AI is moving from standalone chat apps into phone features such as writing help, image editing, search, and actions across selected apps. Apple and Google describe US-based platform approaches; Huawei, Xiaomi, and OPPO describe distinct China-based products, partnerships, and plans. Most combine or may combine on-device and cloud processing, and access depends on the phone, software, language, and region. The available announcements do not establish that one country’s phones are categorically better.
What is changing about AI on a phone?
The notable shift is from opening a separate chatbot to invoking AI within existing phone tasks. Apple’s June 8, 2026 announcement describes writing assistance, image creation and editing, browser tools, and more personalized system experiences. Google’s Android Help describes Gemini Intelligence handling multi-step actions across selected apps on eligible phones. These are examples of AI becoming part of the operating-system and app experience, not capabilities guaranteed on every phone or in every app.

On-device models are also being developed for more than text. Apple’s Machine Learning Research description of its third-generation Apple Foundation Models, updated September 9, 2026, identifies five models in the family, including two designed to run on device. Apple describes its 3-billion-parameter AFM 3 Core as a dense on-device model and says Core Advanced is natively multimodal, with examples including expressive voices and more accurate dictation. Those are the maker’s model descriptions, not independent measurements of quality.

Does phone AI run on the device or in the cloud?
There is no single answer for every feature. A phone may run some model work locally, send other requests to a vendor’s cloud, or use a combination. Apple says its current Foundation Models run on device and on Apple servers using Private Cloud Compute (PCC). Apple’s June 8, 2026 security announcement describes PCC as part of that architecture, but this does not mean every request is processed locally. Huawei describes device-cloud and cross-device computing as part of its direction; the description is a strategic account, not a guarantee that every planned function is deployed.

Processing location matters for practical reasons: local processing can enable features without sending each request to a remote service, while cloud processing can draw on server resources. The cited company materials do not provide like-for-like independent measurements of these systems’ privacy outcomes, speed, accuracy, or battery use. Treat privacy statements as vendor claims, and check the privacy controls and explanation for the particular feature you intend to use.
How do the named phone ecosystems differ?
These examples show different product emphases, not a unified national strategy. A feature listed on a product page is different from a roadmap, a stated vision, or a demonstration.

The practical distinction is whether a particular device can do the particular task you want, where you live and in the language you use. Company strategy and feature names alone do not answer that.
What do the model-size and usage figures actually show?
Apple’s model-family announcement identifies five models, two of them on-device, and describes AFM 3 Core as having 3 billion parameters. Parameter count is a model specification, not a direct measure of usefulness or a quality ranking.

At a September 2026 Huawei keynote, David Wang, Huawei Deputy Chairman of the Board and Rotating Chairman, said smartphone on-device models had grown from 3 billion parameters in 2024 to 30 billion “today.” He also estimated around 500 trillion inference tokens per day in China and forecast foundation models exceeding 100 trillion parameters by 2030. These are Huawei’s attributed statements: the token estimate is not smartphone-specific, and the 2030 figure is a forecast, not a measured phone capability. They cannot be treated as an independent industry census or a direct comparison with Apple’s model specification.
Wang also said, “Huawei plans to build four on-device computing platforms: for AI phones, AI PCs, vehicles, and homes.” The wording describes a plan, not proof that all four platforms are already commercially available.

Which AI features work in your country and on your phone?
Eligibility is product-specific and can change. Apple’s June 8, 2026 announcement lists iPhone 16 models or later and iPhone 15 Pro and iPhone 15 Pro Max among supported iPhones for the named release, subject to language and other device conditions. Apple also says features may not be available in every region or language and specifically identifies China availability constraints for new Siri and other features while regulatory requirements are addressed.

Google says Gemini Intelligence is for eligible phones and that feature requirements and app support vary. Xiaomi’s HyperOS 3 page likewise limits HyperAI by model, language, and region. The existence of a feature announcement is not evidence that a specific local model variant has it enabled.

- Find the exact phone model and market variant, not just the product family name.
- Check the installed operating-system version and whether the vendor lists the model as eligible for the named feature.
- Confirm the feature’s supported language and country or region; check whether the app it depends on is supported as well.
- Review the feature’s settings and privacy controls on the device, including whether it uses local processing, cloud services, or both.
How should you compare phone AI claims?
Use a feature-by-feature checklist rather than ranking countries or counting AI-branded features:
- Task: Is the advertised capability a system feature, an action in a selected app, a chatbot function, or a planned feature?
- Eligibility: Which exact models, software versions, languages, and markets are covered?
- Processing: Does the vendor specify on-device, cloud, or hybrid processing for that feature?
- Integration: Which of the phone’s own apps or connected devices can the assistant actually use?
- Privacy: What controls and architecture does the vendor describe, and what evidence is independent of that vendor?
The company announcements and support pages cited here establish what vendors announce, support, or plan. They do not provide a controlled, directly comparable test of accuracy, latency, battery use, or privacy outcomes across these ecosystems. Without those comparisons, claims that one country’s phone AI is the overall winner go beyond the evidence.
