AI-powered toys can talk with children through microphones, voice recognition, internet connections and generative chat—but those features also raise questions about inappropriate responses, data collection and parental oversight. Common Sense Media’s January 2026 assessment found safety and reliability problems in three tested toys. That is a warning about those products and the limits of current safeguards, not proof that every AI toy behaves the same way or that experts share one unanimous view.
What did testing find in AI toys?
Common Sense Media’s January 2026 assessment examined Grem, Bondu and Miko 3, toys designed for children ages 3 to 12. Researchers tested them hands-on using accounts set to ages 6 to 13. Their method included structured prompts and naturalistic play, and considered technical performance, content safety, developmental appropriateness, privacy practices and risks of emotional attachment. This was an assessment of those products under those methods, not a test of every toy in the category.

Common Sense Media reported that 27% of the AI toy outputs in its testing were inappropriate for children. Its examples included self-harm, drugs, mature subjects, inappropriate boundaries, risky advice and unsafe roleplay. The organization also reported glitches, voice-recognition problems, unexpected activations, inaccurate answers and other content-safety failures. The 27% figure describes outputs in its tested interactions; it should not be read as the share of all AI-toy conversations that are unsafe.
Those findings matter because a child may treat a conversational toy as a trusted playmate or source of answers, while parents may not hear every exchange. They do not establish that AI toys cause physical injuries. Content, privacy and reliability risks are distinct from physical product hazards.

What do parents say they want from AI toys?
Common Sense Media’s report also drew on a nationally representative parent poll published in January 2026. These results describe respondents’ views; they are not a regulator’s determination or a clinical study.
| Poll finding | What Common Sense Media reported |
|---|---|
| Learning | 70% of surveyed parents said helping their child learn was extremely or very important. |
| Companionship | 22% wanted AI toys to serve as companions, while 56% explicitly did not. |
| Awareness of inappropriate remarks | 33% of parents whose children use AI toys were unsure whether a toy had said something inappropriate. |
| Data retention | 42% wanted no data saved at all. |
| Data collection | 83% were concerned about data collection. |
The poll points to a practical tension: some parents value learning, but many are wary of using a conversational device as a companion or collecting children’s data. It does not show that an individual toy provides a proven educational benefit.

Does COPPA make an AI toy safe for children?
No. The Children’s Online Privacy Protection Act (COPPA) concerns children’s personal information and covered online services; it is not a certification that a toy’s answers are age-appropriate, accurate or safe. The FTC says COPPA can apply to online services directed to children under 13 and to services with actual knowledge that they are collecting personal information from a child under 13. Covered operators may have obligations involving notice, verifiable parental consent and parents’ ability to review or request deletion of covered information.

The FTC announcement said the final rule would take effect 60 days after Federal Register publication and that covered entities would have one year from publication to comply with the amendments. Those are the timelines described in the announcement; they should not be mistaken for a guarantee that any particular toy’s data practices comply with the rule.

What does the Apitor case show—and what does it not show?
In a September 2025 release, the FTC alleged that Apitor’s Android companion app enabled a third-party software developer to collect children’s precise geolocation data without required parental notice and consent. The agency described a proposed $500,000 penalty, suspended based on inability to pay, and other proposed requirements. The release said the complaint and proposed order had been referred to the Department of Justice for filing.
This is a specific, allegation-based case involving a toy companion app and a third-party software component. It illustrates why an app’s permissions and data-sharing arrangements matter, but it is not evidence that other toy makers collected location data in the same way. FTC Bureau of Consumer Protection Director Christopher Mufarrige said: “COPPA is clear: Companies that provide online services to kids must notify parents if they are collecting personal information from their kids and get parents’ consent—even if the data is collected by a third party.”

What has the CPSC said about physical safety and AI features?
The Consumer Product Safety Commission (CPSC) told Congress that products primarily intended for children age 12 and under must undergo third-party testing for applicable safety rules. The agency also said that, at the time of its response, it had no CPSC-specific testing requirements directed at AI functionality or internet-enabled features beyond requirements addressing physical hazards. It noted revisions to ASTM F3463 adding AI-component testing and evaluation; the response does not establish that those revisions are a CPSC requirement.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThe CPSC said its injury-surveillance and incident data had not identified evidence to date that integrating AI into toys had caused real-world injuries to children. That is a statement about the agency’s available data at the time of its response—not proof that every AI toy is safe, and not a finding about whether a toy’s conversations or data practices are appropriate. The commission also said it does not maintain an independent inventory of AI-enabled toys on the U.S. market.

Why are regulators and lawmakers examining AI chatbots?
In September 2025, the FTC issued Section 6(b) study orders to seven consumer-facing chatbot companies. The information-gathering study asks how companies evaluate and mitigate potential negative effects on children and teens, restrict use, disclose risks, process conversations and monetize engagement. The orders are not a finding that those companies broke the law, and the study is not specific to toys.
In March 2026, Senators Tammy Duckworth and Kirsten Gillibrand wrote to the FTC in support of its inquiry and raised concerns about internet-connected toys with microphones and speakers, privacy, inappropriate content and unsupported educational claims. Their letter is an official statement of concern, not an independent product test. It said a search for “AI toys” on Amazon returned more than 2,000 results; that is the senators’ dated claim, not a current market count.
What should parents check before buying an internet-connected toy?
Common Sense Media recommends skipping AI toys for children five and under. For children ages 6 to 12, it advises parents to decide whether AI adds real value, supervise early interactions, review privacy controls, disable always-listening features when they are not in use, and check how data can be deleted or shared. These are that organization’s recommendations, not a universal clinical consensus. Before choosing a device, look for clear answers to the following questions:
- What does it collect? Check whether the toy records audio, stores transcripts, or collects location or behavioral information. Look for a plain explanation of what each kind of data is used for.
- Where does the information go? Find out whether voice recordings or transcripts leave the device, how long they are retained, and whether third parties receive them.
- Can listening be controlled? Check whether the microphone is always listening or works only after a button press, whether listening can be disabled, and how the toy signals that it is active.
- Can a parent review and delete data? Look for controls to review or request deletion of stored information, and check whether deletion applies to recordings, transcripts and data held by third parties.
- What oversight is available? See whether a parent can review interactions, set limits or manage the child’s account, and whether those controls work without leaving the microphone enabled.
- Does it need an app or internet connection? Confirm which features require a companion app, an online connection or a subscription, and whether the toy remains usable without them. Features differ by product, so verify the specific model rather than assuming a category-wide rule.
- What evidence supports the educational claims? Treat marketing language as a claim to evaluate, not independent proof of learning benefits. Consider whether the toy’s answers are reliable and whether its interactive features add something a simpler toy cannot.
If a company does not clearly explain what is recorded, who can access it, how long it is kept or how a parent can delete it, that uncertainty is relevant to the decision. No checklist can guarantee that a connected toy will be safe or that its responses will always be suitable.
