For children, the damage is not limited to whether an image is real: fear of being targeted, harassment and exploitation can make them withdraw from online life. A fake image is still a serious abuse of a child’s identity and privacy.
What is an AI nudify app?
“Nudify” is a plain-language label for tools that use generative AI to alter or create images or videos so a real person appears nude or sexually explicit. Some services are built specifically for this purpose; broader AI image-manipulation tools can also be misused. The result is fabricated, but it may depict an identifiable real person who never consented to the sexualized image.

This article focuses on the harm and what to do about it, not on finding or making such images. A manipulated image should not be dismissed as harmless because it is fake: it can still expose a child to humiliation, threats, harassment or exploitation.
Why are these apps a digital disaster for kids?
Children can be targeted without sharing an intimate image
A person may use an ordinary photo of a child as the source for a fabricated sexual image. The existence of such a picture therefore does not establish that the child ever took or sent an intimate photograph. The FBI’s March 2024 U.S. federal guidance also warns that generative AI can create “realistic artwork, images, and videos — including CSAM — from text prompts.”

The threat changes how children use the internet
In findings reported by the Children’s Commissioner for England, children said they feared being targeted by strangers, classmates or friends. Girls said that fear could lead them to avoid posting or engaging online. That loss of confidence and participation is a real consequence even when a child has not personally been targeted.
Children’s Commissioner Dame Rachel de Souza said: “There is no positive reason for these to exist.” The concern is not simply offensive technology; it is a tool that can make sexualized abuse easier to produce and use against a real person.

Fake images can still be used to harass or exploit
A fabricated image can be used to shame or intimidate a child, circulate among peers, or support threats and other forms of exploitation. The evidence cited here documents children’s fear and the existence of altered images of actual children; it does not establish a representative estimate of how many children are affected across countries.
What do the available figures show?
The published figures illustrate different kinds of activity, but they have different denominators and cannot be added together or treated as a count of child victims.

How are authorities responding?
Responses address different points in the chain of harm. Preventing a tool from producing an image, limiting access to a service, removing an image after abuse, and holding providers accountable are separate measures. The official material cited here describes examples in each area but does not establish which is most effective.
Safeguards before an image is generated
Model and service safeguards aim to prevent the creation of sexualized images of real people. In December 2025, the UK government announced plans to ban the creation and supply of nudification tools and described intended device-level protections. These were announced plans, not evidence that every such safeguard was already in effect.

Access controls and device protections
Age assurance and device-level protections seek to restrict access before abuse occurs. They are different from model safeguards: a restriction on who can access a tool does not itself show that a model cannot generate abusive material. The UK’s December 2025 strategy described intended device-level protections; the available material does not demonstrate their comparative effectiveness.
Reporting, removal and support
Reporting routes depend on where the child is and what happened. Platform reporting may be relevant when content is posted online, while specialist services can provide image-abuse support. Reporting can help bring an image to the attention of an organization able to act, but no route guarantees removal or a particular outcome.

Provider duties and enforcement
Provider accountability concerns the duties imposed on services and the action regulators can take when those duties are not met. In Australia, the eSafety Commissioner reported issuing a Direction to Comply in May 2026 under age-restricted material codes that commenced in March 2026. This is an example of regulatory action in Australia, not a statement about the law in other countries.

- Support the child first. Tell them they are not to blame for someone else creating or sharing a fabricated image. Ask what help they want and involve a trusted adult; do not pressure them to explain repeatedly or confront the person responsible.
- Report the content where it appears. Use the platform’s reporting route for sexualized content involving a child. If it is safe to do so, note the account, post location and time so the report can identify what needs attention. Do not forward, repost or circulate the image to prove what happened.
- Use a jurisdiction-appropriate specialist route. In the United States, the FBI’s March 2024 guidance directs suspected child sexual abuse material (CSAM) reports to the National Center for Missing & Exploited Children’s CyberTipline and FBI IC3. In the United Kingdom, official material identifies the Internet Watch Foundation (IWF) and Childline’s Report Remove service as image-abuse support routes. These services and their remit are jurisdiction-specific.
- Seek local help if there are threats or immediate safety concerns. A trusted school safeguarding lead, child-support service or local law-enforcement agency may be appropriate depending on the situation and country. If the child is in immediate danger, contact local emergency services.
Do not assume the image is harmless because it was generated or altered. The FBI’s U.S. federal guidance says AI-generated CSAM is illegal; the precise legal position and reporting options depend on jurisdiction.
What does the law say?
Laws, definitions and regulator powers differ by country, and the following examples are tied to the dates and jurisdictions in the cited official material. They are not a complete legal guide.
- United States: FBI/IC3 guidance published in March 2024 says AI-generated CSAM is illegal and directs suspected CSAM reports to NCMEC CyberTipline and FBI IC3.
- United Kingdom: A UK Parliament response described relevant intimate-image offences taking effect on 31 January 2024, alongside online-safety duties for services within scope. That dated response does not cover every possible offence or provide a complete current legal account. Separately, the UK government’s December 2025 strategy announced plans to ban creation and supply of nudification tools; an announcement of plans should not be read as proof that the proposed ban was already in force.
- Australia: The eSafety Commissioner reported in 2026 that a Direction to Comply was issued in May 2026 under age-restricted material codes that commenced in March 2026. This describes a regulatory step in Australia, not a universal rule.
If a child is involved, a local child-safety or legal-support organization can clarify which laws and reporting procedures apply where they live.
