The manager should collect the evidence, decide what the employee did, assign any rating, and remain accountable for the assessment. An approved AI tool can then help turn those notes into clearer prose, summarize suitable inputs, or suggest a development plan—provided the manager checks every statement against the source material.
A fully AI-generated appraisal is a poor default for a consequential employment decision. It can invent or distort details, miss context, expose employee information, reproduce bias, and leave the manager unable to explain why the rating was given. The safest pattern is evidence-led, manager-owned, AI-assisted writing.

What the three approaches actually mean
Manager-written review
The supervisor personally selects the evidence, interprets it against the role’s standards, writes the assessment, and explains the result. This does not make the review automatically accurate or fair: people can forget events, apply standards inconsistently, or allow bias into their wording. It does, however, keep the reasoning visible to the person responsible for the decision.
AI-assisted manager review
The manager forms an initial, evidence-based view before using an approved system for a bounded task such as organizing notes, condensing several documented inputs, improving clarity, changing an unnecessarily harsh tone, or drafting development goals. The manager then compares the output with the original evidence, restores missing context, removes unsupported claims, and owns the final text.

Fully AI-generated review
A system receives prompts or personnel data and produces the substantive appraisal, including conclusions or ratings, with little or no manager-authored reasoning. This may reduce writing effort, but the available official guidance does not establish that it improves accuracy, fairness, employee outcomes, or business results. Delegating the judgment also makes accountability and explanation harder.
Quick comparison
| Approach | Who supplies the judgment? | Useful capability | Principal risk | Best fit |
|---|---|---|---|---|
| Manager-written | The accountable supervisor | Role-specific context and visible reasoning | Human error, inconsistency, or bias | Decisions are disputed, evidence is incomplete, or the appraisal has significant employment consequences |
| AI-assisted manager-written | The manager; AI helps express it | Structure, concise language, summaries, constructive phrasing, and draft development plans | False or biased additions, lost context, data exposure, or unnoticed changes in meaning | The manager has already assessed the evidence and the tool is approved for the data |
| Fully AI-generated | Effectively delegated to the system | Less drafting work | Ungrounded judgments, privacy concerns, weak explainability, and lower confidence in authenticity | Generally avoid for ratings or substantive evaluations unless a validated governance process specifically permits it |
Where AI assistance can genuinely help
Organizing documented observations
A manager may have meeting notes, project outcomes, customer comments, and agreed objectives in different formats. A tool can group those materials under the role’s competencies or goals so that the manager can see gaps and duplicates. The grouping is an aid to review, not evidence that an event occurred.
Summarizing multiple inputs
Summarization can make a long set of suitable inputs easier to review. It can also omit a qualification, merge two people, or present a frequently repeated comment as if it were independently verified. Keep the original documents available and check each material point in the summary against them.

Improving clarity and tone
AI can shorten a vague paragraph, replace jargon with specific language, or turn an accusatory sentence into a description of observable behavior and its effect. Ask it to preserve facts, dates, scope, and uncertainty. Treat any new example, motive, diagnosis, or conclusion as suspect unless the manager can verify it independently.

Drafting development plans
Once the manager has identified a real development need, AI can suggest practice activities, milestones, or questions for a follow-up conversation. The manager must confirm that the plan is realistic for the employee’s role, resources, workload, and documented expectations.
The University of Iowa’s institutional guidance describes these functions as possible assistance while requiring the supervisor’s own findings and evaluation to provide the substance. It also warns that generated text may be inaccurate, false, or biased.
Risks that require active controls
Unsupported or fabricated content
Generative systems may produce a plausible achievement, date, customer reaction, or explanation that never appeared in the manager’s records. A polished sentence is not corroboration. Require a source for every factual assertion that could affect the employee’s rating, pay, promotion, discipline, or future opportunities.
Loss of context
A summary can hide that a target changed, a deadline moved, a team supplied the missing work, or an obstacle was outside the employee’s control. Preserve the circumstances that make an observation fair to interpret. If the context is disputed, say so and investigate rather than allowing a confident sentence to settle the issue.

Bias in framing
Bias can enter through the manager’s evidence selection, the prompt, the training data, or the model’s choice of adjectives. Terms such as “not a culture fit,” “aggressive,” or “lacks leadership presence” can encode stereotypes without identifying a job-related behavior. Replace them with observable actions, the agreed standard, and the impact.
Privacy and confidentiality
Employee reviews commonly contain personally identifying information, compensation details, health or accommodation information, complaints, and confidential business material. Do not paste such content into a consumer or unapproved system. The Iowa guidance tells its users to use an approved university account and avoid confidential, organizational, or personally identifying information in other tools; an employer must apply its own data-classification, contract, retention, and access rules.
Reduced accountability
If the manager cannot explain which evidence led to a rating, the process has effectively delegated the decision. Keep a record of the evidence considered, the manager’s reasoning, any AI assistance, and the human edits that produced the final version. The employee should be able to ask for an explanation without being told that a model made the decision.

The full paper and methods were not available for verification here, so this is a signal—not proof of a universal effect in formal appraisals. Employees are more likely to regard a review as credible when it contains specific, role-relevant observations that the manager can discuss.

A safe workflow for an AI-assisted review
- Collect evidence before opening the AI tool. Assemble the job expectations, agreed objectives, dated observations, work products, relevant customer or project data, prior commitments, and the employee’s own explanation. Separate firsthand evidence from hearsay.
- Check the decision context. Mark whether the review affects pay, promotion, probation, discipline, termination, eligibility, or access to work. The higher the consequence, the more directly the manager should perform and document the reasoning.
- Write a manager-only assessment first. State what happened, how it compares with the standard, the impact, and any uncertainty. Decide the rating or conclusion without asking a model to choose it.
- Confirm tool approval and data scope. Use only a system authorized for the classification of information involved. Remove names, identifiers, medical details, investigation material, and unrelated confidential data when the task can be completed without them. Check retention, training-use, access, and deletion terms under company policy.
- Give the tool a narrow instruction. Request a defined transformation, such as “organize these verified observations under the listed goals; do not add facts or infer motives.” Do not ask for a rating, diagnosis, prediction of future performance, or justification for a predetermined outcome.
- Compare output with the source line by line. Verify names, dates, numbers, scope, attribution, qualifiers, and causal language. Delete anything that cannot be traced to evidence. Restore context the summary omitted.
- Run a fairness and consistency check. Compare the standards and level of detail with comparable reviews. Look for different expectations, coded language, disability or caregiving assumptions, protected-characteristic references, and penalties for conduct that is not actually part of the role.
- Finalize and document human accountability. The manager edits the text, sets the rating, records the evidence and rationale, and confirms that the final review can be explained without referring to the model. Follow the normal approval and employee-response process.
When each approach is appropriate
Choose manager-only writing when judgment is still being formed
- Evidence is incomplete, contradictory, or under investigation.
- The employee disputes a key event or standard.
- The review may lead to discipline, termination, a substantial compensation decision, or another high-impact action.
- The manager needs to reason through a novel role or unusual circumstances rather than polish settled content.
- Organizational policy does not approve AI for the information involved.
Choose bounded AI assistance when the assessment is settled
- The manager has documented observations and a clear standard.
- The tool is approved for the data and its handling terms are understood.
- The task is editing, organizing, summarizing, or planning—not deciding what the employee deserves.
- The manager has time and access to verify every material statement.
Do not use a fully generated appraisal as a shortcut
A system should not independently assign a rating, infer intent, convert sentiment into a competency score, or produce a final consequential evaluation that the supervisor has not personally reasoned through. An organization that wants to test broader automation should first validate it with representative cases, establish review and appeal controls, and obtain legal, privacy, and employee-relations approval.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Evidence, consistency, and discrimination complaints
The U.S. Equal Employment Opportunity Commission’s guidance on internal discrimination complaints about performance evaluations is a practical reminder that a review must be auditable. Investigators should identify which part of the evaluation or consequence is disputed, examine supporting material such as sales or customer-service data when relevant, compare other employees’ evaluations for consistent application of standards, and correct discriminatory evaluations and downstream effects when discrimination is found. This is U.S. agency guidance, not a universal legal checklist.
For a complaint, preserve the manager’s original notes, the evidence used, versions of the review, approval records, and any AI-generated draft. Investigate the underlying facts rather than treating generated wording as an independent witness. If the evaluation or its consequences were discriminatory, correct the record and document the corrective action.
Privacy and employment-law context by jurisdiction
United States
Requirements depend on federal, state, and local law, employment agreements, collective-bargaining arrangements, and internal policy. A tool’s approval for general productivity does not automatically authorize it for sensitive personnel data. Route questions about retention, employee notice, monitoring, accommodations, and automated decision-making to the organization’s privacy and legal teams.
Best Value
European Union
The European Commission’s AI Act Service Desk explains that systems used for employment evaluation or monitoring can implicate fundamental rights, discrimination, privacy, and data protection. Some systems intended to affect terms of work-related relationships may fall into a high-risk category. Classification depends on the system’s purpose and use; verify the current obligations in the relevant country before deployment.
United Kingdom
The UK Government’s “Responsible AI in Recruitment” guide is focused on recruitment rather than performance reviews. Its assurance ideas—testing performance, assessing risks, and requiring evidence for supplier claims—are useful procurement concepts, but they should not be presented as direct appraisal guidance.
International policy perspective
The International Labour Organization’s Working Paper 95, “Artificial intelligence in human resource management: a challenge for the human-centred agenda?”, published 25 July 2023 by Peter Cappelli and Nikolai Rogovsky, takes a human-centred policy perspective. It is useful for deciding where AI may support HR work and where it may create more problems than it solves; it is not an experimental comparison of review-writing outcomes.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteHow to write prompts without surrendering the evaluation
A useful prompt defines the boundaries of the task and the evidence. For example:
Rewrite the manager's draft for clarity and constructive tone. Preserve every fact, date, qualifier, rating, and uncertainty. Do not add examples, infer motives, diagnose a condition, or change the evaluation. Flag any sentence that lacks support in the supplied notes.
For a summary:
Organize these verified observations under the listed goals. Keep conflicting accounts separate, identify missing information, and quote no personal information that is not necessary for the manager's review. Do not recommend a rating.
Do not include confidential data merely to make a prompt more convenient. A prompt is not a substitute for a documented performance-management process.
Manager and HR checklist before release
- Every material claim has a source, date, and connection to a stated job expectation.
- The manager—not the model—selected the rating and can explain the reasoning.
- Facts, interpretations, goals, and unresolved disputes are clearly distinguished.
- Language describes observable behavior and impact rather than personality or protected traits.
- Comparable employees were assessed under the same standards and at a similar level of specificity.
- No confidential or personally identifying information went to an unapproved tool.
- The final text was checked against original records after any summary or rewrite.
- The employee has the normal opportunity to discuss, respond to, or correct factual errors.
- Records of evidence, approvals, versions, and corrective actions are retained under policy.
What the evidence can—and cannot—tell you
Official guidance consistently supports a human-owned evaluation with careful verification and data protection. It does not provide a reliable productivity percentage, accuracy advantage, or universal employee-response statistic for AI-written annual appraisals. The limited feedback-study signal should not be treated as proof that every AI-assisted review damages trust, nor as proof that hybrid writing is superior in every setting.
The practical conclusion is therefore a governance decision rather than a claim of measured performance: use AI where the task is clerical or linguistic, keep the assessment grounded in evidence, and reserve judgment and accountability for the manager. Expand beyond that boundary only after the organization has tested the use case, checked legal and policy requirements, and created a meaningful human review and appeal path.
