Amazon says it will add more than $1 billion to community programs over the next five years in U.S. communities where it operates data centers. AWS CEO Matt Garman also said Amazon no longer uses nondisclosure agreements with the government agencies it works with on its projects. The pledge is a company commitment, not proof that planned benefits have already been delivered; the NDA statement is limited to those government agencies.

What Amazon announced

Amazon’s Built Together framework will add more than $1 billion over five years to its existing community work in U.S. data-center communities. The company says residents and local partners will help determine which investments best fit local needs. Amazon separately reports that it contributed more than $1 billion to U.S. communities with a meaningful data-center presence during the previous three years; that retrospective figure is not part of the new five-year pledge. Amazon’s announcement describes both the framework and its priorities.

The company identifies three areas for Built Together: education and workforce pathways, energy affordability and water solutions, and flexible funding for local priorities. Its stated program targets and estimates are prospective, rather than independently verified results.

What communities may receive

Education and workforce training

Amazon says it plans to connect more than 300,000 students in data-center communities to free degree access over five years. The pathways are described as community-college degrees, certificates, and hands-on training for fields including electrical work, HVAC, fiber optics, IT, healthcare, education, public safety, and advanced manufacturing. Amazon says it will cover costs remaining after other aid.

Energy efficiency and water solutions

Amazon describes grants and partnerships for efficiency projects at schools, public buildings, and homes. Examples it gives include heat pumps, HVAC systems, insulation, water heaters, batteries, and solar installations. The company’s targets are upgrades for more than 300 schools and community buildings and over 30,000 homes over five years. It estimates that participating households could save about $700 a year; that is an estimate, not a measured or guaranteed saving for each household.

Flexible local funding

Amazon says it will work with nonprofits and community foundations on flexible funding, with local nonprofits, foundations, county officials, and residents helping choose priorities. The company lists possible uses such as roads, parks, fire equipment, affordable housing, food security, school improvements, disaster preparation, and community events. These are examples of potential priorities, not a published entitlement or guaranteed award for any particular locality or resident.

What the NDA statement does—and does not—cover

On Oct. 2, 2026, Garman wrote: “We no longer use nondisclosure agreements with the government agencies we work with on our projects.” The wording concerns government agencies Amazon works with on its projects. It does not establish that every project agreement is public, that all government bodies receive all project information, or that confidentiality arrangements with contractors and other third parties have ended. Amazon also says it holds open houses and shares plans as early as possible. Its Data Center Commitment page restates the NDA position and describes its broader commitments.

Questions about local transparency therefore remain distinct from the policy Garman announced. A 2026 Senate committee letter cited University of Mary Washington researchers’ finding that 25 of 31 local governments in Virginia areas where a data center could be identified were operating under NDAs. That is a Virginia-specific result with a denominator of 31, not a nationwide estimate.

Data Center Dynamics reported that Garman’s post did not address opaque project codenames or shell companies. The outlet also reported that AWS had been asked whether those practices would continue; the cited coverage does not establish an answer. The NDA statement alone should not be read as resolving those questions.

How to read the pledge and its accountability

  • Different time periods: Amazon’s more-than-$1-billion figure for the previous three years is a reported past contribution; the additional more-than-$1-billion figure is a commitment for the next five years.
  • Defined geography: Built Together is described as serving U.S. communities where Amazon operates data centers, not all communities or all data-center operators.
  • Local input, company-administered programs: Amazon says communities will guide priorities, but the announcement does not set out a uniform award amount for each locality or a process guaranteeing a particular project.
  • Targets are not outcomes: Student access, building upgrades, and household savings are company projections or targets. The announcement does not itself verify completion or realized savings.

There is also a wider local debate over data-center impacts and public information. The Associated Press reported Garman citing more than 100 data-center moratoriums under consideration; that figure is his cited count, not an independently verified nationwide total here. The community-investment announcement and the NDA policy are relevant to that debate, but they do not by themselves settle questions about project impacts, public disclosure, or whether particular local concerns have been addressed.
