Anthropic OSS Scanner vs. GitHub CodeQL: Coverage, Workflow, and Review Requirements

There is no evidence-based single winner between Anthropic OSS Scanner and GitHub CodeQL. They address different operating models. OSS Scanner is an enrollment-based service for critical open-source repositories: you provide a reproducible Docker build, Anthropic builds it online in an isolated environment, and the security audit runs offline. CodeQL is a code-analysis engine that creates a database of your source code, runs queries against it, and publishes code-scanning alerts through GitHub or an external CI system.

Choose by repository eligibility, language coverage, build and network constraints, configuration control, where findings must appear, and the review capacity your maintainers have. Neither a generated OSS Scanner report nor a clean CodeQL run removes the need to validate findings, understand scope, prioritize risk, and ship or deliberately defer remediation.

What the two tools actually are

Anthropic OSS Scanner

Anthropic OSS Scanner is a service for enrolled, critical open-source projects. A maintainer opens an enrollment pull request containing a project.yaml and a Dockerfile. Those files can be placed in the project repository or beside the enrollment configuration. The configuration must include the repository identifier (repo) and a primary contact (primary_contact). You may also list CC recipients, pin a branch, and provide a project-specific threat model.

The service first builds the project in an isolated virtual machine with network access available during setup. After the build completes, the audit runs without Internet access. Findings and build failures are sent by email to the listed contact. Anthropic describes findings as model-generated and may include reproduction steps and a proposed patch. Its README states: “Reports are model-generated and are not reviewed by a human.”

GitHub CodeQL

CodeQL turns a codebase into a queryable database representation. Analysis queries inspect that database and the resulting findings can be published as code-scanning alerts in GitHub. A team can use CodeQL’s default setup, create an advanced GitHub Actions workflow, or run the CodeQL CLI in an external CI system and upload the results.

CodeQL is therefore a configurable analysis component that can fit several CI arrangements. OSS Scanner is a service enrollment with a prescribed build-then-audit lifecycle. Treating those as equivalent “coverage units” would obscure the practical choice.

Coverage: languages, frameworks, and project boundaries

CodeQL’s documented language coverage

GitHub documents CodeQL support for C and C++, C#, Go, Java and Kotlin, JavaScript and TypeScript, Python, Ruby, Rust, Swift, and GitHub Actions workflows. Before enabling scanning, inventory the languages that actually contain production or security-sensitive code, not just the language shown by the repository’s language summary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

GitHub warns that unsupported languages, including PHP and Scala, may produce no alerts and incomplete analysis. A clean result for a repository containing unsupported code is not evidence that that code was examined. Record which files and languages are in scope, and make that scope visible in your security review.

Extending CodeQL for custom frameworks

CodeQL lets teams customize queries and extend framework coverage with custom models or model packs in documented configurations. That matters when application data flows through an in-house framework, a wrapper around a supported library, or dependencies that standard models do not describe. The trade-off is ongoing engineering work: someone must design, test, version, and maintain those models as the framework changes.

What OSS Scanner defines as its scope

OSS Scanner’s documentation focuses on the enrolled project and its build rather than a published list of language analyzers. The Dockerfile must install dependencies and build the project. Anything needed by the build or tests has to be fetched during the setup phase because the audit phase has no Internet access. Anthropic recommends verifying that the project’s tests pass inside the built image.

An optional threat model is strongly recommended. It gives the scanner context about what is in scope, expected severity, and the useful format for a report or patch. Without that context, maintainers may receive technically interesting output that does not match the project’s realistic attack surface or disclosure process.

Why the scopes cannot be compared as a scorecard

CodeQL publishes supported languages and query-configuration mechanisms; OSS Scanner publishes an enrollment and execution workflow. The official materials do not provide a head-to-head detection-rate study, accuracy measurement, or vulnerability-count comparison. Do not describe one as more comprehensive or more accurate on that basis. A repository with unsupported CodeQL languages may have a coverage gap, while a repository that cannot be built reproducibly may not be a practical OSS Scanner candidate. Those are fit questions, not a universal ranking.

How to enroll a project in OSS Scanner

Use this sequence when the project is eligible for the service and the maintainers can provide a deterministic build.

  1. Choose the repository and contact. Confirm the exact repository identifier for repo and nominate a monitored primary_contact. Add CC recipients if more than one maintainer must receive results.
  2. Create the enrollment pull request. Add the required project.yaml and Dockerfile either in the project repository or alongside the enrollment configuration, following Anthropic’s repository instructions.
  3. Make the build complete. The Dockerfile should install every dependency and perform the project’s build. Fetch packages, source archives, generated assets, and other prerequisites during setup; the later audit cannot reach the Internet.
  4. Run tests in the image. Anthropic recommends checking that tests pass inside the built image. This catches missing tools, network-only test assumptions, and differences between a developer workstation and the scanner’s environment.
  5. Pin deliberately, if needed. A pinned branch is optional. Use one when the security review must correspond to a stable maintenance line rather than whatever happens to be at the repository’s moving default branch.
  6. Write a threat model. The field is optional but strongly recommended. State the assets, trust boundaries, attacker capabilities, expected severity, and the report or patch format that will help maintainers act on a finding.
  7. Wait for the service workflow. The project is built with network access in an isolated VM, then audited offline. Build problems and findings are emailed to the configured contact.
  8. Validate before changing code. Reproduce each reported issue, inspect the affected path, compare it with the threat model, and test any proposed patch before merging or disclosing it.

The offline audit is an important operational constraint. A dependency that is downloaded lazily, a test that calls an external service, or a build step that expects a private network will fail unless the required material is made available during the online setup stage and captured in the image.

How CodeQL setup choices differ

Default setup

CodeQL’s default setup is the quickest path to enabling scanning. GitHub automatically selects languages, a query suite, and scan events. GitHub documents analysis when scanning is enabled, on pushes to the default or protected branch, on pull-request activity against those branches (excluding fork pull requests), and weekly under conditions tied to recent activity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because the service selects the configuration, default setup is useful when the repository fits the supported-language list and the team wants a managed baseline without maintaining a workflow file. It offers less control over build commands, matrices, and scheduling.

Advanced GitHub Actions setup

Advanced setup creates a customizable GitHub Actions workflow. Select the languages and query suite, define build steps where compiled languages require them, choose a matrix, and set a schedule that matches the repository’s release and maintenance rhythm. This is the appropriate route when analysis needs explicit compilation, special setup, or a non-default cadence.

GitHub Actions scans consume Actions minutes. Factor that compute usage into the repository’s plan and CI budget, especially for large matrices or frequent pull-request analysis.

CodeQL CLI in external CI

Teams that do not want analysis to run in GitHub Actions can use the CodeQL CLI in an external CI system and upload the results. This separates execution from GitHub while retaining code-scanning alerts as the destination. The external pipeline must still build or initialize the analysis correctly, preserve the intended language scope, and upload results in the supported format.

Confirm eligibility before designing the pipeline

GitHub documents code scanning for public repositories on GitHub.com and for organization-owned repositories on GitHub Team, Enterprise Cloud, or Enterprise Server when GitHub Code Security is enabled. Plans and entitlements can change, so verify the current eligibility and billing documentation before committing to a design.

Execution environment and network assumptions

Question Anthropic OSS Scanner GitHub CodeQL
When can the project use the network? During setup and build in an isolated VM; the subsequent audit runs without Internet access. The workflow or external CI environment determines network access. CodeQL’s analysis database and queries run wherever the configured job executes.
What must be reproducible? The Dockerfile must install dependencies and build the project; tests should pass inside the resulting image. The configured workflow or CLI pipeline must initialize and analyze the intended languages and, where required, build compiled code.
What commonly breaks? Lazy dependency downloads, external test services, private-network assumptions, or missing build tools after the setup phase. Wrong language selection, incomplete build commands for compiled projects, misconfigured workflow events, or an external CI upload that omits results.

The security consequence is different in each case. OSS Scanner’s network boundary is part of the service’s two-phase design, so build-time preparation is mandatory. CodeQL’s boundary is an attribute of your GitHub Actions or external CI configuration; document credentials, network access, and artifact handling as part of the pipeline review.

Where findings appear and what maintainers must do

OSS Scanner email reports

OSS Scanner sends findings and build problems to the primary contact and any configured CCs. A report may contain a reproducer and a proposed patch, but those are inputs to maintainer work, not approvals. Anthropic says reports are not human-reviewed. Re-run the reproducer against the affected revision, inspect whether the path is reachable in supported configurations, and test the proposed change under the project’s normal test suite.

Anthropic also says findings are not made public and that it does not apply a 90-day disclosure period to them. Your project still needs its own decision about private coordination, release timing, backports, and public disclosure.

Code-scanning alerts in GitHub

After a successful CodeQL run, alerts are available in GitHub’s code-scanning interface. Review the alert’s evidence and the analysis scope before deciding whether it is valid, exploitable, or out of scope. Resolve genuine issues through the normal development process; document an appropriate disposition for findings that are not actionable.

A successful workflow proves that the configured analysis completed. It does not prove that every language, framework, generated file, or execution path was covered, nor that every alert represents an exploitable vulnerability. Confirm the tool status and scanned-file coverage as part of triage.

A practical validation loop for either tool

  1. Confirm provenance. Identify the exact commit, branch, build image or workflow run, and configuration that produced the result.
  2. Check scope. Verify languages, files, generated code, framework models, build flags, and threat-model assumptions.
  3. Reproduce. Follow the OSS Scanner reproducer or inspect the CodeQL alert’s evidence and trace. Reduce the case to a test when possible.
  4. Assess impact. Determine reachable inputs, required privileges, affected versions, realistic deployment conditions, and severity under the project’s policy.
  5. Choose a response. Fix and test, backport, document a compensating control, or record why the alert is not applicable.
  6. Close the loop. Re-run the relevant scan, verify that the alert or report is resolved, and retain the rationale for the decision.

Cost and capacity considerations Service enrollment and the maintainer effort needed to provide and maintain the build image. Current Code Security eligibility plus compute usage; GitHub Actions executions consume Actions minutes.

Which operating model fits your repository?

Choose OSS Scanner when the enrollment model matches your governance

  • The project is a critical open-source repository that can be enrolled under Anthropic’s process.
  • You can produce a Dockerfile that installs dependencies, builds the project, and supports tests without relying on Internet access during the audit.
  • Email delivery to designated maintainers is acceptable for initial findings.
  • A project-specific threat model will make review more useful than a generic rule set.
  • You have maintainers available to reproduce model-generated findings and test proposed patches.

Choose CodeQL when language and CI integration are the priority

  • Your production code is in the documented supported-language set.
  • You want alerts attached to GitHub code-scanning workflows and pull-request or branch events.
  • You need control over builds, schedules, matrices, queries, or framework models.
  • Your organization can provide the required GitHub Code Security plan and Actions or external-CI capacity.
  • You want analysis to run repeatedly as part of the development workflow rather than through a service enrollment.

Use both only when their roles are clear

Using both can be reasonable if the project meets OSS Scanner’s enrollment and build requirements while also needing continuous CodeQL alerts. Define ownership and avoid treating one result as confirmation of the other. Keep separate records of the revision, scope, configuration, and review decision for each system. A finding appearing in both tools is still subject to the same validation; a finding appearing in only one is not, by itself, evidence that the other tool failed.

Common failure modes and recovery steps

“The OSS Scanner enrollment built locally but failed in the service”

Compare the service build with the exact Dockerfile context and pinned revision. Look for dependencies fetched implicitly by a developer machine, credentials unavailable in the isolated environment, architecture-specific tools, and tests that call an external service. Move required downloads into setup, make versions explicit, and run the complete test command inside the image before resubmitting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The OSS Scanner report does not match our threat model”

Revise the optional threat model with concrete assets, trust boundaries, attacker capabilities, severity expectations, and preferred report or patch format. Then ask maintainers to re-evaluate the existing finding against the revised scope; do not assume the model-generated severity is the project’s final priority.

“CodeQL reports no alerts for a mixed-language repository”

Check whether every security-relevant language is supported and selected. Unsupported PHP or Scala code can remain unanalyzed even when the workflow succeeds. Separate the covered portion from the uncovered portion in the security record and add another analysis method for code outside CodeQL’s supported set.

“CodeQL analysis is too expensive or slow for pull requests”

Review the advanced workflow’s language matrix, build steps, event triggers, and schedule. A less frequent scheduled scan or a narrower pull-request matrix may reduce Actions-minute consumption, but document what coverage is deferred. External CI can change where compute runs; it does not remove the need to configure complete analysis and upload results.

“A CodeQL alert appears valid but cannot be reproduced locally”

Start with the alert’s analyzed revision, build configuration, and data-flow evidence. Recreate those conditions rather than testing an unrelated local build. Check generated code, conditional compilation, dependency versions, and custom framework models before dismissing the alert.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to answer before adoption

  • Which repository, branch, and revision are in scope?
  • Which languages and generated sources contain security-sensitive logic?
  • Can the project build and test from a clean image without Internet access during the audit phase?
  • Who receives OSS Scanner email and who owns CodeQL alert triage?
  • What threat model, severity policy, and disclosure process govern decisions?
  • Which CodeQL setup—default, advanced GitHub Actions, or external CLI/CI—fits the required control level?
  • What current GitHub plan and Actions-minute budget apply?
  • How will maintainers record validation, remediation, accepted risk, and rescans?

What the official evidence does—and does not—establish

The documented facts support a workflow and fit comparison, not a performance leaderboard. Anthropic documents enrollment, reproducible builds, an online setup followed by an offline audit, model-generated reports, and the absence of human review. GitHub documents CodeQL’s supported languages, query and model customization, setup modes, scan events, code-scanning alerts, and the need to examine and resolve alerts.

No official material reviewed supplies a comparable detection-rate benchmark, accuracy study, or independent head-to-head evaluation. The defensible decision is therefore operational: select the tool whose eligibility, language coverage, build assumptions, result destination, configuration controls, and review process match your repository, and make the remaining blind spots explicit.
