FSR 4 generally produces a cleaner handheld image than FSR 3.1, but it can consume more GPU power and reduce frame-rate headroom. AMD’s newer reconstruction path is now branded FSR Upscaling within the Redstone suite. It uses machine learning to improve temporal stability, fine detail, particles and thin geometry. FSR 3.1 is an analytical temporal upscaler with broader hardware coverage and, in many games, a lower performance cost.

On a handheld, the right choice is therefore conditional: use FSR 4 when its reduction in blur, shimmer and ghosting still leaves your target frame rate, fan noise and battery life acceptable. Keep FSR 3.1 when FSR 4 causes frame-time spikes, drops below your display target or shortens a gaming session enough to matter.

What FSR 4 and FSR 3.1 actually are

FSR 4 is the ML-based path

AMD describes FSR 4 as an ML-accelerated upscaler trained on high-quality game data with AMD Instinct GPUs. In current AMD terminology, the feature is called FSR Upscaling and sits inside the FSR Redstone suite, although game menus may still display FSR 4. The model reconstructs a higher-resolution image from a lower-resolution render while using motion and frame history to decide which details should remain stable.

The original release targeted RDNA 4 Radeon RX 9000 hardware running Windows 10 or Windows 11 with DirectX 12. AMD’s SDK 2.3 documentation later listed FSR Upscaling 4.1.1 support for discrete RDNA 3 Radeon RX 7000 graphics. That documentation also keeps an analytical FSR 3.1.5 fallback for RDNA 3.5 and RDNA 2 hardware. Those are implementation rules, not a guarantee that every handheld APU exposes the same path.

FSR 3.1 is the earlier temporal upscaler

FSR 3.1 reconstructs the image analytically rather than with a machine-learning model. It supports a wider range of Radeon hardware and remains the fallback selected by the documented API when the device cannot run the newer ML path. FSR 3.1 can be used with or without frame generation; frame generation is a separate variable and must not be confused with the upscaler itself.

The API and quality options are intentionally familiar

FSR 4 keeps the FSR 3.1 API and uses signed, prebuilt binaries. A game can expose native ML upscaling, or an AMD driver can provide a DLL-level upgrade where that route is supported. If the hardware is not eligible, the API automatically selects FSR 3.1.5 instead of silently delivering ML reconstruction.

The quality choices remain Native AA, Quality, Balanced, Performance and optional Ultra Performance. AMD does not publish one universal internal-resolution percentage for every game integration in the material considered here, so the important comparison rule is to use the same named preset and the same output resolution in both tests.

Compatibility on a handheld is a chain of requirements

Seeing an FSR option in a menu does not prove that the ML model is active. The game build, graphics API, operating system, driver and GPU architecture all determine the implementation that actually runs.

Situation Documented behavior What a handheld owner should infer
Original FSR 4 release RDNA 4 Radeon RX 9000 hardware, Windows 10 or 11, DirectX 12 Official support was initially limited to this combination; an older or non-Windows handheld does not meet the original baseline.
FSR Upscaling 4.1.1 in SDK 2.3 AMD documents support for discrete RDNA 3 Radeon RX 7000 graphics Do not assume every integrated handheld GPU receives the same support simply because its architecture name sounds similar.
Unsupported newer path The API can retain analytical FSR 3.1.5 on RDNA 3.5 and RDNA 2 hardware A menu may still say FSR 4 while the runtime uses the fallback; check the game and driver documentation.
Native game integration The developer ships the supported upscaling path in the game This is the clearest route because the game controls the version and resources directly.
Driver-level DLL upgrade AMD can replace a supported implementation with a signed prebuilt DLL This is an official path only where AMD and the game support it; it is not universal.
Community wrapper or DLL swap A third party substitutes files or translates calls Such methods are separate from official AMD support and can introduce compatibility, update and anti-cheat risks.

AMD’s current product positioning lists ML-based upscaling on RX 7000 and RX 9000 graphics, while FSR 3 supports a broader range of Radeon hardware. AMD also describes the SDK as scalable across PCs, consoles and handhelds. In practice, availability remains device-specific. A Windows handheld with a supported driver and a game that has integrated the path may offer a different result from a similar-looking device running another operating system or driver branch.

Steam Deck needs special caution

The original FSR 4 requirements specify Windows 10 or 11 and DirectX 12. That means those requirements do not establish native support for a SteamOS installation. Steam Deck users may encounter community wrappers or replacement DLLs, but those experiments should not be presented as equivalent to universal official support. If a game offers only FSR 3.1 on the Deck, that is consistent with the documented fallback model rather than evidence that the FSR 4 model is running.

Where FSR 4 looks better

AMD identifies four principal image-quality gains over FSR 3.1: less ghosting on moving objects, fewer disocclusion artifacts, better particle preservation, finer detail with stronger temporal stability, and less flicker on thin features and highly specular surfaces.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Scene or artifact Typical FSR 3.1 weakness FSR 4 advantage to look for Why handheld resolution makes it visible
Moving characters, vehicles and camera pans History data can trail an object, producing a soft ghost or a smeared edge. More stable reconstruction and reduced ghosting. At a low internal resolution, an object may occupy only a few source pixels, so trails are easier to see.
Disocclusion areas Newly revealed pixels can show unstable or incorrect detail. Fewer disocclusion artifacts as previously hidden surfaces appear. Fast camera movement exposes these errors across large portions of the image.
Particles, smoke and effects Small effects may blur, break up or disappear during motion. Better preservation of particles while the camera or effect moves. Particles are often sub-pixel at a handheld’s internal render size.
Foliage, wires and hair Thin features can shimmer or flicker between frames. Improved temporal stability and less flicker. Fine geometry is represented by very few samples at 800p output and aggressive upscaling.
Wet ground, metal and shiny grass Specular highlights can sparkle or crawl as the history changes. Less flicker on high-specular surfaces and more consistent detail. High contrast makes a one-pixel change conspicuous on a small screen.

Steam Deck HQ’s hands-on testing found FSR 4 visibly cleaner than FSR 3 in Hogwarts Legacy, Kingdom Come: Deliverance 2 and Cyberpunk 2077. The report specifically noted less blur, shimmer and shiny-grass artifacting. Its concise observation was: “FSR 3 looks very blurry and shimmery, while FSR 4 looks significantly better, while needing more power to run.”

800p versus 1080p: does output resolution change the verdict?

At 800p, a handheld has fewer output pixels with which to represent foliage, wires, hair, particles and reflective highlights. If the selected mode renders below that output, each source pixel carries more visual responsibility, so temporal instability and blur are easy to notice. This is where FSR 4’s stability improvements can have their greatest practical value.

At 1080p, the same scene contains more output samples and may look cleaner even before changing the upscaler. FSR 3.1’s weaknesses can therefore be less obvious, particularly in a slow scene. FSR 4 can still retain fine detail and reduce shimmer, but the visible improvement depends on the game’s anti-aliasing, motion vectors, foliage density and display size. A 1080p comparison is not automatically fair if one mode is allowed more render resolution than the other.

Never compare FSR 4 Performance with FSR 3.1 Quality and call the result an image-quality win. Those presets generally render at different internal resolutions, so the test changes both the reconstruction algorithm and the amount of source detail. Use the same preset, output resolution, scene and camera movement when judging the upscaler.

The handheld performance and battery trade-off

FSR 4 can be more expensive to run

The ML reconstruction step adds GPU work. On a desktop graphics card with substantial power headroom, that cost may be easy to absorb. A handheld is constrained by its configured TDP, cooling system, fan curve and battery, so the same overhead can reduce sustained clocks or frame-rate headroom.

Steam Deck HQ reported higher power draw with FSR 4 in its testing. In Cyberpunk 2077, the game occasionally fell below 30 frames per second; the tester considered FSR 4 playable in some titles but advised against it in heavier cases. That is useful directional evidence, not a universal benchmark.

There is no reliable cross-device average

No authoritative cross-device average FPS or wattage figure has been established in the cited material. AMD’s published performance multipliers are primarily from Radeon RX 9000 desktop-class systems and should not be transferred to Steam Deck, ROG Ally, Legion Go or another handheld without testing that exact device, game, driver and power profile.

Priority FSR 4 is the better starting point when… FSR 3.1 is the safer choice when…
Image quality Ghosting, foliage shimmer, particles or reflective flicker are distracting and the frame rate remains stable. The game’s FSR 4 integration is immature, or the visual difference is small in your normal scenes.
Frame rate You have measurable headroom above your target refresh rate. FSR 4 introduces frame-time spikes or drops below the target, especially in combat or traversal.
Battery A cleaner image is worth the extra draw for a plugged-in session or a short portable session. Long unplugged play time matters more than the last increment of detail.
Thermals and noise The device can sustain the required clocks without an objectionable fan increase. The extra GPU work pushes temperatures, fan noise or throttling beyond your comfort limit.

How to run a fair FSR 4-versus-FSR 3.1 test

  1. Choose one device and power profile. Record the handheld model, TDP or wattage limit, cooling mode and whether it is plugged in. Do not switch between quiet, balanced and performance modes between runs.
  2. Freeze the software environment. Use the same operating-system mode, game build, graphics driver and shader-cache state for both tests. A driver update can change the result independently of the upscaler.
  3. Set one output resolution. Test 800p, 1080p or the panel’s native target separately. Do not let the game’s dynamic-resolution system change the output target between runs.
  4. Use the same FSR preset. Compare Native AA with Native AA, Quality with Quality, Balanced with Balanced, Performance with Performance and Ultra Performance with Ultra Performance when the game exposes it.
  5. Keep frame generation in the same state. Enable it in both runs or disable it in both. Measure base-render performance separately from generated-frame smoothness, because frame generation can make motion look smoother without reducing the cost of producing each real frame.
  6. Reproduce the same scene. Capture a repeatable route or save point that includes camera motion, foliage, particles, thin geometry and reflective surfaces. A static view hides many temporal artifacts.
  7. Record more than average FPS. Note average frame rate, one-percent lows or frame-time behavior, GPU power, total system power, fan noise and battery drain. A high average with frequent spikes can feel worse than a slightly lower but steadier result.
  8. Repeat after warming the device. Take measurements after the handheld reaches a stable temperature. A cold-start result can overstate performance before the cooling system and sustained power limits take effect.

Use the same capture method and viewing distance for both modes. If possible, inspect paused frames and moving footage: ghosting and shimmer are temporal problems that a single screenshot may miss, while a moving clip can reveal them immediately.

How to choose a quality mode on a handheld

Quality modes trade internal render resolution for speed. The exact scale can vary with the game integration, so treat the labels as matched operating points rather than universal percentages.

Mode General purpose Handheld decision
Native AA Uses the native output resolution with reconstruction or anti-aliasing rather than a large upscale. Best for image quality when the game already meets the frame-rate target; it offers the least performance relief.
Quality Moderate upscale with comparatively strong detail retention. Usually the first mode to test when FSR 4’s clarity is the goal and the device has some headroom.
Balanced Stronger upscale that trades more source detail for performance. Useful when Quality is just below the target, but inspect foliage and thin geometry for instability.
Performance Aggressive upscale aimed at heavier scenes. Can make FSR 4’s reconstruction advantages more valuable, because the source image is especially sparse; it can also expose any remaining artifacts.
Ultra Performance The most aggressive listed upscale, where available. Reserve for severe GPU limits. Test text, hair, wires and distant foliage carefully before accepting the softer image.

If FSR 4 Quality misses your target by a small margin, try FSR 3.1 Quality before dropping FSR 4 to a more aggressive preset. That isolates whether the ML overhead, rather than the render resolution, is the limiting factor. Conversely, if FSR 3.1 looks unstable at Performance, FSR 4 at the same preset may be worth its extra cost if the frame-time budget allows it.

Frame generation does not settle the upscaler question

Frame generation can increase displayed frame cadence, but it does not remove the GPU work needed to render the underlying frames. A handheld comparison should therefore report two states: upscaling with frame generation disabled, and the complete configuration the player intends to use. Keep the frame-generation setting identical while comparing FSR 4 and FSR 3.1.

Pay particular attention to input response and frame-time consistency. A generated frame can make camera motion look smoother while a low base-frame rate still produces delayed controls or uneven pacing. If FSR 4 lowers the base rate enough, its cleaner reconstruction may not compensate for the responsiveness loss.

Reading the game menu correctly

FSR 4 may be labeled FSR Upscaling

AMD’s newer branding can appear as FSR Upscaling rather than FSR 4. A menu that still says FSR 4 is not necessarily outdated, and a menu that says FSR Upscaling does not by itself prove that the ML path is available on every GPU.

Check the active implementation

Look for the game’s version notes, AMD driver release notes and any indication of fallback behavior. If the title uses the shared API on unsupported hardware, the documented behavior is automatic selection of FSR 3.1.5. Do not infer the active algorithm solely from a screenshot or a familiar menu label.

Treat file replacement as an experiment

Community DLL swaps and wrappers can make an option appear on hardware outside AMD’s documented support matrix. They may break after a game update, fail with anti-cheat systems, produce rendering errors or complicate technical support. Keep a backup of original files and regard the result as an unofficial configuration rather than proof of native FSR 4 compatibility.

Practical recommendations by handheld scenario

You want the cleanest image while plugged in

Start with FSR 4 at the same quality preset you normally use, then test a repeatable heavy scene. Keep it if the frame-time graph remains stable and the device stays within an acceptable temperature and noise range. The greatest benefit is likely in games with moving foliage, particles, wires, hair or glossy surfaces.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You need a locked 30-fps experience

Compare both upscalers with the frame-rate cap and power limit you actually use. If FSR 4 occasionally falls below 30 fps, the cleaner image may be less important than the hitching. FSR 3.1 is preferable when it keeps frame times inside the cap consistently.

You target 40 or 60 fps

Measure one-percent lows or frame-time spikes rather than relying on the average. FSR 4 can be worthwhile if it preserves the target through traversal and combat; choose FSR 3.1 when its lower overhead provides the margin needed to avoid repeated drops.

You prioritize long battery sessions

Compare total system power and battery drain, not only the GPU number. The upscaler’s extra work may be modest in one title and significant in another. If the visual improvement is difficult to see on the built-in screen, FSR 3.1’s lower draw is often the more rational compromise.

Bottom-line decision

FSR 4 is the image-quality leader when the supported implementation is genuinely active: it offers better temporal stability, finer detail, stronger particle preservation and less ghosting or shimmer than FSR 3.1. Handheld testing also shows the trade-off clearly: the cleaner result can require more power, and demanding games may lose enough performance to dip below a 30-fps target.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose by measurement, not by the number in the menu. Hold the device, TDP, driver, game build, output resolution, quality preset and frame-generation state constant. Then select FSR 4 only when its visual gains stay above your smoothness, thermal and battery thresholds; otherwise, FSR 3.1 remains the more efficient and broadly compatible option.
