A data center generally pays for the interconnection equipment and facilities built exclusively for it. Broader transmission, generation, capacity and distribution investments may be placed in regulated utility rates and shared among customer classes, depending on the tariff and the state or regional market.
That split matters because data-center electricity use is rising much faster than the long-term trend in overall demand. Whether households see higher bills depends on which costs regulators classify as customer-specific, which are treated as system-wide benefits, and what protections apply if a planned project is delayed or canceled.

Why data centers are forcing a grid-finance debate
The U.S. Department of Energy reported that data centers used 58 terawatt-hours (TWh) of electricity in 2014 and 176 TWh in 2023. DOE projects consumption could reach between 325 TWh and 580 TWh by 2028, a range that reflects uncertainty about artificial-intelligence workloads and new facilities.

A 2025 update from Lawrence Berkeley National Laboratory estimates that data centers could account for 11.8% of U.S. electricity consumption by 2030. The growth is concentrated in large, often around-the-clock loads that can require new substations, high-voltage lines and firm generation rather than only incremental energy purchases.

The wider system is already accelerating. The Energy Information Administration says U.S. electricity demand grew about 1.7% per year from 2020 through 2025, compared with 0.1% per year from 2005 through 2019. The Federal Energy Regulatory Commission reported 2.8% demand growth across organized wholesale markets in 2024 and warned that hyperscale demand combined with generation retirements is not sustainable without action.
FERC Chairman Mark Christie summarized the problem on March 20, 2025: “The combination of rapidly increasing electricity demand, driven by hyperscale customers such as data centers, paired with the alarming rate of base load generation retirements and lack of new dispatchable generation, is not sustainable and must be addressed.”
What the grid has to build
Serving a large computing campus is more than adding a meter. Utilities, regional operators and developers may need several layers of infrastructure:

- Generation and firm capacity: New plants, contracted capacity or other dependable resources are needed for loads that operate through peaks and overnight hours.
- Transmission: High-voltage lines and network upgrades move power from generation to the load center.
- Substations and transformers: A campus can require dedicated switching, transformers and protection equipment sized for its maximum demand.
- Local distribution reinforcement: Conductors, feeders and voltage-control equipment may need replacement or expansion near the site.
- Interconnection studies and queue reforms: Utilities and regional operators must study whether the network can connect the project and manage a growing backlog of requests.
- Flexibility and storage: Demand response, on-site generation and batteries can reduce peak stress or defer some construction, but they do not automatically replace firm grid service.
- Reliability planning: Forecasts must account for retiring generators, uncertain construction schedules and the possibility that a promised project will not reach commercial operation.
Three ways regulators can allocate the bill
Tariffs and regulatory decisions determine which of these investments are assigned to the data center and which are socialized. The main approaches differ in who bears cancellation risk and who receives any system benefit.
| Approach | Typical charges | Who carries risk | Key trade-off |
|---|---|---|---|
| Large-load or cost-causation | Dedicated facilities, interconnection work and incremental network costs caused or reserved by the project | The data center, often backed by a long-term contract or financial guarantee | Protects existing customers, but can make projects more expensive and may leave shared upgrades unresolved |
| Shared regulated rate base | Some transmission and generation investments recovered through utility rates across customer classes | Ratepayers if projected demand fails to materialize | Can lower per-unit costs when new demand uses capacity that benefits the wider system, while shifting forecast risk to households and businesses |
| Hybrid protections | Customer-specific charges combined with shared-cost treatment for documented system benefits | Split through minimum-demand commitments, collateral, exit fees and periodic true-ups | Can balance growth and protection, but requires transparent cost-of-service analysis and enforcement |
What the data center normally pays directly
Under a cost-causation design, the customer funds facilities that have little or no value outside the campus: the interconnection study, a dedicated substation or line, and incremental network work needed solely for its requested capacity. A long-term service agreement, minimum demand commitment or financial security can reimburse the utility if the customer cancels before those assets are recovered.
What may be shared
Transmission projects, generation additions and capacity-market obligations can serve many customers. A commission or regional tariff may therefore place them in the utility rate base or another system-wide charge. The justification is strongest when the project improves reliability, relieves a constraint or serves multiple loads; it is weakest when a speculative forecast is the only reason to build it.

Who decides: federal markets versus state retail rates
FERC regulates wholesale electricity markets and interstate transmission tariffs. State public-utility commissions retain authority over retail electricity rates and the terms and conditions offered to customers in their jurisdictions. That federal-state division is why payment rules can differ across organized markets such as PJM, MISO and SPP, in ERCOT, and in states with vertically integrated utilities.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →A Connecticut Office of Legislative Research report published in 2025 illustrates the retail issue: transmission upgrades for new generation and larger loads are typically paid by all ratepayers, while the state commission decides how costs are allocated among customer classes. “Typically” does not mean every project is identical; the commission can impose different treatment when the evidence shows a distinct cost or benefit.
What changed with FERC’s June 2026 orders
In June 2026, FERC issued orders requiring all six regional grid operators under its jurisdiction to justify or reform tariffs for large loads. The orders preserve state authority over retail rates, so they do not create one nationwide bill formula. They do, however, require regional operators to explain how large-load service is priced and whether tariff terms protect reliability and other customers.

FERC said the actions are “designed to ensure that consumers nationwide continue to enjoy reliable, affordable power—even as demand soars and technology leaps forward.” In practice, the orders put more attention on minimum commitments, study methods, queue treatment and the allocation of network costs in wholesale arrangements. A state commission still controls the retail portion of a customer’s bill.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Will a household’s electric bill rise?
It can, but a data center does not automatically add its entire grid cost to residential bills. A household may be affected when a utility places generation, transmission or distribution projects in a shared rate base, when capacity costs rise in a regional market, or when a commission assigns a portion of an upgrade to all classes. The increase may be offset if the new load improves utilization of existing assets or contributes more than its incremental cost.
The exposure is greatest when construction begins before the customer has made a binding commitment. If the campus scales back, misses its in-service date or leaves the service territory, remaining customers can be responsible for assets that no longer earn the expected revenue unless the tariff includes security or exit provisions.

What a defensible large-load tariff should contain
- Clear cost-of-service studies: Show which facilities are dedicated, which are incremental and which provide measurable system benefits.
- Minimum-demand commitments: Tie reserved capacity to payments even if the customer uses less than forecast.
- Collateral or guarantees: Secure recovery of construction costs during development and commissioning.
- Exit fees: Recover unrecovered, customer-specific investment if a project leaves early.
- Periodic true-ups: Reconcile forecasts with actual demand and adjust charges rather than locking in an inaccurate estimate.
- Reliability conditions: Coordinate energization with generation, transmission and interconnection milestones.
- Residential and low-income protections: Test whether the allocation creates an undue burden on customers least able to absorb higher bills.
How to judge competing proposals
Regulators and consumers can evaluate any data-center arrangement by asking the same questions:
- Which customer or forecast caused the incremental cost?
- Who receives the reliability, economic-development or utilization benefit?
- Has the large load made a binding, long-term commitment?
- Who pays if construction is canceled, delayed or permanently undersized?
- Can the public inspect the cost-of-service analysis and the assumptions behind the demand forecast?
- Are residential and low-income customers protected from costs that do not benefit them?
The answers determine whether “the data center pays” is a real guarantee or only a headline. Direct facilities can be assigned cleanly; shared system investments require evidence, enforceable commitments and oversight.
The Bottom Line
America’s digital growth will require more generation, transmission and local grid capacity. Large data centers should pay the costs uniquely caused by their connection and reserve capacity, while shared investments should be spread only when broader benefits are documented and contracts protect other ratepayers. Because FERC controls wholesale and interstate rules while states set retail rates, the final answer will vary by market and commission rather than follow one national formula.
