No. An AI-generated vulnerability report should be treated as an unverified lead or draft, not as a publishable security finding. Before anyone releases it, a qualified human should confirm that the vulnerability exists, reproduce it within authorized scope, verify that the evidence supports the claimed impact and severity, remove unnecessary sensitive data, and check the recipient’s current disclosure rules. AI can help discover, explain, or format a report; it cannot make generated prose, logs, screenshots, or proof-of-concept code proof that an issue is real.
Why an AI-generated report is not ready for publication
A language model can produce a convincing vulnerability narrative even when the underlying request, response, exploit, version number, or impact is wrong. It may infer a severe consequence from a harmless behavior, merge details from different systems, invent a response that was never observed, or present a hypothetical exploit as a demonstrated one. Fluent wording is therefore not a security control.

Publication also has consequences that are separate from technical accuracy. Public details about an unpatched issue can help attackers while a maintainer is still investigating. A private submission through an authorized channel can start remediation; an open post can expose affected users. The right decision depends on the recipient’s live policy, the evidence actually obtained, the presence of a fix or mitigation, and the sensitivity of the material—not on whether AI was used.
There is no established universal error rate for AI-generated vulnerability reports, and available policy documents do not show that AI authorship alone predicts validity. Evaluate an AI-assisted report by the same evidence standard as any other report.

What human review must establish
Human review is a decision gate, not a quick copy edit. The reviewer should be able to answer each question below from records of an authorized test.
- Does the issue exist? A reviewer or second tester can follow the steps and observe the claimed behavior in a controlled environment.
- What exactly is affected? The report identifies the asset, product or service, version, commit range, configuration assumptions, and relevant endpoint or component.
- Is the evidence authentic? Requests, responses, logs, screenshots, scripts, and recordings came from the claimed test and have not been altered or detached from their context.
- Does the evidence support the vulnerability type? The demonstrated behavior must match the stated class of issue rather than a model’s guess about what might happen.
- Is the impact demonstrated? Confidentiality, integrity, and availability consequences must be assessed from what was actually achieved, not from a hypothetical worst case.
- Was testing authorized? The asset and method fall within the applicable vulnerability disclosure or bug-bounty policy, including exclusions for connected services and rate or data-handling limits.
- Is disclosure safe and permitted? The receiving channel, confidentiality terms, remediation coordination, and public-release conditions have been checked against the organization’s current policy.
Build a reproducible evidence package
A report is credible when another authorized reviewer can reproduce the result without relying on the model’s interpretation. Include only material needed to establish the finding.
Identify the target precisely
- Record the affected hostname, application, API, device, package, or other asset as it appeared during testing.
- State the version, build, commit range, deployment region, and relevant configuration. If a version is unknown, say so instead of allowing the model to fill the gap.
- Describe prerequisites such as account role, feature flag, authentication state, network position, or special header.
- Separate the tested instance from similar services that were not tested.
Show the procedure and result
Give numbered reproduction steps with the exact URL path, method, parameters, request headers, payload, and expected and observed responses where appropriate. Explain which response field, state change, permission boundary, or other observation demonstrates the issue. A short proof of concept can be useful when it is safe and authorized, but it should be the smallest demonstration that confirms the claim.
Preserve provenance
Keep timestamps, test-account details, tool versions, raw requests and responses, relevant server or client logs, and hashes or access controls for collected files when the program permits them. A screenshot alone rarely proves how a result was obtained. Mark redactions and explain whether they remove secrets, personal data, or unrelated system information.
Reject unsupported material
Discard canned scanner output, synthetic logs, fabricated screenshots, and code that was generated but never run. If an AI system proposed a payload or explanation, label it as assistance and retain the human-observed result as the evidence. A claim based only on “an attacker could” belongs in a hypothesis section, not as a confirmed impact.

A safe validation workflow
- Read the recipient’s policy first. Find the current vulnerability disclosure, security.txt, bug-bounty, or coordinated-disclosure instructions. Confirm what assets, test methods, accounts, automation, and data handling are allowed. If scope is ambiguous, ask the organization before testing. The U.S. General Services Administration (GSA), for example, excludes unlisted connected services and instructs researchers to ask when unsure in its vulnerability disclosure policy.
- Freeze the AI draft. Preserve the original generated text and inputs, but do not treat its severity, affected version, exploitability, or screenshots as facts. Create a separate reviewer copy in which every material assertion can be traced to an observation.
- Reproduce in a permitted environment. Use a test account, staging deployment, isolated device, or other environment approved by the policy. Have a reviewer follow the written steps independently. Record the exact asset, version, configuration, and observed result.
- Use the minimum necessary exploit. Stop once the vulnerability is confirmed. Do not expand access, alter production data, persist, pivot to other systems, or collect records merely to make the report more dramatic.
- Check for sensitive data. If personal, financial, proprietary, credential, health, or other protected information appears, stop the test, preserve only what the policy permits, and notify the program through its secure channel.
- Map evidence to the claim. For every sentence describing a vulnerability or impact, identify the request, response, log, state change, or other observation that supports it. Remove speculation and downgrade claims that were not demonstrated.
- Have a security-competent person review severity. Reassess confidentiality, integrity, and availability effects independently. Do not copy a model’s CVSS vector, priority, or “critical” label without checking the basis and environmental assumptions.
- Prepare a private submission. Use the recipient’s stated encrypted portal, email address, or reporting form. Include a concise impact summary, affected versions or commit range, reproduction steps, proof of concept when safe, and reproduction aids where feasible.
- Coordinate any later disclosure. Confirm confidentiality terms, the status of a fix or mitigation, and who must consent before public release. Do not infer that a private report is permission to publish.
Scope and authorization come before technical validation
A technically real bug can still be an unauthorized test. Policies may limit targets to named domains, repositories, products, or IP ranges; exclude third-party services; forbid denial-of-service actions, social engineering, physical access, or data extraction; and require specific accounts or rate limits. A model cannot grant permission by describing an exploit.
Save the policy version or page date used for the test and note any written clarification from the organization. Scope can change while a report is being prepared. Recheck the live instructions immediately before submission, especially when a policy names a particular disclosure address, encryption key, portal, or confidentiality period.

How to judge impact and severity
Start with the demonstrated effect, then describe plausible consequences that follow from it and clearly label them as such. For example, reading one harmless test record is not evidence of unrestricted database access; bypassing a client-side check is not automatically privilege escalation; and an error message containing a package name is not proof of remote code execution.
Document the security boundary crossed, the privileges required, the data or actions reachable, whether user interaction is needed, and whether the result is repeatable. If the test stopped before sensitive data was accessed, say exactly where it stopped. A lower but well-supported severity is more useful than an inflated rating that causes the recipient to distrust the report.
AI-generated CVSS scores and impact labels are hypotheses. The reviewer should calculate or verify any score using the applicable version and environmental context, then explain the rationale in ordinary language for triage staff.

Data minimization and evidence handling
Proof should establish the issue without becoming a second incident. Mask credentials, session tokens, personal identifiers, payment details, internal hostnames, and unrelated customer records. Replace real secrets in a proof of concept with test values. Do not upload confidential material to an AI service unless the organization has authorized that handling and the service’s terms and controls are appropriate.

Private submission is different from public disclosure
Sending a report privately to the affected organization is normally the first disclosure step. It gives maintainers a chance to validate, fix, mitigate, and coordinate communications. Public disclosure is a separate decision that can expose an unpatched issue, reveal bypass details, or conflict with confidentiality terms.
Do not treat a fixed number of days as a universal rule. Policies differ, and a recipient may request an extension or release sooner when a mitigation is available. Confirm the timeline and consent requirements in writing. If there is no readily available patch, additional public detail can increase risk; GSA states this rationale directly: “At the same time, disclosure without a readily available patch tends to increase risk rather than reduce it.”

| European Union Agency for Cybersecurity (ENISA) responsible disclosure policy | Reports from automated scanning, including AI tools, must include proof of concept and validation information; raw scanner output is not accepted. The policy also asks for a technical description, affected asset, reproduction steps, and proof of concept. | ENISA asks reporters to notify it before other disclosure and maintain confidentiality for at least 90 days from first notification. This is ENISA’s policy timeline, not a universal deadline. |
| U.S. General Services Administration vulnerability disclosure policy | Provide the vulnerability location, potential impact, detailed reproduction steps, and supporting technical material. Limit exploitation to what is necessary, avoid privacy violations and data manipulation, and stop after confirmation or when specified sensitive data is encountered. | The page was last updated October 1, 2026. GSA asks for confidentiality for up to 90 calendar days after notification; disclosure without a readily available patch may increase risk. |
| OpenAI outbound coordinated disclosure policy | AI- or agent-powered application-security analysis can be a discovery method, but findings are validated for impact. Reports typically include an impact summary, affected versions or commit ranges, reproduction steps or proof of concept, and reproduction aids where feasible. | The policy describes peer review for accuracy, reproducibility, and quality, and says a security engineer reviews disclosures from automated systems before release. Initial disclosure is private by default, with public disclosure usually requiring maintainer consent and subject to listed exceptions. |
| NIST SP 800-216, Recommendations for Federal Vulnerability Disclosure Guidelines | Recommends a formal framework for accepting, assessing, managing, and communicating vulnerability reports and remediation. | Published May 24, 2023; aimed at software, hardware, and digital services under federal control. It supports managed institutional review rather than an individual author’s unilateral posting decision. |
| OpenAI CVE assignment policy | For reports within its scope, the security team investigates to validate the vulnerability and determine impact and severity. Reporters are asked not to publicize details while a fix is in progress. | The policy is dated November 20, 2025. Check the live policy before presenting its terms as current; it describes coordination once a solution or sufficient mitigation is available. |
ENISA’s policy captures the core principle in one sentence: “Reporting vulnerabilities discovered through automated scanning tools, including AI tools, should always be accompanied with PoC and validation information by the reporter. Raw output from automated scanners will not be accepted.” That statement describes ENISA’s rule, but it is a useful warning against publishing unverified machine output anywhere.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.AI-assisted and non-AI reports should be judged the same way
| Review criterion | Question for either report |
|---|---|
| Reproducibility | Can an authorized reviewer repeat the steps and obtain the same result? |
| Evidence authenticity | Do the logs, requests, responses, screenshots, and scripts come from the claimed test and support the finding? |
| Asset and version accuracy | Is the affected component identified precisely, with configuration assumptions stated? |
| Demonstrated impact | What confidentiality, integrity, or availability effect was actually shown? |
| Scope compliance | Was every action allowed by the current policy or written authorization? |
| Harm minimization | Did testing avoid unnecessary access, data collection, disruption, and disclosure? |
| Coordinated disclosure quality | Was the report sent privately through the correct channel with an agreed release plan? |
AI can reduce drafting time, translate technical notes, suggest test cases, or help organize a long log. Those benefits do not lower the validation threshold. A carefully tested report written without AI and a carefully tested AI-assisted report should reach the same review gate.
Common failure modes and corrections
The model invents a successful exploit
Symptom: The report contains a polished response or screenshot that no tester can locate in the raw records. Correction: Re-run the steps, retain the raw exchange, and delete every unsupported observation.
A scanner finding is presented as a confirmed vulnerability
Symptom: A tool flags a pattern such as an exposed header or possible injection, and the report assigns a high severity without a demonstrated effect. Correction: Treat the flag as triage input; validate exploitability and impact manually, or describe it as an unconfirmed lead.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Severity is copied from the model
Symptom: “Critical” appears without a clear asset, privilege, attack path, or affected data. Correction: Reassess the actual boundary crossed and document the reasoning behind the final rating.
Best Value
Testing expands beyond scope
Symptom: The initial target redirects to a vendor, content-delivery service, cloud bucket, or connected application that is not listed. Correction: Stop and ask the organization whether that service is authorized; do not assume the original permission follows the redirect.
Proof exposes real user data
Symptom: The tester continues querying after confirmation or includes unredacted records in the report. Correction: Stop at confirmation, minimize retention, secure the material, and notify the recipient through its protected channel.
Private reporting is mistaken for permission to publish
Symptom: A researcher posts the report after sending it, without checking confidentiality or remediation status. Correction: Treat public release as a separate, coordinated decision and obtain the required consent.
Publication checklist
- Human reviewer with appropriate security expertise is named and has examined the original evidence.
- Target, version or commit range, configuration, prerequisites, and scope are recorded.
- Independent reproduction succeeded in an authorized environment.
- Requests, responses, logs, scripts, and screenshots are authentic, relevant, and redacted where necessary.
- Proof of concept demonstrates only what is needed to confirm the issue.
- Impact and severity are based on demonstrated confidentiality, integrity, and availability effects.
- No personal, financial, proprietary, or credential data is unnecessarily retained or disclosed.
- The recipient’s current reporting channel, confidentiality terms, and coordinated-release process are confirmed.
- Public disclosure is deferred until the policy and the agreed remediation timeline permit it.
Bottom line
Do not publish an AI-generated vulnerability report without human review. Publish only after a qualified reviewer has verified the finding, reproduced it safely, checked scope and evidence integrity, matched the severity to the demonstrated impact, minimized sensitive data, and coordinated disclosure with the affected organization. AI may assist discovery and writing; responsibility for factual validation and publication remains human.
