The practical answer is a documented supply chain, not a country label on the server chassis. A system assembled in Japan, India or another country can still contain mainland-China fabricated chips, memory, networking parts, power electronics or materials. To reduce or exclude China-origin content, define the rule you need, obtain a configuration-specific bill of materials (BOM), verify manufacturing locations for each major part, and check export controls separately. Two documented non-China production paths are Fujitsu’s announced Japan-made sovereign AI servers and India’s government-backed server and data-center component ecosystem, but neither public announcement proves that every component in a delivered system is China-free.
Start by defining what “Chinese-made” means
Origin requirements become unworkable when the buyer uses one phrase for several different tests. Write the requirement into the purchase specification before comparing systems. Common interpretations include:

- No mainland-China final assembly: the rack server must be assembled outside mainland China, while upstream component origins remain unrestricted.
- No mainland-China component fabrication: major chips, memory devices, printed-circuit boards, power supplies, storage devices, network adapters and other parts must be manufactured outside mainland China.
- No China-origin materials at any upstream stage: the strictest interpretation, potentially covering processed metals, chemicals, substrates, magnets and other inputs. It is substantially harder to verify than component or assembly origin.
- A threshold or controlled list: a policy may prohibit China-origin content in specified functions, such as accelerators, memory, networking and security modules, while allowing other origins elsewhere in the system.
These standards have different costs, lead times and evidence burdens. Ask the vendor to state whether “country of origin” means the place of final assembly, the place where a component was manufactured, or the origin assigned under the buyer’s applicable customs or procurement rules. Do not accept a country-of-assembly statement as proof of component origin.

Why a server’s brand and assembly country are not enough
An AI server is a chain of inputs rather than a single product. At minimum, review the accelerator boards, host processors, high-bandwidth or system memory, motherboard and firmware, network adapters and optical modules, storage devices, power supplies, voltage regulators, fans, liquid-cooling equipment, chassis, cables and rack-level management hardware. A server maker may assemble those parts in one country while buying them from factories in several others.

Visibility is a real procurement problem. In a 2026 assessment, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) reported that about half of surveyed companies could not determine whether their products contained chips made by foundries based in the People’s Republic of China. More than two-thirds of respondents said their products contained PRC-origin chips; BIS noted that these legacy chips represented a limited share of the total chips in those products. The assessment covers products supporting U.S. critical infrastructure broadly, not AI-server BOMs specifically. BIS Under Secretary Alan F. Estevez summarized the finding: “Our survey results indicate that companies remain shockingly unaware of the sources of chips used in their products.” Read the assessment at BIS’s 2026 release.
For an AI-server purchase, require evidence for the exact SKU and configuration you will receive. A corporate sustainability statement, a “made in” label on the chassis or a reseller’s verbal assurance is not equivalent to a component-level declaration.
What the supply-chain data says about non-China alternatives
The European Commission Joint Research Centre’s 2023 study of data-server and storage supply chains illustrates why a complete geographic substitution is difficult. It reported EU shares of 13% in processed materials and 8% in components, but less than 1% at the assembly and super-assembly levels. In the study’s component-market view, Taiwan accounted for 22%, China 19%, the United States 17% and Japan 15%. These are dated structural figures for the study’s supply-chain framing, not a current bill of materials or a guarantee for any individual AI server. The underlying report is available as a European Commission JRC PDF.
The implication is practical: an alternative may exist at one stage but not another. A Japanese or Indian assembly line can reduce final-assembly dependence while still incorporating globally sourced accelerators, memory, passive components, substrates or power devices. Treat each stage as a separate claim that needs separate evidence.

How to evaluate a Japan-made AI-server proposal
What the announcement establishes
The Fujitsu announcement establishes a named Japanese production location, a planned start date in March 2026, and a stated domestic production system covering printed-circuit boards through assembly. It also identifies GPU-equipped sovereign AI-server configurations based on NVIDIA HGX B300 and NVIDIA RTX PRO 6000 Blackwell Server Edition platforms. That makes it a credible lead for a buyer whose first requirement is Japanese system production or a non-mainland-China assembly path.
What it does not establish
“Made in Japan” for the system does not establish Japanese fabrication of the GPUs, memory, network silicon, storage controllers, power semiconductors, cooling components or raw materials. It also does not publish a configuration-level list of factories, part numbers, country-of-origin determinations or allowed substitutes. Request those details for the exact server, not a product family or marketing configuration.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsQuestions to put into the quote
- Which exact GPU, host-CPU, memory, network, storage, power and cooling part numbers are included?
- Where was each part manufactured, and what evidence supports that location?
- Which components may be substituted during the order or service life, and will the supplier notify you before a factory or manufacturer changes?
- Does the quoted delivery date refer to a production slot, shipment or customer acceptance?
- Which support organization services the buyer’s country, and where are replacement parts stocked?
How to evaluate India’s server and component ecosystem
What the government statement establishes
The Indian government’s December 2025 statement describes incentives intended to expand domestic server production. It also identifies initiatives for optical transceivers and passive components used in server and networking equipment, and says that C-DAC’s Rudra server has been customized by industry partners for data-center requirements. This is evidence of an ecosystem and policy direction, not proof that a particular commercial rack server has no China-origin content.
What a buyer must establish independently
Ask which company is selling the actual configuration, whether it is in regular production, which accelerator platforms it supports, and what service-level commitments apply in your region. Then require a BOM that distinguishes Indian assembly from the manufacturing country of each board, chip, memory device, optical module, power unit and cooling assembly. If a supplier cannot provide that information, classify the system as “India-assembled” or “India-supported,” not as China-free.
Useful acceptance checks
- Match serial numbers and part numbers on delivered hardware to the approved BOM.
- Check that optical modules, network adapters and storage devices are the specified models rather than unapproved substitutions.
- Record firmware versions and supplier identities at acceptance so later changes can be detected.
- Confirm who handles warranty replacement and whether replacement parts follow the same origin policy.
Build an AI server by controlling each component category
When no complete non-China system BOM is available, a component-by-component build gives the clearest audit trail. It also transfers more compatibility and support responsibility to the buyer.
Accelerators and host processors
Start with the accelerator platform required by your workloads and software stack. Record the board model, GPU or accelerator device, memory technology, interconnect topology and the manufacturer of the assembled board. The manufacturing country of the silicon, substrate, package and board may differ, so ask for each where your policy requires it. Verify that the server firmware, host processors, operating system, drivers and orchestration software support the selected accelerator before ordering.

Document the memory modules or on-package memory used by the accelerator and the host system. Capacity, bandwidth, error-correction features and supported population rules affect whether the configuration can run the intended models. For storage, record the drive manufacturer, controller, NAND or other media source where disclosed, firmware and encryption features. A storage drive assembled outside China can still contain chips made elsewhere.
Networking and optical connectivity
AI training clusters depend on high-throughput network adapters, switches, cables and optical transceivers. Capture the manufacturer and manufacturing country for each adapter and module, plus firmware and interoperability requirements. India’s policy statement specifically mentions optical transceivers and passive components, but a policy initiative does not by itself establish the origin of the modules in a particular server.
Mainboard, power and cooling
Request origin information for the motherboard, printed-circuit-board fabrication, voltage-regulation components, power supplies, fans, pumps, heat exchangers and chassis. Power and cooling are not cosmetic details: the rack, facility circuits, airflow or liquid loop must support the accelerator configuration. Require the vendor to state power draw and cooling assumptions for the exact build, then verify that replacement units remain within the same origin policy.
Firmware, management and security devices
Include baseboard-management controllers, trusted or security modules, firmware images and update mechanisms in the BOM. Ask who signs firmware, where updates are produced and how a supplier change is approved. If the policy covers software provenance or remote-management access in addition to hardware origin, state that separately; a hardware-origin declaration does not answer those questions.
A procurement process that produces auditable evidence
- Write the origin rule. State whether the requirement concerns final assembly, component fabrication, upstream materials, or a defined list and threshold. Name the jurisdictions and the date on which compliance will be assessed.
- Freeze the target configuration. Specify accelerator count and model, host processors, memory, networking, storage, power, cooling, chassis and firmware. A generic platform name is not enough.
- Request a signed configuration-specific BOM. For every major part, ask for manufacturer, part number, manufacturing country and the evidence type supporting the declaration. Require the supplier to identify parts whose origin cannot be disclosed.
- Separate assembly from fabrication. Have the supplier list the country where the board or system was assembled and, separately, where the underlying chips, memory devices, modules and power units were manufactured.
- Set change control. Add a contract term requiring advance notice and approval for manufacturer, factory, die, package, board or firmware changes. Define whether an alternate must meet the same origin rule.
- Validate on receipt. Compare serial numbers, labels, part numbers and firmware against the approved BOM. Retain photographs, shipping documents and declarations with the acceptance record.
- Plan lifecycle traceability. Require the same disclosure for warranty replacements, spare parts and field upgrades. A compliant initial shipment can become non-compliant if replacement hardware is uncontrolled.
- Screen the transaction for export controls. Check the actual item, classification, destination, end user, ownership or headquarters and end use under the rules that apply to the transaction.
Compare alternatives on more than country of origin
Origin is only one procurement axis. A system that meets a geographic requirement but cannot run the required models, fit the rack or receive service is not a workable alternative.
- Accelerator compatibility: confirm supported hardware, drivers, libraries, interconnects and virtualization or cluster software for the intended workloads.
- Memory and expansion: check usable capacity and bandwidth, accelerator-to-accelerator links, PCIe or equivalent expansion, and the number of network adapters and storage devices the chassis can support.
- Power and cooling: verify rack power, peak and sustained draw, airflow or liquid-cooling requirements, acoustics and facility compatibility.
- BOM transparency: require part-level origin, traceability documents, approved alternates and supplier-change notification.
- Availability: distinguish an announced or pilot system from a configuration that can be ordered, delivered and supported in your region.
- Service and warranty: identify the local support entity, response times, spare-part locations and origin policy for replacements.
- Export-control status: evaluate the specific item and transaction rather than inferring eligibility from where the server was assembled.
Export controls are a separate decision
A non-China manufacturing location does not make an AI server automatically exportable or importable. BIS guidance for advanced-computing controls can turn on the item’s classification and performance characteristics, the destination, the end user, ownership or headquarters and the end use. The same system can require a different analysis when shipped to a different country or organization.
Use the current BIS EAR Part 744 materials for the transaction, and obtain professional advice when the rule, license exception or end-user status is uncertain. Keep the export-control review separate from the origin file: a vendor’s country-of-origin declaration does not replace classification and end-use screening.
Common failure modes and how to avoid them
“Assembled in Japan” is treated as a clean BOM
Why it fails: final assembly says nothing about the factories that made the chips, memory, boards or power units.
Correction: require a component-level BOM and a written definition of the origin standard being met.
A policy announcement is treated as a purchasable product
Why it fails: incentives and development programs can precede commercial availability, standard configurations, service contracts or stable supply.
Correction: obtain a quote for the exact SKU, delivery commitment, support terms and acceptance criteria.
A supplier declaration has no change-control language
Why it fails: component shortages can trigger substitutions after approval.
Recommended Free Tools
Correction: require advance notice, approval rights and equivalent evidence for every alternate part.
Only the GPU is checked
Why it fails: memory, networking, storage, power, management controllers and passive components can determine whether the system meets the policy.
Correction: define the covered component categories before requesting the BOM.
Legacy-chip statistics are applied directly to AI servers
Why it fails: BIS’s 2026 figures describe mature-node or legacy chips across products supporting critical infrastructure, not the China-origin share of AI-server bills of materials.

Choosing the right path for your requirement
Choose a documented system path when
- You need one accountable system integrator for warranty, validation and rack integration.
- The vendor will provide a configuration-specific BOM and enforce supplier-change controls.
- The announced or supported accelerator platform meets your software and performance requirements.
Choose component-by-component procurement when
- Your policy covers critical parts individually and no complete system BOM is available.
- You have engineering capacity to validate firmware, drivers, thermals, networking and replacements.
- You can maintain traceability records across multiple suppliers and service events.
Pause the purchase when
- The seller will not identify manufacturing countries for major components.
- The requirement is “China-free” but no one has defined whether that includes materials, fabrication, assembly or replacements.
- The configuration is announced but not orderable, or export-control screening is incomplete.
Bottom line for buyers
Japan-based production and India’s developing server ecosystem are credible alternatives to mainland-China system assembly, and component-by-component sourcing can provide stricter control. None of the public sources establishes a complete AI-server BOM with every major part outside China. The defensible approach is to define the origin threshold, freeze the exact configuration, obtain part-level manufacturing evidence, control substitutions throughout the lifecycle, and perform a separate export-control review.
