A 2026 study of police body-camera footage found that AI transcripts often captured similar lexical content to human-edited transcripts, yet identified fewer speakers and could mix up who said what. Use the transcript to find relevant moments; verify speaker attribution against the original recording before relying on it.
What the 2026 body-camera study found
Reid and coauthors compared AI-generated transcripts with human-edited transcripts from 176 body-worn-camera videos covering 73 Kansas City Police Department incidents recorded in early 2024. The sample totaled about 1,397 minutes, or 23 hours. The researchers used Rev.ai automated transcription; the paper says the same technology underlies Axon’s auto-transcribe feature. The study found an important gap between capturing words and keeping speakers straight. The AI transcripts averaged 3.3 identified speakers per document, compared with 4.8 in the human-edited transcripts. In this sample, the AI identified no more than seven speakers in any document, while human-edited transcripts identified as many as 16. The authors describe instances where AI captured virtually all the words but blended an officer’s and a civilian’s quotations, obscuring the back-and-forth.
Those figures describe this evaluation, not every body-camera system or recording. It involved one department and one transcription vendor. The human-edited transcripts were made by transcribers who began with AI drafts, rather than by people independently transcribing from scratch. The comparison therefore does not establish either transcript as a perfect record of the audio. The authors also note that their metrics do not capture tone, emotion, nonverbal behavior, or every aspect of interaction quality.

What it means to “keep the speakers straight”
Diarization separates turns
Speaker diarization divides speech into stretches associated with different voices, commonly using generic labels such as “Speaker 0” and “Speaker 1.” It is an attempt to show who spoke when, not necessarily who a person is.
Identification claims who the speaker is
Speaker identification or recognition goes further by matching a voice to a real-world identity or known voice profile. A diarization label alone does not establish that “Speaker 1” is a particular officer or civilian. AWS states in its Amazon Transcribe documentation: “Speaker diarization does not perform speaker identification or recognition.” That describes AWS’s service and illustrates the distinction; it is not a specification for every transcription system.

Why body-camera audio can confuse speaker labels
More voices and difficult recording conditions make it harder to separate turns. A National Institute of Justice project report discusses the added challenge of multiple people and background noise such as traffic or road noise. It describes diarization as an open problem and notes that, without facial recognition, a system cannot use visible faces to help determine who is speaking. Read the NIJ report.
In body-camera footage, interruptions, overlapping speech, short or distant utterances, radios, and bystanders can all complicate attribution. The 2026 study notes that less prominent voices—including bystanders and radio traffic—may be missed or merged into fewer speakers. AWS also warns that its diarization performance may degrade with many speakers, similar-sounding voices, or frequent interruptions. These are known risk conditions, not proof that every system will fail on every clip.

Earlier research underscores that transcription quality can vary by speaker. Field and coauthors reported a 12–13% word error rate for officer speech versus 43.55–49.07% for community-member speech in a particular police traffic-stop dataset and research pipeline. Those 2023 figures are not universal error rates for commercial products, and word error rate measures word recognition, not whether a system assigned each line to the right person. When an AI transcript is useful—and when to verify it
Use it to find footage efficiently
For a large archive, searchable text can help locate words, topics, or phrases and direct a reviewer to potentially relevant moments. The 2026 study’s authors consider this a suitable role for AI transcription and descriptive text analysis.

Check the recording when attribution matters
If an internal investigation, use-of-force review, performance evaluation, or training assessment depends on who said what, replay the relevant audio and video. Confirm each speaker turn before quoting it or using it to support a finding. Keep uncertainty visible, and do not silently turn generic machine labels into named identities. The more consequential the decision, the more important that verification becomes. This is a practical response to the study’s documented errors, not a protocol the researchers tested.
How to assess a transcription or review workflow
A generic accuracy claim may not answer whether a system can distinguish speakers in the recordings that matter to you. Useful questions include:
- Speaker attribution: Has the system been evaluated on body-camera footage with multiple speakers, and does it distinguish turns reliably?
- Recording conditions: How does it handle overlapping voices, interruptions, radios, background noise, and quiet or distant speech?
- Evidence transparency: Are speaker labels generic? Can reviewers inspect timestamps alongside the original recording, and are uncertain turns apparent?
- Human correction: Can a reviewer change speaker assignments and preserve an auditable record of edits?
- Purpose and stakes: Is the transcript for archive search and triage, or will a decision depend on the identity of a speaker?
The cited studies and service documentation describe challenges and limitations; they are not a current head-to-head evaluation of transcription vendors.
