API vs. Web Services: What’s the Difference?

API is the broad term: a defined interface and set of rules that lets software components communicate. A web service is a network-accessible service interface, normally reached with web technologies. In common modern usage, web services are a subset of APIs, while APIs can also be local, in-process interfaces or use non-web transports. The terms overlap, but they answer different questions.

That relationship is a useful rule of thumb, not an eternal formal definition. Standards-era documents, including the W3C Web Services Architecture, use “web service” in a narrower service-description and messaging context. Always check the protocol, transport, data format and contract behind an interface instead of relying on its label.

API and web service: the definitions

What an API is

An application programming interface (API) is a published way for one software component to request capabilities or data from another. It specifies what operations exist, what inputs are accepted, what outputs mean and which rules govern communication. AWS describes APIs as mechanisms that let software components communicate through definitions and protocols (AWS API explanation).

The interface can exist entirely inside one program. A language-library function, an operating-system call or a module boundary is an API even when no network connection is involved. A local function such as image.resize(width, height) has an API (its function name, arguments, return value and errors), but it is not a web service.

What a web service is

A web service exposes an interface over a network so another application can invoke it remotely. HTTP or HTTPS is common, but “web service” describes the service-oriented, network-accessible role; it does not by itself prescribe one data format or one protocol. Depending on the era and community, the term may refer to SOAP services, RESTful services, XML-RPC, JSON-RPC or other web API styles.

The broad contemporary shorthand is therefore: a web service is a kind of API. AWS explicitly presents web services as a special type of API (AWS SOAP/REST explanation). The W3C’s 2004 architecture document is more formal: a service has a description that allows other systems to interact with it, and that description can map to different languages, platforms, object models and messaging systems (W3C Web Services Architecture).

Are all APIs web services?

No. The category “API” includes interfaces that never leave the process or computer where they run.

  • Library API: your application calls functions supplied by a package.
  • Operating-system API: a program invokes services such as file or socket operations through system calls.
  • Database-driver API: code uses a local driver interface, even though the driver may connect to a database server.
  • Web API: an application sends a request to a remote endpoint and receives a response.

Only the last category is inherently a network service. A remote API reached through a private message queue or a proprietary protocol can also fall outside what a team casually calls a “web” service, even though it is still an API.

Are all web services APIs?

In practical software discussions, yes: a service that accepts defined requests and returns defined results is providing an interface that clients program against. The qualification is terminological. Older standards and enterprise documentation may reserve “web service” for particular service-description and messaging conventions, so a team might call a simple HTTP endpoint a “web API” rather than a “web service.” Ask what the endpoint actually implements.

REST, SOAP and the terminology trap

“API” and “web service” describe the interface category and delivery context. SOAP and REST describe how an interface is designed or how messages are exchanged. They are not competing synonyms for the first two terms.

SOAP is a protocol

SOAP defines an XML-based envelope and rules for exchanging structured messages. A SOAP service normally publishes a detailed contract, commonly through WSDL, so generated clients can know operations, types and bindings. SOAP messages can travel over HTTP, but they are not limited to it. CMS documentation lists HTTP, AMQP and proprietary messaging protocols as possible carriers (CMS SOA Concepts).

REST is an architectural style

REST is a set of architectural constraints, not a wire protocol. A RESTful interface commonly models resources, uses standard HTTP methods and status codes, remains stateless between requests and represents resources with formats such as JSON. An implementation can follow REST principles to varying degrees; “REST API” is therefore a useful description, not a guarantee that every REST constraint is present.

How the labels combine

  • A REST API exposed at an HTTPS endpoint can also be called a RESTful web service.
  • A SOAP endpoint is both an API and, in common usage, a web service.
  • An in-process API is neither a web service nor necessarily related to REST or SOAP.

The European Commission Joint Research Centre’s taxonomy places SOAP, XML-RPC, JSON-RPC and REST among web API approaches, reinforcing that these names operate at different layers (JRC, “Web APIs and Web Services,” 2020).

What to compare when choosing an integration

Do not choose solely because a vendor says “API” or “web service.” Compare the concrete properties below.

1. Where the interface runs

Determine whether the client links a library, calls a process on the same machine, or reaches a remote host. Remote calls introduce latency, authentication, retries and availability concerns that local calls do not.

2. Transport and network behavior

Record the required transport (HTTPS, AMQP or another supported channel), connection security, proxy requirements, timeouts and retry rules. SOAP is not automatically HTTP-only, and an HTTP API is not automatically RESTful.

3. Message format and contract

Identify request and response media types, schema validation, versioning, error envelopes and pagination. SOAP commonly uses XML and a WSDL contract; other web APIs may publish OpenAPI, JSON Schema or prose documentation. The contract is what your client depends on, not the marketing label.

4. Client and system constraints

Existing middleware, code-generation tools, firewall policy, compliance requirements and partner capabilities can decide the practical choice. A legacy enterprise system may already support SOAP tooling, while a browser or mobile client may be optimized for an HTTPS JSON API.

5. Operational behavior

Check authentication, authorization, idempotency, rate limits, observability, backward-compatibility policy and support windows. Neither “API” nor “web service” guarantees better speed, security or reliability; those properties depend on the design and deployment.

Concrete examples

Local API, not a web service

A program imports a date library and calls parseDate("2026-09-29"). The function signature and return type form an API. No endpoint, DNS name or network transport is involved, so calling it a web service would be misleading.

Remote API and web service

A client sends an HTTPS request such as:

The endpoint is a network service and an API. Whether it is RESTful depends on its resource model, method usage, statelessness and other design details—not merely on the fact that it uses HTTP and JSON.

SOAP-style exchange

A client can send an XML SOAP envelope to a service endpoint and use the provider’s WSDL to generate a proxy. That is an API delivered as a web service through the SOAP protocol. If the same message is carried by AMQP, it remains a SOAP API but no longer fits the narrowest HTTP-based interpretation of “web service.”

Common mistakes and how to correct them

“API means REST”

REST is one architectural style for APIs. APIs also include SOAP, RPC, GraphQL, database interfaces, library calls and proprietary protocols.

“Web service means SOAP”

SOAP is one web-service approach. Many teams use “web service” for RESTful HTTP endpoints as well. Name the protocol and format when precision matters.

“SOAP always uses HTTP”

SOAP can use HTTP, AMQP or proprietary transports, as CMS notes. Verify the binding in the service contract and deployment documentation.

“HTTP plus JSON automatically makes an API RESTful”

Those choices are compatible with REST but do not prove that the full REST constraints are implemented. Examine resource semantics, methods, status codes, caching and stateless behavior.

“One label predicts security or performance”

Security comes from authentication, authorization, encryption, validation and operational controls. Performance depends on payload size, network distance, server work, caching and concurrency. Measure the workload and read the provider’s limits.

Testing a web API without confusing the concepts

For a basic endpoint, inspect the published contract, send a valid request, record the status code and response headers, then test authentication failures, malformed input, timeouts and retries. A request tool can help you replay calls, but it does not turn a local API into a web service or prove that an HTTP API is RESTful.
