There is no evidence-based yes-or-no answer yet. The best available U.S. study observed 201 sidewalk delivery-robot interactions at 10 sites on Northern Arizona University’s campus. It found more moderate and dangerous conflicts where paths were narrow or intersected, especially when a robot crossed a person’s intended route. That is evidence about operating conditions, not a nationwide crash or injury rate.

The same evidence does not establish that delivery robots are safe for children or pets. Those groups were not given separate safety estimates. Whether a robot is acceptably safe depends on path design, how it yields and stops, local rules, supervision, and whether people have room to pass without changing course.

What “safe” means in the available evidence

Safety can mean several different outcomes: no collisions, few near-conflicts, comfortable path sharing, compliance with traffic rules, or low injury risk. The strongest source currently available measures observed interactions and reported comfort, not a representative injury rate.

The U.S. Department of Transportation report Evaluation of Sidewalk Autonomous Delivery Robot Interactions with Pedestrians and Bicyclists was produced through the Pacific Southwest Region University Transportation Center program. Field research ran from August 15, 2021, through August 14, 2022. Researchers used five days of video from 10 shared-use locations at Northern Arizona University and analyzed 201 interactions between sidewalk autonomous delivery robots and human pathway users. A separate study surveyed people at the university who had experience using delivery services and interacting with robots.

Those 201 observations are a study sample, not 201 crashes, injuries, or a probability that a person will be struck. The report also had relatively few dangerous conflicts, which limits statistical power, and its observed-interaction sample excluded conflicts initiated by human pathway users. A university campus and its traveler population cannot stand in for every city sidewalk.

Question What the evidence establishes What it does not establish
How often do robots interact with people? 201 robot interactions were observed at 10 NAU sites during the study period. A national interaction, collision, or injury rate.
Where are conflicts more serious? Moderate and dangerous conflicts tended to cluster near narrow or intersecting paths without clear space delineation. That every narrow sidewalk will produce a dangerous event.
Who was studied? Pedestrians and bicyclists using shared paths, plus a survey of experienced users. A child-specific or pet-specific safety estimate.
What outcomes were measured? Observed conflict patterns, evasive actions, and perceived comfort. Long-term injury risk or universal proof of safety.

Why path layout matters more than the robot label

The report’s executive summary states: “Moderate and dangerous SADR-involved conflicts tend to cluster near sites with intersecting and narrow pathways without any delineation of what space human pathway users should occupy.” SADR refers to a sidewalk autonomous delivery robot.

Narrow paths

When a robot and a person meet on a path with little spare width, either the person, the robot, or both may need to slow, stop, move aside, or leave the intended line. A curb, landscaping, street furniture, parked bicycle, snow, or a second pedestrian can remove the last available passing space. The study associates these conditions with more serious observed conflicts; it does not provide a universal width threshold that makes a path safe.

Intersections and crossing trajectories

Conflict severity tended to be higher when a robot crossed a pedestrian’s or bicyclist’s intended trajectory. At a path intersection, a person may be looking toward another traveler, turning, entering from a blind corner, or following a child or dog. A robot that reaches the crossing point at the same time can create a sudden decision even when both parties are moving slowly.

Unclear space allocation

Shared-use paths often lack markings that tell people where to walk, cycle, or pass. The report links the absence of clear delineation with clustered moderate and dangerous conflicts. This is a facility-design issue as much as an automation issue: a technically functioning robot cannot create passing space that the sidewalk does not have.

What people actually did around robots

The report describes pathway users taking evasive action to avoid potential collisions. Evasive action can include changing direction, stopping, stepping aside, or slowing. The observation shows that a robot may shift the burden of avoiding a conflict onto nearby people, even when no contact occurs.

Pedestrians generally reported greater comfort sharing paths with robots than bicyclists did. The report also notes that prior discomfort and previous avoidance experiences influenced reported comfort. Comfort therefore should not be treated as a collision statistic: a person can feel uneasy without a measurable conflict, and a person who feels comfortable can still encounter a poorly timed crossing.

Are delivery robots safe for children?

The available study does not answer that question directly. It analyzed interactions with human pathway users, especially pedestrians and bicyclists, but did not publish a child-specific rate for conflicts, falls, strikes, or injuries. It would be incorrect to convert adult pedestrian observations into proof that robots are safe for children.

Why children can create different situations

Children may change direction unpredictably, move in groups, stop to look at an object, or be shorter than an adult’s line of sight. A child riding a scooter or bicycle can also approach a robot at a different speed from a walking adult. None of those possibilities is a measured child-risk estimate in the cited report; they are reasons caregivers should not assume that an adult’s experience transfers automatically.

Practical supervision

  • Keep a young child close enough to hold a hand or control a stroller when a robot approaches.
  • Do not encourage a child to climb on, block, chase, or suddenly run around a device.
  • At a narrow section or crossing, stop and let the robot complete its maneuver rather than forcing a simultaneous pass.
  • Explain that a robot may pause, reroute, or move slowly, but that people still need to watch the path.

These are risk-management steps, not evidence that a particular deployment has been proven safe for children.

Are delivery robots safe for pets?

No pet-specific safety rate was identified in the cited evidence. The NAU study concerns human pathway users and does not establish how dogs, cats, or other animals respond to robots, how often a leash becomes a trip hazard, or how a robot detects an animal that stops or darts sideways.

Why pets need separate caution

A leashed dog can move across a robot’s intended line while its handler looks elsewhere. A small animal may be difficult to see from a low camera angle, and a frightened dog may bark, lunge, or pull toward the device. Those scenarios are plausible operating concerns, but they should not be presented as measured rates from the NAU research.

Safer handling near a robot

  • Shorten the leash and keep the animal on the side away from the robot when space is limited.
  • Move to a clear edge or pause before an intersection instead of allowing the leash to span the path.
  • Do not let a pet approach, sniff, or circle the device.
  • If a robot stops in a way that blocks the route, use the local complaint channel rather than trying to push it.

What a robot is expected to do

Operator and city descriptions of intended behavior are not the same as independent performance measurements. The City of Alexandria, Virginia, describes personal delivery devices as small autonomous sidewalk robots designed to navigate around people and pause when necessary to avoid conflicts. Its guidance says, “PPDs should yield to pedestrians.” The page uses “PPDs” in that sentence while otherwise using “PDDs”; the wording is quoted exactly here.

Florida’s 2025 statute provides one state example. It says a personal delivery device or mobile carrier on a sidewalk or crosswalk must not unreasonably interfere with pedestrians or traffic, must yield to pedestrians, and must obey official traffic and pedestrian-control signals. This is a Florida requirement, not a nationwide rule.

Alexandria’s page, updated December 12, 2025, also tells residents to report malfunctioning or obstructive devices through Alex311 and says the devices are excluded from King Street and certain Old Town areas. It identifies Serve Robotics as an operator launched in Alexandria in December 2025. Those details describe Alexandria’s program; another city may use different routes, operators, restrictions, or reporting systems.

How local oversight changes the answer

Before treating a deployment as acceptable, check the rules for the exact city, state, and route. Maryland’s Connected and Automated Vehicle Program describes a process for personal delivery devices that includes notice to local governments and operator emergency-response plans, with program records shown through March 2025. Requirements and records can change, so a current local page is more reliable than a general article.

Questions to ask about a local deployment

  1. Where may the devices operate? Look for exclusions, speed or route limits, and whether sidewalks, crosswalks, trails, or private property are covered.
  2. Who has priority? Confirm whether the rule requires yielding to pedestrians and how it treats crossings and traffic signals.
  3. How can a blockage be reported? Save the city’s complaint number or app, such as Alexandria’s Alex311 channel.
  4. What happens during a failure? Look for an operator emergency-response plan, a staffed response process, and instructions for a device that stops in a travel lane.
  5. What evidence is public? Distinguish observed interactions and complaint records from marketing claims or delivery-volume totals.

An Arlington County search listing described lights, brakes, audible alerts, and QR-code feedback decals for an expected local pilot. Because the underlying page was unavailable for verification, those details should be treated only as a limited search-result summary, not as a confirmed standard for every robot.

How to judge a route before walking, cycling, or letting a child use it

Use the physical setting and operating rules together. A route with wide, clearly separated space and predictable crossings presents a different exposure from a narrow sidewalk beside a busy entrance, even if the same model of robot operates on both.

  • Observe the geometry: note narrow sections, blind corners, driveways, ramps, bus stops, and intersections where trajectories cross.
  • Check passing room: ask whether an adult with a stroller, wheelchair, bicycle, or leashed pet can stop without blocking everyone else.
  • Watch behavior: does the robot slow, pause, and yield when a pedestrian has priority, or do people repeatedly step into the street or grass?
  • Look for identification: an operator name, emergency contact, or feedback code makes a malfunction easier to report.
  • Review restrictions: confirm local exclusions and whether the route is covered by a pilot, permit, or statute.

How to interpret safety claims without overreading them

A statement that robots are “designed to navigate around people” describes an intended capability. An observation that people felt comfortable describes perception. A legal requirement to yield describes an obligation. None of these, alone, is an injury rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Useful evidence should identify who was observed, where, when, how many interactions were included, and what counted as a conflict. The NAU report supplies those details and still cautions against broad generalization because the setting was one campus, dangerous conflicts were relatively few, and human-initiated conflicts were excluded from the observed sample.

No named national statistic giving a representative delivery-robot injury rate was identified in the available sources. No child-specific or pet-specific rate was identified either. A vendor’s number of completed deliveries would not substitute for either statistic because it does not reveal exposure, near-conflicts, reporting practices, or injuries.

What the evidence supports today

Delivery robots are not automatically safe or automatically dangerous. The most defensible conclusion is conditional: conflict risk appears higher where paths are narrow or intersect without clear separation, and people may need to take evasive action. Pedestrians, bicyclists, children, and pets do not have identical movement patterns, yet only pedestrian and bicyclist interactions were examined in the cited study.

For a specific neighborhood, the practical decision should rest on the route’s geometry, observed yielding behavior, local complaint and emergency procedures, and current state or municipal rules. Until representative injury data and child- and pet-specific studies are available, describe delivery robots as a technology with documented operating-condition risks and important evidence gaps—not as a device category proven safe for everyone.
