No—not inherently. An all-in-one (AIO) integrates the computer and display, but that form factor does not guarantee lower fan noise than a conventional desktop. The particular model, its cooling design, workload, settings, and the way sound is measured all matter. To judge an AIO, look for both idle and sustained-load results measured from a disclosed listening position, with room noise and test conditions included.
Why an all-in-one is not automatically quieter
An AIO combines a computer and screen in one chassis. That describes its layout, not an acoustic standard. Fan noise depends on how a specific system cools its components and how hard those components are working. A machine that seems unobtrusive at idle can become more audible when a sustained CPU or graphics workload makes its fans speed up.

There is no population-level evidence here establishing that AIOs are quieter on average than tower desktops. A tower also may sit farther from the listener, so comparing its sound with an AIO placed on a desk can be misleading even before differences in workload or testing are considered.
What measured AIO examples show
Apple iMac 27 Mid 2020: sound changed under load
Notebookcheck measured the Apple iMac 27 Mid 2020 at 29.7 dB(A) at idle and 35–43.6 dB(A) under load. In combined CPU/GPU workloads, the fan reading fluctuated between about 38 and 43.6 dB(A); the reported maximum came after about 1.5 minutes. The review used an Audix TM-1 microphone and Arta at 15 cm, with environmental noise reported at 29.1 dB(A). Because the idle reading was close to the room-noise figure, it should not be treated as a clean measure of audible fan sound or compared casually with results from quieter rooms. The review reported no other electronic noises. These figures describe that 2020 model and test setup, not all iMacs or AIOs. Notebookcheck’s iMac 27 Mid 2020 review.

Other reports illustrate why model-specific evidence matters
Silent PC Review characterized the Lenovo IdeaCentre A600 as fairly quiet by general standards, while cautioning that a floor-standing PC is not a fair direct comparison when it sits farther from the listener. It also noted that an older 24-inch iMac reading of 20 dBA at one meter was taken in a live room with ambient noise close to 20 dBA, limiting its value for comparison. A Tom’s Guide review of the Dell Inspiron 27 7000 described audible fan noise as the cooling system engaged and exhausted hot air through the top of the chassis, but did not give a numeric sound reading. That observation cannot be ranked against a dB(A) result from another test. Tom’s Guide’s Dell Inspiron 27 7000 review.

Dell says the fan on the Dell 24 All-in-One EC24260 or Dell 27 All-in-One EC27260 may run continuously and sound loud even while idle. This is a support note about those two models, not evidence that AIOs as a category have that behavior. Dell’s support article for the EC24260 and EC27260.
How to compare AIO noise measurements fairly
A dB(A) figure is useful only in context. A review measured close to the chassis may report a different value from one measured at the seated listener’s position. Room noise can also mask a quiet system or make a reading near the noise floor difficult to interpret. Intel’s Thin Mini-ITX Based PC System Design Guide, revision 1.2, specifically directs that an AIO be assessed from the sitting operator position. Its measurement guidance is more useful than assuming that every review uses the same distance. Intel’s Thin Mini-ITX Based PC System Design Guide, revision 1.2.

- Workload: Check whether the result is for idle, ordinary office use, or sustained CPU/GPU load.
- Position and distance: Look for where the microphone was placed, and whether that resembles your seated position.
- Ambient noise: Note the room-noise figure. A result close to the noise floor may not distinguish the computer’s sound reliably.
- Timing and consistency: Check how long the workload ran before measurement and whether the fans fluctuated or settled at a steady level.
- Sound character: Read descriptions of fan ramping, exhaust noise, or other sounds alongside the number; a single dB(A) figure does not describe how the noise behaves.
What Intel’s acoustic target does—and does not—mean
Intel’s 2013 Thin Mini-ITX Based PC System Design Guide, revision 1.2, gives a target of no more than 38 dBA at the operator position for a specified high-power-use scenario with 35°C external ambient, with the CPU fan operating as needed to meet the thermal condition. For an AIO, the guide specifies the sitting operator position. This is design guidance for that stated scenario—not a universal AIO limit, a certification, or proof that a particular retail computer meets the target. Intel’s design guide.

Use current, named-model reviews that disclose acoustic test methods rather than relying on the AIO label or a general claim that a product is quiet. Compare idle and sustained-load results only when measurement position, room noise, and workload duration are sufficiently similar. If those conditions differ or are missing, treat the figures as separate observations, not a ranking.

The examples above do not establish which currently available AIO is quietest: they concern different models, dates, and test methods, and not all provide numeric measurements. A buying decision therefore needs comparable, current acoustic evidence for the specific models under consideration.
