AI Street Cameras vs. Traditional CCTV: What They Can Actually Do

AI street cameras are not a single, standardized type of camera. They are camera systems paired with software that may detect and search for objects, measure traffic, read license plates, or perform another defined analytic. Traditional CCTV primarily captures video for live viewing or later review. The practical difference is therefore the software, data indexing, staffing and policy around a camera—not necessarily the camera housing itself.

A plate visible in ordinary footage is not automatically an automated license-plate-recognition (ALPR) record, and a system that recognizes a vehicle is not necessarily recognizing its driver. To understand what a particular installation can do, ask which analytic is enabled, whether it runs live or after an event, what data is retained, and who can search or share it.

Start with the layers: camera, software and policy

Every street-video system has at least three separate layers:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Capture equipment: the camera, lens, lighting, mount, network connection and storage path that produce video.
  • Analytics: software that detects, classifies, measures or indexes something in the video.
  • Governance: rules for monitoring, retention, access, searches, audits and disclosure.

A conventional camera feed can be sent to analytics later. Conversely, a camera with advanced hardware may be used only to record video. Calling a system “AI” without naming the enabled function hides the most important distinction: object search, traffic measurement, ALPR and facial recognition have different outputs and different legal and privacy implications.

Seattle’s public-space program illustrates the separation. The police department says its cameras and associated software can use object recognition to help investigators find when a described vehicle—such as a blue pickup—appeared in camera views. The department also says those cameras do not use facial recognition or ALPR. That is a capability of that configured program, not a specification for every CCTV installation. See the Seattle Police Department’s public-space camera information.

What traditional CCTV can do

Capture and preserve a scene

At its simplest, closed-circuit television (CCTV) supplies a video stream from a defined area. Depending on deployment, operators can watch it live, record it, retrieve clips later, or do all three. A recording can show people, vehicles, timing and movement, but the system does not inherently convert those observations into searchable identities or structured records.

Support human review

Investigators can review footage in response to a call, an incident report or another authorized purpose. They may manually follow a vehicle through camera views, note clothing or direction of travel, and export relevant clips. This work can be valuable, but it depends on image quality, camera coverage and staff time. A person must decide what to look for and inspect the footage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Operate without continuous watching

A camera that is capable of live video is not necessarily watched continuously. Seattle explicitly says its police department does not have the resources to monitor feeds 24 hours a day, seven days a week. Most viewing occurs in response to a 911 call, according to the department. Its public-space video may be retained for up to 30 days, while clips relevant to criminal activity can be moved into an evidence system under the department’s stated process.

That example matters because “there is a camera” and “someone is watching right now” are different claims. A deployment’s staffing plan and alert rules determine whether anyone sees an event as it happens.

What video analytics add

Object detection and search

Object recognition can label or search for visual characteristics that a person describes. In Seattle’s example, an investigator can search for appearances of a vehicle with a stated color and type. The result is a set of candidate time periods or camera views for human review. It is not a verified driver identity, and it does not prove that every matching vehicle is the same one.

Object analytics can also be configured for other categories, such as people, bicycles or bags, but the exact classes and search interface depend on the software and policy. Do not infer a feature merely because a vendor uses the word “AI.” Request the enabled object list, confidence thresholds, alert behavior and export rules for the system in question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Traffic counting and speed measurement

Smart-transportation systems can detect the number and speed of vehicles and send measurements to transportation-management centers. The U.S. Government Accountability Office (GAO) describes these capabilities in its report on smart cities, published April 30, 2025: Smart Cities: Technologies and Policy Options to Enhance Services and Transparency. These systems support signal timing, congestion management or roadway planning. They should not be conflated with facial recognition or criminal identification.

Alerts and investigative triage

Analytics can flag an event for a human operator or make a large archive easier to search. In either case, the software narrows attention; it does not remove the need to verify what the image shows. Occlusion, poor lighting, unusual camera angles and similar-looking objects can produce missed detections or false leads. A responsible workflow treats an analytic result as a prompt for review, not as a final finding.

ALPR is a different function from ordinary traffic video

What an ALPR record contains

Automated license plate recognition (ALPR), also called automatic number plate recognition (ANPR) in some jurisdictions, uses a camera and specialized software to recognize plates visible from public areas. Santa Monica describes records that may include a vehicle image, plate information, date, time and location. Those fields make the event searchable in a way that an unindexed video archive is not.

Some plate-reader systems can compare a recognized plate with lists of vehicles sought by law enforcement. GAO notes that a possible match may prompt police to dispatch to the vehicle’s location. The alert is a lead that requires confirmation; it is not proof that the vehicle, driver or occupant is involved in a crime.

What a plate read does not establish

Santa Monica’s explanation is explicit: ALPR does not identify who is driving, establish that someone committed a crime, or automatically authorize a stop or arrest. A plate can be misread, duplicated, borrowed, stolen or associated with a vehicle whose occupants have changed. Officers must evaluate the circumstances and verify the information before taking action. The city’s ALPR overview is available at Automatic License Plate Readers.

Why seeing a plate is not the same as reading it

A conventional traffic camera may record a plate clearly enough for a person to read when pausing the video. That does not create an automatically indexed plate event. ALPR requires a configured recognition process, a searchable data store and rules governing the resulting records. When comparing systems, ask whether plates are automatically extracted and searchable, rather than whether plates happen to appear in the frame.

Facial recognition is another separate capability

Facial recognition attempts to compare a face with a reference gallery or otherwise produce a face-related match. It is not synonymous with object recognition, vehicle classification or ALPR. Seattle says facial recognition is not used with its public-space cameras, even though object recognition is enabled. A system’s ability to show a person’s face in video therefore says nothing by itself about whether facial matching is running.

Any claim that a street camera “identifies people” should specify the mechanism: a human recognizing someone, an object search returning a person-shaped detection, or a facial-recognition comparison. Those produce different evidence and require different policies.

Side-by-side: what each system actually produces

Question Traditional CCTV Video analytics on CCTV ALPR/ANPR
Primary output Video stream and stored clips Detections, classifications or searchable events linked to video Plate-related record, often with vehicle image, date, time and location
Typical search method Human scrubs footage by camera and time Human searches a described object or event, then reviews candidate clips User searches recognized plate records or receives a list-match alert
Can it show a vehicle? Yes, if within view and image quality permits Yes, with software-assisted detection or classification Yes, with a plate-focused capture and record
Does it identify the driver? No inherent identity function Not from object recognition alone No; a plate read does not establish who drove
Can it measure traffic? Only through manual review or added software Potentially, including counts or speeds when configured for that purpose Not its primary purpose
Live monitoring required? No; recording and later review are possible No; analytics may run for later search or live alerts No; records can be searched after capture, though alerts may be live
Retention and access Set by the operator’s storage and policy Set by the operator, analytics platform and policy Set by ALPR policy, contracts and applicable law

The table describes functional categories, not a universal product specification. One installation may combine several columns, while another may use only basic recording.

How an investigation typically uses these systems

  1. An event is reported. A 911 call, incident report or transportation problem establishes a time, place and description.
  2. Coverage is checked. Staff determine which cameras could have viewed the area and whether footage still exists under the retention policy.
  3. An analytic or manual search is selected. Investigators may search for a described vehicle with object recognition, query ALPR records for a plate, or review video manually. The choice depends on what the system actually indexes.
  4. Candidate results are reviewed. A person checks direction of travel, surrounding context, image quality and whether the result fits the reported time and location.
  5. Information is corroborated. A plate alert or object match is compared with other evidence before an officer acts. Neither function, by itself, establishes identity or guilt.
  6. Relevant material is preserved lawfully. A clip or record may be moved into an evidence system when policy and law permit, while routine material is deleted according to the stated schedule.

This sequence explains why analytics can speed an investigation without making the result self-proving. Software reduces the amount of footage a person must inspect; it does not supply the missing context.

Accuracy and effectiveness: what can and cannot be claimed

No universal accuracy number

The official materials available for this topic do not establish a camera accuracy rate, crime-reduction percentage or other single performance figure that applies across street-camera systems. Performance varies with resolution, viewing angle, weather, lighting, occlusion, vehicle speed, plate condition, camera placement, software settings and the population or objects being analyzed.

Why benefits are difficult to attribute

GAO reports that smart-city technologies can support transportation and law-enforcement services but that costs, privacy and civil-liberties concerns and unclear benefits remain important issues. Officials and researchers told GAO that when several technologies and personnel work together, it is difficult to determine which tool produced an outcome. The report summarizes the problem plainly: “assessments of benefits are difficult to develop.”

That limitation applies to claims such as “the cameras prevented crime” or “the AI solved the case.” A credible evaluation should define the outcome, comparison period, staffing and other interventions rather than assigning every change to the camera software.

Privacy, retention and oversight depend on local rules

Seattle: object search without facial recognition or ALPR

Seattle’s published program says object recognition is enabled, while facial recognition and ALPR are not used with those cameras. The department says feeds are not watched continuously and that video may be retained for up to 30 days, subject to transferring relevant criminal-activity clips into an evidence system. These are Seattle’s stated settings, not a general rule for cities elsewhere.

Santa Monica: controls for ALPR access

Santa Monica says ALPR access is limited to trained, authorized staff. Each search must have a documented law-enforcement purpose; user activity is logged and audited. Routine retention is 30 days unless information must be kept as evidence or for another lawful purpose. The city also says it owns its ALPR data under the vendor agreement. Read the city’s current policy details at santamonica.gov/automatic-license-plate-readers.

Questions every public agency should answer

  • Which analytics are enabled, and which are expressly prohibited?
  • Is a person watching live, or are alerts and searches handled later?
  • How long are raw video, analytic metadata and exported clips retained?
  • Who may search, approve a search and receive a result?
  • Are searches logged, audited and subject to disciplinary rules?
  • Can data be shared with other agencies or vendors, and under what legal basis?
  • Who owns the records, and what happens to them when a contract ends?
  • How are errors corrected, and how can an affected person challenge misuse?

Jurisdiction matters

The UK Biometrics and Surveillance Camera Commissioner’s guidance covers local-authority use of CCTV, ANPR, body-worn video, drones, vehicle-borne video and facial recognition. It was updated August 25, 2026. It is UK local-authority guidance, not a statement of law for U.S. cities or other jurisdictions. Consult the applicable local policy, statute and oversight body before drawing legal conclusions. The guidance is published at gov.uk/government/publications/surveillance-camera-code-of-practice-guidance-for-local-authorities.

Deployments can change faster than public descriptions

Technology pages and contracts are time-sensitive. Asheville’s public technology page says the city terminated its Flock Safety fixed-camera ALPR contract in August 2026 and deactivated police access, while the department continued using mobile in-car Axon ALPR. It reported a planned equipment-removal date beginning October 12, 2026. That is a local example of a deployment and vendor relationship changing; it is not evidence of a national trend. The city’s update is at engage.ashevillenc.gov/f65124.

For any city, check the latest contract, policy page, meeting record and retention notice rather than relying on an old description or a camera’s appearance in the street.

A practical checklist for comparing two camera programs

Comparison axis What to verify Why it changes the answer
Recorded material Resolution, field of view, audio, timestamps and storage location Determines what a reviewer can actually see and authenticate
Analytics Object search, traffic counts, speed, ALPR, facial recognition or other named functions “AI” alone does not identify the feature
Timing Live alerts, scheduled processing or post-incident search Shows whether the system can support an immediate response
Indexing Whether plates, objects or events become searchable metadata Separates a video archive from a queryable database
Retention Routine deletion period and evidence-preservation exceptions Affects whether a later investigation can retrieve a record
Access and sharing Authorized users, partner agencies, vendor access and disclosure rules Defines who can use or redistribute the information
Auditability Search logs, approvals, periodic audits and correction procedures Creates accountability for misuse and erroneous searches
Evidence of performance Test conditions, error analysis and independent evaluation Prevents marketing claims from being mistaken for field results

Common misunderstandings, corrected

“AI camera” means the camera knows who everyone is

Usually it means only that some software analyzes video. Object recognition can find a vehicle description; traffic analytics can count cars; neither necessarily identifies a person. Facial recognition must be separately enabled and governed.

If a camera sees a plate, police have an ALPR record

Not necessarily. A visible plate in a clip is ordinary video evidence. ALPR requires automated recognition, structured storage and a policy for searching those records.

A plate match proves the suspect was in the car

No. It indicates that a recognized plate was observed at a time and place, subject to recognition and context errors. It does not establish the driver’s identity, ownership at that moment or criminal conduct.

More cameras automatically mean better public safety

Coverage, staffing, retention, analytics quality and investigative practice all affect results. GAO’s assessment difficulty is a reminder that outcomes cannot be assigned to one technology without a suitable evaluation.

All city systems are configured like the best-known example

They are not. Seattle’s object-recognition and no-ALPR configuration, Santa Monica’s ALPR controls and Asheville’s 2026 contract change demonstrate why claims must be tied to a named jurisdiction, date and policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What this means for residents and decision-makers

For residents, the most useful question is not “Does the street have AI?” but “What specific data does this system create about people, vehicles or movement, and who can retrieve it?” Look for the camera program’s policy, retention schedule, access rules, contract and audit reports.

For a city considering an upgrade, start with the operational problem. Traffic counting may require aggregate measurements rather than identity-linked records. An incident-response program may need reliable video retrieval and trained staff more than a new analytic. If ALPR is proposed, publish its purpose, authorization, retention, error-handling and oversight rules before deployment, and evaluate the system under local conditions.

A consumer “AI security camera” is also not equivalent to a municipal street-camera program. A home device generally lacks the city-scale camera network, communications infrastructure, searchable multi-camera archive, public-agency access controls and investigative staff described above. Do not assume that a household camera can provide citywide tracking or ALPR simply because its app uses the word “AI.”

Bottom line

Traditional CCTV records what a camera can see. AI-enabled systems may make that video searchable, measure traffic or turn visible plates into structured ALPR records. They do not automatically identify drivers, prove guilt or provide a universal level of accuracy. The real capability is the combination of a defined analytic, a human review process and local rules for access, retention and oversight. Evaluate those three layers—and the dated policy behind them—before deciding what any street camera can actually do.
