A 6 GB laptop may be able to run some AI workloads, but “6 GB” alone cannot tell you whether it can review a tender: system RAM, available memory, and graphics memory are different, and the model, runtime, context length, and workload matter. A 12-page tender is not a reliable measure of processing load either. Treat the laptop-and-tender pairing as an illustrative scenario, not a tested deployment. For production, define specific triage tasks, choose a permitted inference path, test it on representative documents, and require a person to verify consequential findings.
Can AI run on a 6 GB laptop?
Possibly, depending on what “6 GB” describes and what the task requires. It could mean installed system memory, currently available memory, or graphics memory; these figures are not interchangeable. The operating system, runtime, model format and precision, context length, and other applications also affect whether a workload fits. No supplied evidence establishes that a particular model can run well—or at all—on an unspecified 6 GB laptop.

Model weights are only part of inference memory. AWS explains that total demand also includes activations, key-value (KV) cache, and runtime overhead. Cache needs vary with context and output length, model architecture and cache precision, and concurrent requests. Microsoft recommends validating throughput and concurrency with representative models and requests before production use (Microsoft Learn: AI inference on Windows Server; AWS: Right-sizing and auto-scaling an inference system).

AWS lists approximate parameter-storage requirements of 14 GB for a 7B model at FP16, 7 GB at FP8/INT8, and 3.5 GB at INT4/NVFP4. These are AWS’s estimates for model parameters, accessed in 2026; they are not total system-memory requirements or proof that any of these configurations will run on a laptop with 6 GB. Runtime overhead, cache, activations, and memory used by the operating system and other applications remain relevant.

For a separate illustration, AWS calculates that a Mistral-7B workload with a 16,000-token document-analysis context needs 1.95 GB of KV cache for one request and 7.81 GB for four concurrent requests. Those figures describe AWS’s example calculation, not a benchmark for a 12-page tender, a laptop, or a particular local runtime. They show why concurrency and context must be included in capacity planning.
Can AI review a 12-page tender?
AI can be used to extract, classify, summarize, or flag information in a tender, but page count alone does not establish how demanding the job is. A 12-page PDF could contain selectable text, dense tables, scanned images, forms, or a mixture. Page count does not reveal token count, document quality, or the context needed to answer a question. No accuracy, speed, or success figure is established for the illustrative 12-page tender on a 6 GB laptop.

Break “review the tender” into testable tasks rather than treating it as one broad capability. For example, ask the system to find submission deadlines, list required documents, classify eligibility criteria, summarize a specified section, or flag evidence that appears to be missing. For every extracted obligation or deadline, require the output to point to the supporting page or passage. That is a workflow safeguard, not a guarantee that citations will be correct; a reviewer still needs to check them.
Should tender documents be processed locally, in the cloud, or both?
Local processing can keep inference on a device or within controlled infrastructure, but it does not automatically secure the full workflow. Prompts, source files, model files, outputs, logs, diagnostics, and fallback behavior all need defined data boundaries. Cloud processing sends documents or prompts to a service, so the organization must check the applicable data policy and protections. A hybrid system can use local inference for eligible tasks and fall back to cloud when local capability is unavailable or insufficient, but any transfer must be permitted and visible.

| Consideration | Local inference | Cloud inference | Hybrid inference |
|---|---|---|---|
| Data movement | Can keep inference on-device or within controlled infrastructure, subject to the software and logging boundaries. | Documents or prompts are transmitted to a service; check applicable data policies and protections. | Can keep eligible work local and use a controlled fallback; make clear when content leaves the device. |
| Capacity | Limited by device CPU, GPU or NPU, memory, storage, and capability. | Scalable service resources may support larger workloads, subject to service limits and cost. | Uses local resources when suitable and a fallback when allowed. |
| Latency and connectivity | Avoids network transfer for inference, but performance remains hardware-bound. | Depends on network and service response. | Fallback requires connectivity, and the system should make its behavior explicit. |
| Cost and maintenance | Requires suitable devices and user or operator maintenance. | Usage charges can accumulate; the provider handles much of the infrastructure maintenance. | Requires local readiness management and governance of the cloud path. |
| Operations | Monitor resource use, failures, latency, throughput, and storage. | Track service capacity, latency, errors, and usage. | Log path selection and readiness or fallback outcomes without unnecessarily recording sensitive prompts. |
| Model capability | Smaller models are generally more suitable for constrained local devices. | Scalable compute can support larger models. | Select a path for each task and policy; explain fallback and obtain any required consent. |
This is a comparison of deployment trade-offs, not a product comparison or assurance that any particular system is suitable. Microsoft’s guidance discusses choosing between local and cloud models and recommends deliberate readiness checks, consent for optional model downloads, and explicit fallback behavior (Microsoft Learn: Choose between cloud-based and local AI models).
How do you use AI to triage a tender safely?
- Define the task. Specify whether the system will extract deadlines, classify eligibility, identify required documents, summarize sections, or flag missing evidence. Give each task a clear expected output.
- Characterize the input. Record the PDF format, whether text is selectable or scanned, the presence of tables or forms, language, page count, file size, and sensitive content. Do not use page count as a substitute for workload measurement.
- Choose the inference path. Check hardware, model fit, and runtime readiness for local use. If local capability is unavailable or inadequate, use cloud fallback only when policy allows it. Make the path and any transfer of content explicit.
- Require source locations. Ask the system to identify the page or passage behind each extracted requirement, deadline, or finding. Treat those references as leads for verification, not proof that the interpretation is correct.
- Evaluate representative documents. Build a human-checked set of relevant tenders. Measure task-specific correctness, missed requirements, false alarms, latency, throughput, and failure behavior; set acceptance thresholds before production. The cited guidance supports validating models and representative workloads but provides no score for this scenario.
- Keep a human decision point. A reviewer should verify consequential claims and make procurement decisions. AI can help prioritize attention, but should not silently decide award or eligibility.
- Monitor operations. Track service health, latency, throughput, failures, CPU and memory use, GPU use where applicable, and storage. Protect credentials and logs, and decide in advance what sensitive data may appear in diagnostics.
Microsoft states: “Validate model output before you rely on it. Maintain appropriate human oversight for consequential actions or decisions.” (Microsoft Learn, “AI inference on Windows Server”.)

What procurement safeguards apply?
Requirements depend on jurisdiction and procurement context. For UK public procurement, Procurement Policy Note (PPN) 017 applies to procurements commencing on or after 24 February 2025 and replaces PPN 02/24 for those procurements. It does not prohibit suppliers from using AI in the commercial process; it recommends understanding the associated risks. Suggested measures include considering disclosure of AI use, proportionate controls against using confidential contracting-authority information, and allowing time for additional due diligence.

For UK buyers, the government’s broader AI procurement guidance recommends stating the problem clearly, conducting iterative impact assessment, checking data quality and governance, asking suppliers about their model approach and limitations, and considering explainability and vendor lock-in (UK Government Office for Artificial Intelligence, Guidelines for AI procurement).
