Air-Cooled vs. Water-Cooled Data Centers: Efficiency, Cost, and Trade-Offs

Neither air cooling nor liquid cooling is universally best. Air-cooled IT is often the simpler, lower-risk choice for moderate rack densities and existing facilities with adequate air-handling capacity. Direct liquid cooling becomes more compelling as accelerator and server heat loads rise, because liquid carries heat from components with far less airflow. The result still depends on how the facility rejects heat: a liquid loop can feed a cooling tower, chiller, dry cooler, or hybrid system, each with different energy, water, cost, and operating consequences.

A fair decision therefore separates two choices: how heat leaves the IT equipment and how the building rejects that heat outdoors. Compare both using measured energy and water data, lifecycle cost, climate, water availability, reliability requirements, and the operator’s ability to maintain pumps, controls, fluid systems, and leak protection.

What “air-cooled” and “water-cooled” actually mean

The labels are commonly used as if they describe one design decision, but they describe different system boundaries.

Air-cooled IT

In a conventional air-cooled room, server fans move heat from processors, memory, storage, and power components into the data-hall air. Computer-room air handlers or other air-handling equipment then move and condition that air. The heat may ultimately be rejected through chilled-water coils, direct-expansion equipment, an air-side or water-side economizer, a cooling tower, or another plant arrangement. “Air-cooled server” therefore does not mean the entire facility is water-free.

Direct liquid-cooled IT

Direct liquid cooling places a cold plate, rear-door heat exchanger, immersion system, or similar device at or near the heat-producing components. A recirculating liquid loop carries the heat to a coolant distribution unit (CDU), which commonly separates the IT-side loop from the facility-side loop. Some equipment and residual room heat still require air cooling, so a liquid-cooled hall may be hybrid rather than exclusively liquid.

Why “water-cooled” can mislead

The liquid touching a server can be in a closed circuit, while an open cooling tower elsewhere in the plant consumes water through evaporation. Conversely, an air-cooled server room may use substantial water in its chillers or towers. Always name both the IT heat-collection method and the outdoor heat-rejection method before comparing designs.

How to compare efficiency without being misled by PUE

Power usage effectiveness (PUE) is total facility energy divided by IT-equipment energy. A lower value means less overhead for cooling, power conversion, lighting, and other infrastructure. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) defines PUE this way, but PUE does not measure water consumption, carbon emissions, or useful computing output.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Water usage effectiveness (WUE) relates annual site water use to IT energy use and is conventionally reported in liters per kilowatt-hour. The boundary matters: a WUE value can cover onsite water only, while indirect water used to generate purchased electricity may be excluded. State the reporting period and boundary whenever you quote either metric.

ASHRAE also identifies water usage impact (WUI), carbon usage effectiveness (CUE), data center resource effectiveness (DCRE), and IT work capacity as relevant measures. For a meaningful comparison, ask whether both designs serve the same IT load, whether readings are annual or peak-period values, and whether “work” means the same useful output.

Why a modeled PUE is not a promise

The 2023 ASHRAE Handbook chapter on data centers cautions that PUE is impractical for quantifying projected efficiency during design. A model can test assumptions, but actual results depend on weather, utilization, control sequences, redundancy, maintenance, and commissioning. DOE’s July 26, 2024 Best Practices Guide for Energy-Efficient Data Center Design makes the broader point directly: “No design guide can offer ‘the most energy-efficient’ data center design.” Use measured operating conditions where possible, and treat design-stage PUE as a scenario rather than a guarantee.

Where liquid cooling can improve energy performance

Liquid has far greater heat capacity per unit volume than air. Moving heat at the rack or component lets a facility reduce the huge airflow volumes otherwise required for dense equipment. That can lower server-fan power, room-air movement, and, in some designs, chiller lift. DOE describes direct-liquid systems as promising ways to reduce PUE and WUE, while warning that added pumps, sensors, valves, control loops, and fluid-management tasks must be maintained and monitored.

Warm-water and higher-temperature operation

Higher chilled-water temperatures can reduce compressor work and allow more hours of economizer operation. DOE FEMP’s 2019 cooling-water guidance cites a potential “20% less energy consumption at the chiller” from higher chilled-water temperatures and reduced airflow in the practices it discusses. That statement applies to the chiller scope and stated conditions; it is not a 20% whole-facility saving.

Hybrid designs

A hybrid arrangement can connect liquid-cooled racks to a facility loop while using air cooling for residual room loads and incompatible equipment. DOE describes systems that combine liquid cooling with air-cooled heat rejection and cooling towers, changing operating mode with outdoor temperature. Such designs can preserve flexibility, but they add interfaces and control sequences that must be commissioned together.

Illustrative results, not universal benchmarks

DOE FEMP reports a PUE of 1.06 and a WUE of 0.7 for the National Laboratory of the Rockies data center on its 2019 page. Those are attributed results from that installation and period, not proof that every liquid-cooled site will achieve the same values.

ASHRAE’s AI Data Center Energy Performance Framework describes a closed-loop dry-cooler case with virtually zero cooling water, estimates approximately 10% lower total facility power, and projects more than $4 million in annual operational savings for a 50 MW facility under its stated scenario. The framework also presents a “300x” water-efficiency comparison with traditional evaporative towers. These are modeled estimates dependent on the framework’s design assumptions, not guaranteed savings, payback, or capital-cost figures.

Does liquid cooling use more water?

Not necessarily. Onsite water use is determined largely by the heat-rejection equipment, not by the word “liquid” on the IT side.

Evaporative towers

Cooling towers reject heat by evaporating water and therefore consume water continuously, with additional requirements for blowdown and treatment. They can provide efficient heat rejection, especially in suitable climates, but water availability and local stress become material constraints.

Closed-loop dry coolers

Dry coolers reject heat to outdoor air through a closed fluid circuit and can use virtually no water for cooling. Their performance is tied to ambient temperature. ASHRAE notes that if outdoor conditions prevent the loop from reaching its target temperature, equipment can face thermal throttling; adiabatic assistance can help during extreme conditions but reintroduces water use.

Chillers and mixed systems

A liquid-cooled rack loop can reject heat through a chiller, tower, dry cooler, or combination. An air-cooled IT room can use the same choices. Compare annual WUE, peak water demand, water-treatment needs, and the energy penalty of each plant rather than assuming one technology has a fixed water profile.

Water and energy can trade places across the site boundary. Evaporation may reduce compressor energy while consuming onsite water; dry cooling can minimize water while increasing fan power or limiting capacity on hot days. The official sources do not establish one universally superior water-energy balance for every region. Report whether indirect water associated with electricity generation is included.

Which is more efficient for a particular facility?

Use the following decision axes instead of a single technology label.

Decision axis Air-cooled IT Direct liquid-cooled IT
Rack density and heat flux Works well where airflow, supply temperature, and containment can remove the load. Increasingly attractive for dense accelerators and other high-heat-load equipment; no universal rack-density cutoff is established.
Heat transport Room air and server or facility fans carry heat to cooling equipment. Recirculating liquid carries heat from components, usually through a CDU; residual loads may remain air-cooled.
Outdoor heat rejection May use chillers, direct expansion, economizers, towers, or dry coolers. May use the same options; liquid IT does not dictate a tower or a dry cooler.
Water use Not inherently water-free; plant choice determines much of the site use. Closed IT loops can be low-water, but evaporative rejection can still consume substantial water.
Retrofit complexity Usually fits existing air distribution if thermal capacity is adequate. May require CDUs, piping, leak detection, fluid procedures, structural and electrical coordination, and compatible servers.
Operations Teams generally have established filter, fan, containment, and air-handler practices. Teams must manage pumps, fluid quality, valves, controls, redundancy, leak response, and IT-facility coordination.
Capital-cost comparison No comparable current installed range for complete air- and liquid-cooled facilities was established. Costs depend on site, plant, density, redundancy, and retrofit assumptions.

Air cooling remains sensible for lower-density equipment, existing buildings with spare air and power capacity, or projects where liquid integration adds complexity without enough thermal benefit. Liquid cooling deserves close evaluation for dense accelerator clusters, constrained white-space airflow, and facilities planning for rapidly increasing heat loads. DOE’s December 11, 2024 discussion of updated design guidance notes that warm-water liquid cooling, which was emerging in 2011, now has substantially more design detail; the technology is more mature, but suitability is still site-specific.

How climate and heat rejection change the answer

Cool or mild climates

Economizers and dry coolers can operate for more hours when outdoor conditions are favorable. A liquid loop may enable higher-temperature heat rejection, while an air-cooled design may obtain similar benefits through well-designed air-side economization. Compare annual weather bins, not just a design-day temperature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Hot or humid climates

High ambient temperatures reduce dry-cooler capacity and can force higher fan speeds, supplemental adiabatic water, or mechanical chilling. Liquid cooling can keep component temperatures manageable, but it does not remove the outdoor heat-rejection constraint. Model throttling risk, redundancy, and the number of hours requiring mechanical assistance.

Water-stressed locations

Prioritize WUE, peak withdrawal, discharge limits, treatment chemistry, and drought restrictions. A closed liquid loop paired with dry heat rejection can sharply reduce onsite cooling water, but verify electrical capacity and hot-weather performance. If towers are retained for resilience or peak efficiency, document when they operate and how much water they consume.

How much does data-center liquid cooling cost?

There is no defensible universal price premium or installed-cost range for “liquid cooling” versus “air cooling.” The project must separate capital expenditure (CAPEX) from operating expenditure (OPEX) and define the comparison boundary.

Include these CAPEX items

  • CDUs, pumps, heat exchangers, piping, valves, filtration, expansion equipment, and fluid conditioning.
  • Heat-rejection plant, chillers, towers, dry coolers, adiabatic systems, and associated electrical service.
  • Rack or server modifications, rear-door units or cold plates, containment, floor loading, and distribution changes.
  • Leak detection, drainage, isolation, fire and safety provisions, controls, instrumentation, commissioning, and spare capacity.
  • For retrofits, demolition, shutdown windows, temporary cooling, and integration with existing building-management systems.

Model these OPEX items

  • Electricity for server fans, room fans, pumps, chillers, tower fans, and dry-cooler fans at full and partial load.
  • Water, sewer, treatment chemicals, blowdown, and adiabatic consumption where applicable.
  • Preventive maintenance, fluid testing or replacement, filters, pump service, controls tuning, and specialist labor.
  • Downtime exposure, spare parts, redundancy testing, and the cost of capacity held in reserve.

DOE FEMP’s chiller-purchasing guidance, updated October 2024, recommends evaluating performance at full and partial load and using lifetime energy-cost analysis. Apply the same discipline to a liquid system. ASHRAE’s more-than-$4-million annual savings estimate for a 50 MW scenario is an operating-savings illustration; it is not an upfront-cost, payback, or return-on-investment claim.

Reliability, maintenance, and operational readiness

Cooling technology is part of the facility’s availability design. A liquid system should have documented failure modes and safe states before equipment is installed.

Questions for a liquid-cooling design review

  • Are CDUs, pumps, power feeds, and control networks redundant to the required availability level?
  • How are leaks detected, isolated, drained, and repaired without taking unrelated racks offline?
  • What fluid chemistry, filtration, cleanliness, and materials compatibility limits apply?
  • Can technicians access valves, hoses, heat exchangers, and instrumentation while the room is operating?
  • What happens during a pump failure, loss of facility water, control-network outage, or hot outdoor condition?
  • Who owns each alarm and response: the IT team, facilities operators, or both?

DOE specifically notes that hybrid liquid systems add control loops and require a detailed operations-and-maintenance plan. Commission the IT-side and facility-side sequences together, test partial-load behavior, and trend temperatures, flow, pressure, energy, and water so that degradation is visible before it affects compute.

Air-cooling readiness checks

  • Confirm that supply temperature, humidity, airflow, containment, and floor distribution match the server manufacturers’ allowable ranges.
  • Measure fan energy and static pressure at expected utilization, not only at design maximum.
  • Reserve airflow and cooling capacity for future racks rather than assuming today’s average load.
  • Verify filter replacement, fan failure, control override, and economizer changeover procedures.

A practical selection process

  1. Define the IT load. List current and planned server, accelerator, storage, and networking loads; rack density; inlet-temperature limits; utilization profile; and growth schedule.
  2. Map the heat path. Document whether each load is air-cooled, direct-liquid-cooled, or hybrid, then trace the heat to the actual chiller, tower, dry cooler, or economizer.
  3. Set metric boundaries. Calculate annual and peak PUE and WUE with the same IT load and reporting period. Add CUE, WUI, DCRE, and useful IT work when decisions involve carbon or productivity.
  4. Model climate operation. Use local weather data to estimate economizer hours, dry-cooler limits, adiabatic-water hours, chiller hours, and thermal-throttling risk.
  5. Build a lifecycle-cost model. Include plant, electrical capacity, water infrastructure, controls, commissioning, maintenance, service, retrofit work, energy, and water prices. Test partial-load and failure cases.
  6. Check supply and operations. Confirm water availability, discharge rules, power capacity, compatible IT equipment, staffing, training, spare parts, leak response, and maintenance access.
  7. Pilot and commission. For a retrofit or unfamiliar liquid technology, validate one representative zone, instrument it, test alarms and isolation, and require acceptance criteria before scaling.
  8. Revisit the design as compute changes. New accelerators can alter rack density and coolant requirements; a design that is adequate for current servers may not support the next deployment.

Common mistakes to avoid

  • Calling every liquid system “water cooling.” Identify the coolant loop and the outdoor rejection method separately.
  • Assuming lower PUE means lower environmental impact. Check WUE, CUE, useful work, and the boundary of indirect resource impacts.
  • Using one site’s result as a benchmark. The National Laboratory of the Rockies figures and ASHRAE’s modeled estimates are installation- or scenario-specific.
  • Promising a universal water saving. Evaporative towers consume water; dry coolers generally do not for cooling but may require more fan power or adiabatic assistance in heat.
  • Comparing only nameplate efficiency. Include partial-load behavior, redundancy, controls, maintenance, and weather.
  • Publishing a generic liquid-cooling price. Current complete-facility installed costs were not established on a like-for-like basis; obtain project quotations and model the whole lifecycle.
  • Ignoring residual room heat. Even liquid-cooled racks can leave memory, storage, power-conversion, and miscellaneous loads for the air system.

Bottom line for the design decision

Choose air-cooled IT when density, existing infrastructure, and operating capability make room-air removal practical and economical. Choose or pilot direct liquid cooling when component heat flux, rack density, or future compute growth makes airflow the limiting resource. Then select the outdoor heat-rejection method independently: towers may trade water for efficient heat rejection, while dry coolers minimize onsite cooling water but require careful hot-weather and energy analysis. Measure the resulting facility with clearly bounded PUE and WUE, add resource and useful-work metrics where relevant, and base cost decisions on a site-specific lifecycle model rather than a universal percentage or payback promise.
