AI Road Surveys vs. Manual Inspections: Accuracy, Cost and Coverage

Neither AI nor manual inspection is universally better. AI-assisted surveys can collect and process pavement data much faster and, in some implementations, at a lower cost. Manual inspection can provide context and judgement that automated systems miss. The defensible choice depends on the distress types, reference data, road network, reporting standard, quality assurance and maintenance decisions the survey must support.

Published evidence illustrates the range rather than a universal result. A Bandung City study covering 164 km reported a semi-automated method at 27.77% of the manual method’s cost and 3.66% of its completion time. Those figures describe that study’s roads, workflow and quality requirements; they are not a guaranteed saving for another agency. A 2024 National Academies synthesis found that only 8 of 43 surveyed US state transportation departments reported using AI to analyse automated pavement-condition results, while agencies still cited accuracy, precision and repeatability concerns.

What “AI road survey” and “manual inspection” mean

The comparison is often presented as a choice between a person and an algorithm, but a road survey normally contains three separate activities: collecting observations, converting observations into condition measures, and deciding what the measures mean for maintenance. A fair comparison keeps those activities distinct.

Manual inspection

In a manual survey, inspectors travel or walk a route, identify visible distresses and record their type, severity and extent. Depending on the specification, they may use paper forms, a tablet, photographs, measuring tools or a vehicle-based observation protocol. Experienced inspectors can recognise unusual failures, explain a likely cause and note contextual conditions such as drainage, construction activity or temporary obstructions.

Manual work is not automatically a gold standard. Different inspectors can classify the same crack or patch differently, fatigue can affect consistency, and a survey completed at a different speed, season or weather condition may not be directly comparable with an earlier one. Training, calibration and repeat inspections are therefore part of manual quality control.

Automated measurement

Automated equipment collects measurements while a vehicle travels the network. Cameras, lasers, inertial sensors and other instruments can record a continuous or sampled view of roughness, rutting, cracking and surface features. Automation improves collection speed and produces a digital trail, but the sensors still need calibration, suitable operating conditions and a defined output specification.

AI-assisted analysis

AI is usually an analysis layer applied to images or sensor data. A model may detect cracks, classify distress, estimate severity, measure extent or assign a condition score. It does not remove the need to define the distress categories, establish reference sections, review uncertain cases and verify that the output fits the agency’s pavement-management system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Hybrid surveys

A hybrid programme uses automated collection or AI screening for the network and sends selected sections, low-confidence detections or high-consequence decisions to human inspectors. This can preserve network scale while concentrating specialist time where misclassification would be expensive. It is often more realistic than treating AI and manual work as mutually exclusive.

Why pavement-condition surveys matter

Condition data supports decisions about preventive maintenance, rehabilitation timing, budget requirements and pavement-performance models. A survey that is inexpensive but fails to identify a treatment-critical distress can cost more than a slower survey through premature work, missed deterioration or a poorly justified capital programme.

The useful question is therefore not “Which method has the highest score?” It is “Does this method produce decision-ready information at the required scale, repeatability and cost?” Agencies commonly need to know:

  • which distress is present;
  • how severe it is;
  • how much area or length it affects;
  • where it occurs, at a usable spatial resolution;
  • whether the result can be repeated and compared over time;
  • whether it can be imported into the existing pavement-management system; and
  • whether the result is available quickly enough for the maintenance cycle.

Accuracy: why there is no universal winner

“Accuracy” combines several different properties. A model can detect a crack reliably but estimate its severity poorly. A vehicle can measure roughness consistently while an image model struggles with faded lane markings, shadows or water. A manual team can identify an unusual failure but disagree about its extent. Compare each property separately instead of relying on one aggregate condition score.

Accuracy dimensions to specify

Dimension What it means in practice What to request
Detection accuracy Whether the stated distress is actually present. Confusion counts or equivalent results by distress type, not only an overall percentage.
Severity accuracy Whether low, medium and high categories match the reference assessment. Agreement by severity band and the rules used when an observation falls between bands.
Extent and spatial precision Whether length, area or location is measured closely enough for treatment selection. Location tolerance, sampling interval and how continuous defects are represented.
Repeatability Whether repeated surveys under comparable conditions produce similar results. Repeat runs, disagreement limits and treatment of outliers.
Reproducibility Whether different operators, vehicles or processing runs reach comparable results. Multi-operator or multi-vehicle testing and version control for models and calibration.
Decision accuracy Whether the output leads to the same maintenance decision as the accepted reference process. Agreement at the project or treatment level, not just at the pixel or segment level.

What agency evidence shows

The National Academies of Sciences, Engineering, and Medicine’s 2024 AI Applications for Automatic Pavement Condition Evaluation synthesis reports perceived benefits and continuing concerns from surveyed US transportation departments. Among 43 respondents, 14 (33%) identified objectivity as an AI benefit, 13 (30%) identified accuracy, 13 (30%) identified increased productivity and 7 (16%) identified cost savings. At the same time, 6 of 43 (14%) noted accuracy, precision and repeatability as challenges.

Those figures describe respondent views and practices; they are not a controlled head-to-head test of every AI system against every manual programme. Only 8 of 43 DOT respondents (19%) reported using AI to analyse automated pavement-condition survey results, and many agencies were unsure how the AI results had been developed, trained or evaluated. The synthesis states: “AI model selection (or development), training, and validation are needed to improve and validate the analysis results.”

A historical example of metric-specific results

An Iowa DOT evaluation of the PASCO road survey system, published by the Federal Highway Administration in March 1987, demonstrates why one accuracy number can mislead. Across seven highway, county-road, city-street and shoulder sections, the report recorded a roughness correlation of 0.93 for tracking-wheel measurement and 0.84 for laser measurement. The same evaluation reported a rut-depth correlation of 0.61 and a cracking correlation of 0.32, attributing the lower values to PASCO’s more comprehensive measurement techniques.

These are historical correlations for a particular system and Iowa DOT procedure, not a rating of current AI. They do show that performance can differ substantially by distress and measurement method. A procurement should publish the distress-by-distress results rather than promote the strongest metric.

Build a defensible validation set

Use the same reference sections for every method being compared. Include representative pavement ages, surface types, traffic levels, climates, road classes and difficult conditions. Have trained assessors establish the reference labels under a documented procedure, then blind the method being tested to those labels.

Report disagreement separately for cracking, rutting, roughness, patches, potholes and any other distress that affects a treatment decision. Preserve the image or sensor conditions: speed, lighting, weather, lane position, camera configuration, calibration date and processing version. If the AI model is retrained, treat the new version as a new measurement process until it is revalidated.

Cost and time: what the published numbers actually show

AI can reduce the labour required to inspect a large network, but the relevant comparison is total cost for equivalent information. Include field collection, vehicle or sensor hire, processing, storage, human review, calibration, model maintenance, data conversion, quality assurance and management time. If manual inspectors perform a second pass on AI exceptions, count that work rather than treating it as free.

Bandung City semi-automated study

A study published on the Jurnal Pensil article page examined 164 km of urban roads in Bandung City, Indonesia. Its authors reported that the semi-automated machine-learning method cost 27.77% of the manual method, described as 72.23% cost efficiency. They also reported completion time at 3.66% of the manual method, or 96.34% time efficiency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These are study-bound results. They apply to the 164 km sample, its urban-road mix, its semi-automated workflow, its data definitions and its quality-control process. They do not establish the price of an AI survey in another country, road class, procurement model or specification. Before using the figures in a business case, reproduce the same cost boundary and confirm whether the reported time includes processing, review and delivery.

Historical PASCO cost

The 1987 federal PASCO evaluation estimated a cost of $125–$150 or less per two-lane mile, depending on survey mileage. That is a historical nominal estimate for a specific system. It should not be used as a current market quote, but it illustrates that scale and equipment utilisation can materially change a per-mile figure.

Use an equivalent-cost model

Cost component Manual inspection AI or automated survey Comparison question
Mobilisation and vehicle Inspector travel, vehicle and route planning. Survey vehicle, sensor package, calibration and mobilisation. Are both methods priced for the same network and access constraints?
Collection labour Inspectors, supervision and revisit time. Driver or operator time plus any manual image capture. Is the automated route genuinely continuous or sampled?
Processing Data entry, coding and map preparation. Cloud or local processing, model inference and storage. Are processing and storage recurring costs included?
Human review Primary inspection and adjudication. Exception review, label correction and confidence checks. How many segments require a human decision?
Quality assurance Calibration, duplicate sections and supervisor checks. Reference sections, model validation, sensor checks and drift monitoring. Is equivalent confidence required for both methods?
Data delivery Database entry and pavement-management import. API, export, geospatial conversion and integration work. Does the quoted output meet the agency’s schema?

Ask suppliers and internal teams to price the same road length, distress list, spatial resolution, reporting deadline, review rate and acceptance threshold. A method that completes collection quickly but delivers a backlog of unreviewed detections has not necessarily shortened the decision cycle.

Coverage means more than kilometres per day

Automated collection can increase route throughput, but network coverage also describes what is measured, where it is measured and whether the result remains comparable. A survey that covers only major carriageways may leave unclassified roads, footways, bridges or other assets outside the programme.

England’s policy example

The UK Department for Transport’s Road condition data and technology review: position paper, updated 28 May 2025, describes England’s requirement for local authorities to submit road-condition data annually for national monitoring. The review discusses the earlier use of SCANNER survey vehicles, support for their reliability and consistency, and interest in alternative technologies for particular needs such as survey speed and the area of road inspected at one time.

The department’s position is: “Local highway authorities will have flexibility to choose whichever surveying technology best supports their asset management strategy, providing the technology aligns to this new data standard.” The statement applies to England and the data standard published on 23 May 2025; it is not a global approval of any particular technology.

The same review records requests to include unclassified roads and collect more information about footways and bridges. These examples clarify why “broader coverage” must be defined before a comparison. Record the following:

  • geographic area and network length;
  • motorways, principal roads, local roads and unclassified roads included;
  • carriageways, shoulders, footways, bridges and other assets included;
  • lane-level or whole-road sampling;
  • survey frequency and seasonal operating window;
  • weather, lighting and traffic conditions under which data is accepted; and
  • whether the output can be compared across authorities and across years.

Coverage versus comparability

More kilometres in a single pass do not automatically produce better management data. If camera placement, distress definitions or model versions change, a larger dataset may be less useful for trend analysis. Conversely, a manual sample may be small but highly consistent and sufficient for a targeted rehabilitation programme. Set the minimum coverage needed for the decision, then test whether each method reaches it without sacrificing comparability.

How to run a fair AI-versus-manual comparison

  1. Define the decision. State whether the survey will support routine maintenance, project selection, network-level budgeting, performance modelling or compliance reporting. The required precision and review threshold depend on that use.
  2. Freeze the measurement specification. Write the distress definitions, severity bands, extent units, spatial resolution, road classes, assets and reporting fields before collecting data.
  3. Select common reference sections. Stratify them by pavement type, age, traffic, climate, distress and operating difficulty. Have qualified assessors establish the reference result.
  4. Collect under matched conditions. Keep route, date range, lane, speed, weather and access conditions as similar as practical. Document unavoidable differences.
  5. Blind and process the data. Do not let the AI model or manual team see the other’s labels during the primary assessment. Record model version, calibration and any preprocessing.
  6. Measure agreement by distress. Report detection, severity, extent, repeatability and treatment-level agreement. Include false positives, false negatives and low-confidence cases.
  7. Calculate full-cycle time. Start when mobilisation begins and stop when accepted data is loaded into the pavement-management system. Separate collection time from processing, review and correction.
  8. Calculate equivalent cost. Include labour, equipment, travel, processing, storage, calibration, QA, integration and rework for both methods.
  9. Test network coverage. Map roads and assets missed by each method and record the survey frequency each can sustain within the budget.
  10. Set acceptance and fallback rules. Specify when a human review is mandatory, what confidence level triggers a revisit and how rejected or missing data is handled.

Which approach fits different operating needs?

Large, frequently changing networks

Automated collection with AI triage is attractive when the agency needs frequent network-wide screening and can maintain calibration, model validation and exception review. The benefit is greatest when the output can be ingested directly into existing systems and when route access is predictable.

High-consequence rehabilitation decisions

Use a validated reference process and human review for decisions involving major rehabilitation budgets, safety-critical defects or disputes. AI can narrow the inspection area, but a high-confidence screen is not the same as proof that every relevant distress has been measured correctly.

Unusual pavements or sparse training data

Manual inspection, or a hybrid process with extensive review, is safer where pavement materials, distress patterns or environmental conditions differ from the data used to train the model. Require evidence from comparable roads rather than accepting a generic accuracy claim.

Regulated or nationally comparable reporting

Choose the method that meets the mandated data standard and preserves comparability between reporting periods. A technically flexible policy still requires common definitions, acceptance tests and documented changes.

Small networks with infrequent surveys

For a small network, the fixed cost of sensors, processing and model management may outweigh collection savings. Compare the complete programme cost, not only the time spent on the road.

Common failure modes and practical fixes

Using one headline accuracy number

Failure: An overall score hides poor cracking or severity performance.

Fix: Publish distress-specific detection, severity, extent and repeatability results, then show how disagreements change treatment decisions.

Counting only vehicle time

Failure: An automated run appears dramatically faster because processing and review are excluded.

Comparing unequal specifications

Failure: Manual inspection records detailed distress while the automated method supplies only a broad score.

Fix: Require the same distress list, spatial resolution, severity categories and delivery format before comparing price or speed.

Ignoring model and sensor drift

Failure: Camera replacement, calibration changes, road-surface changes or model retraining create a break in the time series.

Fix: Maintain version records, repeat reference sections and acceptance thresholds after every material change.

Assuming more distance equals more coverage

Failure: High daily kilometres conceal missing road classes or assets.

Fix: Report geographic reach, included assets, sampling resolution and frequency in addition to distance.

Treating AI as self-validating

Failure: A vendor’s model output is accepted without independent reference data.

Fix: Require a blind validation set, documented training and validation methods, repeatability results and a process for low-confidence cases.

Buyer’s checklist for a procurement or pilot

  • What exact distress types, severity bands and extent measures are delivered?
  • Which reference sections were used, and who established the reference labels?
  • Are accuracy, precision, repeatability and disagreement reported separately for each distress?
  • What road classes, lanes, assets and operating conditions are covered?
  • Does the system work in the lighting, weather, traffic and pavement conditions found on this network?
  • What are the collection, processing, review, calibration, storage, integration and QA costs?
  • Does the quoted completion time end at field collection or at accepted, system-ready data?
  • How often can the network be surveyed within the available budget?
  • How are model updates, sensor changes and calibration drift documented?
  • What confidence threshold triggers human review or a repeat visit?
  • Can outputs be compared with prior years and with neighbouring authorities where a common standard is required?
  • What happens when a road, asset or distress falls outside the trained or validated scope?
  • Can the agency export raw evidence, locations, confidence values and processed condition fields?
  • What acceptance test allows the agency to reject incomplete or non-comparable data?

A practical decision rule

Choose AI-assisted surveying when it demonstrably meets the required distress definitions and validation thresholds, covers the required network and assets, integrates with the pavement-management workflow and reduces full-cycle cost or time after QA is included. Choose manual or hybrid inspection when the consequences of a missed defect are high, the network contains conditions outside the validated scope or the automated output cannot meet the reporting standard.

The strongest programme is often not the one with the fastest vehicle run. It is the one that produces repeatable, comparable and decision-ready condition data at a cost the agency can sustain, with a clear human review path for uncertainty.
