There is no single test that proves an AI system is safe. Red teaming probes how a system behaves when skilled testers attack its safeguards. Monitoring watches activity or outputs during operation so people or other models can detect and respond to problems. Interpretability examines internal representations and mechanisms to understand why a model produces behavior. Each method measures a different slice of risk, so a credible evaluation program combines them, scopes the evidence to a specific system and threat, and connects results to a release or operating decision.
Official guidance still treats this field as immature. The UK AI Safety Institute (AISI) wrote on 9 February 2024 that “Safety testing and evaluation of advanced AI (artificial intelligence) is a nascent science, with virtually no established standards of best practice.” Its published evaluations are preliminary and are not comprehensive safety assessments or designations that a system is safe.

What AI safety evaluation is actually measuring
“AI safety” covers several distinct questions. Can the model perform a dangerous capability? Does it tend to produce harmful or deceptive outputs? Can safeguards withstand deliberate pressure? Can operators notice and stop a failure in production? Do internal features or circuits explain the behavior well enough to support a useful intervention?

A 2025 systematic literature review by Markov Grey and Charbel-Raphaël Segerie, Safety by Measurement: A Systematic Literature Review of AI Safety Evaluation Methods (arXiv:2505.05541), organizes methods around three links: what property is measured, how it is measured, and how the result informs governance. That framing prevents a common error: treating a benchmark score, a red-team transcript, a monitoring alert, or an interpretability visualization as interchangeable evidence.

Evaluation can occur in a static laboratory task, a scaffolded workflow, a realistic agent environment, or a live deployment. Access also matters. A team with only an API can test inputs and outputs; a developer with model weights, activations, and training logs can run internal analyses that external testers cannot.
Red teaming, monitoring, and interpretability at a glance
| Method | Primary object | Typical evaluator and setting | What it can reveal | Important blind spots |
|---|---|---|---|---|
| Red teaming | Adversarial behavior, capability and control robustness | Domain experts interacting with a model, often after automated capability tests; laboratory, agent or pre-release environment | Unexpected attack paths, jailbreaks, misuse routes, unsafe tool use and failures of mitigations under pressure | Coverage depends on tester skill, scope, time, access and scenario design; a failed attack does not show that no attack exists |
| Monitoring | Operational activity, outputs and policy-relevant signals | Human reviewers or evaluator models watching interactions, tool calls, logs or outputs during use | Detection opportunities, escalation triggers and evidence that a control is working in a particular environment | Missed or ambiguous signals, distribution shift, latency and adversarial concealment; high assurance can be expensive |
| Interpretability | Internal representations, features and mechanisms | Researchers with access to activations, weights or controlled probes | Hypotheses about why a model behaves as it does, internal features associated with concepts, and possible causal mechanisms | Explanations may be incomplete or unfaithful; no broadly accepted metric turns interpretability into a safety certificate |
These are complementary evidence streams rather than competing products. The right mix depends on the risk, model, access level and decision deadline.
How red teaming works
Adversarial interaction, not ordinary quality assurance
AISI describes red teaming as deploying a broad range of domain experts to interact with a model, test capabilities and try to break safeguards. Automated capability assessments can direct experts toward relevant capability areas or modalities. A tester may combine prompts, tools, multi-turn conversation, retrieved documents and external software to search for a practical failure chain rather than a single unusual answer.

That includes development, post-training or fine-tuning, pre-release, and post-deployment. Independent external evaluation can help check developer claims, although the guidance describes the third-party audit market as nascent.
A defensible red-team plan
- Define the decision and threat model. State whether the result will inform training changes, a safeguard, release approval, a deployment restriction or an incident response. Specify actors, assets, environments, tools and harm scenarios.
- Map capability areas. Use automated task sets and prior incidents to choose domains for expert attention. Include misuse, privacy, cyber, biological, social-impact and autonomous-system concerns when they are relevant to the deployment.
- Recruit varied expertise. Combine subject-matter specialists, security testers, people familiar with the affected population and operators who understand the real workflow. Diversity of attack strategy is more useful than simply increasing prompt volume.
- Give testers realistic affordances. If the product will have browsing, code execution, memory, retrieval or external actions, test those paths. Record model version, system prompt, tools, temperature or sampling settings, access permissions and time limits.
- Reproduce and grade findings. Preserve prompts, hidden state, tool traces and outputs. Rate severity, exploitability, reliability, required expertise and likely impact. Retest after every mitigation.
- Look for residual risk. A clean run means only that the tested scope produced no observed failure. Expand scenarios, vary testers and continue monitoring after release.
Red-team evidence is strongest when a finding is reproducible and tied to a concrete control. It is weaker when the exercise uses a narrow prompt list, gives testers unrealistic access, or reports only the number of attempts without explaining coverage.

What monitoring can and cannot do
Monitoring as an operational control
Monitoring observes system activity or outputs while a service is running. Signals can include content classifications, unusual tool sequences, policy violations, rate changes, user reports, evaluator-model judgments and human review. A monitor may block an action, require confirmation, route a case to a specialist or create an audit record. It can also test whether a mitigation remains effective as users, data and tasks change.
The AISI research agenda describes control methods that may include monitoring by other AI models and restrictions on system affordances. It also calls for adversarially stress-testing those controls, because a method that works for current capabilities may not scale to more capable systems. See the AISI Research Agenda for that framing.
The documented detection limit
In a 2024 AISI proof of concept, one evaluator model was asked to find vulnerabilities intentionally inserted into code by another model. The evaluator failed to catch them around half the time. That result belongs to that experiment’s setup; it is not a general accuracy rate for monitors, deployed systems or current commercial products. AISI’s stated lesson is that monitoring powerful systems may become harder as capabilities grow and that high assurance can require significant investment.
Monitoring also faces an information problem: a detector cannot alert on evidence it cannot observe. Encrypted or private context, hidden chain-of-thought-like state, delayed harms and actions taken outside the logging boundary can all reduce visibility. Attackers may deliberately stay below thresholds or make a dangerous plan look benign. False positives create review burden and can cause operators to ignore alerts, while false negatives create misplaced confidence.
Designing useful monitors
- Log the complete decision-relevant trace: inputs, outputs, tool calls, permissions, model and policy versions, timestamps and human overrides.
- Use more than one signal. Content classifiers, sequence anomalies, rule checks and human escalation cover different failure modes.
- Calibrate thresholds against the cost of misses and reviews. Report precision, recall, abstention and time-to-intervention for the specific environment.
- Red-team the monitor itself with obfuscation, distribution shifts, multi-turn attacks and benign edge cases.
- Define a response playbook before deployment: who can pause access, preserve evidence, notify affected parties and restore service.
What interpretability adds
From outputs to internal mechanisms
Interpretability and explainability are intended to improve understanding of an AI system’s inner functioning and to explain its behavior. The UK frontier-AI guidance identifies this as a safety research area. The 2025 systematic review places representation analysis and mechanistic interpretability among internal techniques, alongside behavioral approaches such as scaffolding and red teaming.

Representation analysis may examine which internal directions or features correlate with concepts, tasks or behaviors. Mechanistic work attempts to trace information flow through components and identify circuits that contribute to an output. In a safety workflow, these methods can generate hypotheses: a feature associated with a risky plan might be monitored, or a suspected mechanism might guide targeted testing.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhy an explanation is not a safety proof
An explanation can be incomplete, post-hoc or correlated rather than causally responsible. A model may use different mechanisms in another context, hide a capability during testing, or behave safely in a probe while retaining the underlying ability. The sources cited here do not establish a broadly accepted interpretability metric that certifies safety. Interpretability findings therefore need behavioral validation, causal interventions where feasible and adversarial attempts to falsify the proposed explanation.
How major evaluation programs combine the methods
UK AISI’s portfolio
The AISI approach to evaluations describes automated capability tests, expert red teaming, human-uplift evaluations and agent evaluations as distinct approaches. Its Frontier AI Trends Report also discusses auto-graded task sets, long-form tasks, agent tasks, expert red teaming, human-uplift studies and human-impact studies. The report is a snapshot, not a forecast or a ranking of individual models or developers.
AISI emphasizes that its evaluations are preliminary and limited in scope. They inform understanding of capabilities and risks; they do not designate a system “safe.”

The National Institute of Standards and Technology’s Assessing Risks and Impacts of AI (ARIA) program is sector- and task-agnostic. It organizes evaluation into model testing, red teaming and field testing to measure contextual and technical robustness beyond ordinary accuracy or performance.

The 2025 ARIA pilot report documents five participating organizations and seven AI applications across three scenarios—TV Spoilers, Meal Planner and Pathfinder—using those three testing levels. The pilot illustrates a multi-level design; it does not establish a universal benchmark or a pass/fail safety standard.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical evaluation workflow for an AI product
- Set a bounded claim. Write exactly what you want to establish, such as “the assistant refuses this class of requests in the customer-support workflow,” rather than “the model is safe.”
- Inventory the system. Record model version, fine-tuning, retrieval sources, tools, memory, permissions, users, data flows and fallback processes. Include dependencies that can change without retraining the model.
- Choose evidence by risk. Use capability tests for what the system can do, red teaming for adversarial robustness, monitoring for live detection and interpretability for mechanism hypotheses. Add human-uplift or impact studies when people’s decisions or welfare are affected.
- Test in layers. Start with controlled model tests, move to realistic red-team environments, then run field evaluations with representative users and operational controls. Keep test and production configurations comparable.
- Stress-test mitigations. Attack filters, monitors, rate limits, permission boundaries and escalation procedures—not only the base model. Re-evaluate after updates.
- Make uncertainty explicit. Report coverage, access limitations, sample sizes, evaluator expertise, reproducibility, false positives and false negatives. Identify properties that current methods cannot measure reliably.
- Attach evidence to a decision. Define release gates, restricted-use conditions, rollback authority and post-deployment review dates. Preserve artifacts so an independent evaluator can reproduce important findings.
How to interpret results without overclaiming
| Observed result | What it supports | What it does not support |
|---|---|---|
| No red-team exploit in the tested scenarios | No observed exploit under that scope and time budget | That no vulnerability exists or that an untested attacker will fail |
| Monitor raises few alerts | A measured alert rate in the configured environment | That dangerous behavior is rare or always detected |
| Interpretability feature correlates with a behavior | A hypothesis for further causal and behavioral tests | That the feature is the sole mechanism or that the model is safe |
| High benchmark or task score | Performance on the specified tasks and conditions | Robustness, harmlessness, honesty or safe deployment in a different context |
UK guidance notes that accepted methods do not yet exist for many properties and that reliability or predictive value can be unclear. The AISI agenda therefore emphasizes independent scrutiny of evaluation quality, stress-testing evaluation claims, diagnostic tools beyond task-success rates and adversarial testing of mitigations.
Frequently asked questions
Can AI safety evaluations prove a model is safe?
No. They can provide bounded evidence about particular capabilities, behaviors, controls or mechanisms. Safety is a deployment claim that depends on context, users, permissions, monitoring and response capacity, so evidence must be updated when those conditions change.
Is red teaming better than monitoring?
Neither is universally better. Red teaming searches proactively for failures before or during deployment; monitoring can detect some failures that occur in real use. A red-team exercise may miss an attack, while a monitor may miss or misclassify behavior. Use the method that matches the decision, then combine them when the risk warrants it.

Use independent scrutiny when release stakes are high, the developer has incentives to minimize risk, the system affects external parties, or internal access and expertise are limited. Define scope, confidentiality, access and remediation authority in advance, and treat the result as evidence about the tested claim—not a universal certification.
