Alaska LNG vs. Qatar and Australia: Which Gas Supply Is Cheaper for Taiwan?

Short answer: Qatar and Australia are currently stronger candidates for lower-cost delivered LNG into Taiwan than Alaska LNG. Qatar combines a very low-cost gas resource with the expanding North Field, while Australia benefits from short Asia-Pacific sailing distances and an established supply chain. Alaska LNG could eventually land in Asia below $6/MMBtu under project estimates, but those figures are projections for a proposed, pre-final-investment-decision project—not a firm Taiwan contract price.

Taiwan’s CPC signed a letter of intent (LOI) with the Alaska Gasline Development Corporation on March 20, 2025. The announcement does not state a binding price, annual volume, start date or delivery formula, so no public evidence supports declaring Alaska definitively cheaper than Qatar or Australia.

The price Taiwan actually needs is delivered cost

A gas project can advertise a low resource or free-on-board (FOB) cost and still be expensive for a Taiwanese buyer. The relevant comparison is the cost delivered to a Taiwan regasification terminal under the contract terms:

  • upstream gas or feedgas cost;
  • North Slope gathering and pipeline costs for Alaska, or field and pipeline costs elsewhere;
  • gas treatment and liquefaction;
  • project financing, debt service and tolling charges;
  • ocean freight, fuel, insurance and canal or route charges;
  • regasification and terminal fees in Taiwan; and
  • contract features such as oil indexation, destination rights, take-or-pay obligations, flexibility and security premiums.

Distance matters, but it is only one line in that chain. A short voyage cannot compensate for unusually high liquefaction costs, and cheap feedgas does not guarantee a low delivered bill if financing or construction costs rise.

Why FOB figures can mislead

FOB pricing ends at the export terminal. A Taiwanese buyer paying a delivered-ex-ship or delivered-at-terminal price also pays for the ship and the voyage. The same cargo can therefore have different delivered costs depending on its origin, route, charter market and destination terms.

The available freight benchmark

Published analysis estimated Gulf Coast-to-Asia freight at about $2.37/MMBtu in the second half of 2025 for a 9,300-nautical-mile route that included Panama Canal assumptions. That is a route-specific market estimate, not a universal shipping tariff. Actual freight changes with vessel availability, fuel prices, canal conditions, congestion and the pricing basis in a particular sale.

Taiwan’s LNG market sets the scale of the decision

Taiwan imported 21.2 million tonnes of LNG in 2024, according to GIIGNL’s 2025 report. Imports increased 5% year on year. The country already buys from a broad group of suppliers rather than relying on one origin.

Supplier Share of Taiwan’s 2024 LNG imports What the share indicates
Australia 38% Taiwan’s largest source, supported by established regional logistics and contracts.
Qatar 25% A major long-term supplier despite a lower share than in 2013.
United States 10% A growing source; the share was 3% in 2019.
Other suppliers 27% Papua New Guinea, Malaysia, Indonesia and other origins contribute to diversification.

Taiwan’s Ministry of Economic Affairs says 2024 cargoes came from 14 countries. Qatar’s share fell from 49% in 2013 to 25% in 2024, while US supply rose from 3% in 2019 to 10% in 2024. CPC’s annual report confirms the same 2024 ranking and proportions.

This matters because the cheapest single cargo is not the only procurement objective. Taiwan also values multiple supply routes, portfolio flexibility and protection against a disruption at one producer or chokepoint. The ministry describes the policy as diversifying LNG sources to ensure stable supply and says imports from the United States are expected to continue increasing.

What Alaska LNG could cost—and what those numbers do not prove

Alaska LNG has a geographic advantage over US Gulf Coast projects for Taiwan: it would sail from the state’s south-central coast across the Pacific rather than crossing the Panama Canal. Taiwan’s official March 20, 2025 announcement calls Alaska the closest US LNG source to Taiwan, highlights the shorter sailing time and says avoiding the canal would reduce route risk.

The published Alaska estimates

Figure Source and date How to interpret it
$6.70/MMBtu Alaska Gasline Development Corporation and Wood Mackenzie, 2022 Estimated Asia supply cost after project changes reduced the prior estimate by 43%; it is a developer-commissioned projection, not a realized Taiwan price.
Below $6/MMBtu Alaska State Legislature hearing materials, 2025 A project briefing’s expected delivered cost to East Asia; the range depends on assumptions and remains a projection.

Neither figure is a signed CPC purchase price. The LOI contains no public firm price, volume, delivery start date or formula. It records an intent to negotiate purchase and investment details. A headline number below $6/MMBtu should therefore be read as a modeled target for East Asia, not as the amount Taiwan has agreed to pay.

Why the Alaska estimate is unusually sensitive

Alaska LNG still requires a long pipeline from the North Slope, gas treatment and a large liquefaction plant. The project is proposed and pre-FID. Its eventual delivered cost will depend on:

  • the final length, capacity and construction cost of the North Slope pipeline;
  • the size and design of the treatment and liquefaction facilities;
  • feedgas assumptions, including how much North Slope gas is available for export;
  • the interest rate, equity contribution, debt terms and tolling structure used to finance construction;
  • labor, materials, permitting and schedule performance; and
  • the commercial allocation of overruns between the project, investors and buyers.

Any of those variables can erase the Pacific shipping advantage. A project that is inexpensive to sail from Alaska but expensive to build may land above the cost of an operating supplier whose infrastructure is already paid for or whose expansion benefits from scale.

Qatar: low-cost resource, long contracts and route exposure

Qatar’s North Field is regarded as a very low-cost gas resource. The Australian government’s March 2025 outlook describes the North Field East expansion as “very low cost” by global standards and expected first production in late 2025 or early 2026. Qatar also has an operating LNG system, experienced export infrastructure and a large existing customer base.

Those attributes support competitive delivered costs even though Qatar is farther from Taiwan than Australia. Expansion volumes can spread infrastructure costs across more cargoes, and an established system has less construction risk than a greenfield Alaska project.

Qatar’s main disadvantages for Taiwan

  • Longer sailing distance: the voyage generally adds freight relative to Australia.
  • Middle East route exposure: cargoes can face security, insurance and scheduling risks associated with regional waters and chokepoints.
  • Contract structure: long-term Qatar deals may use oil-linked or other indexation formulas. The index, slope, destination rights and flexibility can matter more than the producer’s headline resource cost.

No public source identified here provides CPC’s Qatar contract price or a directly comparable delivered-cost table. Qatar’s low-cost resource is a strong competitiveness signal, not proof that every Qatar cargo is cheaper than every Australian or future Alaskan cargo.

Australia: the freight advantage is real, but not decisive by itself

Australia supplied 38% of Taiwan’s 2024 LNG, the largest share of any origin. The supply relationship is mature, with existing terminals, shipping patterns and contracting experience. For Taiwan, Australian cargoes usually travel a short Asia-Pacific route and avoid both the Panama Canal and the Middle East.

That logistics advantage lowers voyage time, fuel consumption and exposure to distant maritime chokepoints. It can also make scheduling and replacement cargoes easier when demand changes.

Why Australia is not automatically the cheapest

Australian LNG projects have different feedgas costs, ownership structures, debt burdens and contract formulas. A mature plant can offer dependable supply, yet a particular cargo may be priced under an oil-linked long-term contract while another origin is sold under a different index. Domestic gas policy, feedgas availability and contract-renewal terms also affect future prices.

IEEFA estimated the Qatar–Australia shipping-cost difference to North Asia at less than $0.30/MMBtu in 2024. That small freight spread shows why upstream economics, indexation, financing and reliability usually matter more than distance alone. Australia’s short route is valuable, but it does not settle the delivered-price question without the contract and terminal terms.

Does avoiding the Panama Canal make Alaska cheaper?

It can reduce both cost and risk compared with a US Gulf Coast cargo routed through Panama, but the answer depends on the comparison. Alaska avoids the canal because it reaches Taiwan directly across the North Pacific. A Gulf Coast cargo may incur canal tolls, extra sailing distance and possible waiting time; the $2.37/MMBtu second-half-2025 Gulf Coast-to-Asia freight estimate included Panama assumptions.

That does not mean Alaska automatically beats Australia or Qatar. Australia also avoids the Panama Canal and is closer to Taiwan. Qatar’s longer route may still be offset by lower feedgas and liquefaction costs. The proper comparison is:

Route question Alaska LNG Qatar LNG Australia LNG
Panama Canal Avoided on a Pacific route to Taiwan. Not used for the normal Middle East–Asia route. Avoided on the regional route.
Relative sailing position Closer than the US Gulf Coast; not necessarily closer than Australia. Longer to North Asia than Australia. Short Asia-Pacific sailing distance.
Key route risk Project must be built; Pacific weather and vessel availability still matter. Middle East security and chokepoint exposure. Lower distance exposure, but regional shipping and domestic policy still matter.

Canal avoidance is therefore an advantage against Gulf Coast LNG, not a standalone proof of a lower Taiwan price.

Side-by-side decision matrix

Axis Alaska LNG Qatar Australia
Published cost evidence $6–$6.70/MMBtu projected Asia delivery; no public Taiwan price. Very low-cost resource and expanding North Field; Taiwan contract price not public. Established Taiwan supply; project and contract costs vary.
Shipping to Taiwan Pacific advantage versus the US Gulf Coast; avoids Panama. Longer route and Middle East chokepoint exposure. Short regional route.
Project status Proposed, pre-FID; CPC LOI only. Operating export system with major expansion. Operating, mature supplier base.
Main uncertainty Pipeline and liquefaction capex, financing and execution. Geopolitical route risk and oil-linked or other contract terms. Feedgas availability, domestic policy and contract renewal.

What a fair Taiwan comparison would require

A procurement team comparing offers should put every origin on the same basis and date. The minimum data set is:

  1. Delivery basis: confirm whether the quote is FOB, delivered ex-ship or delivered to a named Taiwan terminal.
  2. Price formula: record the oil index, gas hub index or fixed component, slope, floor, ceiling and review provisions.
  3. Volume and timing: specify annual and seasonal quantities, start date, contract term and ramp-up profile.
  4. Flexibility: value destination rights, diversion rights, make-up cargoes, take-or-pay obligations and the ability to reduce or increase nominations.
  5. Shipping assumptions: use the same vessel size, charter rate, fuel price, insurance, canal fees, route and speed assumptions.
  6. Terminal costs: include Taiwan regasification, storage, pipeline delivery and any capacity reservation charges.
  7. Financing and security: price credit support, political-risk insurance, disruption cover and the cost of holding backup inventory.
  8. Reliability value: model the cost of a missed cargo or rerouting, not merely the expected price in a normal month.

Only after those inputs are normalized can a buyer calculate a defensible delivered $/MMBtu comparison. A range is more honest than a single point estimate when construction, freight or index assumptions are uncertain.

Likely outcomes under different scenarios

If Alaska is built on schedule and near its low estimate

Alaska could be competitive with or cheaper than some alternatives for Taiwan, particularly when Pacific freight is tight or canal capacity is constrained. Its proximity to Taiwan would also provide a US source with a different route from Qatar and Australia.

If Alaska’s construction cost rises

Higher pipeline, liquefaction or financing costs could push delivered Alaska LNG above Qatar’s low-cost expansion supply or Australia’s established regional cargoes. Schedule delays would also postpone the diversification benefit while leaving Taiwan dependent on existing suppliers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If route security becomes the priority

Taiwan may rationally accept a slightly higher marginal price for cargoes that diversify chokepoints and counterparties. In that case, Alaska’s value is not just its modeled $/MMBtu; it is an additional Pacific route and a US supply relationship.

If spot prices fall below long-term formulas

A long-term contract from any origin can look expensive against a temporary spot-market dip. Conversely, a fixed or indexed contract can protect Taiwan when spot prices spike. The comparison must therefore test several market-price paths rather than treating one year’s spot quote as the permanent winner.

Bottom line for Taiwan buyers

On the public evidence available as of October 14, 2026, Qatar and Australia are the stronger candidates for lower-cost delivered LNG to Taiwan. Qatar’s very low-cost North Field economics and expansion support a low supply cost; Australia’s short route, mature infrastructure and 38% share of Taiwan’s 2024 imports support dependable, competitive delivery.

Alaska LNG has a credible logistics advantage over US Gulf Coast LNG and could meet published project targets of below $6/MMBtu to East Asia or about $6.70/MMBtu under the cited estimates. But the project remains pre-FID, and CPC’s March 2025 LOI is not a priced, binding supply contract. Until final capital costs, financing, shipping terms and a Taiwan delivery formula are disclosed, Alaska cannot be declared the cheapest option.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical conclusion is a portfolio one: Qatar and Australia are the current cost benchmarks, while Alaska is a potentially competitive future source whose strategic diversification value may justify consideration even if its first cargoes are not the absolute lowest-cost molecules.
