Start with the exact funding opportunity, not a generic AI grant application. Eligibility, geography, partners, allowable costs, deadlines and award size are defined by each notice. A strong application then maps the funder’s review criteria to a clear problem, credible technical plan, measurable outcomes, qualified team, justified budget and responsible-AI safeguards. The steps below explain how to determine fit, prepare the application, survive review and compare US and international opportunities.
Who is eligible for AI project funding?
There is no universal eligibility rule for “AI grants.” Grants.gov explains that every notice of funding opportunity (NOFO) defines its own eligible applicants. Depending on the call, eligible categories may include government agencies, educational institutions, nonprofit organizations, for-profit companies, small businesses and individuals. A technically excellent proposal is ineligible if the applicant type, location, partnership structure or project stage does not match the notice.

Read the complete notice before drafting
Save the solicitation’s title, issuing organization, version and publication date. Read the sections covering eligible applicants, geographic limits, required partners, cost sharing, allowable activities, indirect-cost rules, intellectual-property terms, data requirements, reporting and submission instructions. Grants.gov warns that applying when you are not legally eligible wastes the time and money required to complete the process.

Check project maturity and purpose
Separate research-oriented calls from commercialization or deployment competitions. A fundamental research project may fit a program seeking new knowledge but not a call requiring a near-market product, customer validation or a named industry partner. Conversely, a mature product may be too developed for a discovery-focused program. Make a one-page fit test that records:

How should you choose among AI funding calls?
A larger headline award is not automatically the better opportunity. Compare the call against your project’s actual constraints and the work you can complete within its period of performance.
| Decision factor | Questions to answer | Why it matters |
|---|---|---|
| Eligibility and geography | Can your legal entity apply, and where must the work occur? | An ineligible applicant cannot recover through a stronger narrative. |
| Research or commercialization focus | Does the call seek new knowledge, a prototype, deployment or market impact? | The proposal’s evidence, milestones and team must match the intended stage. |
| Award size and duration | What direct costs, total costs and project length are permitted? | Under-budgeting creates delivery risk; over-budgeting can look unreasonable. |
| Partners and cost share | Are named collaborators, matching funds or in-kind contributions required? | These obligations affect agreements, cash flow and the work plan. |
| Review criteria | Which scored sections determine selection? | Every scored criterion should have visible evidence in the application. |
| Data and ethics | What consent, privacy, security, safety or responsible-AI controls are required? | Unaddressed risks can make an otherwise feasible method unacceptable. |
| Intellectual property | Who owns results, software, data and commercialization rights? | Terms may affect investors, collaborators and future licensing. |
| Deadline and portal | What are the letter-of-intent, registration and final-submission times? | Portal validation and institutional approvals can take days. |
| Reporting | What technical, financial and impact reports are required? | Reporting capacity is part of the project’s real cost. |
What should an AI grant proposal include?
Build the narrative around the funder’s criteria rather than around a generic description of your technology. NSF guidance asks reviewers to consider what you want to do, why it matters, how you will do it, how you will know whether you succeeded, the qualifications of the team and the resources available. NIH applications use a more prescribed set of sections and attachments.

State the user, setting and measurable problem before naming a model or platform. Quantify the consequence of the problem with evidence appropriate to the call, then explain why existing approaches are insufficient. Keep the claim proportional to what the project can establish; a pilot should not promise population-wide transformation.
2. Set specific aims and explain novelty
Turn the objective into a small number of testable aims. For each aim, identify the question, deliverable, success measure and decision that follows from the result. Explain what is genuinely new: an algorithm, dataset, evaluation method, workflow, human-computer interaction, safety technique or application context. Novelty is not simply using a fashionable model.

3. Present a feasible technical plan
Describe data sources, inclusion and exclusion rules, preprocessing, model or system design, baselines, training procedure, validation, deployment constraints and reproducibility practices. Show dependencies between tasks and identify which work is exploratory. A staged plan with go/no-go criteria is more credible than a single promise to deliver a fully operational system.
4. Define milestones and evaluation metrics
Use a timeline that ties each work package to an output and an acceptance threshold. Metrics should cover technical performance and the outcome the funder cares about: for example, error rates across relevant subgroups, calibration, robustness under distribution shift, workflow time, cost, adoption, accessibility or user safety. Explain the test set, comparison baseline and statistical or qualitative method you will use. If the project cannot meet a threshold, specify how you will revise the method or stop a risky activity.
5. Establish team qualifications and resources
Assign a named person to every major task and show complementary expertise in AI, the application domain, data stewardship, evaluation and implementation. Describe access to computing, secure data environments, specialist equipment, clinical or community settings and operational partners. Do not claim resources that are merely planned; distinguish confirmed access from a dependency that still needs an agreement.
6. Address responsible AI and governance
Explain lawful data collection, consent or other authority to use data, privacy protection, retention, access control, security testing and incident response. Discuss bias and subgroup performance, explainability where it affects decisions, human oversight, accessibility and the consequences of model failure. For generative or autonomous systems, include misuse controls, output monitoring, provenance and a rollback plan. Match the depth of the safeguards to the domain and risk rather than adding a generic ethics paragraph.
7. Describe broader impact and dissemination
NSF separates two formal criteria: Intellectual Merit, the potential to advance knowledge, and Broader Impacts, the potential to benefit society and contribute to specific desired societal outcomes. Write a distinct case for each. Identify who benefits, how they will participate, how results will be shared and how you will measure the claimed benefit. Dissemination may include open methods, documentation, training, community engagement, standards contributions or a commercialization pathway, subject to the call’s intellectual-property rules.

8. Build a defensible budget
Tie every line to a work package and milestone. Justify personnel effort, computing, data acquisition, equipment, subcontracting, travel, participant costs and indirect costs. Explain why the quantity and duration are reasonable, and identify in-kind or cost-share contributions when required. NIH reviewers specifically check whether the budget and support period are justified and reasonable, so avoid both unexplained round numbers and hidden dependencies.

The same project may need a different presentation for different agencies. Use the solicitation’s current forms and page or attachment limits; do not transplant one application unchanged.
| Aspect | NSF-oriented application | NIH-oriented application |
|---|---|---|
| Core framing | What you will do, why it matters, how you will do it, how success will be known, team and resources. | Significance, investigators, innovation, approach and environment. |
| Formal review emphasis | Intellectual Merit and Broader Impacts. | Significance, investigator(s), innovation, approach and environment, plus budget and support-period reasonableness. |
| Typical required components | Follow the specific NSF solicitation and current proposal guide. | Current notice, required forms and attachments such as Specific Aims, Research or Program Plan, budget and biographical sketches. |
| Best drafting approach | Make knowledge advancement and societal outcomes explicit and separately evidenced. | Use the prescribed attachment architecture and connect each aim to significance, innovation, approach and environment. |
NIH’s application guidance directs applicants to the current notice, forms and attachments. Requirements can change between funding announcements, so use the active instructions rather than an older successful application.
How do you apply for AI project funding?
- Identify the exact call. Record the issuing agency, opportunity number, version date, eligible applicant type, project period and all deadlines.
- Confirm eligibility and partnerships. Verify legal status, geography, required collaborators, cost share and any registration or institutional identifier.
- Create portal accounts early. Complete organization and user registrations, designate signing or submitting officials and test access before the deadline week.
- Build a compliance matrix. Put every requirement in a spreadsheet with its proposal section, attachment owner, page or file limit and completion status.
- Draft the aims and work plan first. Make the problem, novelty, milestones, metrics, risks and mitigation coherent before polishing prose.
- Prepare governance and data documents. Obtain permissions, data-management statements, security plans, ethics approvals or review plans required by the call.
- Construct and justify the budget. Map costs to work packages, check allowability and obtain partner quotes or commitment letters when needed.
- Run internal reviews. Ask a subject expert to test the science, a non-specialist to test clarity, and a compliance reviewer to test eligibility, forms and attachments.
- Validate and submit early. Upload the final files, resolve portal validation errors and allow time for institutional certification or signature. Keep the electronic receipt and final submitted package.
What deadlines and award amounts should you expect?
Dates and amounts are call-specific, and examples below are tied to named 2026 opportunities rather than general expectations. Treat them as planning references and verify the live solicitation before submission.
| Opportunity or component | Published timing or amount | How to interpret it |
|---|---|---|
| NSF TechAccess: AI-Ready America, round one | Letter of intent due June 16, 2026; full proposal due July 16, 2026. | These dates are for round one; later rounds are listed for coordination hubs. A letter of intent does not replace the full proposal. |
| NIH Common Fund PRIMED-AI component | Five awards anticipated; up to $300,000 in direct costs per year. | The figure is an anticipated amount for that component, not a universal NIH AI-grant ceiling. |
| Another NIH Common Fund PRIMED-AI component | Six to eight awards anticipated; $450,000 direct costs per year for UG3 and $800,000 direct costs per year for UH3. | UG3 and UH3 amounts apply to distinct phases in that component and remain subject to its active notice. |
| NIH PRIMED-AI FAQ receipt dates | October 9, 2026 and October 19, 2026 for separate components; submissions due by 5:00 p.m. local time. | Late applications are not accepted. On October 17, 2026, the October 9 date has passed and the October 19 date is still imminent; confirm which component applies. |
Plan backward from the earliest hard dependency: a required letter of intent, partner commitment, institutional approval or data-access decision. A portal closing time is not a safe drafting target.

Are there international AI funding options?
Yes, but eligibility and application mechanics are governed by the sponsoring country and competition. Innovate UK’s AI Champions competition required applicants to verify eligibility and scope, provide project details, answer application questions, submit finances and explain project impact before the competition close date. The sequence illustrates a broader rule: international calls often combine technical assessment with explicit economic or societal impact and may require a locally eligible lead or partner.
For any non-domestic opportunity, confirm the applicant’s country, eligible costs, currency and tax treatment, ownership of results, data-transfer permissions, export controls, partner obligations and reporting language. Do not assume that eligibility for a US program transfers to an international competition.
How are AI proposals reviewed?
Reviewers score evidence against the published criteria, not the ambition of the title. They look for a problem that matters, a method that can be executed in the proposed period, a team with the necessary access and expertise, measurable outcomes and a budget that follows from the plan.
- Fit: The project answers the call’s stated objectives and maturity level.
- Importance: The problem and expected contribution are significant for the field or intended users.
- Credibility: Data, baselines, milestones, contingencies and resources support the claims.
- Responsible execution: Privacy, security, safety, ethics and equity risks are identified and managed.
- Impact: Benefits, users, dissemination and adoption or translation plans are concrete.
- Value: Requested costs and project duration are reasonable for the work.
There is no single success-rate percentage that applies across AI funding programs. Selection rates and review practices are call-specific; rely on the active notice and any official program statistics rather than a generic benchmark.

The proposal describes a model instead of a problem
Fix: Put the user, decision, baseline harm and measurable outcome at the start. Explain why the proposed AI is necessary and what happens if it does not outperform the baseline.
Metrics are vague or impossible to reproduce
Fix: Name datasets or sampling plans, baselines, subgroup checks, evaluation conditions, thresholds and fallback actions. Distinguish a development metric from the real-world outcome.
Responsible-AI claims are generic
Fix: Assign owners, controls, monitoring points and incident responses for privacy, security, bias, misuse and human oversight. Connect each safeguard to a specific project risk.

The budget is disconnected from the work plan
Fix: Trace every major cost to a task, person, quantity and milestone. Explain subcontractor roles, computing assumptions, equipment use and indirect costs.
Submission is left to the final hours
Fix: Upload a complete draft early, run portal validation, correct file-format problems and preserve the receipt. Confirm that the officially submitted version—not merely a locally saved file—is the one reviewers will receive.
What should you do after submission?
Retain the final narrative, forms, budget, attachments, certifications and timestamped receipt in one controlled record. Keep correspondence with the program office and track any request for clarification. If funded, convert the proposal into a delivery control document: assign milestone owners, monitor the approved budget, document data and model changes, and calendar technical, financial and impact reports. If not funded, use reviewer comments and the next solicitation’s changed requirements to decide whether to revise, narrow the aims or pursue a better-fitting call.
