Short answer: a local scanner or testing host is not enough to satisfy strict data residency. You must account for the control plane, AI inference and model weights, credentials, telemetry, findings, exploitation evidence, support access, updates, licensing checks and deletion. On the evidence available, Zero Hunt is the clearest appliance-style candidate because it claims local models, local evidence and an air-gap mode; NodeZero is a cloud-delivered SaaS service that can use a customer-hosted launch host; and Picus is an on-premises or air-gapped security-validation platform that may not answer the same question as exploit-led autonomous pentesting.
What “data residency” must cover in autonomous pentesting
For a conventional vulnerability scanner, teams often ask where the scanner runs. Autonomous penetration testing is more complicated: an agent may execute inside your network while orchestration, machine-learning inference, evidence processing or support tooling runs elsewhere. A residency decision is therefore about the complete data path, not the location of one appliance or Docker host.

- Control plane: the service that schedules campaigns, stores configuration and receives results.
- Models and inference: model weights, prompts, attack decisions and any external AI API calls.
- Credentials and secrets: domain, cloud, API, VPN and application credentials, including temporary tokens.
- Telemetry: network metadata, command histories, screenshots, payloads, hostnames and behavioral logs.
- Evidence: proof-of-exploitation files, database extracts, captured tokens, reports and analyst notes.
- Human and vendor access: remote support sessions, diagnostic uploads and administrative access.
- Updates and licensing: software, model and signature downloads, license checks and revocation behavior.
- Retention and deletion: where copies persist, how long they remain, and what evidence proves deletion.
Ask vendors to draw this path for every deployment mode and every module. “Runs on premises” should not be accepted as a complete answer unless the contract and technical design cover all of these flows.
Residency is also different from data sovereignty. A platform may store records in an approved country while allowing staff, subprocessors or support engineers in another jurisdiction to access them. Identify both the storage location and every place from which data can be viewed or processed. Separate production findings from diagnostic samples, crash dumps, billing records and account-identification data; each may follow a different route.

Map the lifecycle, not just the assessment window. Campaign creation, target discovery, exploitation, report generation, remediation retesting, archival and deletion can each create new copies. Include temporary files on the test host, cached credentials, object-storage replicas, backup snapshots and exported PDFs. A platform that keeps the final report local but sends raw command output to a portal still crosses the boundary.
Which alternatives fit a strict boundary?
| Platform | Deployment and residency position | What it is best suited to | Public price found |
|---|---|---|---|
| Zero Hunt | Vendor claims a fully on-premises appliance, local AI, local console and evidence storage, with an air-gap mode. Validate the exact configuration and contract. | Candidate for organizations that prohibit a cloud control plane and require local exploitation evidence. | No public price; vendor describes appliance, term and scope licensing. |
| Horizon3.ai NodeZero | Customer-hosted launch host for internal testing, but cloud automation for external tests; AWS Marketplace classifies it as SaaS. Stable internet is required. | Organizations that can permit a cloud-delivered service while keeping an execution host inside the network. | Core $25,000, Pro $32,500 and Elite $42,500 per year for 500 assets; Flex $15,000 for one test of up to 1,000 assets. |
| Picus Security | Vendor says its platform can be deployed on premises and, for specific use cases, in fully air-gapped networks. | Security validation and breach-and-attack simulation (BAS), subject to proving that its outcomes match your pentest requirement. | Not publicly stated in the reviewed material. |
| Pentera, Cymulate, XM Cyber and XBOW | Deployment descriptions in a competitor-authored guide are leads, not independent confirmation. Verify each vendor directly. | Potential alternatives depending on whether you need exploitation, exposure management, BAS or web/API testing. | Not publicly stated in the reviewed material. |
The table is a screening aid, not a certification. Hosting region, features and contracts can change, and a product can have different data paths for internal, external, cloud, web and API assessments.
Use separate pass/fail columns for residency and security outcome. A platform can pass the residency test but fail to produce exploit proof; another can produce excellent attack paths but require a prohibited cloud service. Do not let a favorable score on one axis conceal a failure on another.

Zero Hunt: the appliance-first candidate
Zero Hunt presents itself as an autonomous red-team appliance with on-premises AI, a local console and local evidence storage. Its materials also describe an air-gap mode. If your policy excludes any cloud control plane, this is the candidate most directly aligned with that requirement.
Those statements are vendor claims rather than independent verification. Procurement should require a configuration-specific architecture diagram and written answers covering model execution, outbound connections, telemetry, support access, update media, license checks, evidence retention and deletion. Confirm that “air gap” means no required connection during operation, not merely that the test traffic remains internal while the appliance periodically calls home.
Test whether all advertised capabilities remain available offline. Some products reserve advanced attack planning, report enrichment or model refreshes for connected operation. Ask the vendor to identify degraded features, maximum campaign duration without renewal, and the process for importing a model or signature package through a controlled transfer station. Require cryptographic signatures, version manifests and rollback instructions for every offline update.
Also clarify the appliance boundary. Determine whether a separate management workstation, identity provider, jump host, database or license server is required. If any of those components transmit target details or credentials, they belong in the data-flow diagram. Confirm whether support can be performed entirely through customer-generated logs rather than a vendor remote session.
No public price was identified. The vendor describes licensing based on the appliance, subscription term and testing scope, so a quote should identify asset definitions, modules, support, replacement hardware, model updates and offline renewal procedures. Ask whether pricing changes for multiple enclaves, development environments, or isolated subsidiaries, and whether a spare appliance is included for continuity.
NodeZero: a customer-hosted host inside a cloud service
NodeZero documentation specifies a manually configured host for internal tests. The documented baseline is Ubuntu 20.04 LTS or later or Red Hat Enterprise Linux 9 or later, at least two CPU cores, 8 GB of RAM, 40 GB of free storage, network access, and Docker 20.10 or later or Podman 4.0 or later. A stable internet connection is required.
The product description says internal tests can use a free Docker host or OVA, while external tests are automated from the vendor’s cloud. AWS Marketplace lists the offer as SaaS. That makes NodeZero a customer-hosted launch point within a cloud-delivered service—not a verified air-gapped platform.
Ask precisely what the host sends during registration, campaign setup, execution and report retrieval. A local host may still transmit target inventories, credentials, command results, screenshots or telemetry. Confirm the processing regions for internal and external campaigns separately, because external testing is described as cloud-automated. If policy allows SaaS, document the approved region, subprocessors, retention period and support-access controls in the data-processing agreement.

| Package | Term and scope | Listed price |
|---|---|---|
| Core | 12-month package, 500 assets | $25,000 |
| Pro | 12-month package, 500 assets | $32,500 |
| Elite | 12-month package, 500 assets | $42,500 |
| Flex | One-time test, up to 1,000 assets | $15,000 |
These figures were checked on October 13, 2026. AWS notes that contract terms vary and additional AWS infrastructure costs may apply. Confirm what counts as an asset, which features belong to each package, the contract duration and the final quote. Establish whether a cloud account, storage, data-transfer or logging charges are billed separately, and price the internal host, operating-system maintenance and network segmentation.
For a regulated environment, a short Flex engagement can be useful as a controlled proof of value, but it does not establish that an annual package will use the same data paths. Require the exact SKU and feature set in the pilot, then repeat network and retention tests before production renewal.
Picus: an air-gapped neighbor, not automatically a pentest replacement
Picus states that its SaaS platform can also be deployed on premises and, for specific use cases, in fully air-gapped networks. It describes annual subscriptions and modules licensed according to validation use cases.

Its primary category is security validation/BAS: replaying known attack techniques to determine whether controls prevent or detect them. That can be highly valuable in a restricted environment, but it is not automatically equivalent to an autonomous penetration test that discovers a path, adapts tactics and produces exploit evidence against your systems. Before treating Picus as a replacement, request a demonstration against your required scope and define the expected output: exploitable path, privilege escalation proof, captured evidence, remediation context or control-coverage score.

Scope the air-gapped claim carefully. It may apply only to selected modules, networks or use cases, while content updates or analytics could require a connected staging environment. Ask how technique libraries are transferred, how licenses are renewed offline, and whether a disconnected deployment can generate reports without a portal. If the main requirement is demonstrating that a control blocks a known technique, Picus may complement—not replace—an exploit-led engagement.
How to treat Pentera, Cymulate, XM Cyber and XBOW claims
A Zero Hunt buyer guide describes Pentera Core as installable on customer infrastructure while saying Pentera Surface and generative-AI features use cloud services; it describes Cymulate as SaaS-only, XM Cyber as SaaS by default with EU hosting, and XBOW as SaaS for web applications and APIs. Because those descriptions come from a vendor promoting a competing product, use them only as questions for the vendors themselves.
For each finalist, obtain a current deployment diagram, a list of processing regions, feature-specific data flows and contractual residency commitments. Ask whether optional cloud features silently activate when a local module is enabled, and whether support or analytics uploads can be disabled without reducing the test’s core capability.
Request a written distinction between discovery, attack planning, execution, evidence analysis and reporting. A product may keep an agent local while sending planning prompts or screenshots to a hosted model. For web and API products, determine whether request bodies, tokens and source-code fragments are retained, and whether test data is used to improve shared models. Confirm whether EU hosting is a contractual guarantee for every artifact or only the default account region.
Compare platforms on the outcomes that matter
1. Complete data path
Map traffic and storage from campaign creation through report deletion. Include DNS, identity providers, cloud APIs, update servers, crash reporting and vendor support. A platform fails a strict boundary if any required step crosses a prohibited jurisdiction, even when exploit execution is local.
2. Air-gap behavior
Run a test with no Internet route and document what stops: orchestration, model inference, license validation, updates, report export or support diagnostics. Require signed offline update packages, a documented import process and a renewal method that does not require a live license check.
3. Assessment scope
Record whether the SKU covers internal networks, external perimeter, identity systems, cloud accounts, web applications, APIs or control simulation. Do not compare an internal-network license with an external-perimeter package as if they tested the same assets.
4. Exploitation proof and evidence
Specify the evidence format and sensitivity: commands, screenshots, tokens, database rows, timestamps, attack graphs and reproducible steps. Determine whether raw evidence remains local, whether exports are encrypted, and whether a finding can be independently reproduced without vendor access.

Ask whether files receive timestamps, hashes or signatures, whether analysts can redact secrets locally, and whether retesting preserves a chain of custody. A summary severity score is not a substitute for proof that a path was actually exploitable.
5. Autonomy and safety controls
Require allowlists, rate limits, maintenance windows, approval gates, stop controls, destructive-action exclusions and recovery procedures. Ask whether a human must approve privilege escalation or production-impacting actions, and how emergency termination works when the control plane is unavailable.
6. Prerequisites
List operating-system versions, CPU, memory, storage, container runtime, network routes, proxies, DNS, certificates and required privileges. Distinguish a buyer-supplied execution host from a vendor appliance; buying local hardware does not make a cloud control plane compliant.
7. Support and deletion
Make remote support opt-in where possible, record every support session and require a retention schedule for diagnostics. Ask for deletion evidence covering primary storage, backups, caches, object stores and support tickets.

Normalize quotes over the same period. A low annual license can become more expensive after appliance replacement, additional asset bands, premium modules, consulting, storage and separate support. Ask what happens when asset counts rise temporarily during a merger or incident, and whether inactive assets still consume entitlement.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Procurement questions to put in writing
- Where does the control plane run for each SKU and test type?
- Where are model weights stored, and where is inference executed?
- What data, credentials, logs, screenshots, payloads or findings leave our environment?
- Which regions store each data type, including backups and support copies?
- Are telemetry, analytics and remote support optional, and how are they audited?
- What breaks in a complete air gap, including updates, license checks and report export?
- Can you provide signed offline updates and evidence of deletion?
- Which exact SKU and modules support our required geography and deployment mode?
- Is the tested scope equivalent to the other products under consideration?
- What approvals, stop controls and safety exclusions are available?
Put the answers in the order form, data-processing agreement and support terms. A sales presentation is not a residency guarantee. Require notice before a hosting-region change, model-provider change, new subprocessor or feature that introduces outbound processing. Include an audit right or equivalent evidence package for material changes.
A practical validation plan before purchase
- Classify data: mark credentials, personal data, regulated records, exploit artifacts and system metadata by jurisdiction.
- Build the boundary: draw permitted networks, prohibited egress, approved storage regions and support paths.
- Test the advertised mode: deploy the exact SKU in a lab that blocks unapproved DNS, HTTP, HTTPS and proxy routes.
- Observe behavior: inspect firewall logs, DNS logs, packet captures, process trees and filesystem changes during setup, testing, failure and shutdown.
- Exercise failure cases: remove Internet access, expire a license, block update servers and disable the control plane. Record whether testing stops safely and whether evidence remains readable.
- Review evidence: verify that reports contain the promised proof without requiring a vendor-side portal.
- Validate deletion: request deletion, then check local and vendor-side records according to the contract’s procedure.
- Approve narrowly: authorize only the modules, regions, asset classes and support paths that passed the test.
Repeat the exercise after major upgrades. Model changes, new cloud integrations or a revised support workflow can alter the data path without changing the product name. Keep packet captures, configuration exports and vendor responses with the approval record so an auditor can reproduce the decision.
Common mistakes that invalidate a residency decision
- Assuming a Docker host means the entire product is on premises.
- Accepting an “EU-hosted” region as proof that credentials and model inference never leave the jurisdiction your policy protects.
- Testing only the happy path while ignoring updates, licensing, crash reports and support.
- Comparing BAS technique replay with exploit-led testing without defining the required outcome.
- Ignoring external, cloud, web or API testing because the internal-network agent is local.
- Buying a server and treating that hardware purchase as a substitute for contractual residency controls.
- Failing to define asset counts, evidence retention and module boundaries in the contract.
- Allowing a pilot account to use default telemetry or shared analytics without documenting the exception.
- Assuming a disconnected test is safe when credentials remain cached on a management workstation.
Decision guidance
Choose an appliance-style candidate such as Zero Hunt only after its local-model, local-evidence and air-gap claims survive configuration testing and contractual review. Choose NodeZero when your policy permits a SaaS control plane and you value its documented internal host and published package structure; do not present it as air-gapped. Choose Picus when the requirement is control validation and BAS in an on-premises or specific air-gapped deployment, and add a separate exploit-led assessment if that proof is mandatory. Treat the Pentera, Cymulate, XM Cyber and XBOW descriptions as prompts for direct verification rather than settled comparisons.
For a mixed environment, a layered decision may be more accurate than selecting one universal platform: an on-premises appliance for prohibited data, a cloud service for approved external assets, and a BAS tool for continuous control validation. Keep the boundaries, credentials and evidence stores separate, and document which product is authoritative for each outcome.
Frequently Asked Questions
Can a local agent alone satisfy data residency?
No. The control plane, models, inference, credentials, telemetry, evidence, support access, updates and licensing checks must also remain within the approved boundary or be covered by an explicit exception.
Can NodeZero run in a fully air-gapped network?
The documented deployment requires a stable Internet connection, and AWS Marketplace lists the service as SaaS. Its customer-hosted launch host therefore should not be treated as a verified air-gapped deployment.

Picus is positioned as security validation/BAS, with on-premises and specific air-gapped options. Confirm that its control-validation outputs meet your need for adaptive exploitation and proof before using it as a replacement.
What should an offline-update test include?
Block Internet access, attempt setup, licensing, model and signature updates, run a test, export evidence and recover from failure. Require signed update media and a documented renewal process that does not depend on a live connection.
Does an on-premises appliance guarantee that AI data stays local?
No. Verify where model weights, prompts, inference, telemetry and support diagnostics run for the exact SKU. Require a diagram and contractual commitment covering every component.
What should a residency contract say about deletion?
It should identify retention periods and deletion procedures for findings, raw evidence, backups, caches, support tickets and subprocessors, with a way to obtain deletion evidence.
