On October 6, 2026, Anduril announced Arsenal-2, a planned submarine-component facility at Sparrows Point in Baltimore County, Maryland. The announcement paired a $3.7 billion private investment by the company with a Navy contract worth up to $2.9 billion. Three details in the headline need correcting. First, $2.9 billion is a ceiling, and Anduril says payment depends on demonstrated production outcomes. Second, the site is for submarine components, not whole submarines. Third, the Pentagon figure named six days earlier, on September 30, is Palmer Luckey, Anduril’s co-founder, not its CEO. He was named a co-leader of Project Meridian, an effort to study future warfare and weapons needs.
The timing raises a fair ethics question. Reporting so far describes safeguards and does not establish wrongdoing.

What Anduril and the Navy announced
Anduril calls Arsenal-2 a “software-defined shipyard.” It is planned for Sparrows Point, a site associated with the former Bethlehem Steel operation. The company says its $3.7 billion will pay for standing up the facility, building the workforce and equipping the site with modern technology. Anduril and the other coverage describe the package as a combined $6.6 billion investment in the submarine industrial base.
Anduril president and chief strategy officer Chris Brose described the private money to reporters on a White House-organized call (as reported by the Associated Press) as “the cost of standing up the facility, building the workforce, filling it with modern technology and other capabilities required to do the work that we will be tasked with.”

Does this build submarines?
No. The planned work is on submarine components. USNI News reports that torpedo tubes are among them. A senior administration official told the outlet: “Today that is one of the things that is what we refer to as a gating component that we need to be able to move forward with some of those Virginia-class submarines that are under construction.”

Virginia-class boats are built by General Dynamics Electric Boat and HII Newport News Shipbuilding, which work in a teaming arrangement. Arsenal-2 is described as extra capacity that could supply those builders, not as a third prime yard. Kari Wilkinson, president of Newport News Shipbuilding, told USNI News: “Newport News Shipbuilding welcomes all steps to expand industrial base capacity in support of submarine component manufacturing,” and added, “We welcome Anduril as a future subcomponent partner in the important work of accelerating submarine deliveries to the fleet.”
How to read “up to $2.9 billion”
The contract value is described as tied to demonstrated production outcomes. The more Anduril delivers, the more of the ceiling it can reach. Anduril argues the structure shifts risk away from the government. USNI News quotes the company as saying the contract “ensures that Anduril, not the taxpayer, takes on the majority of the execution risk, aligning incentives to ensure on-time, high-quality submarine production.”

That is Anduril’s characterization of its own deal, not an independent assessment. The public reporting does not include the contract itself, its award instrument, its milestones or its payment schedule, so outsiders cannot yet check how much risk the company actually carries.
Palmer Luckey, Project Meridian and the timing
On September 30, 2026, the Pentagon announced Project Meridian. Its co-leaders are Elon Musk, former House Speaker Newt Gingrich and Palmer Luckey. Its stated purpose is to study future battlefields and identify the weapons and technologies warfighters may need. The Arsenal-2 announcement followed six days later.

The overlap is newsworthy because Anduril is a defense contractor and Project Meridian concerns future military capabilities. Georgia Public Broadcasting reported conflict-of-interest concerns. It also quoted a Department of Defense spokesperson saying that MITRE is responsible for the analysis and recommendations and would apply conflict-of-interest and information safeguards.

What the reporting supports
- Luckey was named a Meridian co-leader. The reviewed coverage does not show that he joined a formal government advisory board or held an acquisition decision role.
- Conflict-of-interest questions have been raised publicly, and the Pentagon has pointed to safeguards.
- The sequence is chronological. Nothing reported shows that the contract was awarded because of his appointment, or that either event influenced the other.
What it does not show
- No legal finding of misconduct.
- No published recusal plan, disclosure terms or details on how Luckey’s participation is walled off from Anduril business.
- The Pentagon’s safeguard statement is an assurance, not proof that every potential conflict has been resolved.
What is still unknown
- The full contract text, award vehicle, milestones and payment schedule.
- A construction and production timetable for Arsenal-2.
- How any taxpayer or government ownership stake would work, if one exists.
- Whether the labor-hour and 15% capacity projections hold once a facility is built and running.
