AI Safety Testing vs. AI Auditing: What’s the Difference?

AI safety testing probes how an AI system behaves under selected inputs, conditions, populations or attacks. An AI audit evaluates evidence about the system or its processes against transparent criteria, using an independent evaluation in the terminology of the National Telecommunications and Information Administration (NTIA). Testing can produce evidence an audit examines, but a test is not automatically an audit, and neither one by itself proves legal compliance or universal safety.

The practical distinction is simple: testing asks “What happens when we try this?” An audit asks “Do the documented results, controls and claims meet stated criteria, and can an independent reviewer substantiate them?”

The difference at a glance

Dimension AI safety testing AI auditing
Primary question How does the system behave for selected inputs, users, environments or attacks? Does performance and/or process meet transparent criteria, and are the organization’s claims supported?
Typical methods Benchmarks, scenario tests, robustness checks, red-teaming, bias and reliability measurements, monitoring tests Review of test results, documentation, controls, records, interviews, sampling, technical validation and claim substantiation
Object of examination A model, application, component, workflow or deployment condition A system or model plus the processes and evidence surrounding it
Assessor relationship Often performed by developers or operators; independent testing is also possible NTIA uses “audit” for an independent evaluation; the required independence depends on the framework and purpose
Timing Before release and repeatedly during operation, including after changes or incidents At assurance milestones, on a schedule, after material changes, or when a customer, regulator or governance process requires it
Output Measurements, failure cases, attack findings, risk indicators and remediation tasks An evidence-based assessment against stated criteria, with findings, limitations and conclusions
Legal status Usually a technical risk-management activity May support assurance or a formal requirement, but only a legally specified conformity-assessment route establishes the relevant legal status

Words are not used identically by every institution. Before relying on a report, ask what was tested, which criteria were applied, who performed the work, what access they had and what decision the report is intended to support.

What “AI safety testing” means

There is no single universally binding definition of AI safety testing. It is a family of evidence-gathering methods designed around a particular risk or decision. A test may examine harmful outputs, security vulnerabilities, reliability, fairness-related performance, privacy leakage, instruction following, robustness to distribution changes or the behavior of a complete user workflow.

Red-teaming is one testing method

NTIA’s March 2024 glossary defines red-teaming as “a structured testing effort to find flaws and vulnerabilities in an AI system, often in a controlled environment and in collaboration with developers of AI.” A red team may create adversarial prompts, probe access controls, attempt data extraction or search for unsafe behavior in edge cases. It is testing because it generates observations under designed challenges. Calling an exercise a red-team operation does not establish that an independent audit took place.

A test has a defined boundary

Every useful test states its boundary: the model or version, interface, tools, guardrails, data, user population, language, operating environment and time period. A result such as “the system passed the benchmark” is incomplete without the benchmark version, sample construction, scoring rule, thresholds and exclusions. A test can show that a system behaved acceptably under the tested conditions while leaving untested conditions unresolved.

Testing is not a safety guarantee

Passing selected tests does not demonstrate safe behavior in every context. Models can encounter new prompts, integrations, users, data or incentives after release. Tests therefore provide bounded evidence and should be connected to a risk-management process that records known gaps, mitigations and retesting triggers.

What an AI audit means

NTIA’s March 2024 glossary states: “An AI audit is, with respect to an AI system or model, an evaluation of performance and/or process against transparent criteria.” In that glossary, “audit” is used for independent evaluations that can verify a system’s claims or assess broader trustworthy-AI attributes.

An audit is therefore more than running a collection of probes. The auditor needs explicit criteria, an evidence trail and a reasoned conclusion about whether the evidence meets those criteria. Criteria might address documented performance, data and change controls, incident handling, human oversight, monitoring, security safeguards or the accuracy of public claims. The exact criteria must be stated rather than assumed.

Independence is a substantive feature

Internal staff can conduct valuable testing and reviews. However, an internal test is not automatically an independent evaluation. Independence concerns the assessor’s ability to reach a conclusion without inappropriate influence, and the management of conflicts such as responsibility for building the system or pressure to obtain a desired result. NTIA’s terminology makes this distinction explicit, while a particular law, contract or assurance program may set its own independence rules.

An audit can use test evidence

An auditor may inspect test plans, rerun selected tests, sample logs, interview responsible staff, examine documentation and compare results with transparent criteria. The audit does not replace technical testing; it evaluates whether the testing and other evidence are sufficient for the stated conclusion. A report should identify evidence not available, assumptions made and conditions under which the conclusion applies.

The questions each activity answers

Testing asks a behavioral question

“What does the system do when exposed to these inputs, users, environments or attacks?” The answer is empirical: observed outputs, error rates, refusal behavior, latency, robustness scores, security findings or other measurements. The test owner chooses scenarios that represent expected use and plausible misuse.

Auditing asks an evidence-and-criteria question

“Do the available results and processes satisfy the published criteria, and are the organization’s claims supported?” The answer is evaluative. It may conclude that criteria are met, partly met, not met or cannot be assessed because evidence is missing. An audit can find that a model performs well in a benchmark but that the organization lacks change records or monitoring evidence required by the criteria.

Conformity assessment asks a legal question

“Has the legally required procedure been completed for this category of system and use?” A conformity assessment is defined by the applicable legal framework. It may incorporate testing and auditing, but those words cannot be substituted for the prescribed procedure.

Compare an exercise before accepting its label

Use these seven axes when reading a vendor report, internal review or assurance statement:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Objective and criteria: Identify the risk or claim being examined and the exact pass thresholds or control requirements.
  2. Scope: Determine whether the work covers a base model, a deployed application, a workflow, governance processes, a claimed outcome or all of these.
  3. Methods and evidence: Record benchmark tests, adversarial probes, documentation review, interviews, log sampling, source inspection and measurement procedures.
  4. Independence and conflicts: Identify who performed the work, who commissioned it, what responsibilities they held and how conflicts were handled.
  5. Timing: Note whether the work occurred before deployment, periodically, after a substantial change, after an incident or as continuous monitoring.
  6. Audience and decision: Clarify whether the result informs engineering remediation, a release gate, procurement, a board decision, customer assurance or a regulator.
  7. Voluntary or legal purpose: State whether the exercise is internal assurance, contractual evidence, a voluntary certification or a legally prescribed conformity assessment.

How to design useful safety testing

  1. Define the intended use and threat model. Describe users, decisions, connected tools, sensitive data, foreseeable misuse and the harms that matter. A general-purpose benchmark cannot stand in for deployment-specific risks.
  2. Choose measurable questions. Examples include whether a refusal control holds under paraphrase, whether performance changes across relevant populations, whether a tool call can be induced outside its authorization or whether monitoring detects a known failure pattern.
  3. Build representative and adversarial test sets. Document inclusion rules, languages, data provenance, sampling, duplicate handling and any protected or sensitive data. Keep evaluation data separate from development data where feasible.
  4. Set methods and thresholds in advance. Record the metric, calculation, confidence or uncertainty treatment, pass rule, evaluator instructions and escalation criteria before looking at results.
  5. Run the test in the deployment configuration. A base-model result may not predict behavior after retrieval, fine-tuning, tool access, filtering, system prompts or user-interface changes. Capture the exact model and software versions.
  6. Log failures and severity. Preserve inputs, outputs, timestamps, configuration, reproduction steps and an impact assessment. Restrict access when logs contain personal, confidential or hazardous material.
  7. Remediate and retest. Link each finding to an owner, mitigation, due date and regression test. A change that fixes one failure can create another, so rerun relevant suites.
  8. Monitor after release. Define signals, alert thresholds, sampling, incident routes and review cadence. NIST’s AI Risk Management Framework says, “AI systems should be tested before their deployment and regularly while in operation.”

How an AI audit is performed

  1. Agree the audit objective and criteria. The engagement should name the system, period, locations or environments, criteria, exclusions, materiality and intended audience.
  2. Assess independence and competence. Document the auditor’s relationship with the developer or operator, relevant technical and domain expertise, confidentiality arrangements and conflict-management controls.
  3. Map claims to evidence. For each public, contractual or internal claim, identify the test result, record, process owner or technical artifact that supports it. Mark unsupported or unverifiable claims rather than inferring support.
  4. Evaluate the testing program. Review whether test objectives reflect intended use and foreseeable misuse, whether data and metrics are appropriate, whether results are reproducible and whether limitations are recorded.
  5. Examine operational controls. Depending on the criteria, inspect version control, approval gates, access management, data governance, incident response, human oversight, monitoring, supplier controls and change management.
  6. Use sampling and corroboration. Compare documentation with logs, tickets, configuration snapshots, interviews and selected reruns. An auditor should explain the sample and any evidence that could not be independently verified.
  7. Issue findings and a bounded conclusion. Separate compliant areas, deficiencies, unresolved questions and observations. State the period, system version, criteria and limitations so readers do not treat the conclusion as permanent or universal.
  8. Track corrective action. Assign owners and dates, then verify closure or record why a risk was accepted. A follow-up review may be needed after material changes.

Where testing fits in the AI lifecycle

NIST treats testing, performance assessment, measurement and independent review as related parts of risk management. Repeatable or scalable test, evaluation, verification and validation processes should operate before deployment and during operation. Independent review can improve testing by exposing internal blind spots and conflicts of interest; it does not make every underlying test representative automatically.

Before deployment

Establish the intended-use boundary, threat model, acceptance criteria, test data, release blockers and evidence owners. Test the integrated system rather than only a model in isolation. Record residual risks that remain when the release decision is made.

During operation

Monitor for drift, new failure modes, abuse patterns, distribution changes and control degradation. Schedule recurring tests and trigger additional work after incidents, major dependency changes, fine-tuning, new tools, new populations or other material modifications.

At governance checkpoints

An audit can evaluate whether the lifecycle is operating as documented: whether approvals occurred, tests were repeated, incidents were handled, claims stayed accurate and corrective actions were closed. Its value comes from the criteria and evidence, not from the label alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build an evidence package an auditor can use

Keep records that allow another qualified person to understand what happened and reproduce material conclusions. A practical package includes:

  • System name, model and software versions, configuration, connected tools and deployment dates.
  • Intended-use statement, prohibited uses, user populations, jurisdictions and operating assumptions.
  • Risk assessment, threat model and rationale for selected test scenarios.
  • Test-set construction, data provenance, sampling, metrics, thresholds, evaluator guidance and measurement uncertainty.
  • Raw or appropriately protected results, failure examples, severity ratings and remediation history.
  • Monitoring definitions, alert thresholds, incident records, escalation decisions and rollback procedures.
  • Change approvals, release records, supplier dependencies and records of substantial modifications.
  • Public and customer claims mapped to supporting evidence and limitations.
  • Access logs and chain-of-custody information for sensitive artifacts.

NIST measurement guidance emphasizes documenting test sets, metrics, tools, results and measurement methods, while keeping the assessment connected to expected use and actual deployment conditions.

Why internal testing and independent review complement each other

Developers are often best positioned to instrument a system, run large regression suites and fix defects quickly. They also possess knowledge that an outsider may lack. Those advantages do not remove the risk of confirmation bias or conflicts when the same team defines success and approves release.

An independent reviewer can challenge assumptions, inspect evidence across organizational boundaries and assess whether claims match results. Independence does not guarantee technical quality: an auditor with weak criteria, poor sampling or insufficient access can still produce a weak conclusion. The engagement should therefore state both independence safeguards and technical competence.

Testing, auditing and EU AI Act conformity assessment

Technical testing and an independent audit should not be described as automatic proof of compliance with the European Union’s AI Act. The Act’s conformity-assessment procedure depends on the system category and context.

High-risk systems

High-risk systems require conformity assessment before market placement or service, but the route varies. Article 43 includes internal-control routes for certain Annex III categories and provides for notified-body involvement in specified cases. The applicable route must be determined from the system’s classification and the current legal text; it is incorrect to say that every high-risk assessment requires an external notified body.

Substantial modifications

A substantial modification can trigger a new conformity assessment, subject to the qualifications in the Act. Change-management records should therefore identify what changed, whether the change affects the approved assessment and what testing or review was repeated.

General-purpose AI model evaluations

The EU AI Office has powers to evaluate general-purpose AI models for defined compliance or systemic-risk purposes. The Commission may appoint independent experts and request model access through application programming interfaces or other technical means, including source code. This is a regulatory evaluation power, not the same thing as a vendor’s routine testing or a private audit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What a team should do

Map the system to the applicable legal category, identify the required conformity route, preserve technical and process evidence, and obtain specialist legal advice where classification or obligations are uncertain. Treat voluntary testing and audits as supporting evidence unless the law expressly recognizes the particular procedure.

A practical decision framework

Choose testing when you need to learn behavior

  • You are selecting a model or configuration.
  • You need to discover vulnerabilities, unsafe outputs or performance gaps.
  • You are validating a mitigation or regression fix.
  • You need continuous signals from a live deployment.

Choose an audit when you need an evidence-based assurance conclusion

  • A customer, board or governance committee needs a conclusion against stated criteria.
  • You need an independent check of claims, controls and test evidence.
  • You are assessing an organization-wide process rather than one metric.
  • You need findings that can be traced to evidence, criteria and accountable owners.

Use both when the decision is consequential

Run technically appropriate tests, preserve their context and results, then have an appropriately independent reviewer evaluate whether the evidence and processes satisfy transparent criteria. Keep the testing report and audit conclusion separate so readers can see what was measured and what was judged.

Worked examples

Customer-support assistant

The engineering team tests whether the assistant reveals personal information when users combine legitimate requests with adversarial instructions. It also measures refusal consistency and escalation behavior in the supported languages. An audit could then examine whether those tests cover the documented use case, whether access controls and incident procedures operate as claimed, and whether customer-facing statements accurately describe limitations.

Hiring workflow

Testing might compare performance across relevant applicant groups, inspect sensitivity to résumé formatting and probe prompt-injection paths in connected tools. An audit would examine the decision process, human review controls, record retention, change approvals and evidence supporting any fairness or accuracy claim. Neither activity alone establishes every legal obligation that may apply to employment decisions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Medical triage support

Testing can measure false-negative and false-positive behavior on clinically relevant cases and stress the system with incomplete information. An audit can assess whether the approved workflow, escalation rules, monitoring and staff training match the stated criteria. The conclusion must remain limited to the population, setting, version and evidence examined.

Common mistakes and how to correct them

  • Calling a benchmark an audit: Name the benchmark as testing and identify whether an independent evaluation against transparent criteria also occurred.
  • Calling any outside vendor an independent auditor: Check its role, conflicts, access, methods and contractual independence instead of relying on the label.
  • Testing only the base model: Test the deployed configuration, including retrieval, tools, filters, prompts and user interface.
  • Reporting a pass without conditions: Include version, date, data, environment, thresholds and exclusions alongside the result.
  • Treating a single red-team exercise as complete coverage: Add representative scenarios, regression tests, monitoring and retesting triggers.
  • Using an audit report as a universal safety certificate: Read the criteria, scope, limitations and period; an audit conclusion is bounded evidence.
  • Assuming either activity equals legal compliance: Identify the applicable law, category and prescribed conformity procedure separately.
  • Ignoring terminology differences: Ask the assessor to define “test,” “audit,” “independent,” “certification” and “conformity assessment” in the engagement documents.

What the 2026 TEVV-Athlon draft adds

NIST’s 2026 TEVV-Athlon draft describes a flexible way to build assessments around organizational objectives because AI applications and measurement needs vary. The draft comment period opened August 7, 2026 and closed October 6, 2026. As of October 13, 2026, it should be treated as a draft framework, not a final standard or a legal certification scheme. Teams may use its flexible, objective-driven approach as a planning reference while checking the status of any later publication.

Questions to ask before accepting a report

  1. What exact system, model version, configuration and deployment period were covered?
  2. What objective and transparent criteria governed the work?
  3. Which populations, languages, conditions, misuse cases and failure modes were tested?
  4. What data, metrics, thresholds, tools and measurement methods were used?
  5. Who performed the work, what conflicts existed and how was independence protected?
  6. Could the material results be reproduced or corroborated?
  7. Which limitations, excluded evidence and residual risks remain?
  8. What decision does the report support, and is that decision voluntary assurance or a legal conformity procedure?
  9. What events require retesting, follow-up review or a new conformity assessment?

Bottom line

Safety testing is a set of controlled methods for discovering and measuring how an AI system behaves. Auditing is an independent, criteria-based evaluation of performance and/or process evidence. They are complementary: testing supplies much of the technical evidence, while an audit examines whether that evidence and the surrounding controls justify a stated conclusion. Neither label alone proves that an AI system is safe in every context or legally compliant. The decisive details are scope, criteria, evidence, independence, timing and the legal framework that governs the use.
