Regulated advertisers can reduce or avoid generative AI by keeping claims and creative under qualified human control, using contextual or broad audience strategies where permitted, limiting sensitive-data use, and documenting any AI contribution that reaches consumers. These approaches change production and targeting practices; they do not create an exemption from advertising, privacy, political, healthcare, financial or platform rules.
Choose an approach by checking category and geographic eligibility, data exposure, placement context, authenticity and disclosure risk, reviewability, and lawful measurement. No available evidence establishes that a non-generative approach will always lower costs, improve conversions or outperform AI-assisted campaigns.

What “alternatives to generative AI” mean in regulated paid media
In this context, an alternative is a practical way to produce creative or make campaign decisions without relying on a generative model for that step. It can mean human-written copy and human-selected imagery, contextual placement based on the surrounding content, broad geographic or demographic buying, or carefully governed use of a consented first-party relationship. A campaign may combine several of these methods.
Recommended Free Tools
It does not mean “outside the rules.” Google’s advertising policy states that advertisers remain responsible for applicable law and policy wherever ads appear. Category-specific requirements apply in areas including healthcare, political and financial advertising, and personalized advertising has additional restrictions. A human-only process can still make a false claim, use an impermissible audience, omit a required disclaimer or run in a prohibited location.

Rules also vary by jurisdiction, product, platform, format and date. Treat the framework below as an operating method, not legal advice. Have counsel or a qualified compliance reviewer confirm requirements for each campaign before launch.
A decision framework for choosing a lower- or no-generative-AI approach
Start with the campaign’s highest-risk element rather than selecting a technology first. Document the answers in the brief and revisit them when the audience, creative, platform or geography changes.
| Decision axis | Questions to answer | Why it matters |
|---|---|---|
| Eligibility | Is the category certified? Is the location allowed? Are the channel, placement and format eligible? | Platforms can impose category, regional and format-specific limits even when the creative is human-made. |
| Data exposure | Does targeting use health, financial, political, identity or other personal information? Is the audience personalized, remarketed or custom? | Sensitive information requires deliberate handling, and personalized-ad rules may add conditions. |
| Context and reach | Will the ad appear beside relevant content, to a broad geography or demographic, or to a consented first-party audience? What inventory and scale are actually available? | Less individualized buying can change relevance and reach; availability must be checked in the selected platform and market. |
| Authenticity and disclosure | Does the ad depict a synthetic person, voice, event or other representation? Did AI materially affect what consumers see? | Material effects on identity, authenticity or representation can create disclosure expectations. |
| Reviewability | Can you show who substantiated each claim, approved each asset and authorized the exact version that ran? | An approval trail supports investigations, takedowns and version control. |
| Measurement | Can the campaign be evaluated with lawful, suitable conversion and incrementality methods? | Changing targeting or creative can change what can be measured; there is no universally winning method established here. |
Human-authored creative and review
The most direct alternative is to keep claims, copy, imagery choices and final approvals with identified, qualified people. This works best when the advertiser already has a substantiation and sign-off process, not when “human made” is treated as a compliance shortcut.

Build a claim-to-evidence file
- List every consumer-facing assertion. Include headlines, body copy, callouts, disclosures, landing-page text, prices, performance statements and implied comparisons.
- Attach support for each assertion. Record the study, test, product specification, approval or other evidence; note its date, population, geography and material limitations.
- Identify the responsible reviewer. Assign a person with appropriate subject-matter and regulatory authority, such as a medical, financial, legal or policy reviewer where the category requires it.
- Lock the approved version. Give each asset a version identifier and preserve the exact text, image, audio, destination and settings that were approved.
Use a controlled creative workflow
A practical sequence is brief, draft, substantiation review, legal or policy review, accessibility and destination checks, platform submission, and post-launch monitoring. Keep the decision log with the asset rather than in an informal chat. If a copywriter uses a generative tool for brainstorming but none of its output reaches the consumer, record that fact and apply the organization’s internal policy. If generated language, imagery, voice or editing materially reaches the audience, route the asset through the disclosure assessment described below.
What human ownership does not prove
- It does not prove that an ad is truthful, clear or useful; those qualities still have to be checked.
- It does not remove category rules, platform review, local law or privacy obligations.
- It does not demonstrate lower cost, higher conversion or better reach than an AI-assisted process; the available evidence contains no such performance comparison.
Contextual placement instead of individualized targeting
Contextual advertising selects an environment because of the content or subject being viewed, rather than an inferred personal trait or a profile built from personal data. A buyer might seek pages, videos or programs about a lawful topic and place an ad there without selecting people because of their health status, political affiliation or financial condition.
The documented political example
In a 2019 political-policy announcement, Google described contextual targeting as an option and gave the example of showing an ad to people reading or watching a story about the economy. That announcement documents an example, not a current, cross-platform rule for every category or country. Confirm present eligibility, inventory, exclusions and geographic requirements in the platform’s current documentation before building a plan.

How to plan a contextual test
- Define approved topics. Describe the content environments that are relevant and safe, and list exclusions such as unsuitable or prohibited content.
- Check category and location rules. Confirm whether the product can run in the selected market and whether political, healthcare, financial or other certification is required.
- Specify the buying signal. Use the platform’s current contextual controls, keywords, topics or content classifications only as they are documented for that platform and format.
- Pre-review the message. Ensure the ad does not imply that the viewer has a sensitive condition merely because the surrounding content concerns it.
- Measure with aggregate, lawful data. Set a minimum reporting threshold and a pre-agreed test design; do not add prohibited personal attributes merely to improve attribution.
Trade-offs to expect
Context can improve topical relevance while reducing the precision of person-level selection. Available inventory, brand-safety controls and scale differ by market and channel. Neither a relevance benefit nor a performance penalty is universal, and the sources available for this guide do not establish a comparative lift or cost result.
First-party relationships and broad audiences
Where lawful and permitted, advertisers can use broad geographic or demographic settings and their own consented audience relationships instead of inferred sensitive traits. “First-party” describes the relationship, not an automatic exemption. A consented email list, customer account or site interaction can still be personal data, subject to privacy notices, retention limits, purpose restrictions and platform rules.
Questions before activating a first-party audience
- What notice and consent covered collection, advertising use and the specific activation method?
- Can the data be used for this product, market, platform and objective, or was it collected for a different purpose?
- Does the audience contain health information, financial status, political affiliation or other sensitive identifiers?
- Are matching, remarketing or custom-audience features restricted for this category?
- Can the audience be deleted, suppressed or refreshed when consent is withdrawn or the retention period ends?
If any answer is uncertain, pause activation and obtain a documented determination. A broad audience can reduce data granularity, but it does not eliminate the need for lawful collection, security and platform review.

Broad geographic or demographic buying
Set geography at the level the product and law allow, then use non-sensitive demographic criteria only when the platform permits them and they are relevant to the campaign. Avoid proxies that effectively recreate a prohibited sensitive segment. Keep an exclusion list for locations, age groups or contexts that cannot be served, and verify that automated expansion settings are disabled or approved.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Disclosure and provenance governance
The Interactive Advertising Bureau’s framework recommends a risk-based approach: disclose when AI materially affects authenticity, identity or representation in a way that could mislead consumers, rather than labeling every minor AI-assisted step. This is industry guidance, not a universal legal requirement, so local law and platform rules may be stricter.

Ask whether a reasonable viewer’s understanding could change if they knew AI created or materially altered the person, voice, event, testimonial, product depiction or other representation. Brainstorming that never reaches the audience is different from a synthetic spokesperson in the final video. A small technical edit may be immaterial; a generated scene presented as a real event is likely material. Record the reasoning, not just the final yes-or-no outcome.
Best Value
Use two layers of information
IAB describes two complementary layers:
- Visible, contextual disclosure: a clear label or indicator placed where viewers can understand it in the ad or adjacent experience. The wording should explain the relevant AI contribution without implying that every production step was automated.
- Machine-readable provenance: metadata or other structured information that records origin and transformations for systems that can read it.
Provenance alone may not help an audience: it can be invisible, stripped during delivery or manipulated. Pair it with a consumer-facing explanation when the risk warrants disclosure. Preserve the original metadata and the final rendered asset in the approval record.
Maintain a provenance register
- Record the asset ID, creator, tools used, dates, input materials and transformations.
- Mark which elements reached consumers and which were internal drafts.
- Capture the materiality assessment, required label text and approving reviewer.
- Store the exact rendered files, destinations, platform settings and run dates.
- Update the record when an asset is resized, localized, edited or reused in another market.
“While AI is transforming how we work from ideation to execution and measurement, we must get transparency and disclosure right, or we risk losing the trust that underpins the entire value exchange.” — IAB CEO David Cohen, January 15, 2026
Google’s announced “How this ad was made” controls
In an announcement dated July 9, 2026, Google described a consumer-facing “How this ad was made” panel in My Ad Center for ads on Search, YouTube and Discover. Google said its own generative AI tools trigger automatic panel disclosure, while advertisers can use controls to indicate that other AI tools were used. The announcement also said local requirements may place a label directly on the ad.

Quick Recap
How can regulated advertisers run paid media without generative AI?
- Classify the campaign. Record product category, countries, jurisdictions, platforms, formats and whether the campaign is political, healthcare, financial or otherwise restricted.
- Map data flows. List every audience signal, vendor transfer, identifier, retention period and personalization feature. Flag health, financial, political and other sensitive information.
- Select the least intrusive workable strategy. Consider human-reviewed creative, contextual placement, broad geography or demographics, and a consented first-party relationship only where each is lawful and eligible.
- Write and substantiate the creative. Keep a claim-to-evidence file, review destinations and accessibility, and assign named approvers.
- Assess AI materiality. Inventory any model-generated or materially altered consumer-facing element and decide whether a visible disclosure and provenance record are needed.
- Configure the platform deliberately. Turn off unapproved audience expansion, confirm exclusions, apply category certifications and check the current disclosure controls.
- Run a controlled launch. Start with approved geographies, inventory and budgets; monitor policy disapprovals, complaints, placement quality and disclosure rendering.
- Measure without prohibited enrichment. Use aggregate reporting or another lawful design selected before launch. Document what the test can and cannot establish.
- Re-approve changes. Treat new copy, localization, audience, destination, format or platform setting as a new version when it changes the consumer-facing representation or risk.
Comparing the main approaches
| Approach | Typical data exposure | Context and reach | Authenticity/disclosure issue | Reviewability | Evidence of superior performance |
|---|---|---|---|---|---|
| Human-authored creative and review | Depends on the selected targeting; creative authorship alone does not reduce audience data. | Any eligible placement; scale depends on the buy. | Usually focuses on truthful claims and representations; disclose material AI contributions if any occurred. | High when claims, versions and approvers are recorded. | Not established. |
| Contextual placement | Can reduce reliance on individualized personal data, subject to platform implementation. | Relevant content environments; inventory and scale vary. | Ensure the message does not infer a sensitive trait from the surrounding topic. | High for placement criteria and exclusions if logged. | Not established. |
| Broad geographic or demographic audience | Less granular than individualized targeting, but criteria remain personal-data related where applicable. | Potentially broad; eligibility and available controls vary. | Creative and any synthetic representation still require review and possible disclosure. | High when settings and exclusions are captured. | Not established. |
| Consented first-party audience | Uses an existing relationship but may still involve personal or sensitive data and matching. | Limited by consented reach, match quality and platform rules. | Same creative and representation obligations as other buys. | High if consent, purpose, suppression and version records are linked. | Not established. |
| Platform-native AI disclosure controls | Does not itself determine which audience data are used. | Available only in the platforms, formats and markets covered by the rollout. | Designed to explain AI involvement; local rules may still require an on-ad label. | Depends on the platform’s logs plus the advertiser’s own register. | Not established. |
