In a U.S. court, an AI-generated transcript of body-worn-camera audio may be admitted when the proponent authenticates the recording and the transcript, establishes that the transcription process can produce an accurate result, and satisfies hearsay, relevance, confrontation, disclosure and any jurisdiction-specific requirements. A bodycam recording’s official status does not prove that every machine-generated word is correct.
The audio or video is the source evidence; the transcript is a derivative rendering. Whether a court permits the transcript, and what weight it receives, depends on why it is offered, how it was created and reviewed, and whether disputed text can be checked against the original recording.

Start by identifying what the court is being asked to admit
“An AI-generated bodycam transcript” can describe several different things. The legal analysis changes with the item and its proposed use.
The original body-worn-camera recording
The recording is the captured audio or video file. A party may offer it to show what happened, what was heard, or the condition of the scene. Authentication concerns include who operated the camera, how the file was collected, whether it was altered, and whether the exhibit is the same file created by the camera system.

A machine transcript of the recording
A transcript purports to render speech in text. It can be offered as a reading aid while the recording plays, as a record of particular words, or as a substitute for playing the recording. Those uses can trigger different objections. Authenticating the recording does not automatically authenticate a derivative text file.
A corrected transcript, summary or narrative
A human-edited transcript may be easier to understand, but the proponent should preserve the untouched machine output and explain every material correction. A summary, speaker attribution, classification or narrative may add interpretation that goes beyond transcription. That added inference can raise issues different from those presented by a word-for-word rendering.
Authentication is the threshold question
Federal Rule of Evidence 901(a) requires evidence sufficient to support a finding that an item is what its proponent claims it is. Rule 901(b)(9) specifically recognizes evidence describing a process or system and showing that it produces an accurate result. These rules do not prescribe one universal foundation for AI transcripts; the court evaluates the evidence offered in the particular case.

Useful foundation questions include:
- Which original audio or video file was transcribed, and how is that file identified in the evidence record?
- What transcription software, model or service, version, settings and processing steps were used?
- Was the audio enhanced, filtered, segmented, combined with another file or otherwise changed before transcription?
- Were timestamps and speaker labels generated by the system, assigned by a person, or produced through both steps?
- Was the output compared with the audio by a human reviewer? Who reviewed it, what method was used and what edits were made?
- Is the unedited output preserved so the opposing party can determine what the system originally produced?
- Can the claimed accuracy be evaluated under the conditions of this recording, including background noise, overlapping speakers, distance from the microphone, accents, slang and specialized vocabulary?
These are practical applications of Rule 901, not a checklist that every court must impose. State evidence rules and local case law may require different or additional proof.

Electronic-record certification does not solve every objection
Federal Rule of Evidence 902(13) provides a certification route for certain records generated by electronic processes or systems. A qualified person may certify that the process or system produces an accurate result, subject to the rule’s certification and notice requirements.
The rule’s committee note limits that procedure to authentication. It states that Rule 902(13) is “solely limited to authentication,” and that any attempt to satisfy a hearsay exception must be made independently. A certificate can therefore establish a foundation for the electronic output while leaving other objections open, including reliability, hearsay, relevance and, in a criminal case, confrontation.

Hearsay focuses on the speaker and the purpose of the offer
The software is not automatically the declarant of every sentence displayed in the transcript. When the text purports to reproduce a person’s spoken words, analyze those words under the applicable hearsay rules and the reason the party is offering them.
For example, a prosecution might offer a suspect’s statement to prove the statement’s factual content, while a defense might offer the same exchange to show what officers were told or why they acted. The applicable exclusion or exception can differ. A machine certificate does not turn a human statement into non-hearsay and does not create a hearsay exception.
Keep a generated officer narrative separate from the transcript of recorded speech. A narrative can introduce selection, characterization or conclusions that are not present in the audio. If the narrative is offered, its own foundation and hearsay analysis are required.

Machine-generated inferences may face additional scrutiny
Utah provides a current example of a state rule addressing machine-generated evidence. Utah Rule of Evidence 707 became effective March 6, 2026. It defines machine-generated evidence as information or material produced by a machine-based system that autonomously processes data to generate an inference, prediction, classification or conclusion.

The rule applies whether the output is introduced directly or through lay testimony.
A straightforward speech-to-text transcript may differ from a system that decides who spoke, summarizes an encounter, labels conduct or draws a conclusion. Do not assume Rule 707 governs every transcription output. Identify what the system actually generated and how the party is using it, then consult the current rule and decisions in the governing jurisdiction.
Accuracy must be tested against the original audio
When a word, speaker, timestamp or omission matters, counsel should compare the text with the original recording. The comparison should focus on disputed passages rather than relying on a general statement that the software is accurate.

- the original bodycam file in its native form;
- the untouched machine output;
- each corrected or formatted version;
- the identity and role of reviewers;
- system name, version, settings and processing dates;
- logs or records showing transfers, segmentation and other processing; and
- the notice and disclosure needed for the opposing party to test the output.
Human review can correct an error, but it does not eliminate the need to preserve the initial output or explain the correction. A court may give greater weight to a transcript supported by an auditable comparison than to one presented as an unexplained final document.
What agency policies show—and what they do not prove
St. Paul Police Department
A St. Paul policy dated October 17, 2025 authorizes specified personnel to use an automated transcription function for draft report narratives based on body-worn-camera audio and interviews. Officers must thoroughly review the draft and add omitted text. That is an internal workflow requirement. It is not a judicial finding that the tool is accurate, nor does it guarantee that any resulting transcript will be admitted.
Henrico County
Henrico County’s body-worn-camera procedure, dated March 25, 2026, treats captured audio and video as digital evidence and prohibits officers from erasing, editing or otherwise altering the data. The policy illustrates a preservation practice; it is not a nationwide evidentiary rule.
Portland Police Bureau
Portland policy cautions that body-worn-camera recordings may not capture an entire incident or the wearer’s full vantage point and should not replace a complete report or investigation. The warning applies to the source recording as well as any text derived from it. A transcript cannot supply views or sounds the camera never captured.

A defense challenge can target the foundation, the text itself or the legal purpose for which it is offered.

Attack the provenance
Ask for the native recording, hash or other file identifier, transfer history, processing logs, software version, settings and all output versions. A gap between the recording and the exhibit can prevent the proponent from showing that the text corresponds to the claimed source.
Demonstrate material transcription errors
Identify words that change the meaning, incorrect speaker assignments, missing passages, wrong timestamps and places where the software converted unintelligible audio into confident text. Use the audio to show the disputed passage and explain why the error affects an element, credibility issue or suppression question.
Separate authentication from hearsay
Even if the process is authenticated, object that the underlying statement is hearsay, that no applicable exception has been shown, or that the offered text contains an officer’s additional narrative. A certificate under Rule 902(13) does not resolve those objections.
Raise confrontation and disclosure issues when applicable
In a criminal case, authentication or certification does not eliminate confrontation concerns that may arise from testimonial evidence. The defense can also seek notice, the underlying audio, the machine output and enough system information to conduct a meaningful challenge.
A practical workflow for offering the evidence
- Define the exhibit. State whether the item is the recording, an aid for the jury, a verbatim transcript, a corrected transcript or a generated narrative.
- Define the purpose. Explain whether the text is offered for the words’ truth, to help the court follow the recording, or for another limited purpose.
- Lock down the source. Identify the exact bodycam file and preserve it in its original form.
- Document processing. Record the system, version, settings, preprocessing, timestamps, speaker-label method and output date.
- Review disputed passages. Compare the transcript with the audio, document corrections and retain the untouched output.
- Prepare the foundation witness or certificate. Be ready to explain the process and why it produces an accurate result for this recording, not merely to identify the software by name.
- Address independent objections. Analyze hearsay, relevance, prejudice, confrontation, expert-evidence requirements, disclosure and any state rule governing machine-generated evidence.
- Offer a reliable alternative. If a passage remains uncertain, play the recording, mark it as unintelligible or use a qualified human transcript rather than presenting a speculative word as certain.
What is established nationally, and what remains unsettled
As of 2026, no controlling reported appellate decision squarely resolves the admissibility of an AI-generated transcript of body-worn-camera audio across U.S. jurisdictions. Federal Rules 901 and 902(13), together with state rules such as Utah Rule 707, provide analytical frameworks rather than a universal result.
A Pennsylvania Legislative Budget and Finance Committee report published December 17, 2024 found that the overwhelming majority of responding departments did not use AI to draft police reports or analyze body-worn-camera footage. The responding departments also reported that vendors they used had not made accuracy claims. Those are survey responses, not a finding about every police department or every transcription system.
The likely outcome in a live case turns on the jurisdiction, the transcript’s purpose, the quality of its provenance and accuracy foundation, the treatment of the underlying statements, and the opposing party’s ability to test the output. A judge may allow a reliable transcript as a demonstrative aid while limiting or excluding disputed text offered as proof of what was said.
