Neither category is automatically safer. The safer choice is the specific system that exposes less sensitive data, limits retention, controls access, has a manageable supplier chain, and can be monitored and changed safely. An AI service may add risks involving training data, aggregation, opacity, unpredictable failures, and model drift. Traditional software still has the same confidentiality, integrity, availability, privacy, and infrastructure risks. The decision must be made from the actual data flow and deployment, not from the label on the product.
Use the framework below to assess a real tool, identify unacceptable exposure before deployment, and document controls for the information you handle.

The short answer: compare systems, not categories
NIST says AI systems share the core security risks of other software and hardware: information can be disclosed, altered, or made unavailable. Its security and resilience work also notes that AI can require additional governance because of characteristics that are not present, or are less pronounced, in conventional applications. See NIST’s AI Research – Security and Resilience.
The practical result is that an on-premises AI model with tightly controlled inputs could be safer for a particular task than a cloud database application, while a simple, well-bounded traditional program could be safer than an AI assistant that sends documents to several external services. Neither example is a universal rule. The answer changes with the information involved, the architecture, the provider, the users, the consequences of failure, and the controls your organization can actually operate.

Do not confuse four related but distinct questions:
- Confidentiality and privacy: Who can see the information, and is it used only for the stated purpose?
- Cybersecurity: Can an attacker or unauthorized insider access, alter, or disrupt the system?
- Accuracy and integrity: Could the system produce an incorrect result or change information without detection?
- Compliance: Does the processing meet the laws, contracts, policies, and sector rules that apply to your organization?
A control that helps with one question may not solve the others. Encryption can reduce interception risk, for example, but it does not make an inaccurate output reliable or authorize a new use of personal data.
What AI changes in the risk profile
The 2023 text of NIST AI Risk Management Framework 1.0, Appendix B, identifies risks that are new or increased relative to traditional software. It describes greater dependence on training data, privacy risks created by aggregation, opacity and reproducibility problems, difficult-to-predict failure modes, and maintenance challenges such as drift. Read the framework’s detailed discussion in Appendix B: How AI Risks Differ from Traditional Software Risks.

Training-data dependence
An AI system’s behavior depends heavily on the data used to build, tune, evaluate, or retrieve information for it. You need to establish which data enters each stage and whether your organization’s information is used for any additional purpose. Do not assume that every prompt is used for training, and do not assume that no prompt is retained. Those are product-specific questions that require current documentation and contract terms.
Aggregation and inference
AI can combine information from multiple documents, accounts, connectors, or interaction histories. The resulting exposure may be greater than the exposure from any single item. Ask whether the system can infer sensitive facts, whether different users’ data can be mixed, and whether administrators can separate workspaces, tenants, or retrieval indexes.
Opacity and reproducibility
Some AI outputs cannot be explained or reproduced as easily as the result of a fixed rule or conventional query. That makes it harder to demonstrate why a decision was made, investigate an incident, or prove that a later run will behave the same way. A high-consequence workflow therefore needs an evidence trail, human review, and a way to suspend or roll back the AI component.

Unpredictable failures
AI can fail in ways that are difficult to enumerate in advance. An apparently plausible answer may be wrong, incomplete, or outside the intended scope. Security testing must therefore examine not only whether a user can access data, but also what the system does under unusual, ambiguous, or conflicting inputs.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsChange and drift
Model updates, changing source data, altered retrieval indexes, new integrations, or changes in user behavior can change results without a conventional software release under your control. Treat those changes as part of the security and change-management surface. Record the model or service version where possible, monitor important outputs, and define a process for reapproval after material changes.
The risks traditional software still carries
Traditional software does not escape the fundamentals. NIST places AI systems alongside other software and hardware when describing confidentiality, integrity, and availability risks. A conventional application can still leak records through weak authentication, excessive privileges, insecure logs, vulnerable dependencies, misconfigured storage, compromised administrators, or an unavailable service.
Traditional software may be easier to bound when it has a narrow purpose, a stable data schema, predictable rules, and few external connections. That is a possible advantage in a particular deployment, not a guarantee. A large enterprise application with many plug-ins and subcontractors can have a wider and harder-to-inventory attack surface than a small, self-contained AI system.
Compare the implemented controls: identity management, authorization, encryption, patching, backup and recovery, monitoring, incident response, supplier oversight, and secure disposal. The technology category is only a starting point.
A practical comparison framework

| Assessment area | Questions for an AI tool | Questions for traditional software | What the answer tells you |
|---|---|---|---|
| Data exposure | What is typed, uploaded, retrieved, logged, or sent to connected model and application services? Can the task be completed with redacted or synthetic data? | What records enter the application, logs, analytics, support channels, backups, and integrations? | Whether sensitive information is exposed at all, and how many systems receive it. |
| Retention and deletion | How long are prompts, files, outputs, telemetry, safety logs, and embeddings retained? Can an administrator delete them and verify disposal? | What is retained in databases, caches, audit logs, backups, exports, and vendor support systems? | Whether unnecessary collection creates avoidable exposure and whether deletion is real rather than merely hiding a record from the interface. |
| Access and suppliers | Which model provider, hosting company, subcontractor, open-source component, connector, or plug-in can process the data? | Which cloud host, software supplier, managed service, library, support provider, or integration can access it? | How far the trust boundary extends and what contractual and technical assurances are needed. |
| Complexity and change | Can model updates, retrieval sources, prompts, agents, or connectors change behavior or data paths? | How often do releases, plug-ins, configuration changes, and dependencies alter the threat surface? | Whether the organization can inventory, test, approve, and monitor changes. |
| Failure and oversight | Can you detect unsafe outputs, unexplained behavior, prompt or data leakage, and model degradation? Is human approval required? | Can you detect unauthorized transactions, corrupted records, outages, and logic errors? Is there a review and rollback path? | Whether a failure can be found quickly and contained before it causes material harm. |
| Purpose and consequences | What happens if the model reveals, infers, changes, or invents sensitive information? | What happens if the application exposes, alters, deletes, or makes the information unavailable? | The severity of the risk and the level of control, testing, and approval justified by the use case. |
The Information Commissioner’s Office summarizes the contextual principle as: “There is no ‘one-size-fits-all’ approach to security.” Its AI data-protection guidance says risk depends on how a system is constructed and deployed, organizational maturity, and the nature and purpose of processing. Consult How should we assess security and data minimisation in AI?. The ICO page is under review following changes made by the UK’s Data (Use and Access) Act, so treat it as guidance that may change and distinguish legal obligations in your jurisdiction from generally useful practice.
Step-by-step: assess a real tool before sensitive use
- Define the use and the harm. Write down the exact task, the people affected, the sensitivity of the information, and what could happen if it were disclosed, changed, unavailable, or used for another purpose. Include contractual, employment, health, financial, security, and personal consequences where relevant.
- Draw the data flow. Start with the user’s device and follow data through the application, model or rules engine, storage, logs, backups, analytics, support channels, connectors, and downstream systems. Record countries or regions where processing occurs when that matters to your obligations.
- Minimize the input. Remove fields that are not necessary. Prefer redaction, pseudonyms, aggregation, or synthetic examples. The Federal Trade Commission advises businesses to collect only what they need, keep it safe, and dispose of it securely in its Data Security guidance.
- Verify retention and deletion. Obtain the provider’s current policy and contract terms for prompts, uploads, outputs, logs, telemetry, indexes, backups, and support copies. Determine the deletion request, account-closure, legal-hold, and backup-expiration processes. If the provider cannot state what remains and when it is removed, treat that uncertainty as a risk.
- Inventory every recipient. List the primary provider, subprocessors, model suppliers, hosting environment, open-source packages, plug-ins, APIs, and internal teams that can access the information. Require a method to review supplier changes and a way to suspend a connector without taking the entire workflow offline.
- Check identity and permissions. Require individual accounts where practical, strong authentication, least privilege, separation of administrator and user duties, and access reviews. Confirm that retrieved documents and generated outputs follow the same authorization boundaries as the source records.
- Test realistic failures. Use authorized, non-production test data to check accidental disclosure, cross-user access, incorrect permissions, malformed inputs, unavailable dependencies, corrupted records, and unsafe outputs. For AI, include ambiguous requests, conflicting instructions, changing source material, and outputs that appear plausible but are wrong.
- Define human control. Specify which actions require review, what evidence a reviewer sees, who can override or stop the system, and how an output is corrected. Do not allow an opaque or probabilistic result to make an irreversible high-impact decision without an appropriate control.
- Monitor and record. Keep access logs, configuration and model-version records where available, change approvals, incidents, deletion evidence, and test results. Set thresholds that trigger investigation, rollback, reconfiguration, or suspension.
- Reassess after change. Revisit the assessment when the provider changes terms, subprocessors, model versions, connectors, data sources, retention settings, user groups, or the purpose of processing. A previous approval does not automatically cover a new data path.
Supplier chains and connected services
AI deployments often join third-party code, models, hosted services, existing IT, and organizational workflows. NIST’s Generative AI Profile recommends due diligence and applying established controls when organizations use third-party generative-AI systems. The profile is NIST AI 600-1, published in 2024, and is available as a PDF. It does not certify a particular vendor or prove that a service protects a particular category of data.
Ask suppliers for the information needed to make a concrete decision:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Data-processing roles, locations, subprocessors, and notification of material supplier changes.
- Whether customer content is used for training, evaluation, abuse monitoring, troubleshooting, or other purposes, and which settings control those uses.
- Retention periods for content, logs, metadata, embeddings, backups, and support records.
- Encryption, key-management options, authentication, authorization, tenant separation, and administrative access controls.
- Security incident notification, investigation cooperation, data return, and verified deletion at termination.
- Service availability, recovery objectives, export capabilities, and what happens if the service or a model is withdrawn.
- Independent assurance or test evidence that is relevant to your deployment, rather than a generic security badge.
Apply the same questions to a conventional software supplier. The presence of an AI model does not make ordinary supplier risk disappear, and the absence of AI does not make a supply chain small or transparent.
When each approach may be the better fit
These are deployment patterns, not blanket recommendations. Their safety depends on implementation.
| Pattern | Potential advantage | Questions that can reverse the advantage |
|---|---|---|
| Narrow traditional application with local storage | A bounded data flow and deterministic rules may make authorization, testing, and audit evidence easier to define. | Are patches current? Are backups, logs, administrators, and removable exports protected? Does a hidden integration send data elsewhere? |
| Hosted traditional application | A mature provider may offer established identity, backup, monitoring, and support processes. | Which subcontractors and regions are involved? What does the provider retain? Can you recover data or leave the service? |
| Self-hosted or private AI deployment | The organization may have more control over network boundaries, storage, and retention. | Can the team secure the infrastructure, model files, updates, interfaces, logs, and administrators? Does the model still call external services? |
| Hosted AI assistant with connectors | It may reduce manual work and provide useful search or drafting capabilities. | Do connectors retrieve more than the user is entitled to see? Are prompts, files, outputs, and telemetry retained? Can behavior or model versions change without adequate review? |
| AI embedded in an existing business workflow | Existing identity and audit controls may be reused if the integration is designed correctly. | Does the AI receive data that the original workflow never exposed? Are generated actions reversible and subject to human approval? |
If the task can be completed without sensitive data, that option generally removes a major class of exposure. If sensitive data is essential, choose the architecture whose controls you can verify and operate, not the one with the most impressive feature list.

What evidence is enough to approve a tool?
A credible approval record should identify the purpose, data categories, recipients, retention, access model, suppliers, failure consequences, tests, residual risks, owner, and review date. Avoid treating a provider’s marketing statement as proof that your particular configuration is safe.
For AI, add the model or service version when available, sources used for retrieval, limits on automated actions, evaluation results for your use case, and a process for model or policy changes. For traditional software, document the release and dependency inventory, configuration baseline, patch process, backup restoration test, and integration map.
Evidence should be proportionate to the consequences. A tool that drafts a low-risk internal summary does not need the same approval as a system that recommends employment, health, credit, legal, or security actions. However, low consequence does not mean no confidentiality obligation; sensitive source material can still cause serious harm if exposed.
Common mistakes and how to correct them
Assuming AI automatically trains on every prompt
Why it fails: Product settings, contracts, service tiers, and support practices differ.
Correction: Obtain current, product-specific terms and technical documentation, then verify the configuration and retention behavior with controlled testing.
Quick wins for a faster PC:

Why it fails: Logs, analytics, backups, support tools, cloud hosting, libraries, and integrations can create additional recipients.
Best Value
Correction: Trace the complete data path for the conventional application just as you would for an AI service.
Using a generic compliance label as the decision
Why it fails: A certification or assurance report may not cover your edition, region, connectors, data types, or configuration.
Correction: Map the evidence to the actual deployment and record gaps that need compensating controls.
Free tools Windows power users keep installed
One-click scans. No signup required.
Testing only normal inputs
Why it fails: Security incidents often involve unusual permissions, malformed data, outages, changes, or user mistakes.
Correction: Test boundary conditions and recovery, and repeat tests after material changes.
Keeping sensitive data because storage is cheap
Why it fails: Every unnecessary copy increases the number of places that must be protected and deleted.
Correction: Set retention limits, remove unused fields, and verify disposal in primary systems and backups according to the applicable schedule.
A decision checklist
Before approving either an AI tool or traditional software for sensitive work, confirm that you can answer yes—or document an accepted exception—to each item:
- The purpose and potential harm are clearly defined.
- Only the minimum necessary information enters the system.
- Every storage location, log, backup, connector, and recipient is identified.
- Retention and deletion are documented and technically or contractually enforceable.
- Users, administrators, suppliers, and subprocessors have appropriate access limits.
- Authentication, authorization, encryption, patching, monitoring, and incident response are in place.
- AI-specific behavior, updates, retrieval sources, and failure modes have been tested where relevant.
- Traditional software dependencies, integrations, releases, and recovery have been tested where relevant.
- Human review and a stop or rollback mechanism exist for consequential actions.
- An owner will reassess the system when its data, purpose, supplier, configuration, or behavior changes.
Bottom line
There is no category-wide winner. For sensitive work, select the specific deployment that minimizes data, limits retention, restricts access, controls its suppliers and integrations, and provides evidence that failures will be detected and contained. AI deserves additional scrutiny for training-data dependence, aggregation, opacity, unpredictable behavior, and drift, while traditional software must still meet the same core confidentiality, integrity, availability, privacy, and supply-chain requirements. If you cannot explain where the information goes, who can access it, how long it remains, and what happens when the system changes or fails, the tool is not ready for sensitive data—regardless of whether it is marketed as AI or traditional software.
