But a low price does not prove that a particular seller or listing is authorized, that its key will work in your region, or that you can get your money back if something goes wrong. Check the seller, activation details, and remedy terms before buying.
Why third-party game keys can be legitimate
Steam keys are single-use codes that activate a game license on a Steam account. Valve allows developers to request keys for distribution through other stores and retail, so buying outside Steam is not, by itself, evidence of wrongdoing. Valve also advises developers to treat keys like cash and warns about fraudsters reselling them. That legitimate distribution route does not establish that any particular store or listing is authorized.

For a specific game and territory, look for the publisher’s own statement or list of authorized retailers. If you cannot confirm a seller’s status from the publisher, treat it as unverified rather than assuming it is authorized.
What can go wrong after you buy a key?
The key may not activate
A code may be invalid or already redeemed. Check that the listing is for the exact game edition and platform you want, and review any activation or country restrictions before checkout. Steam’s warning that traded keys may be fake, used, or region-restricted appears in its guidance about Steam Community trades; it is not a measured claim about every professional retailer.

A publisher may revoke the key
A publisher can revoke a key, for example when it was intended for limited-time activation or the publisher determines it was obtained fraudulently. Steam says the key is removed from the account; its guidance says the account itself is not restricted. Steam’s revoked-key guidance directs buyers who purchased a key from a third party to contact the seller for a refund.
Steam does not refund an external purchase
Steam’s refund policy excludes purchases made outside Steam, including third-party CD keys. If an external key fails or is revoked, Steam cannot refund the money paid to the seller. Read that seller’s policy before paying, rather than assuming Steam will resolve the purchase. Steam’s refund policy explains this exclusion.

How to assess a cheap key before paying
- Check publisher authorization. Look for the publisher’s retailer list or statement for the game and your territory. If you cannot establish authorization, consider the seller unverified.
- Confirm what the listing activates. Verify the game edition, platform, and any country or region limits. Do not assume a key will work in your location because the listing is accessible there.
- Read the seller’s remedy terms. Check what it promises if a code is invalid, already redeemed, or later revoked, and how to request a refund or replacement. Steam’s own support sends third-party buyers to the seller.
- Keep your purchase records. Save the order confirmation and relevant seller communications so you can follow the seller’s stated process if activation fails. Keeping records is useful, but it does not guarantee recovery.
A very low price, marketplace listing, or promise of instant delivery does not establish where a key came from or whether the seller is authorized. The price alone is not a reliable safety check.
Which purchase option has the clearest remedy?
| What to compare | Steam purchase | Third-party key purchase |
|---|---|---|
| Publisher authorization | Buy through Steam itself. | Verify the retailer with the publisher for the game and territory; otherwise its status is unverified. |
| Platform and region | Confirm the product and any relevant availability details on Steam. | Confirm the key’s platform and stated activation or country restrictions in the listing. |
| Remedy if a key fails or is revoked | Use Steam’s stated purchase and refund process. | Check the seller’s written refund or replacement terms; Steam directs third-party buyers to the seller. |
| Platform refund coverage | Steam’s refund policy applies to purchases made through Steam, subject to its terms. | Steam says it cannot refund purchases made outside Steam, including third-party CD keys. |
This comparison does not certify any named retailer. A third-party key can follow a legitimate distribution path, but the buyer still needs to verify the seller, the specific listing, and the remedy available if the code does not work.
