No single measure replaces a pipeline across every use and location: building upgrades cut gas use, while electric-system measures help manage the additional load electrification creates. State planning still treats winter gas reliability as an open constraint, not a problem already solved.
How the alternatives fit together
Pipeline proposals can serve different needs: gas demand from buildings, delivery during winter peaks, or the wider region’s energy supply. Alternatives address different parts of that picture. A weatherized building may need less heat; a heat pump can replace some direct gas use with electricity; demand response and storage can help manage electric peaks. Those measures work as a portfolio, not as interchangeable one-for-one substitutes.

| Approach | What it can address | Key constraint |
|---|---|---|
| Efficiency and building improvements | Reduce the amount of heat a building needs and may lower its gas consumption. | A building retrofit alone does not settle regional gas-supply or electric-grid needs. |
| Heat pumps and other electrification | Replace some building gas use with electric heating. | Requires suitable buildings, electric capacity, and attention to cold-weather operation and customer cost. |
| Networked geothermal | Provide a non-gas heating option through a shared thermal network. | Feasibility, economics, and deployment scale depend on the specific project and site. |
| Demand response, load management, and virtual power plants | Shift or reduce electric demand at peak times. | Contribution depends on participation, timing, dispatchability, and program design. |
| Storage and microgrids | Support local flexibility and system operations. | They complement other supply and grid measures; their contribution depends on design and deployment. |
| Advanced transmission and clean supply | Help move electricity and make more effective use of existing transmission infrastructure. | They address electric-system needs rather than directly reducing building gas consumption. |
Which measures can reduce gas demand in buildings?
Efficiency and thermal-demand reduction
Insulation, air sealing, and other building-shell improvements reduce heat loss, so a building requires less energy to stay warm. Massachusetts energy planning and law recognize efficiency and targeted demand reduction as part of the toolkit. Their value is building-specific: lowering one property’s heating need does not by itself establish that a gas utility can meet regional winter needs without other resources.
Heat pumps and building electrification
Air-source and ground-source heat pumps can replace some direct gas heating with electricity. Whether a particular building is a good candidate depends on its condition, heating system, electrical readiness, local distribution capacity, cold-weather performance, and the customer’s total costs. Electrification shifts demand to the electric grid; it does not make that demand disappear. Massachusetts planning recognizes electrification as a non-gas alternative, but the available state summaries do not establish universal savings or suitability.

Networked geothermal
A geothermal network is a shared heating-and-cooling system, not simply an individual appliance swap. The Massachusetts Department of Public Utilities (DPU) annual report identifies networked geothermal among the non-gas alternatives considered in gas-infrastructure planning. That designation does not prove that a network is feasible or economical at a particular site. Project-level assessment is needed to establish location, design, costs, and scale.
How can the electric system handle added demand?
Manage when electricity is used
Demand response and load management can reduce or shift electricity use during periods of peak demand. Virtual power plants can coordinate participating resources; managed electric-vehicle charging can move charging to other times; microgrids can support local energy management. The state’s April 2026 Peak Potential reports address load management as an affordability and net-zero-grid strategy. Actual peak contribution depends on enrollment, customer participation, dispatch terms, and when a program can call on resources.

Massachusetts’ March 16, 2026 executive order sets a target of 3.5 GW of new electric-demand reduction through measures including efficiency, virtual power plants, microgrids, managed EV charging, and demand response. That is a target, not a measure of reductions already delivered.

Use storage and improve transmission
Storage can help shift electricity supply across time, while advanced transmission solutions can help make existing infrastructure work more efficiently. These tools support electric-system reliability and flexibility; they do not directly weatherize buildings or eliminate their gas use. The DPU reported that ISO New England’s 2050 Transmission Study projected regional transmission investments could reach $26 billion by 2050. That is a regional projection reported by the DPU, not a Massachusetts-only spending forecast.

Why winter gas reliability remains part of the decision
Massachusetts continues to describe the Everett Marine Terminal as supporting the region during the coldest days or disruptions. The 2026 executive order says Everett can provide up to 10% of New England gas on the coldest days. The state’s Everett work group assessed options for reducing and ultimately eliminating local distribution companies’ reliance on the terminal, while the three largest gas utilities’ contracts maintain use through 2030. These details describe a transition and reliability planning issue; they do not demonstrate that alternatives have already made the terminal unnecessary.
The practical question is not only how much annual gas demand could fall, but whether replacement resources are available where and when needed during a severe winter peak. That requires evaluating gas and electric systems together, especially as building heating shifts toward electricity.

What Massachusetts policy requires utilities to consider
Massachusetts DPU Order 20-80 established a framework for considering non-gas alternatives in relevant gas-infrastructure planning and cost recovery. The DPU’s summary says utilities cannot receive gas-infrastructure cost recovery in the relevant context without showing that non-gas alternatives were considered. The DPU annual report identifies electrification, geothermal networks, targeted efficiency and demand response, behavior change, and market transformation among those alternatives.
State law also recognizes efficiency, storage, strategic electrification, demand response, and load management in energy-efficiency planning. For electric planning, Massachusetts law calls for considering alternatives to proposed investments, including rate design, load management, flexible demand, and dispatchable demand response. These frameworks require consideration; they do not establish that every alternative is feasible or least-cost for every project.

How to compare a pipeline proposal with alternatives
A useful comparison should examine the same service need, time period, and affected customers for every option. A measure that reduces annual gas use may not provide the same winter peak capacity as a pipeline investment, while an electric alternative may require local grid work. Ask for evidence on:
- Winter peak reliability: How much deliverable capacity does the option provide during the coldest conditions, and when can it be called on?
- Total and customer-borne cost: What are capital and operating costs, who pays them, and how do costs change if some customers leave the gas system while others remain?
- Timing and readiness: Can the option be in place when needed, and is local electric distribution capacity ready for added load?
- Emissions: What are the emissions under the relevant electricity mix and operating conditions?
- Fit: Which buildings, neighborhoods, and utility areas can use the option, and what site-specific work is required?
Massachusetts’ current official summaries identify these decision dimensions but do not provide a complete apples-to-apples ranking that establishes a universal least-cost choice. A specific municipality, neighborhood, utility area, or building needs project-level evidence on cost, capacity, timing, reliability, and how impacts are distributed.
