There is no measured, universal rate showing that cybersecurity skills are decaying faster than organizations can build readiness. But recent surveys document a persistent currentness challenge, capacity limits on training, and consequences that practitioners associate with skills shortages. The practical takeaway is that readiness cannot be bought once through hiring or a course: organizations need an ongoing way to define role needs, build capability, and check whether learning still matches the work.
What the evidence says—and what it does not
ISC2’s 2025 workforce study collected responses from 16,029 people working in cybersecurity roles or functions across North America, Latin America, Asia Pacific, and Europe, the Middle East and Africa. ISC2 did not publish a workforce-gap estimate in that study, so an older gap figure should not be presented as the current 2025 result. ISC2’s 2025 study reports respondents’ views and experiences; it does not measure how quickly skills expire or compare skill change against organizational readiness-building.
Those limits matter. “Skills decay” can suggest a measurable loss of ability over time, but the available findings instead point to difficulty staying current amid changing threats and technologies, alongside organizational constraints on learning. They support concern about whether capabilities remain fit for purpose—not a precise decay rate or proof that every organization is falling behind.
Reported consequences and currentness pressures
- In ISC2’s 2025 study, 88% of respondents said their organization had experienced at least one significant cybersecurity consequence in the prior year because of a skills shortage; 69% reported more than one. These are respondent reports, not a causal estimate for all organizations. ISC2, 2025.
- Also in the 2025 study, 48% felt exhausted trying to stay current on the latest cybersecurity threats and emerging technologies. Another 28% said they lacked enough time to stay current, and 23% said they lacked adequate training opportunities. These findings describe pressure and access barriers, not a measured rate of skills loss. ISC2, 2025.
A separate ISC2 survey from 2024 found that 90% of respondents reported one or more skills gaps on their teams, while 59% said skills gaps had substantially affected their ability to secure their organizations. Those are 2024 results from a separate survey, not a continuation of the 2025 measures; they should not be combined into a trend without comparable data. ISC2, 2024.

Why readiness needs to be maintained
Cybersecurity work changes as an organization adopts new systems, changes how existing systems are used, or faces new threats. A person’s past training or experience may therefore stop matching a role’s current tasks. The answer is not to assume that every skill becomes obsolete on a fixed schedule; it is to revisit what the organization needs people to do and whether they can still do it.
Capacity is part of the problem. In a 2026 ISC2 enterprise training survey, 47% of security leaders said AI was the most pressing skill their organization was addressing or planning to address through training, while 53% cited time and scheduling as the primary training barrier. The survey covered 995 training decision-makers at enterprises with 5,000 or more employees in Canada, Germany, India, Japan, the U.K., and the U.S. Its findings describe those large organizations in those six countries, not all employers or geographies. That combination—new areas of work and limited time to learn—makes a one-off course a weak proxy for readiness. Course completion can show that someone attended or passed an assessment; by itself, it does not establish that the person can perform the tasks their role requires or that the organization has enough coverage across its teams.
Use role-based capabilities, not course counts, to define readiness
The National Institute of Standards and Technology’s NICE Framework offers a common language for describing cybersecurity work and the knowledge and skills needed to do it. NIST says the framework supports career discovery, education and training, hiring, and workforce development. The NICE Framework Resource Center puts it directly: “The NICE Framework establishes a common language that describes cybersecurity work and the knowledge and skills needed to complete that work.”

NIST’s IR 8355 explains how Task, Knowledge, and Skill (TKS) statements serve as building blocks, while competency areas group related statements into higher-level capability descriptions for cybersecurity domains. That structure suggests a practical starting point: describe the work and outcomes a role must deliver, then identify the knowledge and skills needed to deliver them. NIST IR 8355, published June 2023.
This approach makes a readiness discussion more concrete than tallying certificates or training hours. For each role or team, an organization can identify essential tasks, the capabilities behind those tasks, who currently demonstrates them, and where coverage is thin. Build a learning cycle that fits the work
NIST SP 800-50 Rev. 1 recommends a customizable life-cycle approach to cybersecurity and privacy learning programs. It includes suggested metrics and evaluation methods to help organizations improve and update programs as needs evolve. NIST created the revision in September 2024; its publication page records an update on August 29, 2025. This is program guidance, not evidence that training alone produces a specific security outcome. NIST SP 800-50 Rev. 1.
A practical implementation consistent with that guidance can follow a repeating cycle:

- Set role-specific objectives. Identify the tasks and outcomes each role must support, then map the knowledge and skills required. Use capability language that managers and employees can apply consistently.
- Find and prioritize gaps. Compare required capabilities with demonstrated ones across the team. Prioritize gaps according to role needs and organizational risk rather than assigning the same course to everyone.
- Make learning feasible. Schedule time during work and choose learning suited to the audience and task. A mix of broad awareness and role-based development can address different needs; a course should not be treated as proof of operational ability.
- Check capability, not just completion. Use measures appropriate to the objective—such as a relevant assessment or evidence that a task can be performed. Track what the measure actually shows, rather than treating attendance as mastery.
- Review and adjust. Revisit role requirements and learning priorities when systems, responsibilities, or threats change, and use evaluation results to update the program.
These are implementation ideas aligned with NIST’s life-cycle guidance, not experimentally proven interventions guaranteed to reduce incidents. The value of the cycle is that it gives an organization a way to keep its assumptions about skills and learning under review.
How to judge whether a readiness effort is keeping pace
No single score in the cited guidance establishes that an organization is “ready.” When comparing approaches or reviewing an existing program, useful questions include:
- Role and task relevance: Does the learning map to the work people are expected to perform?
- Demonstrated capability: Does evaluation check knowledge or skills relevant to that work, rather than only recording course completion?
- Time burden: Can employees realistically participate without training competing indefinitely with operational responsibilities?
- Adaptability: Can the organization revise priorities as systems, AI use, responsibilities, or threats change?
- Program evaluation: Are results used to update learning objectives and delivery?
These are practical review axes, not a validated scoring instrument. They help expose the difference between activity—courses offered, seats filled, hours logged—and whether an organization is maintaining the capabilities its roles require.
