Alternatives to Flock Safety include Axon, Rekor, Genetec AutoVu and Motorola Vigilant; Leonardo ELSAG may also fit agencies evaluating mobile readers. The right choice depends on whether you need plate searches, traffic analytics or a broader real-time operations platform—and on how the system integrates with existing cameras, dispatch tools and local data-governance rules. Switching vendors alone does not reduce surveillance risk or establish that a deployment is lawful.

Which Flock Safety alternatives are available?

A June 2025 U.S. Department of Homeland Security market survey evaluated 16 commercially available ALPR systems, according to a May 2026 Berkeley Police Accountability Board advisory memo. That figure describes the survey, not the number of products available in every jurisdiction today. The memo names Axon, Rekor, Genetec AutoVu and Motorola Vigilant Solutions as alternatives to Flock. Anne Arundel County also reports using Leonardo ELSAG mobile ALPR devices.

Option What the cited sources establish Questions to verify in your proposed configuration
Axon The Berkeley memo identifies Axon as an ALPR alternative and presents Axon Fusus as an example of an open-architecture real-time crime center (RTCC) platform. Are you buying ALPR alone, or integrating it into a wider RTCC? Confirm which cameras, data sources and existing systems the specific proposal supports.
Rekor Rekor describes Scout for vehicle and plate detection, Discover for traffic and vehicle analytics, and Command for transportation management. The Berkeley memo says its open API architecture supports integration with existing video-management and computer-aided dispatch (CAD) systems. Rekor describes access through applications, APIs and SDKs. Which product and interface meet the use case? Validate integrations, deployment requirements and data handling for the contract being considered.
Genetec AutoVu / Security Center The Berkeley memo names AutoVu as an ALPR alternative and Security Center as an open-architecture platform. The memo reports an integrator’s description of AutoVu as able to integrate plate recognition from multiple camera types. Ask the integrator to demonstrate compatibility with the exact camera models and software versions in your environment; the reported capability is not a guarantee for every configuration.
Motorola Vigilant Solutions The Berkeley memo names Vigilant as an alternative. Woodland says its program contracts for one Vigilant reader, and Anne Arundel County lists Vigilant as housing third-party data. Establish which data is supplied by the system, which is third-party, who can query it and under what sharing terms. The cited deployments do not establish a universal feature assessment.
Leonardo ELSAG Anne Arundel County reports using ELSAG mobile ALPR devices, making it relevant when mobile readers are in scope. Ask the vendor for the capabilities, integrations and governance terms of the specific mobile-device proposal; the cited sources do not provide a complete head-to-head comparison.

These descriptions are not a feature ranking. The available sources do not establish a comparable current price list or like-for-like scorecard for all of the vendors, so request a scoped demonstration and written proposal rather than treating a product name as proof of fit.

Plate searches and vehicle alerts

If the primary job is locating a vehicle associated with a defined investigation or alert, compare fixed and mobile coverage, plate and vehicle recognition, camera placement, search controls, alert review and the process for checking a result. Ask how authorized users can see the source image and relevant context, and how the system records queries.

Traffic and roadway analytics

If you need traffic volume or broader vehicle analytics, distinguish that requirement from identifying a plate. Rekor’s portfolio describes separate traffic and vehicle analytics (Discover) and transportation management (Command), alongside Scout for vehicle and plate detection. Request a demonstration using the roadway measures and reporting outputs your organization actually needs; the product descriptions alone do not establish accuracy or suitability for a particular site.

A broader real-time operations center

If the goal is to combine feeds and response workflows, assess an RTCC or video-management architecture as well as the ALPR component. Axon Fusus and Genetec Security Center are examples the Berkeley memo discusses in the context of open-architecture integration. A broader platform may address needs beyond plate recognition, but it also makes integration scope, component ownership and exit options especially important.

Compare architecture and integration before choosing

The Berkeley memo contrasts a unified proprietary RTCC platform with an open-architecture approach. A unified platform can consolidate tools, while tying more of the system to one vendor may increase dependence. The memo says separately contracted components in an open architecture can be individually replaced, audited or terminated. Neither model automatically provides better privacy or lower cost: the contract, data flows, operating policy and oversight determine much of the practical result.

  • 8-32mm Motorized Varifocal Lens @F1.6 for adjustable field of view.
  • Coverage: fixed, trailer-mounted and mobile readers; locations, lanes and operating conditions in scope.
  • Recognition and analytics: whether the requirement is plate recognition, vehicle characteristics, traffic volume, roadway analytics or a combination.
  • Existing systems: compatibility with installed cameras, video management, CAD and dispatch; whether interfaces are native, API-based or require an integrator.
  • Deployment and control: cloud or on-premises requirements; where data is stored; who administers access and can retrieve or export records.
  • Governance: retention and deletion, permitted purposes, interagency sharing, vendor access, audit-log review and export, security documentation and evidence integrity.
  • Exit terms: contract duration, total cost over the term, data portability, deletion at termination, transition assistance and the ability to replace individual components.

Ask for these answers in the proposal, not just in a sales presentation. A system that integrates technically may still be unsuitable if the agency cannot enforce its access, retention or sharing rules.

Retention and privacy depend on deployment policy

ALPR deployment details vary by customer and jurisdiction. Flock says its cameras capture license-plate images, vehicle characteristics, timestamps and camera location, and that seven days is a common retention period in most communities. That is a vendor statement, not a universal setting or legal rule. Confirm the actual contract, configuration and applicable policy before comparing retention periods.

  • 2K QHD with 142° FOV - The 2K QHD resolution provides clear details like license plates, offering 1.7x the pixels of 1080p. The 142° field of view covers a larger area for broader monitoring
  • Full-Color Night Vision - Capture vibrant, full-color images at night with the integrated Starlight sensor and built-in spotlights

Government examples illustrate the variation. Anne Arundel County describes a mixed-vendor program with Flock stationary and trailer devices, ELSAG mobile devices and Motorola Vigilant data. Its policy caps retention at 30 days, limits queries to trained and authorized personnel, and bars vendor access unless expressly authorized. Woodland says its program uses 38 Flock cameras and one Motorola Vigilant camera; its stated policy provides 30-day storage for unpreserved visual media. These are local program terms, not default terms for other deployments.

Those examples also show why replacing one vendor with another does not settle governance questions. Set policy for what can be collected, who can search it, approved purposes, sharing, audit review, retention and deletion; then confirm that the proposed configuration and contract can enforce it.

Treat an ALPR alert as a lead that must be checked

Woodland’s published guidance says an ALPR result does not by itself establish reasonable suspicion, probable cause or proof of criminal activity. Before taking action, personnel should confirm the plate and vehicle and develop an independent lawful basis. A possible match can be wrong or incomplete; procedures should require human verification rather than treating an alert as a conclusion.

What adoption figures do—and do not—say

The Berkeley memo’s account of the DHS survey says it evaluated 16 commercially available ALPR systems in June 2025. Separately, a 2026 Virginia State Crime Commission report based on its 2025 survey says 86% (137 of 159 responding agencies) reported a vendor in a survey where respondents could name more than one. That is a Virginia law-enforcement survey finding, not a national adoption rate or market share, and it does not establish which system is best for a particular buyer.

A practical procurement sequence

  1. Write the use case: specify whether you need plate alerts, traffic analytics, mobile readers or a broader RTCC workflow, and identify the people and systems that must use the results.
  2. Inventory the environment: list camera models, video-management and CAD/dispatch systems, network and hosting constraints, and any integration work already under contract.
  3. Set governance requirements first: define permitted purposes, authorized users, sharing rules, retention and deletion, vendor access, audit-log checks and evidence handling.
  4. Ask shortlisted vendors to demonstrate the same scenarios: include the actual camera types and integrations, an alert verification workflow, a records export, and the administrative controls your policy requires.
  5. Compare lifecycle terms: evaluate total contract cost, support and integration responsibilities, data portability, deletion on exit and whether components can be replaced independently.
  6. Document accountability: assign responsibility for user training, access reviews, audit-log review and policy compliance before the system goes live.

In a July 8, 2026 company release, Rekor CEO Robert A. Berman said, “ALPR has proved its value over many years of responsible use.” That is a vendor executive’s view, not an independent finding; the same release acknowledged concerns about privacy, data retention and sharing, auditability and evidentiary trust. Buyers should evaluate those governance issues directly rather than relying on a vendor’s characterization.
