America’s EV Charging Crisis: Why Public Chargers Still Fail Drivers

Public EV charging is still a reliability and usability problem, even though fewer owners reported unsuccessful visits in J.D. Power’s 2025 survey. Chargers can fail at several points—from equipment and network communication to payment and connector compatibility—and a high uptime figure does not guarantee that a driver can start a session successfully.

What the latest owner survey says about public charging

J.D. Power’s 2025 U.S. EVX Public Charging Study found that 14% of surveyed EV owners had visited a public charger without successfully charging, five percentage points fewer than in 2024. The study surveyed 7,428 battery-electric and plug-in-hybrid owners and was fielded from January through June 2025. It reports owners’ experiences; it is not an inspection of every public charging port in the United States.

Within the failed visits reported in that study, 60% were attributed to a charger being out of service or not working properly. That makes equipment problems a prominent cause, but not the only one a driver may encounter.

Failed visits attributed to a charger out of service or not working properly 60% Share of failed visits, not of all charging visits. Source: J.D. Power, 2025.
Public DC fast charging satisfaction 654 out of 1,000 Down 10 points year over year. Source: J.D. Power, 2025.
Public Level 2 charging satisfaction 607 out of 1,000 Down 7 points year over year. Source: J.D. Power, 2025.
Level 2 charging cost satisfaction 459 out of 1,000 Source: J.D. Power, 2025.
DC fast charging cost satisfaction 430 out of 1,000 Source: J.D. Power, 2025.

The apparent contradiction is important: reported unsuccessful visits declined, but satisfaction scores fell for both public DC fast charging and Level 2 charging. A session that technically works can still leave a driver dissatisfied because it is difficult to start, slow, expensive, inconveniently located, or hard to find. J.D. Power assesses public charging across ten dimensions, including ease, speed, equipment condition, availability, convenience, safety, discoverability, cost, and payment.

Why a public charging session can fail

A charging session is not just a plug and a battery. It depends on the charger’s hardware, its software and network connection, communication between the vehicle and charger, payment processing, and the people or companies responsible for service. The U.S. Department of Energy’s Joint Office of Energy and Transportation notes that these parts can come from different vendors and use inconsistent error-reporting and troubleshooting methods. That can make it harder to identify what failed and slow diagnosis or repair.

  • Equipment: A port may be out of service or malfunctioning, preventing charging even when the station appears on a map.
  • Communication and software: The vehicle, charger, and charging network must exchange information. A failure in that chain can stop a session despite no obvious physical damage.
  • Payment: A payment terminal, app, account, or network authorization problem can block a session. A charger can be counted as available while still presenting a customer with a payment problem.
  • Availability and queues: A station can be operational but occupied, leaving a driver waiting or unable to charge on schedule.
  • Compatibility: The vehicle and charger need compatible connectors and charging capabilities. An adapter can address a documented connector mismatch for a supported vehicle and charger; it cannot repair a fault, resolve a payment failure, or make an occupied port available.
  • Power and site conditions: A charger’s advertised category or speed rating does not by itself establish the power a vehicle will receive at a particular visit.

For the people who maintain stations, accountability also matters. The DOE Alternative Fuels Data Center advises site hosts to establish whether the host, network, or installer is responsible for equipment maintenance. It recommends maintenance agreements that specify response times, repair times, and uptime requirements, along with tracking uptime and utilization. Maintenance expenses vary by charger level and whether the equipment is networked, so there is no single cost that applies to every installation.

Why uptime is not the same as a successful charge

Federal rules described in an NREL 2024 report require covered projects funded through the NEVI Formula Program to meet greater-than-97% average annual uptime per port. That is an operational metric for defined federally funded projects, not a promise that 97% of drivers will successfully charge on their first try.

NREL explains that the uptime calculation has exclusions, which can include utility interruptions, vehicle faults, scheduled maintenance, vandalism, natural disasters, and closed hours. It also notes that customer-facing problems such as broken payment systems may not be reflected in the metric. Uptime can help track whether equipment is operational under the applicable calculation; first-attempt session success is closer to the driver’s immediate question: “Can I charge here now?”

Nor does one uptime figure describe every U.S. station. The NEVI rule applies requirements to the NEVI Formula Program and certain other federally funded public charger projects; it does not make every charger in the country subject to every NEVI requirement.

What federal requirements and industry work can change

The U.S. Department of Transportation’s NEVI final rule sets minimum requirements for covered projects in areas including installation, operation, maintenance, interoperability, data, and network connectivity. It also addresses public information such as station location, pricing, real-time availability, and accessibility through mapping apps. These requirements can improve consistency and make it easier for drivers to find and use covered chargers, but their scope is defined by the projects they cover.

The Joint Office’s standards work includes connector and adapter standards, common software and communication protocols, user-experience measures, and accurate electricity measurement and pricing. ChargeX has worked on common error codes and payment best practices. The Joint Office also describes an automated retry approach for certain DC fast-charging failures that might otherwise require the driver to unplug and reconnect. These are targeted efforts, not evidence that all networks have adopted the same systems or that failures have been eliminated.

How to judge a charging option before relying on it

A port count or speed rating is only one part of the decision. When comparing a network, site, or route stop, consider the factors that affect whether you can complete a charge when you need one:

  • First-attempt success and operational reliability: Look for recent reports or status information, while recognizing that a reported uptime figure may not include every customer-facing failure.
  • Live availability and likely wait: Check whether ports are reported as working and open, and whether the site has enough usable ports for expected demand.
  • Starting and paying: Confirm which payment methods or network app are required, and whether the price is clear before you begin.
  • Price: Compare disclosed per-use prices, including any membership and nonmember rates, rather than assuming a faster charger is better value.
  • Location and hours: Check whether the site is open when you expect to arrive and whether it fits your route or has nearby places to wait.
  • Vehicle and connector compatibility: Verify the exact vehicle, model year, charging type, connector, and any manufacturer-approved adapter requirements.
  • Repair accountability: Where information is available, consider whether the operator identifies a support route or communicates faults and service status.

About 80% of charging takes place at home, according to a 2024 U.S. Department of Energy page. That figure is context, not a measure of public charger reliability: public stations matter especially for long trips and for drivers who need to charge away from home.

What drivers can do when a charger will not work

  1. Check current status and compatibility before setting out. Use the charging network’s current station information or a mapping service to check availability, location, and connector details. Confirm compatibility for your specific vehicle rather than relying only on a generic connector description.
  2. At the site, verify the exact port. Check its displayed status and instructions, then confirm that the connector is seated and that the vehicle is ready to charge.
  3. Try the supported payment route. Follow the station’s stated payment instructions. If an app or account is required, make sure you are using the correct network and account; changing an adapter will not fix an authorization failure.
  4. If the session fails, note the port and error. Follow the operator’s support instructions and report the issue with the station location, port identifier, and error message where available. If another compatible port is open, moving to it may be quicker than repeatedly retrying the same faulty unit.
  5. Use an adapter only for a documented mismatch. Check the vehicle maker’s guidance and the adapter’s supported charging type and hardware. An adapter does not add power capability or solve a broken, offline, occupied, or payment-blocked charger.
