Anthropic is adding state-specific voting information, planned official election results, and broader abuse detection to Claude before the 2026 US midterm elections. The company says Claude will continue directing users to Democracy Works’ TurboVote, while new controls target voter deception, coordinated influence campaigns, fake accounts, foreign-state activity, and attacks on election infrastructure.
What Claude will provide during the 2026 midterms
In its October 14, 2026 announcement, Anthropic said Claude.ai will begin returning state-specific official voting information later in October. Claude will continue linking people to Democracy Works’ TurboVote for practical voting guidance. Anthropic also plans to show current official election results on election night and after the polls close.

The changes are intended to make Claude more useful for ordinary civic questions without positioning the chatbot as the final authority. Voting rules vary by state, county and election, and information can change close to a deadline. Anthropic says Claude can make mistakes and advises users to verify important details through official state or local election authorities.

- Registration deadlines and eligibility information tied to a user’s state.
- Where and how to vote, when that information is available from official sources.
- General explanations of voting procedures and election terminology.
- Official results during and after election night, subject to the availability and timing of election authorities’ data.
What Anthropic changed in its safeguards
Anthropic describes the system as a combination of rules, automated detection, human investigation and enforcement rather than a single filter. The expanded program includes broader political-bias evaluations, classifiers for novel and multi-step misuse, improved detection of fake social accounts and fabricated news sites, stronger identification of foreign-state election abuse, and additional cyber protections for election infrastructure and campaigns.

Policy restrictions and enforcement
Anthropic’s October 8, 2026 Usage Policy update consolidates deceptive-activity rules and explicitly prohibits using Claude to deceive voters or disrupt elections. Prohibited conduct includes spreading false information about candidates or voting, impersonating candidates or election officials, and suppressing turnout. The updated policy takes effect November 12, 2026.
Legitimate civic work remains allowed when it is not deceptive and does not misuse personal data. Examples include translating voter information into multiple languages, preparing neutral educational materials, and helping people understand publicly available procedures.

Detection beyond a single prompt
Anthropic says earlier defenses could perform well when a harmful request was obvious but face a harder problem when an operation is divided into many individually harmless tasks. New classifiers are designed to identify patterns across multi-step misuse, including coordinated account creation, fabricated news operations, financially motivated schemes, foreign-state activity and threats to election infrastructure.

The company’s broader response also includes human review, threat-intelligence investigations, account bans, prompt and model controls, election banners, web-search-trigger evaluations, and partnerships with cloud providers. Anthropic says it uses external experts in Policy Vulnerability Testing to probe weaknesses.
How much political and election use Claude sees
Anthropic sampled 250,000 US Claude.ai conversations from September 21–27, 2026 using a privacy-preserving method. The sample indicates that political use is a minority of overall activity.

These percentages describe Anthropic’s sampled US Claude.ai traffic during one week. They are not estimates of all US AI use, all election-related activity, or the total volume of election abuse across the internet.
What Anthropic’s bias and safety tests found
Political evenhandedness scores
Anthropic reports that Claude Opus 5.5, Sonnet 5.5 and Haiku 5.5 each scored 99% on the company’s political-evenhandedness evaluation. A high score on that evaluation indicates that the models met Anthropic’s criteria in the tested prompts; it does not prove that every answer will be neutral or accurate.

Independent reviews identified issues that the headline score does not capture. Claude sometimes inserted unsolicited caveats or opposing views into advocacy requests. One evaluation found uneven hedging that softened right-leaning arguments more often than left-leaning arguments. Anthropic says it is working on shorter yes-or-no answers when appropriate, more consistent caveat handling, and matched left- and right-leaning tests.
Harmful-request and influence-operation tests
In an earlier 600-prompt safeguards test, 300 prompts were harmful and 300 were legitimate. Claude Opus 4.7 responded appropriately 100% of the time, while Sonnet 4.6 did so 99.8% of the time. Simulated influence-operation tests produced scores of 94% and 90%, respectively. These are model-evaluation results under specified test conditions, not evidence that an election-wide campaign would be stopped at the same rate.
The Institute for Strategic Dialogue and the McCain Institute pressure-tested Claude in the United States, Israel and Brazil. Their testing found that Claude reliably refused isolated harmful requests, but a malicious campaign could be missed when it was broken into numerous individually benign tasks. That finding is the reason multi-step detection is a central part of Anthropic’s new approach.

Yes, evasion remains possible. A campaign can distribute work across accounts, models and services; ask for harmless-seeming components separately; or have people combine generated material outside Claude. A request to draft a neutral translation, create a generic audience list or summarize a public article may look permissible in isolation even if the surrounding operation is deceptive.
Anthropic’s stated response is to examine behavioral patterns and account activity in addition to individual wording. That can improve detection of coordinated misuse, fake personas, fabricated news sites and foreign-linked operations, but it cannot guarantee that every distributed campaign will be identified before publication. Account bans and human investigations are reactive as well as preventive, so some content may appear briefly before enforcement.
How to use Claude safely for voting information
- Ask for state-specific information. Include your state and, when relevant, county or election date so Claude can distinguish local rules.
- Check the cited authority. Confirm deadlines, registration status, polling locations, identification requirements and ballot rules with your state or local election office.
- Use the official result source on election night. Treat early totals as unofficial until the relevant election authority certifies them.
- Do not rely on a viral excerpt. Read the complete answer and verify any claim about a candidate, voting method or deadline independently.
- Report suspicious content. If an answer appears designed to impersonate an official, suppress turnout or spread a false voting instruction, do not forward it; use the platform’s reporting route and alert the appropriate election authority.
What the safeguards mean for the 2026 election
Anthropic is moving Claude toward a source-guided civic-information role while tightening restrictions on political manipulation. The practical improvement for voters is clearer routing to state-specific information and, as planned, official results. The main technical improvement is an attempt to recognize coordinated, multi-step abuse rather than relying only on prompt-by-prompt refusals.
The published evidence still has boundaries. Usage figures come from one privacy-preserving sample, bias and refusal rates come from Anthropic’s evaluations, and external testing found weaknesses in distributed campaigns. None of those measures establishes the real-world effect on turnout, public opinion or election administration. For consequential decisions, Claude should supplement—not replace—the instructions and announcements issued by election officials.
