Anthropic opened a Singapore office on 14 October 2026 and signed a Memorandum of Understanding (MOU) with Singapore’s Ministry of Digital Development and Information (MDDI). The agreement sets out cooperation on AI safety, security, model evaluation, adoption research, skills and responsible use across government and industry.
The office is Anthropic’s fifth in Asia-Pacific. The company says Singapore has the world’s second-highest Claude.ai usage relative to population among 121 countries—nearly six times what its population alone would predict.

What the Singapore government MOU covers
The MOU was signed by Anthropic co-founder Ben Mann and MDDI Permanent Secretary Kai Fong Chng. Minister Josephine Teo and Anthropic’s APAC policy head Michael Sellitto witnessed the signing.

Rather than focusing on a single government deployment, the agreement establishes several areas for continuing cooperation:

Chng said Singapore has “a long track record of investment in model testing and evaluation,” positioning the country’s existing AI-governance work as a foundation for the partnership. The announcement does not specify a new national model-testing regime, a procurement commitment or a particular government model. Those details should not be inferred from the MOU.
Why Anthropic is establishing an office in Singapore
Anthropic describes Singapore as a base for customers, software developers, policymakers and a growing local team. Dale Finlay, Anthropic’s general manager of ASEAN, said, “We’re committed to Singapore for the long term.”

The company’s usage figure helps explain the choice. Anthropic says Singapore ranks second among 121 countries in Claude.ai usage when adjusted for population, with usage nearly six times higher than the country’s size alone would predict. That is a company-reported measure, not an independent estimate of every AI service used in Singapore.
The office also gives Anthropic a local presence while it expands hiring across teams. Singapore’s Channel NewsAsia reported in September 2026 that the location would be Anthropic’s fifth in the region and that the company planned to hire for multiple functions. A local team can support enterprise customers and developers directly while giving policymakers a nearer point of contact for evaluation and safety discussions.

How widely Claude is being used in Singapore
Anthropic’s announcement identifies deployments in government, finance, technology, transport and e-commerce. The examples show different kinds of use rather than one uniform national rollout.

The GovTech figure is the clearest public-sector adoption measure in the announcement: more than 1,500 engineers and technical staff using Claude Code. Grab’s figure is an operational estimate from Anthropic, measured as approximately 40,000 hours saved per quarter; it is not a finding from an independently described audit.

What the deal means for AI safety and model testing
The safety portion of the MOU matters because it links a model developer with a government that already emphasizes evaluation. The planned technical exchanges could cover how models are tested, which standards are used, how results are shared and how incidents are managed after deployment.
That does not mean Singapore will approve Anthropic models, certify them or run all testing on the company’s behalf. The announcement describes cooperation and exchanges, not a public scorecard or a binding safety threshold. Its practical value will depend on which testing methods, incident definitions and information-sharing procedures are eventually adopted.
For organizations deploying AI, the focus on evaluation and incident response points toward a lifecycle approach: test a model before release, monitor behavior in production, document failures and maintain a process for escalation. The MOU also includes public-officer capability and small-business adoption, suggesting that governance is intended to cover users and institutions—not only model developers.
Data location and governed deployment options
Anthropic says regulated-sector organizations can run Claude with in-region inference on Amazon Bedrock. Keeping inference in-region can be relevant to an organization’s data-processing and residency requirements, but it does not by itself establish that every workload, account or jurisdiction is eligible.
Anthropic did not provide program terms or availability details in the announcement. Organizations should confirm current regional coverage, contractual controls, logging, retention and security requirements in the applicable cloud documentation before treating the option as a compliance solution.

What happens next
The immediate change is the office opening and the start of the MDDI relationship. The longer-term test will be whether the parties turn the broad workstreams into concrete evaluation exchanges, skills programs, adoption guidance and incident-response practices.
Singapore’s unusually high Claude usage gives Anthropic a substantial local customer and developer base. The MOU adds a public-policy channel to that commercial presence, while the named deployments show that adoption already spans government software teams, financial institutions, consumer platforms and enterprise engineering.
