AI chips are made through a chain that starts with accelerator architecture and electronic-design-automation software, continues through wafer fabrication and advanced packaging, and ends in servers and cloud systems. The most important capacity is not one factory: it is the coordinated availability of leading-edge process technology, lithography and other tools, high-bandwidth memory (HBM), substrates, packaging and testing.

That structure explains why a finished AI design can still be delayed. A shortage at a foundry, an equipment supplier, an HBM plant, an advanced-packaging line or a server integrator can hold up the entire product. It also explains the supply chain’s exposure to Taiwan, South Korea, the Netherlands, China-related export controls and other concentrated locations.

The AI semiconductor supply chain in one view

AI hardware moves through five linked stages. Each stage has different companies, capital requirements and failure modes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Architecture and design: A fabless chip company defines the accelerator, memory interfaces, interconnects, power targets and software features. Electronic-design-automation (EDA) tools convert that specification into a manufacturable layout.
  2. Wafer fabrication: A foundry patterns circuits on silicon wafers using repeated lithography, deposition, etch, implantation, cleaning and inspection operations.
  3. Equipment and materials: Lithography, deposition, etch, metrology and inspection systems, together with wafers, specialty gases, chemicals, photoresists and substrates, determine the process node, yield and throughput a fab can achieve.
  4. Advanced packaging and test: The processor is connected to HBM and other chiplets, packaged with high-density interconnects, and electrically and thermally tested. Technologies such as TSMC’s CoWoS and TSMC-SoIC are examples of this integration stage.
  5. Systems and deployment: Packaged devices are assembled into accelerator cards, servers and networking equipment, then installed in data centers and cloud infrastructure.

The stages are interdependent. A design may be ready while a foundry lacks the required tool capacity, HBM is allocated elsewhere, or advanced packaging has a queue.

Who does what: fabless companies, foundries and integrated manufacturers

Fabless chip companies

Fabless companies design processors but generally do not operate the wafer fabs that manufacture them. They choose an architecture, select a process technology, create physical layouts with EDA software, validate power and timing, and coordinate packaging, memory and system partners. Their key risks are design defects, software compatibility, allocation of manufacturing capacity and dependence on a small number of qualified suppliers.

Contract foundries

A contract foundry manufactures wafers for outside customers. It invests in cleanrooms, process recipes, equipment and yield engineering, then runs many wafer lots through the same sequence of operations. Foundries compete on process capability, defect rates, predictable ramp-up and the ability to provide advanced packaging as well as front-end wafer production.

Integrated device manufacturers

An integrated device manufacturer (IDM) designs and manufactures its own chips, although it may also use outside foundries. ASML distinguishes IDMs from contract foundries: an IDM controls both design and manufacturing, while a foundry manufactures for other companies. The distinction matters when assessing capacity because an IDM can prioritize internal products, whereas a foundry allocates lines among customers.

How an AI chip is fabricated on a wafer

Modern chips are built by repeating a controlled sequence across hundreds of process layers. The exact recipe varies by node and product, but the manufacturing logic is consistent.

  1. Start with a silicon wafer. A polished wafer provides the substrate. Its flatness, cleanliness and crystal quality affect later defect rates.
  2. Deposit films. Thin layers of dielectric, metal or other materials are deposited on the wafer. Thickness and composition must be controlled across the entire wafer.
  3. Apply photoresist and expose the pattern. Lithography transfers a circuit pattern from a reticle onto the resist. The most demanding layers require advanced optical systems and precise alignment between successive layers.
  4. Develop and etch. Developing removes selected resist areas. Etching then removes exposed portions of the underlying film, leaving the intended three-dimensional structure.
  5. Implant and modify materials. Ion implantation changes the electrical properties of selected silicon regions. Additional thermal treatments activate dopants and repair process damage.
  6. Clean and inspect. Wet or dry cleaning removes residues. Metrology measures dimensions, overlay and film properties, while inspection systems search for defects that could reduce yield.
  7. Repeat for many layers. Deposition, lithography, etch, implantation, cleaning and inspection are repeated until transistors and interconnects are complete.
  8. Test and dice. Electrical tests identify good dies. The wafer is cut into individual chips, which move to assembly and advanced packaging.

A process node is not simply a single line-width measurement. It represents a generation of transistor structures, materials, design rules and manufacturing capabilities. A smaller advertised node can improve density and energy efficiency, but only if the foundry can deliver acceptable yield and volume.

Equipment and materials that set the practical limit

Upstream suppliers can become bottlenecks even when chip designers and fabs are financially healthy. The Semiconductor Industry Association identifies materials and equipment as critical dependency categories.

Category Role in production What a shortage affects
Lithography Prints circuit patterns and aligns layers Achievable feature density, overlay accuracy and wafer throughput
Deposition Places controlled thin films on the wafer Layer quality, transistor performance and process repeatability
Etch Removes selected material to form structures Critical dimensions, profile control and defect rates
Metrology and inspection Measures layers and finds defects Yield learning, process control and release of usable wafers
Silicon wafers Provide the physical substrate Fab starts and the number of dies entering production
Gases, chemicals and photoresists Enable cleaning, patterning, etching and deposition Continuity of individual process steps
Substrates Carry packaged dies and route electrical signals Package assembly volume and high-speed signal integrity

Equipment qualification is slow because a new tool or chemical can change yield. Fabs therefore tend to rely on approved vendors and validated recipes rather than switching immediately when a disruption occurs.

Why advanced packaging and HBM are central to AI

AI accelerators move enormous volumes of data between compute cores and memory. Performance therefore depends on memory bandwidth, interconnect density and energy per bit, not only on transistor count.

Advanced packaging places the processor close to multiple HBM stacks and can connect chiplets within one package. TSMC identifies CoWoS and TSMC-SoIC as advanced integration technologies. CoWoS provides a large interposer-based package for compute and memory, while SoIC uses three-dimensional integration approaches for tightly connected dies. These methods require specialized packaging tools, substrates, assembly expertise and testing capacity.

HBM availability can become the binding constraint even when wafer capacity exists. Memory stacks must meet electrical, thermal and reliability requirements, and the package must support their connections. A company evaluating an AI supply chain should therefore ask who controls HBM allocation, substrates and package assembly, not just which foundry makes the logic die.

Why AI demand creates broader bottlenecks

AI workloads favor high compute density, fast memory movement and energy efficiency. TSMC said AI-related demand supported its 2025 outlook and that structural demand for energy-efficient computing was accelerating. ASML reported that AI-server demand exceeded supply in 2025, creating a strong pricing environment for both logic and DRAM.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those conditions make capacity constraints cumulative. A product can be delayed by any of the following:

  • Leading-edge wafer starts or a slow yield ramp.
  • Insufficient lithography, deposition, etch, metrology or inspection tools.
  • Limited HBM output or a mismatch between memory qualification and the processor schedule.
  • Shortages of advanced substrates or CoWoS-class packaging capacity.
  • Testing, burn-in or thermal-validation queues.
  • Inability to integrate accelerator cards, networking equipment and complete servers quickly enough.

For this reason, “more fab capacity” does not automatically mean more deployable AI systems. The entire chain must reach volume at compatible quality and timing.

Where the chain is concentrated

TSMC and leading-edge logic

TSMC’s 2024 report states that it manufactured 11,878 different products for 522 customers during 2024. It reported volume production at 7-nanometer, 5-nanometer and 3-nanometer technologies, development toward 2-nanometer technology, and advanced integration using CoWoS and TSMC-SoIC. Its products serve AI and high-performance-computing servers as well as many other applications.

That scale gives customers access to a broad process portfolio, but it also makes leading-edge AI production sensitive to the availability and allocation decisions of one dominant manufacturing network. Customers still need qualified packaging, memory and test capacity to turn wafers into systems.

ASML and lithography

ASML’s annual reporting describes its supplier network as foundational to semiconductor production and identifies AI as a growth engine. Lithography tools are difficult to replace because they combine precision optics, light sources, stages, software and process control. A delayed installation, maintenance issue or export license can therefore affect a fab’s expansion schedule.

ASML’s 2025 filing records expanded Dutch export controls on additional semiconductor-manufacturing equipment effective January 15, 2025. These rules add a policy variable to normal capacity planning: equipment may be technically available but restricted for a particular destination or configuration.

Materials, equipment and traceability

The Semiconductor Industry Association’s dependency assessment emphasizes that upstream materials and equipment can become strategic vulnerabilities. A supply chain that appears diversified at the chip-design level may still depend on a narrow set of qualified chemicals, tools or substrate producers.

Traceability is another weakness. The U.S. Bureau of Industry and Security reported in 2024 that about half of surveyed companies could not determine whether their products contained chips manufactured by foundries based in the People’s Republic of China. Without origin data, buyers and infrastructure operators cannot reliably assess sanctions, export-control or security exposure.

Geographic and policy exposure

Taiwan

Taiwan is central to leading-edge logic and advanced packaging through the concentration of manufacturing expertise and capacity there. A disruption from an earthquake, power or water problem, shipping interruption or geopolitical crisis could affect multiple customers simultaneously. Geographic diversification can reduce the impact of a local event, but moving an identical process to another site requires equipment, engineering qualification and time.

South Korea

South Korea is a major location for memory production, making it especially relevant to HBM availability. An AI system that depends on a particular memory generation can face delays even when its logic wafers are on schedule. Memory qualification and package compatibility also limit how quickly buyers can substitute another source.

Export controls and licensing

Export controls can restrict advanced manufacturing equipment, chip performance, end users or destinations. The result may be a redesign around a different process, a requirement for a license, or uncertainty about whether a supplier can legally ship a component. Mature-node products are not automatically free of risk: the BIS finding on uncertain foundry origin shows that organizations may lack the information needed to apply their own compliance rules.

How suppliers try to improve resilience

TSMC says it qualifies suppliers, procures wafers from multiple sources, audits supplier quality systems and encourages suppliers to locate operations near major fabs to reduce logistics and supply risk. These measures address operational disruption, but they do not eliminate concentration in leading-edge process technology, lithography, memory, packaging or politically sensitive regions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical resilience program should include:

  • Dual sourcing where qualification is realistic: Approve a second source for wafers, gases, substrates, memory or packaging instead of waiting for a crisis.
  • Buffer inventory for long-lead items: Hold carefully managed stocks of materials and spare parts whose replacement lead times exceed the product’s acceptable outage.
  • Process portability: Design with a qualified alternate node or package where performance and software constraints allow it.
  • Supplier and sub-tier mapping: Identify the companies behind a distributor, including the actual foundry, memory producer and packaging site.
  • Origin and licensing records: Track manufacturing location, part number, process generation and applicable export-control classifications.
  • Scenario exercises: Model a tool delay, HBM allocation cut, packaging interruption, regional disaster and licensing change separately; each requires a different response.

A framework for comparing AI semiconductor supply chains

Compare companies or proposed systems using the following questions rather than a single “chip capacity” number.

Axis Questions to ask
Process capability and yield Which node is in volume production? What yield and time-to-volume evidence is available?
Manufacturing tools Are lithography, deposition, etch, metrology and inspection tools available, qualified and serviceable?
Memory and packaging Is HBM allocated? Are substrates and advanced-package slots secured for the same production period?
Customer concentration Can larger customers receive priority during shortages, and how much allocation power does the buyer have?
Geographic footprint How many regions supply wafers, memory, packaging, testing and final servers? What disaster exposure remains?
Export-control exposure Could equipment, chips or end-use restrictions require a license or block shipment?
Supplier qualification Are alternate sources approved, or are they only theoretical options?
Traceability Can the buyer identify the actual foundry and manufacturing origin of every critical chip?

The strongest supply chain is not necessarily the one with the smallest transistor node. It is the one that can produce a qualified logic die, memory subsystem, package and server at the required volume while preserving legal and geographic options.

What this means for AI buyers and system planners

When a vendor promises accelerator availability, ask for the complete production path: logic foundry and node, expected yield ramp, HBM source and generation, package technology, substrate supplier, test location, server integrator and manufacturing regions. Ask whether those elements are already qualified or merely planned.

For infrastructure operators, origin records should cover mature-node controllers and networking chips as well as leading-edge accelerators. For chip designers, early package and memory commitments can be as important as tape-out. For policymakers, expanding domestic capacity without securing equipment, materials, skilled labor and customers leaves the bottleneck intact.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AI semiconductor supply chains are therefore best understood as a network of tightly coupled capabilities. TSMC, ASML, memory producers, materials companies, packaging houses and equipment vendors each control a different part of the route from architecture to deployed server. A disruption at any one of those points can determine how quickly an AI product reaches users.
