Yes, an AI assistant can attach a genuine web page to a sentence that the page does not support—and it may answer without fetching any page at all. A visible citation proves only that a URL was displayed, not that the model read it, relied on it, or drew the cited claim from it. The failure can occur when a system skips search, uses retrieved pages without citing them, cites only a few of the pages it consulted, or adds a related URL after generating the answer.
What an AI citation does—and does not—prove
Web-enabled assistants usually combine several separate operations: interpreting your question, searching or retrieving documents, assembling context, generating text, and selecting citations. Those operations are connected, but they are not the same. A page may enter the model’s context and never appear in the answer’s references. Conversely, a model can produce a plausible sentence from learned patterns and then choose a topically related URL that does not entail it.

This mismatch is often called an attribution gap: the difference between relevant URLs a system accessed and the URLs it actually displays. A citation can therefore be real, readable and still be a citation failure.

How often systems answer without searching
A 2025 Social Science Research Council working paper analyzed approximately 14,000 real-world conversations from LMArena. It reported that 34% of Google Gemini responses and 24% of OpenAI GPT-4o responses were generated without explicitly fetching online content. In other words, a web-enabled mode does not mean every answer involved a live web lookup.

The same study found that Gemini provided no clickable citation source in 92% of answers. Citation presence and search activity are separate measurements: an answer can contain no links even after retrieval, or contain links after little or no retrieval.

Why a real URL can still be wrong
Retrieval improves accuracy without guaranteeing support
Research published in Nature found that retrieval generally improved scientific-literature synthesis and citation coverage compared with non-retrieval systems. However, fabricated citations remained common, and many citations to real papers were not substantiated by the cited abstracts. Retrieval supplies evidence at answer time; it does not force sentence-by-sentence entailment.

Web-search access does not eliminate unsupported claims
A 2025 Nature Communications evaluation of medical references found that approximately 30% of individual statements from GPT-4o with web search were unsupported. Nearly half of the responses were not fully supported. These figures apply to that evaluation’s prompts, sources and model configuration, not to every current AI product, but they show why a working link is not enough for medical or other high-stakes advice.

An ACL BlackboxNLP study found that Claude-3 answers were affected by webpage metadata, source identity and visual appearance when retrieved documents conflicted. Publication time, publisher cues and page presentation can influence the model in addition to the words expressing the evidence. A polished layout or familiar logo is therefore not proof of authority.

Bibliographic hallucinations existed before web search
Earlier evaluations of ChatGPT-generated references documented fabricated works and errors in authors, titles, dates, journals, page numbers and publishers. Live browsing reduces some opportunities for invention, but it does not change the underlying risk: language models are optimized to generate likely sequences, not to certify that every bibliographic detail exists or supports the surrounding sentence.
Does browsing or RAG stop hallucinations?
No. Retrieval-augmented generation (RAG) can reduce factual errors by placing documents in the prompt, yet it does not impose a logical entailment check. A system may retrieve the wrong passage, misunderstand scope or date, combine several sources into a stronger claim, or cite a document that was relevant to the query but silent on the specific assertion.

Retrieval volume is not a quality score. More documents can increase noise, while a short list of authoritative sources can still be cited inaccurately. The meaningful questions are whether retrieval occurred, whether the displayed source covers the claim, how authoritative and current it is, and whether the system signals uncertainty.

- Open the exact URL. Do not rely on a citation label, title or search-result snippet.
- Locate the supporting passage. Use the page’s find function for the key term, number or conclusion.
- Test entailment. Confirm that the passage states the same fact with the same scope, date, population and uncertainty. A related topic is not sufficient.
- Check provenance. Identify the author, organization, publication date and whether the page is primary evidence, a review or a repost.
- Cross-check high-stakes claims. For medical, legal, financial or safety information, compare the statement with an independent authoritative source.
- Label the failure accurately. If the URL resolves but does not support the sentence, call it an unsupported citation. That does not automatically make every other sentence in the answer false.
What to compare when choosing an AI research tool

The Social Science Research Council, Nature and Nature Communications findings all point to the same practical lesson: retrieval and citations are useful safeguards, not guarantees. Treat every generated reference as a lead that needs checking, especially when a decision depends on one sentence.
