decorative components. Consider them in relation to the child’s age and the product’s stated age range.
- Battery type and access: Identify whether the board uses button or coin batteries or another battery type. Check how the compartment is secured and whether the instructions explain safe access and replacement.
- Warnings and instructions: Read all warnings and instructions, including battery information and any supplied charger guidance.
- Product-specific documentation: Look for documentation relevant to the specific model. A marketplace listing, generic product description, or age label alone does not verify compliance.
How age guidance and small-parts rules fit together
CPSC toy guidance says small parts are prohibited in toys intended for children younger than 3. For toys and games intended for children ages 3 to 6, the guidance describes required small-parts warnings. These are distinct provisions: a warning does not make access to a small part harmless for a younger child.
Check whether components detach and consider that alongside the child’s age and the maker’s stated age guidance. The category-level guidance does not determine whether a particular busy board complies or is suitable for a particular child.

Battery rules depend on the battery and the toy
CPSC says battery-operated toy requirements depend on the specifics of the battery. Its toy guidance describes provisions that can address access during play, labeling, overheating, and—in some cases—chargers. The applicable requirements depend on the product and its battery.
Button and coin batteries
Reese’s Law was enacted in 2022. CPSC business guidance describes 16 CFR part 1263, incorporating ANSI/UL 4200A-2023, for covered consumer products that contain or are designed to use button or coin batteries. The agency’s summary includes secured battery compartments, preventing access to or release of the battery during use-and-abuse testing, and warnings on packaging, the product when practicable, and instructions. See CPSC Button Cell and Coin Battery Business Guidance.

The framework includes an exemption from section 2 requirements for toys designed, manufactured, or marketed as playthings for children under 14 when they comply with the battery accessibility and labeling requirements of 16 CFR part 1250, the Toy Standard incorporating ASTM F963. This is conditional on compliance with the Toy Standard; it is not a blanket exemption from toy-safety requirements. CPSC’s Button Cell and Coin Battery FAQs also summarize the requirements and toy exemption.
How toy standards apply
CPSC toy guidance says ASTM F963 applies to products intended for children under 14 within its scope. The agency describes testing and certification requirements for products designed or intended primarily for children 12 and younger. These are descriptions of the agency’s guidance and scope, not a product-specific legal determination for any busy board. See CPSC Toy Safety Business Guidance.

How to compare two busy boards
Use the same checks for each model rather than inferring safety from a product category or a seller’s broad claims.
| Check | What to compare |
|---|---|
| Age | Manufacturer’s stated age range compared with the child’s age. |
| Small parts | Whether components detach, considered alongside the child’s age and the product’s age guidance. |
| Battery | Battery type and form factor, and whether the compartment is secured. |
| Documentation | Clarity and completeness of warnings and instructions, including battery and charger information. |
| Product-specific evidence | Whether compliance documentation is available for the particular model; a general listing or age label is not verification. |
What the available guidance can—and cannot—tell you
CPSC materials establish category-level requirements and distinctions, not whether a particular board has been tested, certified, or found safe. They do not supply a busy-board-specific injury count or risk percentage. Make a decision from the particular product’s features and documentation rather than treating a category name or age label as a safety determination.
