A child has tried a chatbot or an AI feature and got an answer that felt confusing, embarrassing, or unsettling. Whether they tell an adult may depend partly on what they expect will happen next: curiosity, blame, punishment, or help. That makes a child’s ability to raise a concern an important part of AI safety—not a proven guarantee that harm will be reported sooner, but a condition adults and organizations should take seriously.
Why children need a safe route to raise AI concerns
AI can appear in recommendations, apps, platforms, learning tools, and generative systems children encounter in ordinary life. UNICEF reports research involving 12,000 children and parents or caregivers, and says more than a third of 9- to 11-year-olds in Argentina turn to ChatGPT for information. The project page does not state the year of those figures, and the Argentina finding should not be generalized to children elsewhere. UNICEF’s project page also says evidence remains lacking about AI’s effects on children’s social, emotional, and cognitive development.
A child might hold back because they worry an adult will confiscate a device, criticize them for using AI, or misunderstand what happened. Those are plausible reasons to consider, not established findings about why children disclose or stay silent. The practical response is to make it clear that a child can ask for help without being blamed for raising the issue.
What child-centered AI should provide
UNICEF’s Guidance on AI and Children, Version 3.0, published in December 2025, sets out ten requirements for child-centered AI. They address safety, privacy, fairness, transparency and accountability, children’s best interests, inclusion, skills, and an enabling environment. The standard is broader than preventing immediate harm: as UNICEF Digital Impact puts it, “Child centric AI is not just child safe AI. Safety matters, but safety is the minimum requirement, not the goal.”

Make the interaction understandable and age-appropriate
A child should be able to tell when they are interacting with AI and understand, in language suited to their age and development, what the system can and cannot do. UNICEF’s guidance says child-centered AI “clearly explains when a child is interacting with an AI system.” Clear explanations matter because a child who mistakes an AI for a person—or assumes it is always right—may have difficulty judging an answer or knowing when to ask an adult.
Respect privacy and give children meaningful choice
Privacy by default means limiting the personal information a system collects and handles rather than expecting children to find and adjust complex settings. Children should have meaningful choices, including a real ability to decline or stop an interaction where appropriate. Design should support a child’s agency, not encourage unnecessary dependence on the system.

Provide a human route to help and accountability
Child-centered design also calls for child impact assessment, a named accountable person, and ongoing monitoring. In practice, a child-facing service should make it clear how to get human help or report a concern, and the organization responsible should know who reviews that concern and what happens next. These are design and governance responsibilities; they should not be left to a child to navigate alone.
How caregivers can talk about AI without shutting the conversation down
There is no need to wait for a formal lesson or a troubling incident. Asked “From what age should parents start talking to their children about AI?”, Ying Xu, Assistant Professor of AI in Learning and Education at Harvard University, recommends following a child’s curiosity. “When a child asks a question or notices something related to AI, that moment offers a natural and age-appropriate starting point,” she told UNICEF USA.

Explore an answer together
If a child shows you an AI answer, ask what they think of it and look at it together. You can explain that AI can produce useful information but can also be mistaken, and help the child decide when a trusted person or another source is needed. Keep the conversation proportionate to the child’s age and the question they have actually asked.
Ask open questions when something feels concerning
When a child’s interaction seems troubling, begin with calm, open questions: “What happened next?” or “How did that make you feel?” Xu advises parents who notice unhealthy patterns to use “gentle, open questions rather than criticism.” That is interview guidance, not evidence that a particular conversation prevents harm. Its practical value is that it gives a child room to explain before an adult jumps to conclusions.

Distinguish supportive trust from manipulation
Trust is not automatically protective online. UNICEF warns that perpetrators may try to earn a child’s trust—or a caregiver’s—before manipulating the child into sharing sexually explicit images or videos. This is exploitative trust: someone uses apparent closeness to pressure or manipulate. It differs from supportive adult trust, in which a child can disclose something uncomfortable and expect help rather than blame. If a child describes pressure, secrecy, or a request for sexual images, listen calmly, prioritize their safety, and seek appropriate support rather than treating the disclosure as misconduct.

Children are affected by AI systems but remain largely excluded from shaping them, UNICEF notes. Organizations should involve children in appropriate ways when designing systems, assess potential effects on children before launch, assign a person accountable for the system, and monitor it after launch. A reporting route that exists only on paper is not enough: children need to understand how to use it, and adults responsible for the system need to respond.

Feeling safe enough to speak is a practical and ethical aim, not a causal claim established by the available evidence. It belongs alongside rights-respecting design: clear explanations, privacy, meaningful choice, developmentally appropriate interaction, and accountable human support.
