He used the same speech to describe the country’s energy exports, processing capacity and transport ambitions. Those figures and forecasts are Aliyev’s claims, not independently verified results.
What Aliyev said about the United States and China
Speaking as president and chairman of the New Azerbaijan Party at its 8th congress at Baku’s Heydar Aliyev Center, Aliyev said Azerbaijan had recently established strategic partnership relations with China and the United States. He referred to a comprehensive strategic partnership declaration with China and a Strategic Charter with the United States, then said: “These are the world’s two superpowers; there is no third.” He added that Azerbaijan was a strategic partner to both.
The “only two” formulation is Aliyev’s political assessment, not an uncontested academic or official consensus about the distribution of global power. The official presidential account establishes what he said and when; it does not make that characterization an independently measured conclusion. Official speech and congress account.
How he linked diplomacy to energy
Aliyev presented energy as part of Azerbaijan’s strategic importance. He said the country produces and exports crude oil, petroleum products, natural gas, electricity, petrochemical products and fertilizers. He also said other countries were seeking Azerbaijani petroleum products, and argued that energy was becoming a greater geopolitical and security factor.

Those remarks describe the case Aliyev made for Azerbaijan’s relevance. The speech does not independently establish the scale of demand, verify each export category, or demonstrate how the energy trade will affect geopolitical or security outcomes.
What the energy and transit figures mean
The numbers below are figures Aliyev cited at the congress in 2026. Their status matters: capacity is not the same as output, and an expectation or target is not a completed result.

The presidential website is a primary source for the congress date, venue, speaker, wording and figures Aliyev chose to present. It is not an independent audit of refining capacity, a copy of the referenced gas contract, or confirmation that future production and transit targets will be met. The distinction is central to reading the address: Aliyev’s argument joins diplomatic partnerships to energy and transit ambitions, while several of the supporting figures describe capacity, expectations or goals rather than verified outcomes.
