api-ms-win-core-version-l1-1-0.dll is a Microsoft Windows API-set contract used by programs that read version information embedded in executable files and other DLLs. A message saying it is missing does not, by itself, prove that one ordinary standalone file needs to be downloaded. The alert can result from an incomplete application installation, a damaged Windows component, an incompatible application build, or a Windows installation that has not completed an update. Repair the affected application first, then use Windows repair and update mechanisms; do not copy a random DLL from an unverified download site.

What api-ms-win-core-version-l1-1-0.dll does

It is an API-set contract, not a branded app

Windows uses API-set contracts to provide stable names for groups of operating-system functions. The contract name api-ms-win-core-version-l1-1-0.dll is therefore an interface label used by the Windows loader. It is not the name of a consumer application, and the name alone does not tell you which program on your computer is broken.

Microsoft’s Windows API inventory associates this contract with three wide-character functions: GetFileVersionInfoExW, GetFileVersionInfoSizeExW, and VerQueryValueW. These functions obtain version-resource data stored inside executable files and DLLs. A program may use that data to identify a file’s product version, company information, language, or other embedded resource values.

Windows-version scope

Microsoft lists those three APIs as introduced in Windows 10 version 10.0.16299. That build number matters when you are diagnosing an older Windows installation or an application whose minimum operating-system requirement is unclear. The contract’s appearance in an error does not establish that your current installation should contain a freely downloadable file with that exact name; API-set resolution is tied to the Windows build and architecture.

Why the missing-DLL message appears

The same wording can be produced by different failures. Use the application named in the dialog as your first clue rather than treating the DLL name as a complete diagnosis.

Possible cause What it means Most appropriate first action
Incomplete or damaged application installation The program that is launching cannot find or resolve a Windows interface it expects. Repair or reinstall that application using its publisher’s installer or the Windows app-management page.
Interrupted update, uninstall, or migration Files or registration data may be left in an inconsistent state after a change. Restart, finish Windows Update, and reinstall the affected program.
Windows component damage System files or the component store may not match the current build. Run Windows’ built-in servicing and system-file checks from an administrator terminal.
Architecture or build mismatch An application may require a Windows build or architecture that the computer does not provide. Confirm the Windows edition, build, and system type, then obtain a compatible application release.
Incorrect third-party replacement A downloaded file may be modified, incompatible, or not a normal standalone implementation of the API-set contract. Remove the replacement and return to Microsoft or the application publisher’s repair path.

A DLL alert is not evidence that the computer is infected, and it is not proof that the named contract has been deleted. The dialog only reports what the launching process could not resolve at that moment.

Bootable USB Flash Drive for Windows 7, Windows 7 Ultimate/Home/Pro 32/64 Bit Bootable USB Install & Recovery
  • NOTE: This USB flash drive does not include a Windows key, you must have a Windows key to activate Windows, but you can still clean install or reinstall Windows 7.
  • Latest Version: Deployed with the latest official original version of Windows 7 (SP1), no viruses, no spyware, 100% clean.
  • Professional: Using professional Windows 7 production tool to ensure product quality.

  1. Identify the application. Record the exact executable or product name shown in the dialog and whether the message appears at startup, when opening a file, or only after selecting a feature.
  2. Check the Windows build. Press Windows key + R, enter winver, and note the edition and version. You can also open Settings > System > About to record the Windows specifications.
  3. Check system type. In Settings > System > About, note whether the installation is 64-bit or 32-bit and whether the processor supports the application’s requirements.
  4. Record recent changes. Note any uninstall, application update, Windows update, disk migration, restore operation, or cleanup utility run immediately before the first alert.
  5. Capture the exact wording. A screenshot or transcription helps distinguish a launch-time dependency error from an error caused by a particular document or plug-in.

Do not delete an existing file merely because its name resembles the message. Preserve the original evidence until you know which component is responsible.

Repair the affected application first

Use the application’s own repair option

If the same program produces the alert every time, repair that program before modifying Windows. In Windows 11, open Settings > Apps > Installed apps, select the application’s three-dot menu, choose Advanced options when available, and use Repair. Windows 10 uses a similar path under Settings > Apps > Apps & features. A repair normally keeps personal data while replacing damaged program files; the labels and available buttons vary by application.

Reinstall from an authoritative source

If Repair is unavailable or does not change the error, uninstall the affected application, restart Windows, and install the current release supplied by the application publisher. Use the publisher’s official installer or the Microsoft Store entry associated with that application, not a repackaged download. If the program stores projects or profiles outside your documents folder, back them up before uninstalling. After installation, restart once more and test the same action that originally triggered the message.

When the installer itself fails

An installer that stops with the same contract name points toward Windows servicing, compatibility, or a damaged installation package rather than a simple missing application file. Record the installer’s error text, verify that the installer matches your Windows architecture, and obtain a fresh copy from the publisher. Do not substitute a DLL downloaded separately for a failed installer.

Install pending Windows updates

Open Settings > Windows Update and select Check for updates. Install available quality, cumulative, and servicing updates, then restart even if Windows does not immediately request it. Retry the application after the restart. If an update is waiting for a reboot, repeatedly reinstalling the application before completing that reboot can leave you testing an unchanged system.

For an older computer, compare the application’s stated minimum Windows version with the version shown by winver. Microsoft’s inventory places the documented version-information APIs in Windows 10 version 10.0.16299 and later. An application built for a newer Windows interface may not be supportable on an earlier release; in that case, use a compatible application version or bring Windows to a supported build where your hardware and licensing permit it.

Check Windows system files safely

Windows includes servicing tools that can repair protected operating-system files and the component store. They are useful when more than one application reports Windows DLL or API-set errors, or when reinstalling the affected application has no effect. They are not a universal replacement for application repair.

  1. Save your work and sign in with an account that can approve administrator actions.
  2. Open Windows Terminal (Admin), PowerShell (Admin), or Command Prompt (Admin) from the Start menu. Accept the User Account Control prompt.
  3. Run DISM /Online /Cleanup-Image /RestoreHealth and wait for it to finish. Do not close the window while the percentage appears stalled; servicing can take time.
  4. When DISM completes, run sfc /scannow. System File Checker examines protected files and reports whether it repaired, found no violation, or could not repair everything.
  5. Restart Windows, then test the affected application again.

These commands operate on the running Windows installation. Their result depends on the health of the component store, the current build, available servicing resources, and the exact failure. A message that SFC could not repair some files is a diagnostic result, not permission to download replacement DLLs from an unknown site.

If the application now opens

Keep the repair and update records with your notes. Do not remove system files or install a replacement DLL simply because the original dialog mentioned one. If the application later fails again after an update, check the application’s release notes and support instructions before repeating system-wide changes.

If only one application still fails

The remaining fault is more likely to be in that application, one of its plug-ins, or its compatibility with the installed Windows build. Remove optional plug-ins, overlays, or recently added extensions one at a time if the application supports that procedure. Then perform a clean reinstall using the publisher’s documented uninstaller and installer. Ask the publisher for a diagnostic procedure and include the exact application version, Windows build, architecture, and complete error text.

If several unrelated applications fail

Multiple programs reporting related API-set or Windows DLL errors increase the likelihood of a system-wide servicing problem. Recheck Windows Update, repeat the DISM and SFC sequence only after the first run has completed, and review recent system migrations or restore operations. If Windows reports unrepaired corruption, use Microsoft’s supported recovery options for your edition, taking a full backup before any reset or reinstallation.

Why downloading the DLL is usually the wrong fix

A third-party troubleshooting explanation notes that this API-set contract is genuine Windows infrastructure and is not necessarily a conventional standalone DLL that should be downloaded and copied into a folder. A mirror may provide a file with the right-looking name but the wrong build, architecture, export set, or provenance. Copying it into an application directory can also make that one program load an incompatible file while hiding the original cause.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Never overwrite files in Windows system directories, rename an existing API-set file, or register this contract with regsvr32 merely because a web page recommends it. API-set contracts are resolved by Windows; they are not ordinary COM libraries that become valid through manual registration. If you already copied a file from an unverified source, remove it using the same application repair or uninstall process that introduced it, run a security scan from your installed security product, and then return to the Windows repair steps above.

Compare the available repair paths

Method Source authority Scope Reversibility System-file integrity
Application Repair Application publisher and Windows One installed application Usually high; personal data is normally retained Leaves Windows system files unchanged
Application reinstall Application publisher or Microsoft Store One application and its installed components Moderate; back up profiles and projects first Restores files from an authoritative package
Windows Update Microsoft Operating-system build and servicing components Moderate; a restart is required and some updates cannot be removed Uses signed Windows servicing channels
DISM and SFC Microsoft tools built into Windows Component store and protected system files High in normal use; commands do not erase personal files Checks and repairs Windows-managed files
Random DLL download Unverified mirror Unclear; may affect one folder or system paths Low; wrong files can create new failures Cannot establish authenticity or build compatibility

Information to provide when seeking support

If these steps do not resolve the alert, provide the application publisher or a qualified technician with the exact DLL name, full dialog text, application version, Windows edition and build, system architecture, and the date the problem began. Include whether the failure followed an uninstall, update, migration, or restore, and whether other applications show similar messages. State which repair and servicing steps completed and what each reported. This information is more useful than reporting only that “a DLL is missing,” because the same contract name can arise from different boundaries of the system.

As an optional shortcut after the manual checks, Outbyte PC Repair can look for more than 100 common Windows issues, including broken system elements and shared DLL problems, while also offering settings tweaks, temporary-file cleanup, privacy and vulnerability checks, a real-time boost, file shredder, and an app-crash log. It runs on Windows 11, 10, 8, and 7; its free trial is offered by category for at least two days before a subscription. It complements antivirus software, does not replace it, and results vary, so no tool repairs every crash.
