When revenue falls, first determine whether the labor-cost problem is temporary or permanent. A temporary decline can often be managed by sharing reduced hours, redeploying people, freezing hiring and discretionary spending, or using agreed schedule changes. A permanent overcapacity problem may require a different restructuring. Compare every option by the speed and size of savings it can produce, reversibility, employee income and benefit effects, skill retention, service continuity, consultation duties, and local legal or benefit-program rules.
Start with the question: temporary shock or permanent overcapacity?
Layoffs are not the only response to a cost gap, but no alternative is automatically cheaper, lawful or suitable. The first decision is the expected duration of the downturn.

When the decline is temporary
If demand is expected to return and the organization still needs the same skills later, preserving the employment relationship has value. Work sharing, short-time compensation, temporary reduced schedules, redeployment and job sharing can spread less work across more people. Hiring freezes and discretionary-spending controls can slow cash outflow without immediately changing existing employees’ contracts.

If a product line, location or capability will not return to its former size, temporary measures may only postpone a decision. Redeployment, retraining, elimination of vacant roles and a carefully consulted reorganization may address a lasting mismatch more honestly than repeated short-term furloughs. Employers should document the business case and the assumptions behind the forecast rather than describing a structural reduction as temporary.

Questions to answer before selecting a measure
- How many hours or dollars must be removed, and by when?
- Which teams have excess capacity, and which work is critical to maintain?
- Can the same skills be needed again within a realistic recovery period?
- What happens to wages, overtime, benefits, leave accrual, pension contributions and eligibility for public benefits?
- Do employment contracts, collective agreements, works-council rules or consultation laws require agreement or notice?
- What evidence will show that the measure is working, and what event will trigger restoration or a further decision?
How the main alternatives differ
| Option | What changes | Useful when | Main trade-off |
|---|---|---|---|
| Work sharing or short-time compensation | Hours fall across an identified employee group; eligible workers may receive prorated unemployment or insurance benefits. | The work shortage is expected to be temporary and a public program covers the employer and employees. | Employees earn less; eligibility, applications, approved plans and benefit amounts vary by jurisdiction. |
| Reduced schedules or voluntary hour reductions | Scheduled labor hours decrease for some or all employees. | The required reduction is modest or employees can agree to a defined change. | Lower earnings and possible contract, wage, benefit and consultation consequences. |
| Redeployment | Employees move to other teams, locations or duties. | One unit has excess capacity while another still needs labor. | Suitable work, skills matching, training and consultation are required. |
| Job sharing | Two or more employees divide the responsibilities and hours of one role. | Core work can be covered with fewer hours per person. | Handoffs, accountability, scheduling and role coverage can be difficult. |
| Hiring and discretionary-spending freeze | Vacancies are left open and nonessential purchases, travel or projects are paused. | Savings can build over time while essential operations continue. | It may not reduce costs quickly or deeply enough and can overload existing staff. |
| Furlough or temporary layoff | Work and pay are suspended temporarily, with return expectations defined by the arrangement. | A severe but potentially temporary demand drop makes continued hours infeasible. | Income interruption, benefit and legal rules, retention risk and uncertain recall timing. |
This comparison is a decision framework, not a universal ranking. Official guidance from Canadian and Californian work-sharing programs, UK employment guidance, US wage-and-hour rules and a US Department of Labor evidence review all emphasize that outcomes and requirements depend on the program and jurisdiction (Canada’s evaluation, California’s program, Acas guidance, US Department of Labor Fact Sheet #70 and the CLEAR evidence review).
Work sharing and short-time compensation
What it is
Work sharing reduces hours across an affected group instead of eliminating selected jobs. Where a public short-time-compensation or work-sharing program exists, eligible employees may receive a partial unemployment or employment-insurance payment for lost hours. Canada describes Work-Sharing as an agreement in which participating employees reduce hours and share available work while the employer recovers; California describes its Work Sharing Program as a temporary alternative to layoffs when production or services have fallen.
When it fits
Use it when the shortage is temporary, the employer can identify the affected unit and hours can be reduced fairly. It is less useful when only one role is redundant, when work has disappeared permanently, or when the public program excludes the employer or employees.
What employees and employers should expect
The employment relationship is generally preserved, but take-home pay falls. A Canadian evaluation says the arrangement can be less disruptive operationally than layoffs while acknowledging lower employee pay. Benefit levels and eligibility are program-specific; do not promise that a supplement will replace a particular percentage of wages.
Canada’s published eligibility information includes operating year-round in Canada for at least two years and experiencing a temporary reduction in business activity beyond the employer’s control. Special measures originally introduced in response to tariffs are stated as extended through March 31, 2028; employers should confirm that date and all current conditions on the official Work-Sharing page before applying.

California requires a program application and employee and plan information. Its requirements are specific to California and should not be copied as a template for another state.
Controls for a work-sharing plan
- Define the affected group, normal hours, reduced hours and start and review dates.
- Check whether reductions must be uniform or can vary by role under the program rules.
- Explain how benefits, overtime, leave and schedules will be treated.
- Obtain employee, representative and agency approvals required locally before reducing hours.
- Set a review trigger tied to demand or revenue, and communicate what happens if recovery does not occur.
Reduced schedules and voluntary hour reductions
An employer can sometimes reduce scheduled hours without enrolling in a public work-sharing program, but the legal route depends on the worker’s status and location. A voluntary four-day week, rotating unpaid day or temporary part-time arrangement may be less disruptive than selecting people for redundancy. “Voluntary” must be genuine: employees should understand the duration, pay, benefits, overtime treatment and whether they can later return to their prior schedule.
Do not assume that a signed form resolves every issue. Minimum-wage, overtime, salary-basis, sick-leave, benefits, contract and collective-agreement rules can still apply. If the change is not genuinely voluntary, consultation and notice obligations may be triggered.
Redeployment and job sharing
Redeployment
Redeployment moves people from a shrinking activity to work that still exists. Map current skills against open work, identify short training that is realistic, and state whether pay, location, reporting line or hours change. The UK’s Acas guidance recommends checking whether staff can move into other parts of the organization before redundancy and consulting employees about alternatives (Acas).
Redeployment is most credible when the receiving team has a defined workload and a manager prepared to support the transfer. Moving people without removing the underlying work bottleneck merely shifts cost and can harm service quality.

Job sharing
Job sharing divides one role’s responsibilities between employees. Create a written division of duties, shared objectives, handoff times, customer-coverage rules and an escalation path. It can preserve more employment relationships than eliminating one position, but it is unsuitable for work that requires continuous single-person ownership or confidential access that cannot be shared.

Hiring freezes and discretionary-spending controls
A hiring freeze stops or slows recruitment, usually beginning with noncritical vacancies. Review exceptions for safety, legal compliance, revenue-critical delivery and skills that are expensive to replace. A freeze does not create immediate savings if the organization has few vacancies, and it can increase overtime or contractor costs if workload is unchanged.
Discretionary controls can include pausing nonessential travel, events, consulting projects, equipment upgrades and low-priority software or marketing work. Separate one-time deferrals from recurring reductions, and do not count a delayed invoice as a permanent saving. Every proposed cut should identify the owner, amount, timing, contractual cancellation cost and operational consequence.
Furloughs and temporary layoffs
A furlough or temporary layoff suspends work and pay for a period, sometimes with an expectation of recall. It can address a sharp temporary collapse when reduced schedules cannot remove enough cost, but it transfers more of the immediate burden to employees. Benefit continuation, unemployment eligibility, recall rights, notice and maximum duration are local questions. A furlough also risks losing people whose skills are needed for recovery.
Use a written end date or review date, explain how recall decisions will be made, and keep communication consistent. Calling an arrangement a furlough does not change the legal requirements that apply to it.

How to choose: a practical decision matrix
| Decision factor | Questions to ask | Likely implication |
|---|---|---|
| Speed of savings | When must cash outflow fall? | A spending freeze may start quickly; redeployment or consultation may take longer. |
| Size of reduction | Can small controls close the gap, or is a major labor reduction required? | Small reductions may suit schedule changes; large temporary gaps may require an approved work-sharing plan or furlough. |
| Reversibility | How easily can normal hours and duties return? | Written temporary arrangements are easier to reverse than eliminating roles, but no option guarantees recovery. |
| Employee income and benefits | Who bears the immediate loss, and what public support exists? | Reduced hours lower earnings; program benefits may partially offset them; furloughs can stop pay entirely. |
| Skills and service continuity | Which capabilities must be retained? | Redeployment, job sharing or broad hour reductions may retain more skills than selective layoffs. |
| Agreement and consultation | Do contracts, representatives or laws require consent, notice or consultation? | Obtain local advice before announcing changes. |
| Program eligibility | Is a current public work-sharing or benefit program available? | Verify current rules; eligibility cannot be assumed from another jurisdiction. |
Legal question: can an employer reduce hourly pay or hours?
The US Department of Labor’s Wage and Hour Division asks: “Is it legal for an employer to reduce the wages or number of hours of an hourly employee?” Its federal answer is qualified: “The Act does not preclude an employer from lowering an employee’s hourly rate, provided the rate paid is at least the minimum wage, or from reducing the number of hours the employee is scheduled to work.” Covered non-exempt employees must still receive applicable minimum wage and overtime pay under the Fair Labor Standards Act (Fact Sheet #70, September 2019).
That federal statement is not a complete answer for a particular employer. State or local wage laws, salary-basis rules, employment contracts, collective agreements, promised benefits, discrimination laws and required notice can impose additional limits. Other countries use different frameworks. Have employment-law counsel or the relevant labor authority review the proposed change before implementation.
Examples of local guidance
Canada
Canada’s Work-Sharing program is designed for a temporary decline and may provide Employment Insurance benefits for eligible lost hours. Check the current application and eligibility rules rather than relying on an older plan.
California
California’s Employment Development Department presents Work Sharing as an alternative when production or services have been reduced and specifies employee-identification and plan requirements. Those process details apply to California, not automatically to other US states.

Singapore
Singapore’s Ministry of Manpower advises employers to consider cost-saving measures and alternatives such as redeployment and temporary layoffs, describing retrenchment as a last resort (MOM guidance). This is an example of national guidance, not a global rule.
A step-by-step implementation sequence
- Quantify the gap. Use payroll, hours, benefits, overtime, contractor and discretionary-spend data to calculate the reduction required by month. Model more than one demand scenario.
- Separate temporary from permanent work. Identify activities likely to return and capabilities that no longer fit the business model.
- Protect critical operations. List safety, legal, customer, revenue and maintenance work that cannot be interrupted.
- Test low-disruption controls. Review vacancies, discretionary commitments, overtime, scheduling and redeployment before changing contracts.
- Check public programs. Confirm employer, employee, industry, duration and application requirements for work sharing or short-time compensation in the relevant jurisdiction.
- Obtain legal and representative input. Review contracts, collective agreements, consultation, notice, wage, benefit and tax implications before communicating a decision.
- Design the arrangement. Specify affected employees, hours, pay, benefits, duties, dates, review triggers, approval owners and what happens if recovery fails.
- Consult and communicate. Explain the business reason, selection method, employee impact, support available and channel for questions. Do not imply that a public benefit is guaranteed until eligibility is confirmed.
- Monitor weekly or monthly. Track actual hours, payroll, service levels, quality, absence, voluntary exits, customer impact and workload transferred to other teams.
- Restore or escalate deliberately. Restore hours when the stated trigger is met, revise the plan when assumptions change, or begin a properly consulted restructuring if the decline proves permanent.
Measure real savings, not just headline reductions
For each option, calculate gross labor reduction and subtract replacement costs. A schedule cut may reduce wages but increase overtime, agency work, errors or customer refunds. Redeployment may avoid separation costs but require training and temporary productivity loss. A hiring freeze may save a vacancy’s future salary while leaving current payroll unchanged. A furlough may reduce pay immediately but increase turnover and recruiting costs during recovery.
Track employee effects separately from company cash flow: lost earnings, benefit changes, commute or location impacts, workload, morale and access to public support. Set a fairness test for selection criteria and review disparate effects on protected groups. Publish only savings supported by the organization’s own data; no source establishes a universal percentage for these measures.

Employment and Social Development Canada’s evaluation estimated an average of 4,877 layoffs averted per year during 2013–2020 for Canada’s Work-Sharing Program. In employer surveys, 91% said the program retained employees to a good or full extent, 75% said it reduced hiring and training costs to that extent, and 82% said it prevented layoffs to that extent. These are program-specific estimates and perceptions, not a forecast for an individual company.
The same evaluation found that 7% of Work-Sharing claimants were laid off within three months and about 15% within 12 months after their claims. Work sharing therefore is not permanent job protection. The US Department of Labor CLEAR review discusses work sharing, short-time compensation and furloughs as retention strategies, but its literature search ended June 30, 2020; use it as background evidence rather than current program rules.
Communication and employee trust
- State whether the measure is intended to be temporary, and give a review date rather than an open-ended promise.
- Explain how hours, pay, benefits, overtime and leave will change in plain language.
- Describe selection criteria consistently and provide a channel for correcting factual errors.
- Tell employees where to verify public-benefit eligibility; do not present an application as approval.
- Give managers a common script and escalation route so employees receive the same facts.
- Report what is being monitored and what conditions would lead to restoration, extension or restructuring.
Bottom line
Use work sharing or short-time compensation first when the downturn is temporary, hours can be shared fairly and a qualifying public program is available. Combine it, where lawful and practical, with redeployment, job sharing, a targeted hiring freeze and discretionary-spending controls. Use furloughs only after modeling the income, benefit and retention consequences. If the capacity problem is permanent, move to a transparent, consulted restructuring rather than indefinitely extending temporary measures. Every choice requires local legal review and a calculation based on the employer’s own payroll and spending data.
