Apple Says It Blocked More Than $1.5 Billion in Potentially Fraudulent App Store Transactions in 2020

On May 11, 2021, Apple said its App Store protections stopped more than $1.5 billion in potentially fraudulent transactions during calendar year 2020. The figure came from Apple’s own analysis, not an independently audited accounting. It describes suspect or intercepted activity—not confirmed consumer losses, refunds paid by Apple, or exactly $1.5 billion in fraud that would otherwise have succeeded.

What Apple actually announced

Apple’s announcement, published on May 11, 2021, looked back at App Store activity in 2020. Apple said its systems protected customers from more than $1.5 billion in “potentially fraudulent transactions,” also describing them as suspect transactions.

That wording matters. Apple did not say users had already lost $1.5 billion and that Apple recovered it. The total represents transactions Apple says it prevented, intercepted, or stopped from proceeding after risk signals indicated possible fraud.

Apple’s reported 2020 figures

The announcement included several measures from different parts of Apple’s screening and enforcement process. They should not be added together: a card, account, developer, or app can appear at a different stage of the system.

All figures in this table are Apple’s own reported measurements. “Risky or vulnerable” is broader than “fraudulent”: an app could be rejected for security, privacy, spam, quality, or policy reasons without Apple publicly establishing a crime.

What the $1.5 billion figure includes—and what it does not

Apple connected the dollar figure to several kinds of activity, including attempts to use stolen payment cards, purchases made with compromised credentials, abusive accounts, deceptive or risky apps, and transactions blocked before completion. Apple did not publish a dollar breakdown separating those categories.

A transaction can be flagged because it matches behavioral or payment-risk patterns. That does not prove investigators established fraud in every case. A stolen card attempt, for example, might have been declined by the card issuer even without Apple’s intervention. Similarly, an account can be banned before it successfully harms anyone.

The announcement did not disclose the number of attempted transactions behind the dollar total, a calculation formula, geographic totals, the number of users involved, refund or chargeback values, an error range, or an independent audit. The reproducible claim is therefore: Apple said it blocked more than $1.5 billion in potentially fraudulent transactions.

How Apple said its anti-fraud system worked

App Review and continuing checks

Apple said every app and update is evaluated against rules covering privacy, security, spam, and other App Store requirements. Review can continue after approval because an app may change its behavior or connect to services that were not apparent during initial submission.

Automation, machine learning, and heuristics

Apple described automated analysis using machine learning, heuristics, and data accumulated from App Store activity. These systems look for patterns associated with suspicious payments, accounts, developers, or apps.

Human investigation

Automated signals are supplemented by human reviewers and investigators. Apple said people examine developer identities, related accounts, app behavior, and other evidence before enforcement decisions.

Payment and account controls

Apple said it prevented more than 3 million stolen cards from being used for potentially fraudulent purchases and stopped nearly 1 million accounts from transacting again after they were banned. StoreKit gives Apple a controlled in-app-purchase system, while Apple says Apple Pay does not give merchants a customer’s full card number.

Examples of apps Apple said it rejected or removed

Apple cited real-money gambling apps, predatory loan services, pornography hubs, in-game signals linked to drug purchases, and services that rewarded broadcasts of illicit or pornographic content. These examples show the types of policy violations Apple said its review process targeted; they are not a complete list of what was counted in the $1.5 billion total.

Why Apple publicized the number in 2021

The release presented the App Store as a controlled ecosystem in which Apple could screen software, monitor payments, and remove abusive participants. It arrived during intense arguments over App Store commissions, review rules, and Apple’s control of distribution, including its litigation with Epic Games. Contemporary coverage also placed the announcement in that wider policy fight, as reported by 9to5Mac.

That context creates an incentive for Apple to emphasize successful interventions, but it does not by itself establish that the number was false. It does mean readers should distinguish Apple’s security claims from independently verified measurements.

Does the announcement prove the App Store is safe?

No. It shows that Apple detected and blocked a large volume of activity it classified as potentially fraudulent. It does not show that every malicious app was caught, that no user lost money, or that Apple’s estimate was independently verified.

Apple itself acknowledged that it cannot catch every act of fraud or ill intent before it happens. An app can pass initial review and later change its conduct; a legitimate account can also be mistakenly restricted, although the announcement focused on detection and enforcement rather than false-positive or appeal rates.

The company’s centralized model has a genuine trade-off. Centralized distribution and payment data can make screening and monitoring easier, while concentrating decisions about access, commissions, removals, and appeals in one company.

What the Epic case does—and does not—show

The Epic Games litigation is relevant because it tested arguments about Apple’s control of App Store distribution and payments. The court record recognized that scams can slip through App Review, but anecdotal examples did not establish that fraud would be lower without Apple’s review process. The court’s discussion is available in the published decision.

That is narrower than saying the case proved Apple’s security model, or that the $1.5 billion figure validated every App Store business rule. Security benefits and competition questions are related but separate issues.

How to interpret the claim rigorously

  • Definition: Apple used “potentially fraudulent” and “suspect,” not “confirmed fraud.”
  • Measurement: Apple did not publish enough detail for outsiders to reproduce the dollar estimate.
  • Counterfactual: The figure does not prove every blocked transaction would have completed without Apple’s controls.
  • Scope: The announcement covered payment attempts, accounts, developers, and apps—distinct forms of abuse.
  • Verification: No independent audit or competing fraud-rate comparison was identified in the announcement.

What changed in Apple’s later reporting?

In June 2022, Apple said it protected customers from nearly $1.5 billion in potentially fraudulent transactions during 2021 and kept more than 1.6 million risky or vulnerable apps and updates from users. That follow-up shows Apple continued using the same broad reporting style; it did not supply the missing methodology for the 2020 estimate. See Apple’s 2021 results announcement.

What users should do anyway

  • Read subscription prices, renewal terms, and trial conditions before confirming an in-app purchase.
  • Review recurring subscriptions in your Apple Account settings.
  • Do not enter payment details into links or websites presented by a suspicious app.
  • Report questionable apps or billing through the App Store’s “Report a Problem” feature or Apple Support.
  • Request a refund through Apple’s official process when an eligible purchase is unauthorized or otherwise problematic.
  • Treat App Store availability as a screening signal, not a guarantee that an app is honest or permanently safe.

The accurate bottom line

Apple reported that it prevented more than $1.5 billion in potentially fraudulent App Store transactions during 2020, along with millions of suspicious cards, accounts, developers, and apps being blocked or restricted. That is evidence of substantial enforcement activity, but it is not a verified tally of confirmed fraud losses, money refunded to users, or harm Apple can prove would otherwise have occurred. The defensible wording remains: Apple said it blocked more than $1.5 billion in potentially fraudulent transactions.
