API Keys, OAuth, and Service Accounts: Which Access Method Should AI Agents Use?

Use OAuth with narrow scopes when an AI agent acts on a person’s behalf. Use a dedicated service identity—preferably with short-lived or federated credentials—for unattended work on application-owned resources. Use an API key only when the target API requires it or its restricted key model is appropriate, and keep that key on a controlled backend.

These choices are not a universal ranking. The right method depends on whose identity the call must represent, what resource the agent can reach, how long the credential lives, and whether activity can be audited and revoked. OAuth and service accounts can also be combined: a service account can obtain an OAuth access token for server-to-server calls.

Choose by who owns the resource

Start with the resource, not the credential label. An agent reading a customer’s calendar, editing a user’s documents, or sending mail for a person needs a user-authorized flow. An agent processing a company’s queue, writing to an application database, or running a scheduled batch usually needs an application or workload identity. A key may be unavoidable for an API that exposes no stronger mechanism, but it should be treated as a constrained secret rather than as a general-purpose agent identity.

Situation Starting choice Why and what to watch
The agent reads or changes data belonging to an individual OAuth user-consent flow with narrow scopes The user authorizes the access and can understand the requested permissions. Store tokens securely and handle expiry, revocation, and provider verification.
A backend runs against resources owned by the application Dedicated service account or equivalent workload identity No end-user consent is required. Grant only the roles that component needs, using short-lived credentials where available.
The workload runs outside the cloud that owns the resource Workload identity federation or another supported external-identity exchange A trusted external identity can be exchanged for a short-lived token, avoiding distribution of a persistent private key. Provider support and setup differ.
The API specifically requires a key, or offers a suitably bounded key flow Separate restricted API key held server-side Apply restrictions, monitoring, expiration or rotation, and a tested revocation procedure. Never put the secret in browser or mobile code.
A multi-step agent has tools with different permissions Separate identities or a broker for short-lived access Each component receives only its own privileges. A single broad identity increases the blast radius of a compromised tool.

The framework follows guidance from Google Cloud’s API-key recommendations, service-account security guidance, cloud authentication documentation, and Google’s OAuth documentation. Provider behavior still varies by API.

What each access method actually represents

API keys: simple project or consumer credentials

An API key is a secret included with a request, commonly functioning as a bearer credential. It often identifies a project, application, or API consumer rather than an individual end user. That simplicity can be useful for a narrowly scoped server integration, but it does not automatically provide user consent, per-user attribution, or fine-grained authorization.

OpenAI’s API-key safety guidance says not to deploy API keys in browsers or mobile applications and recommends routing calls through a backend. Google Cloud similarly advises moving most authorization-key use out of production toward IAM and short-lived service-account credentials because keys can be exposed in requests or logs and may obscure the end user in audit records. Those are provider-specific recommendations, not a rule that every API key is forbidden in every production service.

If a key is the only compatible option, create a separate key for each workload or team member where the provider supports that model. Restrict it by API, operation, application, source network, or IP address; set an expiration when offered; keep it in server-side secret storage; monitor usage; and rotate it through a replacement process that leaves a rollback path. OpenAI documents project-key expiration, organization or project maximum lifetimes, and IP allowlisting, although the exact controls depend on the account and service.

Google documents a narrow exception for Gemini API authorization keys: its guidance says they may be used in production because that API does not create resources in Google Cloud projects, and says the associated service account should have no IAM roles. Do not generalize that exception to other Google APIs or to unrelated providers.

OAuth: delegated authorization with user-visible scopes

OAuth is an authorization protocol, not a synonym for logging in. In a user-delegated integration, the application sends the person through a consent flow, receives an access token for approved scopes, and uses that token to call the service. A refresh token may allow the application to obtain later access tokens without asking the user to consent every time.

Scopes should describe the smallest set of resources and operations required by the agent. A read-only task should not request write access; access to one service should not imply access to unrelated services. The user should be able to see what the agent is being allowed to do.

OAuth tokens are still secrets. Follow the provider’s flow for the application type, use a maintained library, encrypt tokens at rest, restrict datastore access, and never transmit them in plaintext. For desktop authorization-code flows, Google recommends PKCE. Refresh tokens can expire because of user action or provider policy, so your agent needs a reauthorization path. Revoke tokens when the integration is disconnected or no longer needed. See Google’s OAuth 2.0 best practices and its OAuth overview.

Service accounts: identities for workloads, not people

A service account represents an application or workload. It is appropriate when a scheduled job, agent backend, or internal tool accesses resources owned by the organization rather than acting as a particular employee. Permissions are assigned to the service identity, and calls can be attributed to that workload.

“OAuth or service account?” is often a false choice. In a server-to-server flow, the service account requests an OAuth access token and presents that token to the API. Google describes this two-legged pattern in Using OAuth 2.0 for Server to Server Applications.

Prefer an attached platform identity, service-account impersonation, workload identity federation, or another provider-managed mechanism that issues short-lived credentials. Avoid downloading a long-lived private-key file when a safer option exists. Give each agent component only the roles it needs. If elevated access is needed for one operation, use impersonation or a token broker to issue temporary privilege instead of granting the agent a permanently broad role.

Be especially cautious with domain-wide delegation. Google warns that it can permit impersonation of any user in a Workspace domain, including super-administrators. Use it only when the business requirement is explicit, the scope is minimized, and the activity is closely audited.

Compare the methods on five security axes

1. Whose identity is represented?

  • OAuth user flow: a named user has authorized the operation.
  • Service identity: an application or workload is the principal.
  • API key: commonly a project or API consumer is identified; the end user may be invisible in provider logs.

2. How narrowly can access be limited?

OAuth scopes can limit permitted resources and operations. Service-account roles can be assigned per resource and per component. API-key restrictions vary widely and may cover only the API, application, network, or project. Regardless of the mechanism, every tool in a multi-step agent should receive only the privileges it needs for its own task.

3. What happens when access must end?

User consent can be revoked, OAuth access tokens expire, and refresh tokens can be invalidated. Federated and platform-issued workload tokens can be short-lived by design. A downloaded private key or unrestricted API key may remain usable until someone discovers and revokes it, making rotation and incident response essential.

4. Where can the credential be exposed?

Assume that API keys, private service-account keys, access tokens, and refresh tokens are bearer-like secrets. Keep them out of model prompts, source repositories, client bundles, crash reports, and ordinary logs. A compromised agent host or tool process may be able to read any secret available to it, so reducing credential lifetime and privilege directly reduces the blast radius.

5. Can activity be audited?

OAuth can tie actions to a consenting user, while separate service identities can distinguish one workload from another. A shared API key may show only the project or key, making individual attribution difficult. Record which agent, tool, user approval, resource, and action were involved, while redacting token values.

Implementation paths

When the agent acts for a user: OAuth

  1. Register the application with the provider and select the correct application type.
  2. Define the smallest read, write, or administrative scopes required by each tool.
  3. Run the provider’s authorization-code flow; use PKCE for desktop or other public-client flows where recommended.
  4. Store access and refresh tokens in encrypted, access-controlled server storage. Do not return them to the model.
  5. Before each tool call, verify that the token is valid and that the requested operation falls within the granted scope.
  6. Handle expired or revoked refresh tokens by pausing the action and sending the user through consent again.
  7. Provide a disconnect path that revokes tokens and deletes stored credentials when the user removes the integration.

When the agent runs unattended: service identity or federation

  1. Create a separate identity for the workload or for each materially different agent component.
  2. Assign only the roles and resource permissions required for that component.
  3. Use an attached identity, impersonation, workload identity federation, or another short-lived credential mechanism supported by the provider.
  4. If a private key is unavoidable, store it in a secrets system, restrict who can retrieve it, monitor use, and document an immediate revocation and replacement procedure.
  5. Set explicit boundaries for high-impact actions, such as deletion, external messaging, financial changes, or permission grants.
  6. Review role assignments and token issuance regularly; remove identities that no longer serve a workload.

When the API requires a key

  1. Confirm that the provider does not support OAuth, IAM, federation, or a service identity for the operation.
  2. Create a key dedicated to this agent or environment rather than sharing a general organizational key.
  3. Apply every available API, operation, application, network, quota, and expiration restriction.
  4. Store the key only in backend secret storage and inject it at runtime. Never embed it in browser JavaScript, a mobile package, a prompt, or a repository.
  5. Monitor request volume, destinations, error patterns, and unexpected geography or source networks.
  6. Rotate by creating a replacement, deploying it, verifying successful traffic, and then revoking the old key.

Designing a safer multi-tool agent

Authentication proves which principal is calling; it does not make the agent’s reasoning trustworthy or validate that a permitted action is appropriate. Add controls around the tool layer.

  • Separate identities: give a search tool, document editor, database writer, and deployment tool different principals when their permissions differ.
  • Broker temporary elevation: for an operation that occasionally needs extra access, have a broker issue a short-lived token after policy checks rather than granting permanent broad access.
  • Validate inputs and outputs: enforce schemas, allowed destinations, record ownership, and maximum quantities before executing a tool call.
  • Require approval for high-impact actions: an agent can prepare a change while a person or policy service confirms execution.
  • Log and monitor: record the principal, user context, tool, resource, decision, result, and timestamp; redact secrets and sensitive payloads.
  • Rate-limit and contain failures: quotas, circuit breakers, transaction limits, and network egress controls prevent a loop or prompt injection from producing unbounded effects.
  • Use TLS and authenticated tool channels: AWS lists transport security, least privilege, validation, audit logging, anomaly monitoring, and rate limits among agent-tool integration practices in its Prescriptive Guidance for agentic AI frameworks and tools.

Common mistakes and recovery

Putting a secret in client code

Browser bundles and mobile packages can be inspected. Move the call to a backend or controlled execution layer, issue user-specific authorization there, and revoke and replace any exposed credential.

Using one broad service account for every tool

A compromised low-risk tool can inherit high-risk permissions. Split identities, reduce roles, and use temporary impersonation for exceptional operations.

Requesting broad OAuth scopes “for future features”

Overbroad consent increases user risk and may trigger provider verification. Start with the smallest scopes, add new scopes only when a feature actually requires them, and explain the change to users.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming token expiry is a complete security plan

Short lifetimes help, but a stolen token can still be used during its validity. Combine expiry with audience and scope checks, revocation, monitoring, and rate limits.

Logging authorization headers or refresh tokens

Redact headers, query parameters, token responses, and exception data. Treat logs and crash-reporting systems as sensitive stores with separate access controls.

Failing to plan for revocation

Document who can disable a key, revoke user consent, remove a role, or suspend a service identity. Test the process before an incident, and keep a replacement credential ready when rotation is required.

A practical selection checklist

  • Is the agent acting for a specific person, or for an application?
  • Who owns the resource, and can the provider represent that owner directly?
  • What is the smallest set of operations and resources the tool needs?
  • Can the provider issue short-lived or federated credentials?
  • Where will tokens or keys be stored, and who or what can read them?
  • Can activity be attributed to a user, workload, component, and individual action?
  • How will expiry, consent revocation, key rotation, and emergency shutdown work?
  • What validation, approval, logging, anomaly detection, and rate limits surround the tool call?
  • Does the provider’s current production guidance impose a product-specific exception or restriction?

Bottom line for common architectures

Architecture Recommended starting design Non-negotiable safeguards
Personal assistant reading a user’s files OAuth consent with narrowly defined scopes Encrypted token storage, PKCE where applicable, reauthorization and revocation handling, user-visible approval.
Nightly backend processing company records Dedicated service identity with attached or federated short-lived credentials Resource-level roles, separate environment identities, audit logs, and no downloadable key unless unavoidable.
External-hosted agent calling a cloud API Workload identity federation when supported Trust-policy restrictions, short token lifetime, audience checks, and monitoring.
Legacy API exposing only key authentication Backend-held, restricted key dedicated to that workload Network or API restrictions, quotas, secret storage, rotation, anomaly alerts, and a tested kill switch.
Agent with tools ranging from search to production changes Separate principals per tool plus a broker or approval gate for elevated actions Least privilege, schema validation, human or policy approval, immutable audit records, and rate limits.

Google Cloud summarizes the default direction this way: “For most APIs, we recommend you don’t use authorization keys in production environments.” That qualification matters, as does the documented Gemini exception. OpenAI likewise says, “For supported workloads, use workload identity federation instead of storing a long-lived OpenAI API key.” Both statements are provider guidance for supported services, not a universal ban or a guarantee that one method works everywhere.
