Alternatives to Flock Safety for Community Surveillance and License Plate Recognition

Axon, Rekor, Genetec AutoVu, and Motorola Solutions/Vigilant Solutions are established Flock Safety alternatives for automated license plate recognition (ALPR). They are not interchangeable products. A city or campus should compare architecture, data storage, retention, sharing, search features, integrations, audit controls, and enforceable local rules before selecting a system. Replacing a vendor without changing those controls can leave community-surveillance risks unchanged—or increase them.

Which Flock Safety alternatives are established in the market?

A May 4, 2026 memo from the City of Berkeley Public Accountability Board identifies Axon, Rekor, Genetec AutoVu, and Motorola Solutions’ Vigilant Solutions among competitive ALPR providers. The memo also cites a June 2025 U.S. Department of Homeland Security market survey that evaluated 16 commercially available ALPR systems. That figure indicates a broader market, not a finding that all 16 systems are suitable for a particular jurisdiction.

Alternative What the cited material says What a buyer must verify
Axon The ACLU identifies Axon as an ALPR competitor and says Axon customers may have local-storage options. It also describes case-by-case interdepartmental sharing functionality. Whether the proposed deployment supports local storage, how sharing approvals work, exact retention and deletion settings, and which analytics are enabled.
Motorola Solutions / Vigilant Solutions The ACLU discusses Vigilant’s National Vehicle Location Service (NVLS) as a nationwide law-enforcement data-sharing system and also discusses Motorola’s commercial ALPR data collection. Whether nationwide or commercial data is included, who may query it, how long records remain available, storage location, and whether sharing can be disabled or limited by contract.
Rekor Berkeley describes Rekor’s open API architecture as able to integrate with existing video-management and computer-aided dispatch (CAD) systems. The ACLU says local storage may be available to some Rekor customers. Which APIs are included in the quoted edition, supported camera and VMS integrations, local-versus-cloud data flows, export formats, and deletion at termination.
Genetec AutoVu Berkeley names AutoVu as an alternative and reports that a California integrator described it as manufacturer-agnostic, with recognition able to work across multiple camera types. The exact cameras, analytics, service provider, licensing model, integrations, and responsibilities for maintaining recognition quality in the local environment.

These descriptions are market and policy references, not a controlled test. The available material does not establish an apples-to-apples ranking of accuracy, total cost, privacy, or overall suitability. Current proposals and contract language are necessary for a defensible decision.

What an ALPR system actually collects and does

Automatic license plate readers use cameras and recognition software to turn observations of vehicles into searchable records. A typical event can include a plate image, an image of the vehicle, vehicle characteristics, the date and time, and the camera’s location. Depending on the product and configuration, the system may also provide live video, alerts, freeform image search, or other analytics.

  1. Capture: A fixed, mobile, or trailer-mounted camera records a passing vehicle.
  2. Recognition: Software reads the plate and extracts vehicle attributes. Lighting, weather, plate design, camera angle, speed, and obstructions can affect results.
  3. Event creation: The system associates the recognized plate and images with a timestamp and location.
  4. Storage: Events are sent to vendor cloud infrastructure, local servers, or a combination, depending on the deployment.
  5. Search and alerts: Authorized users search historical events, receive alerts for defined hot lists, or connect the data to video-management, CAD, or records systems.
  6. Sharing and audit: Other departments or outside agencies may receive access if the platform and local policy allow it. User accounts, query logs, approvals, and supervisor review determine how that access is controlled.

Because an ALPR record links a vehicle with a time and place, a large or long-lived dataset can reveal travel patterns even when no person is identified by name. That is why retention, sharing, and legal authority matter as much as the camera’s recognition performance.

The comparison framework a city should use

Use one procurement matrix for every proposal. Require vendors to answer the same questions in writing and attach a data-flow diagram and sample contract. “Available” should mean available in the quoted configuration, not merely possible in a different edition.

Comparison axis Questions to put in the request for proposals Evidence to demand
Data captured Are plate images, vehicle images, vehicle characteristics, timestamps, location, live video, or other analytics collected? Which fields are mandatory? Field-level schema, camera specifications, sample event, and a list of optional features.
Retention What is the default and maximum period? Can the customer set a shorter period? When does deletion occur, including backups and legal holds? Configuration screenshots, deletion schedule, backup policy, and contract language that makes the setting enforceable.
Sharing Is access limited to one department, a region, a state, or a nationwide network? Is participation opt-in? Can federal or outside agencies query records? Who approves access? Network-participation terms, role matrix, approval workflow, access logs, and a list of every data recipient.
Storage and control Is storage vendor-hosted, local, or hybrid? Who owns the data? Can the agency export it in a usable format and verify deletion at contract end? Architecture diagram, data-residency statement, export test, deletion certificate process, and subcontractor list.
Search and analytics Does the system support basic plate search, live video, AI or freeform image search, alerts, or cross-camera analysis? Can each capability be disabled? Feature-by-feature configuration, permissions, audit events, and pricing for optional modules.
Accountability Does every user have an individual account? Are searches logged? Is supervisor review required? Are reports public? How are complaints investigated? Audit-log retention, sample public report, disciplinary process, and independent-audit rights.
Architecture and integration Is the platform a unified proprietary suite or an open architecture? Are APIs documented? Can it interoperate with existing video-management, CAD, and records systems? Can a single component be replaced? API documentation, supported integrations, licensing dependencies, and a component-replacement plan.
Contract and governance What are implementation, training, support, renewal, and exit costs? Are data-use restrictions, breach notification, subcontractors, termination, and policy requirements binding? Itemized lifecycle price, service levels, security terms, indemnities, termination assistance, and ordinance or policy language.

Vendor-by-vendor considerations

Axon

The ACLU identifies Axon as a competitor and describes case-by-case interdepartmental sharing. It also says local storage is an option for Axon customers. Those statements do not establish that every Axon product or proposal includes those capabilities. Ask whether the quoted system can remain entirely under the agency’s storage controls, whether sharing is off by default, and whether each external query requires a documented purpose and approval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The ACLU discusses Denver’s move from Flock to Axon as an example in which contract terms changed retention and sharing. The organization’s policy conclusion is that comparable safeguards might have been negotiated with another vendor; it is not an independent audit of either provider. Treat the Denver example as a governance lesson, not proof that one platform is inherently more private.

Motorola Solutions and Vigilant Solutions

The ACLU describes Vigilant’s National Vehicle Location Service as a nationwide law-enforcement data-sharing system and separately discusses Motorola’s collection of commercial ALPR data. A proposal should identify whether the buyer’s records enter either type of network, whether searches can reach records collected by other customers, and whether commercial and government data are technically separated.

Clarify the storage model and retention for every dataset, not just the records generated by the agency’s own cameras. If a contract permits external access, require a named list of eligible agencies, a documented legal-purpose standard, individual accounts, query logging, and a process to suspend access quickly.

Rekor

Berkeley characterizes Rekor’s architecture as open-API oriented and suitable for integration with existing video-management and CAD systems. The ACLU says local storage may be available to some Rekor customers. An open API can reduce dependence on a single suite, but it does not automatically limit collection or sharing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Require a working demonstration using the agency’s own VMS and CAD environment. Test event delivery, time synchronization, confidence values, duplicate suppression, alert latency, API authentication, and export of historical data. Put version support and API availability in the contract so an integration cannot disappear after an upgrade.

Genetec AutoVu

Berkeley names Genetec AutoVu as an alternative and reports that a California integrator described it as manufacturer-agnostic, with recognition from multiple camera types. Confirm that description against the local integrator’s written design: “manufacturer-agnostic” can still depend on particular camera models, drivers, licenses, or support agreements.

Ask who is responsible when a third-party camera, firmware update, or network change reduces recognition quality. The proposal should identify each component, its owner, its warranty, its replacement path, and the logs available to investigate missed or incorrect reads.

Unified suite or open architecture?

Berkeley contrasts a unified proprietary real-time crime-center platform such as FlockOS with open-architecture approaches such as Genetec Security Center or Axon Fusus. In a unified suite, one vendor commonly controls the platform, permissions, upgrades, and much of the support relationship. That can simplify deployment and accountability to a single supplier, but it can also concentrate operational and switching risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open architecture can let an agency replace, audit, or terminate individual components. It may also require more integration work, multiple support contracts, and clearer responsibility for failures between vendors. Compare the two models on total lifecycle effort rather than assuming that either label guarantees privacy or lower cost.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
  • Choose a unified suite when: the agency has limited integration staff, needs one support escalation path, and can secure strict retention, sharing, export, and audit terms.
  • Choose open architecture when: the agency already operates a capable VMS or CAD environment, wants component-level competition, and can maintain APIs, identity controls, and data pipelines.
  • For either model: require documented interfaces, independent user accounts, complete logs, tested exports, and a written exit plan.

Privacy safeguards that should survive a vendor change

The ACLU recommends short retention limits, restrictions on nationwide sharing, scrutiny of local storage and optional analytics, and durable legal limits that outlast a vendor contract. Its warning is direct: “If a community doesn’t impose strong conditions such as data retention limits, switching from Flock to another ALPR provider could leave residents’ civil liberties in equally bad or even worse shape.” That is a policy analysis, not an independent comparative audit, but it identifies the controls a procurement process should not leave to marketing materials.

Retention and deletion

Set the shortest period that serves a documented investigative purpose. Define deletion for primary storage, replicas, backups, exported files, and records placed under a legal hold. Require a report showing that automated deletion occurred and specify who can extend retention, for what reason, and for how long.

Sharing boundaries

Decide whether the system is department-only, regional, statewide, or nationwide. Make external participation opt-in, list eligible agencies, require a case number or purpose for each query, and prohibit onward sharing unless a policy expressly allows it. Distinguish access to the agency’s own events from access to a vendor or partner’s separately collected data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Search purpose and audit

Flock Safety’s rights-and-safeguards page states that “ALPR system searches must relate to a specific investigation.” That is a vendor policy statement. The buyer should put an equivalent rule in its ordinance, policy, user agreement, and contract; define what counts as a specific investigation; and retain logs long enough for supervisors, inspectors, and the public to review compliance.

Optional analytics

Require a feature inventory covering live video, freeform image search, cross-camera analysis, alerts, and any person- or object-related analytics. Each module should be separately permissioned and disable-able. Do not accept a blanket statement that a capability is “not part of the current deployment” unless the contract prevents activation without written approval.

Local storage and cloud dependence

The ACLU reported that, as of its review, Flock and Motorola customers did not appear to have an option to avoid vendor cloud services, while Axon, Rekor, and other vendors may offer local-storage options. This is not a universal product rule. Confirm the precise edition, region, subcontractors, encryption, administrative access, backup location, and support method in the proposed design.

A step-by-step procurement process

  1. Define the lawful purpose. Write the specific public-safety problems the cameras are intended to address. Exclude generalized location tracking and uses that cannot be tied to an authorized investigation or public purpose.
  2. Map the current environment. Inventory cameras, network links, VMS, CAD, records systems, identity provider, dispatch workflows, storage capacity, and staff who will administer the system.
  3. Set policy before choosing a product. Establish retention, sharing, search-purpose, access, audit, complaint, public-reporting, and deletion rules. Obtain legal review and any required public approval.
  4. Issue identical technical questions. Send every bidder the same data fields, integrations, storage, API, security, support, and exit requirements. Require “included,” “optional,” or “not available” answers for each capability.
  5. Test with representative conditions. Use the agency’s roads, lighting, weather, plate formats, speeds, and camera locations. Measure operational outcomes locally; do not substitute a vendor’s marketing statistic for a controlled comparison.
  6. Run privacy and security reviews. Trace every data flow, identify subcontractors, inspect role permissions, test query logging, and verify that administrators cannot bypass retention or sharing rules without an auditable event.
  7. Negotiate binding controls. Put retention, deletion, sharing, data ownership, breach notice, audit rights, export, support, subcontractors, and termination assistance in the contract and incorporated policy attachments.
  8. Conduct an exit test before production. Export a representative dataset, restore it in a test environment, revoke vendor access, and document how the agency will continue operations if the contract ends.
  9. Review after launch. Publish required reports, sample audit logs, investigate complaints, review false alerts and unauthorized searches, and revisit the configuration when law, technology, or sharing partners change.

Contract language and operational controls to insist on

  • Purpose limitation: Data may be collected and searched only for purposes authorized by ordinance, policy, and applicable law.
  • Customer-controlled retention: The customer can set a shorter period than the vendor default, and deletion covers backups and replicas.
  • No secondary use: The vendor and subcontractors cannot use agency data for unrelated analytics, advertising, model training, or resale without explicit written authorization.
  • Sharing approval: External access is disabled unless the agency opts in, names the recipient, and records the legal purpose and duration.
  • Individual accountability: Shared accounts are prohibited; every search, export, permission change, and administrative action is logged.
  • Security and breach notice: Specify encryption, access management, incident timelines, forensic cooperation, and recovery responsibilities.
  • Data portability: Define machine-readable exports, metadata, images, audit logs, schemas, and assistance with migration.
  • Termination: Require continued read-only access for investigations during transition, verified deletion after export, and no automatic renewal without notice.
  • Change control: New analytics, new sharing partners, material architecture changes, and subcontractors require prior notice and approval.

Common failure modes and how to prevent them

“We switched vendors, so privacy is fixed.”

A new brand does not change retention or sharing by itself. Compare the actual rules, then adopt durable policy and contract restrictions that remain in force if the supplier changes.

“The platform is private because it uses the cloud.”

Cloud hosting describes location and operations, not permissible use. Ask who can administer the environment, where backups reside, what logs are available, and whether the customer can avoid vendor-hosted storage.

“Open API means open control.”

An API may improve integration and portability while leaving broad sharing, long retention, or optional analytics enabled. Test permissions and data flows, and contractually limit every connected system.

“A default retention period is a policy.”

Defaults can change, and exceptions may preserve records. Set the customer-controlled period in the contract, define legal holds, and audit deletion rather than relying on a product webpage.

“One accuracy number settles the purchase.”

Recognition performance varies with camera placement, plate design, speed, weather, lighting, and local network conditions. Run a controlled local test and separately evaluate false alerts, operator workload, and investigative usefulness.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A nationwide search is automatically available to officers.”

Network scope is a governance choice. Determine whether the system participates in regional, statewide, nationwide, or commercial datasets, and require explicit authorization for each category.

Costs, staffing, and technical requirements

The cited sources do not provide comparable current prices. Request an itemized total-cost model covering cameras, mounting, power, connectivity, edge hardware, software licenses, cloud or server storage, API access, implementation, integration, training, support, upgrades, replacement cycles, audits, and termination assistance. Separate one-time implementation charges from recurring fees and state the renewal formula.

Budget for people as well as equipment. A responsible program needs a policy owner, system administrator, records or privacy officer, security contact, supervisors who review searches, and staff who answer public complaints and records requests. Open architectures may require additional integration and monitoring expertise; unified suites may reduce integration labor but increase dependence on one supplier.

Technical prerequisites normally include reliable camera placement and lighting, network connectivity, synchronized clocks, secure identity management, logging, backup and recovery procedures, and an operational process for correcting cameras that drift, fail, or produce repeated false reads. Require the vendor to state minimum bandwidth, supported operating environments, camera compatibility, maintenance windows, and service-level targets for each component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to make the final decision

Score proposals only after they answer the same questions and pass the same demonstrations. A practical decision sequence is:

  1. Eliminate noncompliant designs: reject any proposal that cannot meet the jurisdiction’s retention, sharing, audit, storage, or legal requirements.
  2. Choose the control model: decide whether the agency can operate an open architecture or needs a unified suite, based on staffing and integration capacity.
  3. Validate local performance: test representative roads and conditions, recording false alerts, missed reads, latency, and operator effort.
  4. Price the full lifecycle: include implementation, integrations, training, upgrades, storage, audits, and exit—not just the camera or subscription quote.
  5. Publish the safeguards: make the retention, sharing, search-purpose, complaint, and audit rules understandable to residents before deployment.

No reviewed source establishes a universally best Flock Safety alternative. Axon, Rekor, Genetec AutoVu, and Motorola Solutions/Vigilant Solutions can fit different technical and governance models. The defensible choice is the proposal whose architecture, data practices, integrations, and enforceable restrictions match the community’s stated purpose and legal obligations.
